Deputy Prime Minister and Chief of the Government Staff Dmitry Grigorenko attended the 18th Tyumen Digital Forum "Infotech," the main regional forum dedicated to AI. The Deputy Prime Minister participated in a panel session focused on the implementation of AI technology in regional public administration. The speakers discussed the challenges facing regions in implementing AI, solutions for these challenges, and the roles of the federal and regional authorities in developing the technology. Tyumen Oblast Governor Alexander Moor and business representatives also participated in the session.

Dmitry Grigorenko noted that the question of whether to implement AI in the regions is no longer relevant: the government has moved toward systemic scaling of AI developments in the regions and has shifted its focus from assessing the quantity of implemented solutions to analyzing their quality and effectiveness.

In early 2025, AI implementation became a mandatory requirement for the approval and funding of departmental and regional digital transformation programs. AI adoption also became one of the criteria influencing the rating of digital transformation leaders. The assessment takes into account the availability of infrastructure and data centers, the number of available datasets, and the number of AI solutions used. However, starting in September 2025, only those that have been verified will be counted as implemented, not all AI solutions.

These developments are collected on the Digital Region portal with the assistance of the AI Development Center under the Government of the Russian Federation. All of them have undergone quality control. Developments are evaluated based on a number of criteria, including operationalization, verified benefits, compliance with information security requirements, and others. To date, 149 AI solutions from 26 Russian regions have been published on the portal. The Moscow, Belgorod, Tyumen, and Novosibirsk regions, as well as the Republic of Tatarstan, have been among the regions with the highest number of solutions uploaded and verified on the Digital Region portal.

Dmitry Grigorenko also addressed the role of the federal government and regional authorities in AI implementation in his speech. The Deputy Prime Minister noted that regional initiatives, as well as federal support, are essential for scaling the technology.

"Our goal is to find a balance between encouraging digital leadership and ensuring digital equality among regions. On the one hand, we are leveling the playing field, primarily by creating ready-made, standard AI solutions at the federal level. It's important that digital opportunities are equally accessible to citizens across the country. On the other hand, we encourage regions to show initiative. To this end, we have introduced digital transformation ratings, which take into account the implementation of AI solutions by regions," said Dmitry Grigorenko.

According to him, the initial impact of AI implementation in the regions is already being seen. As an example, the Deputy Prime Minister cited an information system for monitoring the urban environment (roads, cleanliness, and the condition of housing and utilities facilities), which has already been implemented in the Republic of Tatarstan. Thanks to AI, the efficiency and effectiveness of city services are increasing. For example, the technology helps clean streets after snowfalls 50% faster and identify road defects 48 times faster (one hour instead of two days).

Other examples of effective implementation include the integration of AI services into the work of officials in the Novosibirsk region. AI agents help manage documents, process citizen requests, and compile minutes of work meetings. This technology frees up to 60% of civil servants' time and redirects it from routine tasks to addressing expert issues.

The Tyumen Region, which hosts the Infotech forum annually, is also among the regions most actively implementing AI. Specifically, the region already has AI traffic monitoring, which allows for accident detection with up to 70% accuracy, planning bus routes, and reducing accident rates. The region is also already using AI to register and process citizen inquiries. Using AI, the system automatically generates a "summary" of the problem and helps find information for responses, speeding up the processing of citizen inquiries by 25%. Furthermore, the Tyumen Region has a smart video analytics system for law enforcement. In the first half of 2025 alone, this system was used to solve more than 20 crimes and detain approximately 60 wanted individuals.

Despite the active implementation of the technology, it is noted that AI services do not replace human work, but rather become assistants for automating routine operations and efficiently processing large amounts of data.

"I believe the 15th Five-Year Plan will focus on deepening and scaling up the successes of the 14th, strengthening the green economy and digital technologies. China intends not only to maintain its leadership but also to create new market niches and global standards," he said.

According to the Russian economist, over the next five years, the focus will be on creating an "intellectual economy" with support for innovative startups and technologies.
