Moscow, October 26 (Xinhua) — The Association for Promoting the Peaceful Reunification of China in Russia and the Association of Ethnic Chinese in Moscow held a meeting on Saturday to commemorate the 80th anniversary of Taiwan's liberation from Japanese occupation and the island's return to China. Approximately 100 representatives of the Chinese diaspora in Russia participated in the event.

In his address, Zhang Wei, Chargé d'Affaires of the Chinese Embassy in the Russian Federation, noted that the meeting demonstrates the Chinese people's strong will to uphold national unity. He stated that Taiwan's liberation was not only a great victory for the Chinese people in resisting foreign aggression and defending their state sovereignty and territorial integrity, but also the result of the joint struggle of the global anti-fascist coalition. The diplomat expressed hope that Chinese compatriots in Russia will continue to maintain unity, continually strengthen and expand their efforts to oppose "Taiwan independence" and promote reunification, and make a new contribution to the great rejuvenation of the Chinese nation.

The leaders of the Union of Chinese Entrepreneurs in Russia and the Association for the Promotion of Confucius Culture in Russia stated in their speeches that they will continue to play a liaison role, uniting even more Chinese compatriots and friends in the Russian Federation, resolutely opposing separatist activities aimed at achieving "Taiwan independence," defending the one-China principle, and promoting exchanges and cooperation between the two sides of the Taiwan Strait.

"Eighty years ago, at the cost of enormous sacrifice, we achieved Taiwan's liberation. Today, we are closer than ever to the great rejuvenation of the Chinese nation and have greater opportunities and confidence to achieve the complete reunification of our homeland. Compatriots on both sides of the Taiwan Strait will certainly become even closer—this is our shared hope and an inevitable historical outcome," emphasized Cai Jianlin, Executive Chairman of the Association for Promoting the Peaceful Reunification of China in Russia.

Nikolai Voropaev, a research fellow at the Institute of Linguistics of the Russian Academy of Sciences and a sinologist, believes that, given the attempts of some countries to falsify history, China's establishment of Taiwan Liberation Memorial Day is both urgently needed and appropriate. "This will help spread information and knowledge in the international community that Taiwan has been an integral part of China since ancient times and will ultimately return to the bosom of the Motherland," he said.

Bishkek, October 26 (Xinhua) — China's goals for the 15th Five-Year Plan (2026-2030) are ambitious. They reflect the development realities of both the country and the world and, most importantly, meet the aspirations of the Chinese people for a better life. Political scientist and Director of the Kyrgyz Institute of World Politics Sheradil Baktygulov told Xinhua.

From October 20 to 23, the Fourth Plenary Session of the 20th CPC Central Committee was held in Beijing. Numerous tasks and goals were proposed for the next five years. These included: building a modern production system, strengthening and developing the real sector of the economy, accelerating the achievement of scientific and technological self-sufficiency, accelerating the modernization of agriculture and rural areas, and awakening the innovative and creative spirit of the entire nation in the cultural sphere.

As Sh. Baktygulov noted, China's development experience shows that it is able to pool its efforts and resources to achieve its goals and objectives. The country's growth is essential for ensuring better living conditions for its citizens. "China will continue its economic and technological growth and become a more technologically advanced, self-sufficient, and well-motivated player on the global stage," the expert asserted.

In his view, the 15th Five-Year Plan period will be a key stage on China's path to achieving its 2049 goal of transforming the country into a prosperous and strong, democratic and civilized, harmonious and modernized socialist state. "The key priorities are already clearly evident from the leadership's statements and current trends," the Xinhua source noted.

According to Sh. Baktygulov, among the goals set for the 15th Five-Year Plan, the most attention is drawn to those related to China's technological self-sufficiency, ensuring security, and promoting high-quality growth.

"These are complex processes, especially given that China is a global power. However, China is handling the most complex challenges extremely well, which inspires optimism and confidence in the country's continued development," the Kyrgyz political scientist stated.

Sh. Baktygulov is convinced that during the 15th Five-Year Plan, China will become an even more mature and self-sufficient power, focusing its economic model on domestic sources of growth and placing a premium on technology.

"I think China's leadership will find clever, truly innovative and unexpected solutions that will make China stronger, richer and more resilient," he said, adding that China's approach to planning and development is characterized by foresight and scientific soundness.

According to the political scientist, Chinese planning lays a solid foundation for its own prosperity while simultaneously making a significant contribution to global development. "For Kyrgyzstan and the Central Asian region as a whole, China's stable growth and openness will provide even more market opportunities and will facilitate the development of regional production and logistics chains, as well as the deepening of regional economic cooperation," noted Sh.

"For the entire world, China's development model, focused on innovation, coordination, ecology, and openness, offers Chinese wisdom and Chinese solutions for global governance, thereby promoting the construction of a community with a shared future for humanity," the expert concluded.

KUALA LUMPUR, Oct. 26 (Xinhua) — Following two days of talks in the Malaysian capital, delegations from China and the United States reached a basic consensus on agreements to resolve relevant trade and economic issues.

