URUMQI, Oct. 22 (Xinhua) — Thirty agreements, including cooperation between Tacheng and regions of Kazakhstan, were signed at the Baktu Forum held in Tacheng County, northwest China's Xinjiang Uygur Autonomous Region, on Tuesday, with a total value of about 13.1 billion yuan (about 1.85 billion U.S. dollars).

These documents include framework agreements and agreements on foreign trade and investment cooperation, covering areas such as new materials, cross-border tourism, and final assembly and export of auto parts.

The forum brought together business representatives and think tank experts from China, Russia, Kazakhstan, and other countries to discuss cooperation plans, giving new impetus to trade, economic cooperation, and humanitarian exchanges.

Zhi Xianwei, secretary of the district's Party Committee, stated that Tacheng, with its strong resource advantages, is gradually developing industrial clusters and continuously optimizing its business environment. He expressed hope that the forum will serve as a bridge to facilitate the sharing of the benefits of opening up with all parties and deepen cooperation within the country and with foreign countries.

As a reminder, the forum is named after the Baktu checkpoint located in the district on the Chinese-Kazakh border, which experiences both significant cargo turnover and a large tourist flow.

First held in 2012, the event is now in its fourth year and will be held annually starting this year. The forum is expected to become an important platform for regular exchanges and cooperation between countries participating in the Belt and Road Initiative.

ANKARA, Oct. 22 (Xinhua) — Turkey's parliament on Tuesday approved President Recep Tayyip Erdogan's proposal to extend the mandate of Turkish troops in Iraq and Syria for three years.

The proposal was approved by an overwhelming majority of parliament members, the state-run Anadolu Agency reported.

The need to deploy Turkish troops in these countries is justified by the fight against militants of the Islamic State (IS) and the Kurdistan Workers' Party (PKK), the statement said.

Turkey's current mandate for cross-border military operations in Syria and Iraq expires on October 30.

The country has long maintained a military presence in northern Syria and Iraq under the pretext of fighting the PKK, ISIS, and the Kurdish People's Defense Units (YPG).

Türkiye views the SNA as the Syrian branch of the PKK and has designated the group as a terrorist organization.

BEIJING, Oct. 22 (Xinhua) — The Chinese military's recent action to expel an Australian P-8A military aircraft from Chinese airspace was justified, legal, professional and restrained, Chinese Defense Ministry spokesperson Jiang Bin said on Wednesday, adding that the Chinese side has made stern representations to the Australian side.

He made the statement in response to media inquiries about the recent incident and comments from Australia.

Forces from the People's Liberation Army's Southern Zone Combat Command (SZCC) on Sunday dislodged an Australian P-8A military aircraft that illegally entered Chinese airspace over the Xisha Islands without permission from the Chinese government.

The Southwest Coast Command deployed naval and air force units to escort, track, respond decisively, warn and dislodge the Australian aircraft in accordance with applicable laws and regulations.

However, Australian defence authorities said the actions were "unsafe and unprofessional".

The Australian side's statement distorts the facts and shifts blame to China in an attempt to cover up the illegal intrusion of its military aircraft, Jiang Bin said, expressing strong dissatisfaction with this move and adding that the Chinese side has made stern representations to the Australian side.

Stressing that the Australian side's unfounded arguments are completely unfounded, the official representative of the PLA called on Australia to immediately cease violations and provocations, stop distorting and exaggerating the incident, and strictly control its naval and air forces so as not to damage the relations between the two countries and their armed forces.

The Chinese armed forces will continue to take necessary measures to resolutely safeguard national sovereignty and security, and firmly maintain peace and stability in the region, Jiang Bin said.

URUMQI, Oct. 22 (Xinhua) — The China-Central Asia Legal Education Alliance was founded at the China-Central Asia Legal Culture Exchange and Mutual Learning Conference held in Urumqi, northwest China's Xinjiang Uygur Autonomous Region, on Tuesday.

This is an important result of implementing the spirit of the First China-Central Asia Education Ministers' Meeting, which was held in May of this year in the above-mentioned city.

The conference was attended by experts and scholars from more than 10 universities in five Central Asian countries and over 10 Chinese universities and law schools, as well as representatives from relevant organizations.

Omirali Zhalairi, Rector of the D.A. Kunaev Eurasian Law Academy, noted that the creation of the alliance has far-reaching significance. It serves not only as an important tool for academic exchange but also as a key mechanism for ensuring regional stability, she added.

Yu Fei, Vice-Rector of China University of Political Science and Law (CUPSL), stated that the alliance will focus on scientific research, personnel training, and other areas of practical cooperation in the future.

Participants agreed that, amid profound changes in the legal profession brought about by the development of artificial intelligence, deepening mutual learning in the rule of law has become a common choice for countries around the world. Transforming traditional good-neighborly relations into stable mechanisms for legal cooperation will lay a solid foundation for building a "China-Central Asia" community with a shared future.

In addition, the conference, co-organized by the Xinjiang People's Government and the Yugoslav Communist Party, discussed issues related to the training of legal professionals in areas related to foreign affairs and international arbitration to create a first-class business environment in China and Central Asia.

Accra, October 22 (Xinhua) — Ghana will introduce e-visas by 2026 to simplify the visa process and facilitate trade, diplomacy, and investment. Foreign Minister Samuel Okudzeto Ablakwa announced the move Tuesday while speaking at the MOBEX Africa 2025 technology exhibition and innovation conference.

