The 1st All-Russian Festival of Student Families was held at Bauman Moscow State Technical University on July 17–18. The festival brought together representatives of universities from all over the country to discuss current issues of supporting student families and became a significant platform for the formation of a unified policy to support young families in the higher education system. Olga Yakovleva, a leading specialist in the youth policy department at SPbGASU, took part in the festival.

“In the context of modern socio-economic challenges, such events are of particular importance, allowing us to develop uniform standards for supporting young families, exchange best practices between universities, and create favorable conditions for combining study and family life,” said Olga Yakovleva.

The central event was a plenary session with the participation of the Chairperson of the Federation Council Valentina Matviyenko and the Minister of Science and Higher Education of Russia Valery Falkov. During the discussion, priority areas of state policy in relation to student families were identified.

The participants' attention was particularly drawn to the presentation of the draft standard for family policy in universities, developed by the Russian Ministry of Education and Science. The document provides for the creation of special support services for student families, the development of social programs and benefits, and the organization of psychological support.

"Participation in the festival allowed us not only to get acquainted with the best practices of other universities, but also to make proposals for improving the system of support for student families. We will use the knowledge we have gained in adapting the best practices to the conditions of our university, in developing new social initiatives and creating a comfortable environment for students raising children," explained Olga Yakovleva.

She emphasized that the 1st All-Russian Festival of Student Families was an important step in the formation of a comprehensive system of support for young families in higher education, and SPbGASU, following modern trends, plans to actively develop this area, providing student parents with opportunities for high-quality education and harmonious family development.

SPbGASU has completed laboratory tests of full-scale reinforced concrete beams reinforced with an external reinforcement system made of composite materials

As part of the grant competition for the implementation of research work by scientific and pedagogical staff of SPbGASU, laboratory tests of full-scale reinforced concrete beams reinforced with an external reinforcement system made of composite materials have been completed in the interdepartmental laboratory of our university.

Reinforcement with external reinforcement made of composite materials allows to increase the load-bearing capacity, reduce deflections and crack width without increasing the mass of the reinforced structure.

The tests were carried out by senior lecturer of the Department of Reinforced Concrete and Stone Structures Anastasia Denisova and senior laboratory assistant of the interdepartmental laboratory Egor Kuzhman under the scientific supervision of associate professor of the Department of Reinforced Concrete and Stone Structures Alexey Shekhovtsov.

The purpose of the tests was to evaluate the work of reinforced structures at different stages taking into account the loading history. Three precast reinforced concrete beams of rectangular cross-section with dimensions of 300×400 mm, length of 3300 mm, weight of 1 t were tested.

First, beams were tested without reinforcement to simulate the operation of the structure during the operational phase. The sample was not brought to failure at this stage. Then, the beams were reinforced with external reinforcement and the reinforced beams were tested again until complete failure, simulating the operation of the structure after reinforcement during the operational phase.

During the tests, the researchers monitored the vertical displacement of the sample, the relative deformations of the concrete and composite material, the width of the crack opening, the loads of crack formation, destruction, the pattern of crack formation, the nature of destruction, etc.

The research is an important stage in assessing the effectiveness of modern methods of strengthening reinforced concrete structures and in developing methods for their design, and also allows obtaining data for the further implementation of these technologies in construction practice.

INCHEON, South Korea, Aug. 13 (Xinhua) — Agriculture ministers from China, the Republic of Korea (ROK) and Japan held the fourth trilateral meeting here on Monday.

The meeting, which focused on food security, animal diseases and sustainable agriculture, took place seven years after the previous one, which was held in China in 2018, according to a joint statement.

During the meeting, ministers highlighted the many challenges facing the agricultural sector, including the climate crisis, the cross-border spread of infectious diseases and unstable supply chains. They reiterated the importance of sharing information and working together to address them.

The heads of departments agreed to deepen mutually complementary cooperation, paying special attention to areas such as intelligent agricultural technologies, green and low-carbon agriculture, and training young specialists for agriculture.

Chinese Minister of Agriculture and Rural Affairs Han Jun said China is willing to work with Japan and the ROK to comprehensively resume agricultural cooperation and establish a new trilateral cooperation structure in this area that is more sustainable, broader in scope, closer in communication and richer in content, so as to jointly contribute to promoting the revitalization, prosperity and development of agriculture and rural areas.

The ministers agreed to cooperate in the area of globally significant agricultural heritage systems and to strengthen cooperation at the international and regional levels.

Following the meeting, the parties issued a joint statement announcing their intention to hold such meetings on a regular basis. The next meeting will be held in Japan. –0–

UN Special Envoy Calls Not to Draw Yemen into Gaza War

UNITED NATIONS, Aug. 13 (Xinhua) — Yemen should be avoided from being drawn further into regional chaos, including the war in Gaza, UN Special Envoy for Yemen Hans Grundberg said at the monthly Security Council briefing on the situation in Yemen on Tuesday.

Regional chaos continues to undermine prospects for peace and stability in Yemen, where the situation remains extremely fragile, he said.

“For Yemen to have a real chance for peace, it must be protected from further involvement in the ongoing regional chaos emanating from the war in Gaza,” Grundberg stressed. “Therefore, attacks on civilian vessels in the Red Sea must stop. Rocket attacks on Israel and subsequent Israeli strikes on Yemen must also stop,” he added.

In addition to complicating mediation efforts to achieve a long-term solution to the conflict in Yemen, this escalation has led to the near-total destruction of port facilities on Yemen's west coast, placing enormous strain on the country's vital infrastructure, the special envoy noted.

In July, unloading at the port of Salif took three times longer than in June. The increase in waiting and unloading times at the ports of Hodeidah and Salif is a major concern, as they are important entry points for essential food products, Grundberg said.

According to him, the development of the situation in this direction could have been stopped, but instead the situation worsened: in particular, on July 27, the Houthis announced an expansion of the circle of ships that they will consider legitimate targets. “To protect the people of Yemen and ensure broader stability in the region, it is urgent to reduce the level of violence and renew the focus on diplomacy,” the special envoy said.

Speaking about the internal situation in Yemen, H. Grundberg stressed the need to continue to support de-escalation on the contact lines and help the parties build trust.

“There is an urgent need for proactive and pragmatic measures that can pave the way for peace in Yemen. We must remain steadfast in our joint efforts to move Yemen toward a future in which the country is at peace with itself and its region,” said H. Grundberg. –0–

NEW YORK, Aug. 13 (Xinhua) — The U.S. consumer price index (CPI) rose 0.2 percent in July and 2.7 percent year-on-year, the Labor Department's Bureau of Labor Statistics (BLS) said Tuesday.

Excluding the more volatile food and energy sectors, core CPI rose 0.3 percent in July and 3.1 percent over the past year. Both figures were exactly in line with consensus forecasts, which had called for a 0.3 percent monthly increase and a 3.0 percent annual increase. However, the monthly increase was the largest since January.

BTS noted that most of the growth in the overall index was accounted for by housing costs, which rose by 0.2 percent.

Shortly after the data was released, US President Donald Trump again criticized Federal Reserve Chairman Jerome Powell, saying he was considering allowing a “massive” lawsuit against Powell over the Fed’s headquarters renovation.
