Urumqi, October 23 (Xinhua) — A truck under the TIR (International Road Transport) system recently departed from Urumqi in northwest China's Xinjiang Uygur Autonomous Region (XUAR), leaving the country through the Takeshiken checkpoint, crossing Mongolia, and arriving in Belarus in 10 days. This is the first such truck to travel along the Asian Highway AH4 route, which runs through China, Mongolia, and Russia, after it enters trial operation in September 2023.

This truck carries general-purpose goods with a total weight of 16.7 tonnes, instead of the single-type, high-added-value cargo traditionally carried by vehicles under the TIR system.

This transportation model along the above-mentioned route, which requires only a single inspection throughout the entire process, can significantly improve the efficiency of customs clearance and reduce trade costs, said an employee of a local logistics company, adding that the customs clearance time at each checkpoint is no more than two hours.

As a reminder, the AH4 is the second international highway connecting China, Mongolia, and Russia, after the Asian Highway AH3. The entire route is 2,253 kilometers long, of which 577 kilometers are in China, 758 kilometers in Mongolia, and 918 kilometers in Russia.

AH4 provides the shortest transportation distance for trade between China and Europe, opening a new channel for Chinese-made goods to enter overseas markets, the Urumqi-Changji Customs emphasized.

Ürümqi, Oct. 23 (Xinhua) — Recently, vehicles loaded with mail from Kyrgyzstan arrived at the Torugart International Postal Exchange Station at the Xinjiang Uygur Autonomous Region (XUAR, northwest China) after customs inspection. These mail items will be delivered throughout the country, marking the resumption of operations at the Torugart International Postal Exchange Station between China and Kyrgyzstan.

The Torugart checkpoint is located in Utsya County, Kyzylsu Kyrgyz Autonomous Prefecture, in the Xinjiang Uygur Autonomous Region, at an altitude of approximately 3,800 meters above sea level. It is not only an important port for import and export trade between China and Kyrgyzstan, but also a key gateway for entry and exit from the Xinjiang Uygur Autonomous Region to Central Asia, South Asia, West Asia, and Europe.

In April of this year, construction of a new international mail exchange station, currently in use at this checkpoint, was completed. BEIJING, Oct. 23 (Xinhua) — Electricity consumption, a key barometer of China's economic activity, showed a steady increase in September this year, official data showed Thursday.

Overall, electricity consumption in September increased by 4.5 percent year-on-year to reach 888.6 billion kWh, the National Energy Administration of China reported.

In particular, electricity consumption in the primary and secondary sectors of the economy increased by 7.3 percent and 5.7 percent, respectively, compared to September 2024, while in the tertiary sector of the economy this figure increased by 6.3 percent.

Electricity consumption for domestic needs of urban and rural households reached 128.7 billion kWh in September, a drop of 2.6 percent year-on-year.

Pyongyang, October 23 (Xinhua) — North Korea's General Rocket Department successfully tested a major weapons system on Wednesday, the Korean Central News Agency (KCNA) reported on Thursday.

It was reported that two hypersonic missiles launched from Pyongyang in a northeasterly direction hit a target on a plateau near Kwaesan Peak in Oran County, North Hamgyong Province.

Vladimir Stroyev, Rector of the State University of Management, spoke at the 3rd Forum of the scientific and educational consortium "Eurasian Network University" (ENU), which took place in the Kyrgyz city of Osh.

At the plenary session, Vladimir Stroyev, Rector of our university, presented the results of our collaboration with partners in the Eurasian Economic Union and the University of Management's experience in implementing continuing professional education programs in the EAEU.

Thus, in 2022, the State University of Management was one of the initiators of the Eurasian Network University (ENU) research and education consortium, which has already united 38 universities from seven Eurasian countries. One of the priority areas of our university's cooperation with EAEU universities within the ENU consortium is the development and implementation of advanced training and continuing professional education (CPE) programs aimed at training qualified personnel from government agencies, enterprises, and businesses in EAEU countries. In 2024 alone, GUU developed and offered 17 such programs, with 324 quotas allocated by Rossotrudnichestvo. This year, more than 190 people have already joined the educational sessions.

"Reviews show a particularly high interest in such educational programs in the EAEU countries, largely due to the absence of a language barrier. I am confident that the implementation of such projects will help develop a new generation of managers in the EAEU region, operating based on specifically developed competencies and practical skills in building international economic cooperation," our rector concluded.

One of the forum's key outcomes was the initiative to establish the EAEU Center for Innovative Technologies, an association of scientists, engineers, and entrepreneurs, aimed at supporting applied research, implementing technology projects, and developing cooperation between universities and businesses. The organizers emphasized that the results of the main Eurasian educational dialogue will form the basis for a new roadmap for integration in education and science through 2030.

The consortium's events concluded with a tour of the Sulaiman-Too historical and archaeological complex and a series of working meetings for the participants.
