Dmitry Grigorenko: The implementation of AI in the regions has begun to yield results.

Translation. Region: Russian Federation –

Source: Government of the Russian Federation – Government of the Russian Federation –

An important disclaimer is at the bottom of this article.

Deputy Prime Minister and Chief of the Government Staff Dmitry Grigorenko attended the 18th Tyumen Digital Forum "Infotech," the main regional forum dedicated to AI. The Deputy Prime Minister participated in a panel session focused on the implementation of AI technology in regional public administration. The speakers discussed the challenges facing regions in implementing AI, solutions for these challenges, and the roles of the federal and regional authorities in developing the technology. Tyumen Oblast Governor Alexander Moor and business representatives also participated in the session.

Dmitry Grigorenko noted that the question of whether to implement AI in the regions is no longer relevant: the government has moved toward systemic scaling of AI developments in the regions and has shifted its focus from assessing the quantity of implemented solutions to analyzing their quality and effectiveness.

In early 2025, AI implementation became a mandatory requirement for the approval and funding of departmental and regional digital transformation programs. AI adoption also became one of the criteria influencing the rating of digital transformation leaders. The assessment takes into account the availability of infrastructure and data centers, the number of available datasets, and the number of AI solutions used. However, starting in September 2025, only those that have been verified will be counted as implemented, not all AI solutions.

These developments are collected on the Digital Region portal with the assistance of the AI Development Center under the Government of the Russian Federation. All of them have undergone quality control. Developments are evaluated based on a number of criteria, including operationalization, verified benefits, compliance with information security requirements, and others. To date, 149 AI solutions from 26 Russian regions have been published on the portal. The Moscow, Belgorod, Tyumen, and Novosibirsk regions, as well as the Republic of Tatarstan, have been among the regions with the highest number of solutions uploaded and verified on the Digital Region portal.

Dmitry Grigorenko also addressed the role of the federal government and regional authorities in AI implementation in his speech. The Deputy Prime Minister noted that regional initiatives, as well as federal support, are essential for scaling the technology.

"Our goal is to find a balance between encouraging digital leadership and ensuring digital equality among regions. On the one hand, we are leveling the playing field, primarily by creating ready-made, standard AI solutions at the federal level. This will allow all regions—even those that lack the resources for their own development—to test and implement AI. It's important that digital opportunities are equally accessible to citizens across the country. On the other hand, we encourage regions to show initiative. To this end, we have introduced digital transformation ratings, which take into account the implementation of AI solutions by regions," said Dmitry Grigorenko.

According to him, the initial impact of AI implementation in the regions is already being seen. As an example, the Deputy Prime Minister cited an information system for monitoring the urban environment (roads, cleanliness, and the condition of housing and utilities facilities), which has already been implemented in the Republic of Tatarstan. Thanks to AI, the efficiency and effectiveness of city services are increasing. For example, the technology helps clean streets after snowfalls 50% faster and identify road defects 48 times faster (one hour instead of two days).

Other examples of effective implementation include the integration of AI services into the work of officials in the Novosibirsk region. AI agents help manage documents, process citizen requests, and compile minutes of work meetings. This technology frees up to 60% of civil servants' time and redirects it from routine tasks to addressing expert issues.

The Tyumen Region, which hosts the Infotech forum annually, is also among the regions most actively implementing AI. Specifically, the region already has AI traffic monitoring, which allows for accident detection with up to 70% accuracy, planning bus routes, and reducing accident rates. The region is also already using AI to register and process citizen inquiries. Using AI, the system automatically generates a "summary" of the problem and helps find information for responses, speeding up the processing of citizen inquiries by 25%. Furthermore, the Tyumen Region has a smart video analytics system for law enforcement. In the first half of 2025 alone, this system was used to solve more than 20 crimes and detain approximately 60 wanted individuals.

Despite the active implementation of the technology, it is noted that AI services do not replace human work, but rather become assistants for automating routine operations and efficiently processing large amounts of data.

