TEHRAN, Aug. 14 (Xinhua) — Iranian Foreign Minister Abbas Araghchi on Wednesday exchanged views on the latest developments in the Caucasus with senior diplomats from Russia and Armenia.

According to statements released by the Iranian Foreign Ministry, during two separate meetings with the Russian Foreign Ministry's Special Representative for Assistance to Normalization of Relations between Armenia and Azerbaijan Igor Khovayev and Armenian Deputy Foreign Minister Vahan Kostanyan, A. Araghchi also discussed bilateral relations with the two countries.

At both meetings, A. Araghchi reaffirmed Iran’s principled position on supporting the establishment of peace between Armenia and Azerbaijan, emphasizing the need for a peaceful solution to regional problems through the efforts of the countries of the region and in the absence of foreign interference.

During the conversation with I. Khovaev, the head of the Iranian Foreign Ministry called for the use of regional mechanisms to resolve regional problems, promote cooperation and rapprochement in the region, and ensure the security and collective interests of the Caucasus countries.

A. Araghchi said that Iran and Russia have taken similar positions on important regional and international issues, stressing the need to continue and advance bilateral consultations and cooperation to protect their common interests.

The Russian diplomat, for his part, presented a report on his country’s diplomatic efforts to ensure peace and tranquility in the Caucasus, emphasizing the importance of constant and close consultations, coordination and interaction between Russia and Iran.

At his meeting with the Deputy Minister of Foreign Affairs of Armenia, A. Araghchi emphasized that the unblocking of transit routes in the region should take place with respect for the national sovereignty and territorial integrity of the countries of the region and in compliance with their interests and considerations.

He said any plan to unblock transit routes should not lead to geopolitical changes in the region or disrupt transport links between other countries, stressing that states in the region should benefit from any peace agreement in the region.

V. Kostanyan informed A. Araghchi about the latest developments in the South Caucasus region, assuring that his country views its relations with Iran as strategic and pays serious attention to regional stability, security and Iran’s geopolitical interests when making decisions on any agreement concerning peace, security and transit routes in the Caucasus.

Armenia and Azerbaijan, which have disputed the mountainous region of Nagorno-Karabakh since 1988, have been holding peace talks since a ceasefire was agreed in 1994, despite sporadic clashes since then.

The two leaders witnessed the initialing of a peace deal at the White House on Friday that would end their decades-long border dispute. The two sides are expected to take further steps to finally sign and ratify the agreement.

The deal included in the agreement gives the United States exclusive rights to create and develop a major transit corridor through southern Armenia that would directly link the mainland of Azerbaijan to its enclave in Nakhchivan and then to Turkey. –0–

Aden, Yemen, Aug. 14 (Xinhua) — Yemeni authorities on Wednesday announced a crackdown on smuggling networks of African migrants through the country after more than 90 Ethiopians died in a boat sinking off the coast of the southern province of Abyan in early August.

Abyan police said they would take “strict action against anyone found to be involved in the transport or smuggling of refugees and illegal immigrants from African countries.”

Under the new rules, security forces will be able to seize cars, boats and other vehicles used in smuggling operations. Authorities have also called on local residents to cooperate with security agencies by reporting suspected smugglers or gatherings of undocumented migrants.

The tragedy off the coast of Abyan has left 92 people dead and several missing. The International Organization for Migration has warned that such incidents are likely to continue as long as vulnerable migrants are willing to take the risk of travelling along the so-called Eastern Route from the Horn of Africa to Yemen and on to the Gulf.

Despite a humanitarian crisis and years of conflict, Yemen remains a key transit point for migrants seeking work in the Gulf states. –0–

ANKARA, Aug. 14 (Xinhua) — Turkish Foreign Minister Hakan Fidan and visiting Syrian interim government chief diplomat Asaad Hassan al-Shibani on Wednesday accused Israel of being one of the main actors behind the recent violence in Syria's Druze-dominated southern province of As-Suwayda.

“One of the main players behind this grim picture was Israel,” Fidan said at a joint press conference with A.H. al-Shibani after their meeting, adding that Israel’s “expansionist policy” in the region extends to Syria.

Syria “must become a country where all peoples, faiths and cultures are preserved and can live together,” he said. He said Turkey supports Syria’s sovereignty and territorial integrity and shares the Syrian government’s position on promoting inclusivity among the country’s various communities.

A. H. al-Shibani, for his part, accused Israel of provocations in As-Suwayda, adding that Israel’s constant threats are directed against Syria’s sovereignty and affect the security of our citizens.”

Noting the ongoing efforts to divide Syria, he pointed out that the Druze community is an integral part of Syrian society and Damascus remains committed to regional stability.

On July 19, Syria's interim leader Ahmed al-Sharaa declared a ceasefire in As-Suwayda after weeks of sectarian clashes and Israeli strikes. Under the terms of the deal, interim government forces would withdraw from populated areas while local Druze factions and religious leaders would provide internal security.

Despite the ceasefire, fighting has flared up repeatedly, threatening to derail the agreement. Several aid convoys organized by UN agencies and the Syrian Arab Red Crescent have arrived in the governorate in recent days, but renewed violence has reportedly prevented further aid deliveries. –0–

WASHINGTON, Aug. 13 (Xinhua) — U.S. President Donald Trump said on Wednesday he will ask Congress to approve extended federal control of the Metropolitan Police Department to combat crime in Washington.

“We’re going to need a crime bill, which we’re going to introduce, and it’s going to be in the District of Columbia initially,” Trump told reporters after an event at the Kennedy Center. “We’re going to ask for an extension, a long-term extension.”

On Monday, he signed an executive order declaring a state of emergency to combat crime in Washington to “protect government employees, citizens, and tourists and ensure the safe operation of the federal government,” the White House said. The emergency is for 30 days and can be extended only with congressional approval.

Trump also criticized D.C.'s statehood bid Wednesday. "Statehood is ridiculous. We want to clean up the mess," he said.

National Guard troops began deploying to Washington on Tuesday evening, with 800 troops expected to be fully operational by the end of the week, a senior Army official told local media. –0–

In early July, Qingdao, Shandong Province, hosted the event “SCO Youth: Qingdao Encounter” for young people from Shanghai Cooperation Organization countries. Over the course of seven days, 100 students from 30 countries, including Pakistan and Tajikistan, learned about Chinese intangible cultural heritage, visited advanced technology enterprises, studied urban development, and met friends from all over the world.

In recent years, the SCO has consistently held various events, including youth camps, forums on the development of the young generation, educational and practical programs, innovation and entrepreneurship competitions, etc. These events have planted the seeds of friendship in the hearts of the youth of the SCO countries, and have also attracted more and more young men and women to actively participate in the development of the SCO.

As one of the founding members of the SCO, China has always attached great importance to youth exchanges.

From the adoption of the “Joint Address of the Heads of State of the SCO Member States to the Youth” at the Qingdao Summit in 2018 to the establishment of the China-SCO Youth Exchange Center and large-scale programs to invite young people from SCO countries to China, China has always worked hard to create various platforms to strengthen exchanges among the new generation of SCO countries.