The e-visa system is part of the Ministry of Foreign Affairs' efforts to modernize Ghana's diplomatic services for the digital age, the minister noted. He added that the introduction of e-visas will make it easier for investors, tech specialists, and entrepreneurs to enter and work in the country.

The theme of this year's conference is "Rebooting Africa's Digital Identity and Sovereignty." Commenting on the topic, S.O. Ablakwa noted that the continent needs to embrace technological opportunities and digitalization as a tool for transformation.

The success of initiatives such as the African Continental Free Trade Area will depend on strong digital connectivity, he stressed.

KUNMING, Oct. 22 (Xinhua) — Law enforcement agencies from China, Laos, Myanmar and Thailand on Tuesday launched the 158th joint patrol of the Mekong River to combat cross-border crime.

The patrol officially began on Tuesday morning, when three Chinese and three Laotian vessels departed the port of Jingha in Xishuangbanna Dai Autonomous Prefecture in Yunnan Province, southwest China. Two law enforcement vessels from Myanmar also joined the patrol.

The flotilla of eight law enforcement vessels from four countries is designed to combat various types of cross-border crime in the Mekong River basin and maintain security and stability in the region.

Prior to the launch of the joint patrol, law enforcement agencies from the four countries held a joint commanders' meeting and information-sharing session in Jinghong City to assess the security situation and cross-border crime trends in the Mekong River Basin and discuss coordinated measures to strengthen regional security.

Three Lao patrol vessels participating in the 158th Joint Patrol of the Mekong River arrived in Xishuangbanna Dai Autonomous Prefecture on September 30 for a friendly visit to the local water patrol unit of the Yunnan Provincial Public Security Bureau. During the visit, the two sides exchanged views on professional training, law enforcement capacity building, and cultural exchanges.

The Mekong River, known in China as the Lancangjiang, is an important waterway for cross-border shipping between China and other countries. China, Laos, Myanmar, and Thailand have been jointly patrolling the Mekong River since December 2011. -0-

Lectures on Juche philosophy are being held at Novosibirsk State University.

On October 16, Novosibirsk State University hosted its first lecture on Juche philosophy, delivered by the Dean of the Philosophy Department at Kim Il Sung University. He outlined the fundamental principles of this teaching. The lecture attracted interest not only from NSU students, faculty, and staff, but also from students at other universities—a total of 12 Russian universities from various regions joined the online broadcast. The lecture series continues this week, with the next one taking place at NSU in the same format on October 23.

A key principle of Juche philosophy is the notion that man is at the core of everything; he is the master of the world and the lord of his own destiny. Human behavior is characterized by independence, creativity—that is, the desire to transform the world around him—and consciousness. Another important principle concerns the role of the masses in the historical process. The key importance of the people as the engine of change is emphasized, emphasizing the right of the nation to defend its freedom and interests. Particularly noteworthy is the notion that when people act together, they are capable of achieving great things and achieving great results.

Vladimir Diev, Doctor of Philosophy, Director of the Institute of Philosophy and Law at NSU, and moderator of the meeting, drew attention to the connection between the ideas embodied in Juche philosophy and fundamental worldview concepts and Russian tradition:

"The concept that man is at the center of the world is not new; this tradition dates back to Protagoras: man is the measure of all things. At the same time, this idea is deeply humanistic and resonates well with Russian philosophy, which frequently addresses the issue of freedom, free will, and creativity. The way and extent to which the concept of 'man is the measure of all things, man is the creator of history' is realized is not objectionable and serves as a sound foundation for the development of further philosophical concepts."

Marina Wolf, Doctor of Philosophy and Director of the Institute of Philosophy and Law of the Siberian Branch of the Russian Academy of Sciences, noted the relevance of this lecture series for two reasons: it is an opportunity to learn more about the North Korean state and to lay the foundation for building deeper relations with the Eastern world as a whole.

"We know very little about North Korean philosophy, and it was a revelation to hear firsthand from the proponents of these ideas. The philosophical component there is truly profound, and it's interesting that it is, in a sense, rooted in the Western tradition, because the entire anthropological issue and the foregrounding of the human being are, of course, more characteristic of the Western tradition than the Eastern one. Although Juche philosophy is characterized by emphasizing the role of the human being not so much as an individual, but as part of a social, political movement," commented Marina Wolf.

As Vladimir Diev noted, the philosophy of Juche is also interesting as an attempt to rethink orthodox Marxism at a new stage in the development of history, already in the 21st century.

"Marxism is currently being actively discussed in the West, but the conversation isn't so much about its obsolescence as about its development and transformation. It's interesting to see in what direction and how this can be done in a particular country, and what the results are," added Marina Wolf.

The raspberry harvest season recently concluded at a raspberry plantation in Nanyang Township, Ganchang County, Longnan City, Gansu Province. Freshly picked raspberries, after sorting, washing, and other processing steps, are transformed into various products, such as fresh berries, preserves, and fruit wine, which are then sold to a wider market.

Since 2019, local authorities have reportedly been actively encouraging farmers to grow raspberries using the "Party Cell Cooperative Industry" development model, gradually establishing a production chain that integrates cultivation, processing, sales, agritourism, and harvesting. The small red raspberry is becoming a "golden berry," boosting village incomes and promoting rural revitalization.