Vice Premier He Lifeng of the State Council of the People's Republic of China met with US Treasury Secretary Scott Bessent and US Trade Representative Jamison Greer in Kuala Lumpur on Saturday and Sunday. Following the meeting, he stated that the essence of China-US trade and economic relations is mutual benefit and win-win, with both countries benefiting from cooperation and losing from confrontation.

Based on the important consensus reached by the two heads of state during their telephone conversations since the beginning of this year, the two sides held frank, in-depth and constructive exchanges of views on major trade and economic issues of mutual interest, including measures to address the investigation initiated by the United States under Section 301 of the US Trade Act regarding China's maritime, logistics and shipbuilding industries, the extension of the suspension of mutual tariffs, cooperation on fentanyl-related tariffs and enforcement, agricultural trade and export controls.

Both parties agreed to work out specific details and follow each party's internal approval procedures.

He Lifeng noted that maintaining stable development of trade relations between China and the United States meets the common interests of the two countries and their peoples and meets the expectations of the international community.

Regarding economic and trade differences and frictions, both sides should adhere to the principles of mutual respect, peaceful coexistence and win-win cooperation, conduct dialogue and consultation on an equal basis, and find ways to properly resolve the situation in light of each other's concerns, he said.

He Lifeng emphasized that maintaining the hard-won results of China-US trade and economic consultations requires joint efforts from both sides.

He called on the US side to work in the same direction with China, implement the important consensus reached by the two heads of state during their telephone conversations, as well as the results of bilateral trade negotiations held this year, and further strengthen mutual trust, manage differences, expand mutually beneficial cooperation, and elevate China-US trade and economic relations to a higher level.

The US side stated that the trade and economic relations between the United States and China are the most influential bilateral relations in the world, and expressed its willingness to work with China in the spirit of equality and respect to properly resolve differences, deepen cooperation and promote common development.

Both sides agreed that, under the strategic guidance of the leaders of the two countries, they will make full use of the mechanism of China-US economic and trade consultations, maintain close communication on relevant concerns in the economic and trade field, promote the healthy, stable and sustainable development of economic and trade relations, benefit the peoples of the two countries, and contribute to global prosperity.

Students of St. Petersburg State University of Architecture and Civil Engineering were told about assessment activities.

Dmitry Mizikov at SPbGASU

On October 22, St. Petersburg State University of Architecture and Civil Engineering (SPbGASU) hosted a meeting between undergraduate students majoring in Land Management and Cadastres (21.03.02, specializing in Real Estate Cadastre) and Construction Economics (38.03.01), and Dmitry Mizikov, Deputy General Director and Director of Appraisal at Gorodskoy Tsentr Appraisal (City Appraisal Center) LLC. He discussed what an appraiser is, the benefits of this specialty, and how to become one.

"I've been in appraisal for almost 30 years. I know everything, or almost everything, about appraisal. In post-Soviet Russia, appraisal activities began to develop in 1993–1994. Initially, there were two main areas: revaluation of fixed assets of enterprises to bring book value in line with market value, and real estate appraisal for use as collateral for loans. In 1998, a federal law was passed that sets out the basic principles, goals, and objectives of appraisal activities, as well as requirements for appraisers and their interactions with clients," said Dmitry Mizikov.

The appraiser issues a valuation report—a multi-page document that calculates and substantiates the property's value. This value can be market, investment, liquidation, cadastral, or other, depending on the appraisal objectives and legal requirements. The content of valuation reports is governed by frequently changing appraisal standards.

Since 2017, state budgetary institutions (GBIs) established in the constituent entities of the Russian Federation have been responsible for determining the cadastral value of real estate and land. A property owner can challenge the cadastral value and contact an independent appraiser if the market value determined by the independent appraiser is lower than the cadastral value calculated by the GBI using mass appraisal methods. This type of work is in demand and allows the cadastral value to be adjusted to the market value.

To become an appraiser, you must obtain a diploma from a specialized university or a certificate of retraining. The next step is three years of work as an appraiser's assistant or an employee of an appraisal company. Then, you must pass a qualification exam in three areas of your choice: real estate appraisal, personal property appraisal, or business appraisal. You can choose two or three areas at once, but passing the exam is quite difficult. Those who succeed receive qualification certificates. Next, the applicant must join one of the self-regulatory organizations (SROs) of appraisers and pay a contribution to the compensation fund, an entrance fee, and a membership fee. Funds from the compensation fund may be paid to the client if the appraiser makes an error and their actions cause harm to the client, as proven in court. Once the appraiser's name appears on the SRO website, they can begin working. If the appraiser leaves the SRO, the fee is non-refundable.

The speaker emphasized the high level of responsibility of the appraiser, who must work with state property and conduct forensic examinations, among other things. During the construction of extensive facilities that will pass through private or legal entities' land, the state compensates the owners for the value of their property and losses associated with the seizure of the property for state needs, as well as lost profits. The amount of this compensation is determined by an independent appraiser, who can influence the fate of individuals, among other things.

