WASHINGTON, Jan. 7 (Xinhua) — The U.S. European Command said Wednesday it seized a Venezuela-linked oil tanker registered as Russian during an operation in the North Atlantic.

"The seizure of the vessel Bella 1 for violating U.S. sanctions was announced today. The vessel was seized in the North Atlantic Ocean pursuant to a warrant issued by a U.S. federal court after being tracked by the U.S. Coast Guard cutter (USCGC) Munro," the command said in a statement on the X social media platform.

USCGC Munro is a Legend-class cutter designed for long-range, high-complexity missions. It is one of the largest vessels in the U.S. Coast Guard fleet.

BEIJING, Jan. 7 (Xinhua) — The Chinese government has amended the Funeral Regulations to better regulate the entire service chain and provide affordable and green funeral services to the public.

The revised regulation, which was issued in a decree signed by Chinese Premier Li Qiang, will take effect on March 30.

The document, which contains 8 chapters and 73 articles, points to the socially significant nature of funeral and burial services and affirms the principles of public benefit, economy, civility, and environmental friendliness.

The regulation provides for the optimization of services, the reform of burial customs, and the promotion of land-saving and environmentally friendly funerals.

The scope of essential public funeral services is being clarified, with provisions for their gradual integration into the national system of basic public services, with dynamic adjustments. A funding mechanism is also being established to meet public demand for essential funeral services.

To prevent excessive fees, a price list system for services is being introduced, prohibiting charges for services not included in the approved price list. Regulatory authorities are required to strengthen price monitoring and enforcement, and pricing violations are being detailed.

The document also provides for strengthened law enforcement cooperation and comprehensive oversight of the entire service chain, including the issuance of death certificates, funerals, burials, and memorial services.

The Ministry of Justice and the Ministry of Civil Affairs of China said in a press release that the amendments were designed to address new challenges in the funeral industry.

BEIJING, Jan. 7 (Xinhua) — China's Ministry of Commerce said Wednesday that it has launched an anti-dumping investigation on imports of dichlorosilane (DCS) originating in Japan since Jan. 7, 2026.

The investigation was launched in response to a request filed by a Chinese electronic materials company on behalf of the domestic dichlorosilane industry, the Ministry of Commerce said in a statement.

In response to a media inquiry, a ministry spokesperson stated that preliminary data provided by the applicant indicates that, from 2022 to 2024, the volume of dichlorosilane imports from Japan generally showed an upward trend, while prices fell by a combined 31 percent. Preliminary verification data indicates that these dumped imports have caused damage to the relevant domestic industry, the ministry spokesperson added.

Dichlorosilane is mainly used in the production of various types of microcircuits.

Upon receiving the complaint, the investigative body processed it in accordance with China's current laws and regulations, as well as the rules of the World Trade Organization, the ministry said.

Based on the review results, it was concluded that the application met the criteria for initiating an anti-dumping investigation, and a decision was made to conduct it, the country's trade agency said in a statement.

The anti-dumping investigation will cover aspects such as imports of dichlorosilane originating in Japan between July 1, 2024 and June 30, 2025, and any injury caused to China's dichlorosilane industry between January 1, 2022 and June 30, 2025.

The aim of this course, developed on the basis of evidence and consensus guidelines from the IAEA Human Health Programme, is to teach the principles of optimal and appropriate use of PET/CT in clinical practice.

The new IAEA e-learning course includes revised and updated recommendations presented in the publication "Use of PET-CT in the management of cancer patients: a review of the available evidence".

The IAEA has issued a new electronic training course, designed to help medical imaging specialists, oncologists and policymakers effectively use the diagnostic tool combining positron emission tomography and computed tomography (PET-CT) in the care of cancer patients.

The purpose of this evidence-based and consensus-based course is manualsIAEA human health programs, – training in the principles of optimal and appropriate use of PET-CT in clinical practice.

PET-CT in cancer treatment

"In oncology, positron emission tomography has become the standard of care for many types of cancer and tumors. When combined with computed tomography, it allows physicians to more accurately determine the location and activity of the disease," notes Diana Paes, Head of the IAEA's Division of Nuclear Medicine and Diagnostic Imaging. "However, despite its clear advantages for more precise and individualized therapy, PET/CT remains virtually unavailable in many low- and middle-income countries. It is crucial to ensure appropriate and effective use of existing imaging technologies so that patients worldwide can receive timely and accurate diagnostics."

To address this need, the IAEA has issued a publication "Use of PET-CT in the management of cancer patients: a review of the available evidence", based on modern medical literature and containing general recommendations for the practical use of PET-CT in cancer treatment.

Diagnostic indicators and clinical impact

To provide additional support to Member States, this IAEA e-learning course outlines the principles of using PET/CT to diagnose cancer, stage it, assess response to multimodal therapy, detect possible recurrences, perform regular follow-up examinations and plan radiotherapy.

This course covers diagnostic indicators and clinical impact for 13 categories of cancer, namely:

central nervous system; head and neck; chest; mammary gland; gastrointestinal tract; urogenital tract; female reproductive system; bones and soft tissues; skin; hematopoietic system; endocrine system; neuroendocrine system; without identified primary lesion.

The course also examines when PET-CT is recommended for planning theranostics—an approach that combines the use of radionuclides for diagnosis and treatment—for prostate cancer, pancreatic neuroendocrine tumors, neuroblastomas, and a range of other diseases.

Improving efficiency with PET-CT

"By completing the course sequentially or studying sections dedicated to specific cancer types, physicians will be able to appreciate the key benefits of PET/CT," notes Amir Eskander, an IAEA radiologist and one of the project's leaders. "This method helps specialists determine when this technology is appropriate and when it is not, at each stage of a cancer patient's care. The course is a convenient resource that complements updated IAEA guidelines and promotes the appropriate use of PET/CT for the benefit of individual patients."