Moscow, October 24 /Xinhua/ — During the 15th Five-Year Plan period (2026-2030), China intends not only to maintain its leadership but also to create new market niches and global standards. Nikita Stepanov, a senior researcher at the Institute of Economics of the Russian Academy of Sciences, expressed this opinion in an interview with Xinhua, summing up the results of the 4th Plenary Session of the 20th Communist Party of China Central Committee.

"I believe the 15th Five-Year Plan will focus on deepening and scaling up the successes of the 14th, strengthening the green economy and digital technologies. China intends not only to maintain its leadership but also to create new market niches and global standards," he said.

According to the Russian economist, over the next five years, the focus will be on creating an "intellectual economy" with support for innovative startups and technologies. Among the strategic areas, he named research and implementation of the 6G network, as well as the expanded use of artificial intelligence and big data in industry, agriculture, and public administration. "Special attention will be paid to quantum technologies, biotechnology, new materials, and space exploration. New government projects and grants for world-class research centers will emerge," N. Stepanov suggested.

The expert expects China to continue its efforts to integrate into global technology chains, while maintaining its commitment to technological independence and developing its own manufacturing base. Furthermore, measures to achieve carbon neutrality by 2060 will be strengthened, including expanding renewable energy, developing carbon capture and storage technologies, and mass electrification of transport. To mitigate external shocks and trade risks, China will focus on increasing domestic demand, improving the quality of life for citizens, and developing the middle class.

"Thus, the 15th Five-Year Plan will be balanced in its focus on innovative and environmentally friendly development, improving the domestic market and social stability, and reducing vulnerability to external risks in an unstable global economy," N. Stepanov believes.

Regarding expectations for cooperation between Russia and China over the next five years, the agency's interlocutor is confident that it will expand, becoming increasingly comprehensive and strategic. He described the two countries' interactions as a mutually beneficial and strategically deepening partnership, noting several important trends: growing mutual trade and expanding joint projects in energy, infrastructure, high technology, and agriculture.

According to the expert, mutual interest in diversifying economies and sales markets, the desire to ensure technological independence and innovative breakthroughs, geopolitical conditions, and shared strategic goals in creating a multipolar and more equitable international order will favorably influence cooperation between the two countries.

“Over the next five years, cooperation between Russia and China promises to be fruitful and multifaceted,” N. Stepanov emphasized. –0–

The Saint Petersburg State University of Architecture and Civil Engineering held a series of training events for first aid instructors. The classes were organized in accordance with Russian Government Resolution No. 2464 "On the Procedure for Occupational Safety Training and Assessment of Occupational Safety Requirements."

Participants and organizers shared their impressions of the course.

Oleg Tsvetkov, Associate Professor of the Department of Geodesy, Land Management, and Cadastre, PhD in Geology: "I attended your practical lesson on first aid. I admit, I was less than enthusiastic, expecting to waste my time. However, you completely dispelled my doubts. The information was beautifully structured, the priorities were well-defined, the examples were very illustrative, and the information on common mistakes and misconceptions was extremely helpful. The answers to questions were professional and comprehensive. This is exactly how training on this crucial topic should be conducted, not a monotonous poring over numerous legal documents. I express my sincere gratitude!"

Anna Novozhilova, Deputy Dean for Academic Affairs of the Faculty of Civil Engineering and Senior Lecturer in the Department of Structural Mechanics, said, "I would like to express my deepest gratitude to Natalia Viktorovna Beschaskina, Assistant Professor in the Department of Technosphere Safety, for the easy and engaging presentation of the material. We had the opportunity to apply theoretical knowledge in practice: performing chest compressions, helping a choking patient, and much more. The three-hour lesson flew by in an instant, leaving a positive impression and imparting valuable skills that can be useful in life."

Alexander Dmitriev, Assistant Professor at the Department of Technosphere Safety and Director of the Smart Labor Training Center, noted: “The organization of this training cycle is the result of coordinated work. Faculty of Continuing Education, Department of Technosphere Safety And "Smart Work" training groundOur main goal was to eliminate formalism in training. Unfortunately, mandatory programs often become protocol-based and nominal. When human life is at stake, such an approach is unacceptable. We cannot completely prevent accidents, but we must know what to do if they occur. The instructors of the Safety and Security Department gave 100%, as confirmed by the feedback from participants.