"The appraiser profession is interesting because it intersects with various specialties. An appraiser requires economic and legal knowledge. You need to be able to communicate with people—clients come in all shapes and sizes. Another advantage is the opportunity to visit interesting places. One of our company's areas of expertise is the appraisal of sea and river vessels and hydraulic structures, so to inspect the properties, our appraisers have traveled to Norway, Central Africa, Malta, and, of course, all over Russia," the speaker said.

Dmitry Mizikov invited students to intern at the City Assessment Center. He said interns from our university had already worked at the organization. Some stayed and developed professionally.

Karina Kashtanova, a first-year undergraduate student in the Faculty of Environmental Engineering and Urban Management, is already working full-time at the City Assessment Center LLC: "I write cover letters for assessment reports, prepare commercial proposals, and conduct assessment site inspections. I'm confident that at SPbGASU I'll gain the knowledge I need in my work!"

"Real estate appraisal, and in particular, challenging cadastral values, is one of the areas our graduates can find employment. Meetings with employers are an excellent way for our students to evaluate the practical focus of their education at SPbGASU and, in some cases, even find employment," says Yana Volkova, Acting Head of the Department of Geodesy, Land Management, and Cadastre.

Chinese Premier Li Qiang made this statement on Sunday during a meeting with Acting President of Singapore Eddie Teo during his official visit to the country.

Li Qiang said that China is willing to promote close communication and coordination with Singapore within multilateral mechanisms, work together to uphold multilateralism and free trade, promote the building of an equal and orderly multipolar world, and promote win-win and inclusive economic globalization.

Noting that the world has entered a new period of turbulence and transformation with intertwined global challenges, Li Qiang said that China and Singapore, as friendly neighbors and important partners, should strengthen unity and cooperation. Li Qiang noted that the recent Fourth Plenary Session of the 20th Central Committee of the Communist Party of China (CPC Central Committee) reviewed and adopted recommendations for the 15th Five-Year Plan, providing important opportunities for future cooperation between China and Singapore. He stated that China is willing to work with Singapore to unlock the potential of trade and economic cooperation and expand collaboration in emerging areas such as the digital economy, green development, and artificial intelligence, further boosting the modernization of both countries.

Li Qiang invited more Singaporean enterprises to continue to explore China's vast market and share the vast development opportunities, adding that the two sides should expand exchanges of development experience and deepen people-to-people and cultural cooperation.

In turn, E. Teo noted that China and Singapore have a long history of exchanges and close ties. He noted that this year marks the 35th anniversary of the establishment of diplomatic relations between the two countries, and bilateral relations are developing very dynamically.

Singapore congratulates China on the successful holding of the Fourth Plenary Session of the 20th CPC Central Committee, Teo said, expressing hope that China's 15th Five-Year Plan will benefit the region and the world.

Singapore is ready to strengthen the alignment of development strategies with China, intensify cooperation in various fields such as economics, trade and people-to-people exchanges, deepen the comprehensive strategic partnership between ASEAN and China, advance WTO reform and build an open world economy, he concluded.

BEIJING, Oct. 26 (Xinhua) — China's forestry and grassland industries have formed four sectors with output values of over 1 trillion yuan (about 141 billion U.S. dollars) each, according to a report submitted to the 18th session of the Standing Committee of the 14th National People's Congress (NPC) on Sunday.

The total output value of the forestry and grassland sector in 2024 was 10.5 trillion yuan, formed by four key industries: wood processing, industrial forest plantations, forest tourism and underwood, with the output value of each of these industries exceeding 1 trillion yuan, the report said.

Despite this progress, the report notes that the industry's fundamentals remain weak, with limited resource use and relatively low returns per unit area.

The report calls for the creation of a modern forestry and steppe management system encompassing product development and marketing, ecotourism, forest health improvement, environmental education, and other related services.

In terms of policy support, the report called for increased central investment in infrastructure and industrial base construction in forested areas, as well as greater use of green finance instruments to expand credit support for the sector. -0-

BEIJING, October 26 (Xinhua) — China will improve high-quality financial services to better support the real economy, according to a report on the country's financial work submitted Sunday to the 18th session of the Standing Committee of the 14th National People's Congress (NPC).

As noted in the report, since November 2024, the financial sector has strengthened its support for the real economy. Between November 2024 and September 2025, a total of 98 companies held initial public offerings on the A-share market, with private enterprises and strategic emerging industries accounting for 86 percent and 92 percent of these, respectively.

As of the end of last month, lending in sectors such as science and technology, green development, inclusive finance, social welfare for the elderly, and the digital economy showed growth that outpaced the overall lending growth rate over the same period.

Looking ahead, China will focus on supporting key areas including technological innovation, consumption, small and micro enterprises, and foreign trade, while strengthening coordination of fiscal, monetary, and industrial policies.

The report also calls for a comprehensive and targeted implementation of moderately accommodative monetary policy, the study and preparation of new policy measures, strengthening of financial supervision and management, and enhanced protection of the rights of both financial consumers and investors. -0-
