Vilnius, Aug. 7 (Xinhua) — The Presidium of the Social Democratic Party of Lithuania (SDPL) on Wednesday nominated Social Security and Labor Minister Inga Ruginienė as the head of government, the Baltic News Service reported.

Her candidacy comes after Prime Minister Gintautas Paluckas resigned on Monday, automatically dissolving the entire cabinet. Now a new government must be formed and the existing three-party coalition agreement must be revised.

The ruling coalition currently holds 86 seats in the Lithuanian Seimas (parliament). The SDPL has 52 mandates, followed by Dawn over the Nemunas with 19 seats and the Democratic Union For Lithuania with fifteen.

BRASILIA, Aug. 7 (Xinhua) — Brazil has requested consultations at the World Trade Organization (WTO) over high tariffs imposed by U.S. President Donald Trump on Brazilian exports, the country's Foreign Ministry said Wednesday.

According to the agency, sending a request to the WTO is the first step in challenging tariffs before the process moves to the possible dispute resolution phase.

The request challenges tariffs imposed by Trump's executive orders on April 2 and July 30, 2025, based on several U.S. laws. The orders imposed tariffs of up to 50 percent on a wide range of Brazilian goods.

“By applying the above-mentioned measures, the United States is grossly violating the fundamental commitments that this country has made to the WTO, such as the most-favored-nation principle and the tariff limits agreed upon within the framework of this organization,” the Brazilian Foreign Ministry said in a statement.

Bilateral consultations are the first formal step in the WTO dispute settlement system. They aim to help the parties find a negotiated solution to the dispute.

“The Brazilian government confirms its readiness to negotiate and hopes that consultations will contribute to a solution to the problem,” the ministry said in a statement.

The parties will agree on the date and place of the consultations in the coming weeks.

On Wednesday, Trump's new tariff on Brazil went into effect, which became the highest ever imposed by the US government.

Brazil's Ministry of Trade estimates that the change will affect about 35.9 percent of Brazilian exports to the United States.

The list of exemptions includes orange juice, commercial aircraft, oil, cars and parts, fertilizers and energy products. However, high tariffs are also imposed on a range of products, such as meat and coffee.–0–

MANILA, Aug. 7 (Xinhua) — Eight people were killed and 15 others were injured in a road accident in the southern Philippines' Sultan Kudarat province, regional police said Thursday.

A young scientist from the State University of Management has become a finalist in the All-Russian competition of research works of students and postgraduates, which is being held as part of the 10th All-Russian Youth Scientific Forum “Science of the Future – Science of the Young”.

Nikita Akinshin, a postgraduate student at the State University of Management, presented a research project entitled “Research and development of a conceptual architecture of an operational ML component for a hybrid decision support system in transport logistics” within the “Engineering Sciences” section.

Over the past few years, GUU has been actively working on developing engineering competencies: it implements scientific projects and educational programs aimed at ensuring the scientific and technological development of the Russian Federation in order to achieve the technological sovereignty of the state. The university is developing new relevant scientific areas, in particular in the field of artificial intelligence and transport logistics.

A total of 3,000 applications from young scientists from 438 universities and research organizations were submitted to the research paper competition. Based on the results of an independent examination, 350 projects in 10 scientific areas were approved, the authors of which were selected to participate in the second stage of the competition.

The final stage of the competition will be held from September 23 to 26, 2025 in Saratov at the Saratov National Research State University named after N.G. Chernyshevsky. Participants will present their research in the format of oral sessions to leading experts.

"Science of the Future — Science of the Young" is a key project of the Ministry of Education and Science of Russia to support talented youth, which helps to reveal the potential of young scientists and stimulates the development of scientific research in the country. The competition is aimed at forming the professional orientation of future researchers and developing the skills of public speaking and presentations of scientific achievements. The event is included in the "Science of Winning" initiative of the Decade of Science and Technology.

119th Anniversary of Olimpiada Kozlova's Birth

On August 6, 1906, Olimpiada Vasilievna Kozlova was born. She headed our university for more than 35 years and is rightfully considered the founder of management education in Russia.

Olimpiada Vasilievna began her career at the age of 10 in the Pokrovskaya artel of fishermen. Later she worked as a turner at a factory, secretary of the village council, was elected secretary of the Moskvoretsky district committee of the All-Union Communist Party (Bolsheviks), and at the beginning of the Great Patriotic War she carried out a special task to form the Moscow divisions of the people's militia.

In 1950, Olimpiada Vasilievna was appointed rector of the Moscow Engineering and Economics Institute named after Sergo Ordzhonikidze (now the State University of Management). Olimpiada Vasilievna set the task of reorganizing the training of engineers and economists into the training of management personnel, which was implemented.

In 1966, it was at MIEI that the first domestic department on the fundamentals of management theory and practice was created, with Olimpiada Kozlova as its permanent head.

In 1969, for its great labor services to the state and society, MIEI was awarded the Order of the Red Banner of Labor, and in 1975 it was transformed into the first Moscow Institute of Management in the Soviet Union.

Today, GUU retains the title of the leading management university in the country and carefully preserves the historical memory of its heritage. Olympiada Kozlova played a vital role in the development of our university, laying the foundation for both the management approach in education and the unique campus in the South-Eastern Administrative District. YANGON, Aug. 7 (Xinhua) — Myanmar's acting President Myint Swe died at the age of 74 in Myanmar's capital Naypyitaw on Thursday morning, the country's National Defence and Security Council said.

A state funeral will be held in honor of the acting president, the council said.

Myint Shwe was diagnosed with Parkinson's disease and other related neurological conditions.

In 2024, he received treatment in Singapore and at the No. 2 Military General Hospital, but his condition worsened in July 2025.

Since July 24, the acting president has been in a special intensive care unit at the No. 2 General Military Hospital in Naypyitaw.

He went on sick leave in July 2024 and handed over his duties to Senior General Min Aung Hlaing.

Myint Swe was born in 1951 in Mandalay Region. He served as Chief Minister of Yangon Region from 2011 to 2016.

On 30 March 2016, Myint Swe was sworn in as Vice President of Myanmar. He became acting president on 1 February 2021 following the detention of then President Win Myint. Myint Swe subsequently declared a state of emergency and state power was transferred to the commander-in-chief of the armed forces, Min Aung Hlaing. –0–

VIENNA, Aug. 7 (Xinhua) — Several artillery shots were heard near the Zaporizhzhya Nuclear Power Plant (ZNPP) on Wednesday, the International Atomic Energy Agency (IAEA) said, highlighting the fragile nuclear safety situation at the facility.

According to a statement by IAEA Director General Rafael Grossi, the IAEA team working at the Zaporizhzhya NPP heard several artillery shots coming from very close to the facility.

"The signs of military activity taking place in the immediate vicinity of this major nuclear power plant are deeply worrying. As I have stated on numerous occasions, maximum military restraint near nuclear power plants is essential to prevent the risk of a nuclear accident," said R. Grossi.

The IAEA team members said they heard sounds of military activity “every day” last week. Several days ago, Zaporizhzhya NPP employees told the team about shelling that was taking place near the power plant’s transport department, located outside the facility.

The IAEA added that the nuclear power plant's external power supply situation also remains vulnerable, as the Zaporizhzhya NPP has been operating for three months thanks to a single external power line.

The UN nuclear safety watchdog has deployed staff to the Zaporizhzhya NPP in southern Ukraine since September 2022 to ensure nuclear safety. –0–