This year, the RSD's focus is on the further development of youth sports, international cooperation, and the achievement of national development goals for the sports industry.

One of the event's key topics will be the further promotion of innovative sports, not only through business sessions. RSD-2025 will host an open lesson, "Phygital Sports: The Future That Came Today," which will showcase the achievements and significance of this sport.

The forum's main theme is "Sport for the Future: Winning Together," emphasizing that success is possible through the productive collaboration of all sports industry participants. Particular attention is paid to accessibility of sport, strengthening relations on the international stage, and the strategic development of both professional and mass sports.

"Sport isn't just about medals and records. It's part of our national identity, a school of character. Russia has repeatedly proven its ability to host sporting events of the highest caliber. We firmly uphold the principles of fair competition and consistently build cooperation with international federations and partners. Such events are not only sporting celebrations but also investments in infrastructure, regions, and human capital. In 2025, the event's business program is structured around four key tracks.

"O Sport, You Are the World. International Cooperation" – this track is dedicated to the return of Russian athletes to the global arena and the inadmissibility of discrimination in sport, as well as international cooperation and the emergence and development of new formats that unite athletes. Key topics include challenges in the fight against doping, the development of Russian national team reserves, global trends in the sports industry, and the integration of new technologies into sport.

"Ecosystem" – discussions focused on the development of sports infrastructure, public-private partnerships in sports, and the implementation of cutting-edge technologies, as well as legal and analytical support for the sports industry. How are sports facilities integrated into modern urban planning? How is the phigitization of sports infrastructure and the implementation of next-generation smart sports facilities taking place? How does the integration of large business representatives into federations change approaches to strategic planning? All these questions will be addressed in this section's discussions.

"Creating a New Image of Sports" will feature sessions dedicated to the role of media in sports development, the formation of regional sports brands, and the future of sports film and journalism. Participants will address issues of promoting sports through film and sports management, and the Russian Premier League will present its new development strategy through 2030.

"Sport and Society" is a section dedicated to the growing role of sport in society, the development of adaptive sports, the potential of sport for the rehabilitation of veterans of the Second World War and people with disabilities, as well as the development of school and university sports and the impact of sport on the development of new generations. Discussions will address key issues in the adaptive sports development concept through 2036, new ways to develop school leagues, and approaches being implemented by the state to increase accessibility of youth sports.

Mikhail Degtyarev, Russian Minister of Sport, Chairman of the Russian Olympic Committee, and Deputy Chairman of the Organizing Committee, noted that the business program of the XIII International Sports Forum "Russia – Country of Sports" in Samara will be one of the most comprehensive and professionally prepared in the history of the forum.

"We are entering the final stretch of preparations for the 'Russia – Country of Sports' forum in Samara. This year's business program will be one of the most comprehensive in the forum's history: from over 90 applications, the organizing committee selected 38 of the most significant and relevant events. The focus is on the further development of youth sports, the strategy for returning Russian athletes to the international arena, digitalization, the role of media, and new approaches to developing the sports talent pool. We have placed an emphasis on the quality of expertise and the precision of our wording. This approach reflects the forum's status as the premier business platform for the sports industry and allows us to formulate an agenda that aligns with Russian President Vladimir Putin's policy on developing sports in the country," emphasized Mikhail Degtyarev.

The Minister emphasized that the forum's business program will bring together representatives of government, business, and the international sports community, providing a platform for diverse discussions and decision-making.

"The most important thing is the quality of the discussion and a willingness to take joint action. The plenary session, 'Sport for the Future: Winning Together,' will be the central point where we will discuss the strategy for international cooperation, the development of infrastructure for children and youth, and practical steps to strengthen Russia's sports system. The forum in Samara should set the tone for the country's entire sports agenda for the coming years," the minister stated.

An important part of the program will be international work. The first meeting of sports ministers from the Asian Cooperation Dialogue countries will take place on the sidelines of the RSD, where they will discuss issues related to the international sports agenda and strengthening Russia's position in the global sports community. A joint meeting of the Athletes' Commission of the Russian Olympic Committee and the Athletes' Commission of the National Olympic Committee of Belarus will also be held at the RSD.
