On October 24, 2025, a meeting of the Academic Council of the State University of Management was held. The main topics of discussion were the results of the recent admissions campaign and expectations for next year's applicants.

The meeting began, as usual, with congratulatory remarks. SUM Rector Vladimir Stroyev presented associate professor certificates to university staff members Maria Dyakonova and Andrey Metzger, and awarded SUM Certificates of Honor to faculty members of the Department of Public Administration and Political Technologies in honor of its 30th anniversary. The birthday celebrants of the month were also honored, receiving warm congratulations from the university's rector.

The agenda opened with a secret electronic vote on the nomination of university staff members for academic titles. As a result, both candidates were successfully approved.

Vadim Dikikh, Director of the Department of Digital Development and Admissions, then presented the results of the 2025/2026 Admissions Campaign and outlined the changes awaiting the university next year.

Interest in higher education remains strong, and the 2025 admissions process at our university saw a 35% increase compared to last year, with the number of applicants under the separate quota and special quota nearly doubling. Admission was balanced, with priority remaining in the management programs of Management, Economics, Public and Municipal Administration, Human Resources Management, and Business Informatics, accounting for more than half of the intake.

"As for next year, there's no approved procedure yet. Most importantly, there's no set Unified State Exam (USE) or passing scores, which is undoubtedly very important for applicants to formulate their personal preparation plan for admission. Full information should be expected by February 1, 2026, but much will be known tentatively closer to the New Year holidays, such as the USE, areas of study, educational programs, individual achievements, the university's partners for target placements, and the number of places at universities," Vadim Dikikh said.

Vladimir Stroyev emphasized that, despite the positive results of the past campaign, now is not the time to rest on our laurels. "It's time to begin preparing for next year's admissions campaign, defining key areas and expected results. By the time we have specific admissions figures, we must develop a strategy for achieving these targets. Despite the increase in interest and the number of applications, we cannot sit idle. We must constantly evolve and work harder," the rector concluded.

During the meeting, the council members also discussed a number of work-related issues: approving individual training plans, assigning staff to departments for dissertation preparation and defense, providing student discounts, and others.

Amid the detection of poliovirus in Europe, WHO reminds about the need for vaccination

October 24, 2025 Healthcare

Over the past decades, the number of polio cases has been reduced by more than 99 percent. The World Health Organization (WHO) reminds us of this on World Polio Day, celebrated on October 24.

This impressive progress was achieved thanks to the establishment of the Global Polio Eradication Initiative (GPEI) in 1988. The WHO European Region achieved polio-free status in 2002 and has maintained it since.

The risk of spread remains

However, with vaccination rates declining and variants of the virus being identified, experts warn that the risk of this dangerous disease spreading remains.

In 2024, more than 450,000 infants in the WHO European Region were not vaccinated against poliovirus. Since September 2024, the poliovirus variant type 2 has been detected during routine wastewater testing in six countries in the region: Finland, Germany, Israel, Poland, Spain, and the United Kingdom. The virus was last detected in Germany in September 2025. Thanks to high vaccination rates, there have been no cases of paralytic polio or community transmission.

Since February 2025, another variant of the virus, type 1, has been circulating in Israel. The WHO has recognized this as an outbreak, but no poliovirus has been detected in the country in the past two months.

"These isolated cases and the outbreak in Israel remind us of the importance of timely vaccination of all children in all areas," said Igor Pereginets, Director of Health Security and Regional Emergencies at the WHO Regional Office for Europe.

"Vaccination gaps leave children vulnerable and pose a threat to public health throughout the region and beyond. We must not return to the past, when polio constantly threatened lives and overwhelmed healthcare systems. WHO/Europe supports all countries and partner organizations in our shared goal of eliminating all forms of poliovirus worldwide as quickly as possible," he emphasized.

Complete liquidation is necessary

Polio is a highly contagious disease that spreads easily across large geographical areas. Until the late 1980s, polio paralyzed 350,000 children annually. In 2025, fewer than 50 cases of paralysis were recorded.

Until complete global elimination of the virus is achieved, all countries and every unvaccinated person will remain at risk, the WHO emphasizes.

The WHO Regional Office for Europe and its partners continue to support public health authorities in monitoring the situation, strengthening immunization programmes and responding rapidly to cases of the virus to prevent its spread.

On Friday, the Government of the Republic of Uzbekistan and the United Nations signed the UN Sustainable Development Cooperation Framework for 2026–2030. The ceremony took place at the University of World Economy and Diplomacy in Tashkent.

The new UN Framework aims to promote human development, reduce inequalities, and ensure that everyone can benefit from progress. Over the next five years, the cooperation program will define the strategic directions of 25 UN agencies, funds, and programs to support the achievement of Uzbekistan's national development goals and priorities.

The cooperation program defines six key areas of interaction: effective governance and justice, decent work and social protection, quality healthcare and well-being, inclusive and equitable education, climate action and environmental sustainability, and the integrated development of the Aral Sea region.

The UN Resident Coordinator in Uzbekistan noted that the new Framework places people at the center of the development process, aiming to ensure that everyone—including the most vulnerable groups—has the opportunity to realize their potential and contribute to the development of their communities. She emphasized that during the five-year partnership for 2026–2030, the joint efforts of Uzbekistan and the UN will be aimed at building a more prosperous, inclusive, and resilient state by 2030.

The Framework Program places special emphasis on the Aral Sea region, supporting efforts to transform it into a center for sustainable development. These initiatives aim to improve the population's quality of life by raising education levels, creating new jobs, and ensuring access to clean drinking water.

The document was prepared jointly by the Government of Uzbekistan, under the coordination of the Ministry of Economy and Finance, and the UN Country Team in Uzbekistan as a result of comprehensive consultations with government agencies, local authorities, civil society, youth, the private sector, and international partners.

In early October, the International Atomic Energy Agency (IAEA) inaugurated the new M. C. Curie-L. Meitner Nuclear Applications Centre at its laboratories in Seibersdorf, marking the successful completion of the ReNuAL2 (Renovation of Nuclear Applications Laboratories) project. This project aimed to modernize the Agency's nuclear science and applications laboratories and strengthen scientific support to Member States in the peaceful uses of nuclear science and technology.

The new Nuclear Applications Centre—named after nuclear pioneers Marie Skłodowska-Curie and Lise Meitner—will provide state-of-the-art equipment to three of the IAEA's eight nuclear science and applications laboratories in Seibersdorf. The Terrestrial Radiochemistry Laboratory supports the fight against radioactive, industrial, and environmental pollutants. The Plant Breeding and Genetics Laboratory, one of five laboratories within the FAO/IAEA Agriculture and Biotechnology Laboratories in Seibersdorf, develops high-yielding and resilient crops, and the Nuclear Science and Instrumentation Laboratory helps countries apply a range of nuclear analytical techniques.

At the opening ceremony, attended by high-ranking officials and government representatives from 33 countries, IAEA Director General Rafael Mariano Grossi noted that the renovation of the laboratories is a major investment in the development of nuclear applications.

"This is not just a successful modernization; it was made possible by strategic thinking, dedication, and partnership," emphasized Director-General Grossi. "Thanks to the new M.C. Curie-L. Meitner Center, our scientists and partners from around the world will be able to collaborate, innovate, and develop practical solutions that will improve public health, food security, and environmental protection."

Completion of the ReNuAL2 project was made possible thanks to the active support of IAEA Member States and partners. A total of 52 Member States contributed extrabudgetary funds and also provided institutional and in-kind support through their governments and organizations. Their collective commitment and partnership played a significant role in transforming the Seibersdorf laboratories into a modern facility equipped to meet the growing needs of countries in the application of nuclear science and technology.

Mareike Wörrle, Minister-Counselor of the Federal Republic of Germany and Co-Chair of the Friends of ReNuAL organization, noted: "We are proud of the applied scientific work carried out in the laboratories in Seibersdorf. We share a common goal: to serve people by collaborating to solve common problems."

The IAEA's Nuclear Applications Laboratories in Seibersdorf, located about an hour's drive from Vienna, were built in 1959 to support the Agency's work in assisting Member States in the peaceful applications of nuclear technology through training, services and applied research.

“This is an example of how science and innovation are helping our Member States address global challenges by making agriculture and food systems more efficient, inclusive, resilient, and sustainable,” said FAO Director-General Qu Dongyu. “FAO is committed to our long-term partnership with the IAEA and the Joint FAO/IAEA Centre, which ensures that innovation brings real benefits to people. This is a vital partnership. Together, we achieve greater results, working within the UN system for the benefit of our Member States.”

In addition, within the framework of the ReNuAL2 project, in addition to the new M. S. Curie and L. Meitner Centre, new modern greenhouses were built to improve climate-smart agriculture and water management methods, and a completely renovated facility for Dosimetry laboratory to help fight cancer and improve the safety of radiation therapy for patients.

"The successful completion of the ReNuAL2 project is a significant milestone for the Agency," said Lunga Bengu, Deputy Permanent Representative of South Africa to the UN Office at Vienna. "I am honored to express my appreciation to all Member States for their contributions and tireless efforts to address challenges and achieve significant advances in the peaceful uses of nuclear science and applications for the common good."

The ceremony took place shortly after discoveries On September 17, the new IAEA Visitor Centre in Seibersdorf, Austria, unique spaces where visitors can learn about the Agency's mission and how nuclear science and technology help solve global problems.

"I've visited this center twice in the last two weeks," said Gabriela Zellner, Permanent Representative of Austria to the UN Office in Vienna. "This is clear evidence of the IAEA's active work in Seibersdorf. Austria is very proud that IAEA laboratories have been successfully operating in our country since 1962."

Moscow, October 24 /Xinhua/ — The Central Bank of Russia (CB) lowered its key interest rate from 17 to 16.5 percent per annum. This is the fourth consecutive reduction. The CB also downgraded its inflation forecast for Russia for 2026.

"On October 24, 2025, the Bank of Russia Board of Directors decided to lower the key rate by 50 basis points to 16.5 percent per annum. Sustainable price growth indicators have not changed significantly and remain above 4 percent on an annualized basis. The economy continues to return to a balanced growth trajectory. Lending has accelerated in recent months. Inflation expectations remain high," the Central Bank of Russia said in a statement.

This is the fourth consecutive key rate cut. However, the regulator has given a relatively tough signal.

"The Bank of Russia will maintain monetary conditions tight enough to return inflation to its target. In the baseline scenario, this includes an average key rate in the range of 13-15 percent per annum in 2026 and a prolonged period of tight monetary policy," the press release states.

The Central Bank of Russia also downgraded its inflation forecast. The regulator predicts that inflation will slow to 4-5 percent in 2026, although it had previously forecast price growth of no more than 4 percent.
