BISHKEK, Aug. 29 (Xinhua) — A film festival dedicated to the 80th anniversary of the victory in the Chinese People's War of Resistance Against Japanese Aggression and the World Anti-Fascist War is being held in Bishkek, the capital of Kyrgyzstan, from August 27 to 29.

Speaking at the event, Kyrgyzstan State Secretary Marat Imankulov said that during the World Anti-Fascist War, the Chinese people fought against the Japanese militarists in the East and achieved victory, making a colossal sacrifice – 35 million dead and wounded. He wished that the tragedy never be repeated, noting that the film festival will help pass the baton of peace to younger generations.

Chinese Ambassador to Kyrgyzstan Liu Jiangping said that as a result of the most difficult struggle, the Chinese people won the War of Resistance Against Japanese Aggression and made a historic contribution to the victory in the World Anti-Fascist War. The peoples of China and Kyrgyzstan fought shoulder to shoulder and established deep friendship. China is ready to remember history together with Kyrgyzstan, honor the memory of fallen heroes, cherish peace and jointly create the future, she noted.

The film festival is reported to feature screenings of Chinese films such as “My Country, My Parents,” “Chinatown Detective 1900,” and “The Sinking of the Lisbon Maru.”

Eighth-grader Ayelima Talantbekova watched the film “My Country, My Parents” at the film festival. The plots reflecting the heroic and courageous actions of the Chinese military in the fight against the Japanese invaders made a particularly strong impression on her. “The film touched me very much. I will probably remember it for the rest of my life,” she said, adding that she would recommend the film to her friends.

The three-day event is jointly organized by the Chinese Embassy in Kyrgyzstan, the State Film Administration of China and the Kyrgyzstan-China Friendship Society. –0–

ANKARA, Aug. 29 (Xinhua) — Turkish President Recep Tayyip Erdogan on Thursday said he is "ready to do everything possible to hold a high-level Russian-Ukrainian meeting that will pave the way for peace," his office said.

R.T. Erdogan made these remarks during a telephone conversation with Ukrainian President Volodymyr Zelensky, during which Turkish-Ukrainian relations, the Ukrainian-Russian peace process, as well as regional and global issues were discussed.

The Turkish leader said Ankara was “closely following the talks in Alaska and Washington” and was continuing its efforts to help end the war. He told Zelensky that Turkey would continue to contribute to Ukraine’s security.

Stressing that “a just peace in the war between Ukraine and Russia is possible,” R. T. Erdogan added that negotiations between the parties should continue “in an enhanced mode.”

For his part, V. Zelensky reported on the X social network that he had exchanged views on the current situation with the Turkish leader and discussed the next diplomatic steps. He expressed gratitude to Turkey for its “constant readiness and commitment to help achieve real peace.” “We deeply appreciate all the assistance provided by Turkey,” the president wrote.

“Ukraine is ready to participate /in the meeting/ in the leaders’ format, since this is the only effective format,” he emphasized. –0–

Duty-free shipping for items under $800 in the US is cancelled

WASHINGTON, Aug. 29 (Xinhua) — The United States will end duty-free imports of goods worth less than $800 starting Friday.

During a six-month transition period, mailers can choose a flat fee of between $80 and $200 per package, depending on the country of origin, according to officials in the Trump administration.

Starting at 12:01 p.m. (04:01 GMT) Friday, U.S. Customs and Border Protection will begin applying standard duty rates to all incoming international packages, regardless of value. The move expands on the Trump administration’s decision earlier this year to waive the de minimis tariff rule on packages from China.

Starting Friday, imported goods shipped outside the international postal network valued at up to $800 that would otherwise qualify for the de minimis rule will be subject to all applicable duties.

Parcels sent through the international postal system will be subject to a duty equal to the actual customs rate applied to the country of origin, or a duty of between $80 and $200 per unit.

Asked whether Trump might reconsider the move, a senior official said during a press briefing Thursday that ending the de minimis rule is a “permanent change,” adding that any effort to restore it for trusted trading partners is “doomed to fail.”

The Universal Postal Union announced Tuesday that 25 member countries have suspended mail to the United States, citing uncertainty over the U.S. administration's planned changes to customs clearance rules for imports under $800. –0–

/SCO Summit in Tianjin/ “Shanghai Spirit” Develops with New Energy

BEIJING, Aug. 29 (Xinhua) — The largest summit of the Shanghai Cooperation Organization (SCO) since its establishment will be held from Aug. 31 to Sept. 1 in Tianjin, the largest port city in northern China.

Chinese President Xi Jinping will chair the 25th meeting of the SCO Heads of State Council and the SCO Plus meeting, delivering keynote speeches that are expected to focus on deepening cooperation within the organization and strengthening its role in global governance.

Founded in Shanghai in 2001, the SCO adheres to the “Shanghai Spirit”, which is characterized by mutual trust, mutual benefit, equality, mutual consultation, respect for cultural diversity, and the pursuit of common development.

Since 2013, Xi Jinping has attended all previous SCO summits, put forward important initiatives and promoted joint efforts to uphold the “Shanghai Spirit” in the modern global landscape.

DEFENDING THE “SHANGHAI SPIRIT”

Xi Jinping chaired the SCO summit in Qingdao for the first time in June 2018. At that time, he recalled the development and achievements of the organization, emphasizing that the “Shanghai Spirit” serves as a common asset for all SCO member states.

The "Shanghai Spirit", which transcends outdated concepts such as the clash of civilizations, the Cold War mentality and zero-sum thinking, has opened a new chapter in the history of international relations and is gaining growing recognition in the international community, Xi said.

At every SCO summit since 2013, Xi Jinping has emphasized the profound relevance of the “Shanghai Spirit,” continually enriching and expanding its meaning.

Guided by the “Shanghai Spirit”, the SCO has created a new model of regional cooperation that unites countries with different social systems and development paths.

This partnership is characterized by non-alignment, non-confrontation and non-direction against third parties, offering a model for a new type of international relations based on mutual respect, impartiality, justice and mutually beneficial cooperation.

Thanks to the implementation of these principles, the SCO has been steadily developing and demonstrating strong vitality. If in 2001 the SCO consisted of six member states – China, Russia, Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan, by now it has included four more participating countries, including India, Pakistan, Iran and Belarus.

With 10 member states, two observer states and 14 dialogue partners spanning Asia, Europe and Africa, the SCO boasts a “big family” of 26 states. It is currently the world’s largest regional international organization in terms of both geographic reach and population.

"The growing number of countries seeking to join the SCO family reflects the broad appeal of its principles and firm confidence in its future," Xi said.

He stressed that as the SCO continues to develop, it stands ready to cooperate with all progressive forces around the world to promote world peace, contribute to global development and safeguard international order.

DEEPENING PRACTICAL COOPERATION

The SCO was originally created to address common security challenges. Over the years, it has remained steadfast in its commitment to creating a peaceful and secure environment conducive to the development of all its member states.

Since taking over the rotating chairmanship of the SCO in July last year, China has promoted a series of key events, including meetings of the SCO Regional Anti-Terrorism Structure Council and border officials, as well as joint anti-terrorism exercises.

More than a month ago, a meeting of the Council of Foreign Ministers of the SCO member states was held in Tianjin, where member states agreed to accelerate the establishment of four security centres to address issues such as security threats and challenges, as well as drug-related crimes.

Under the leadership of Xi Jinping and other SCO leaders, China's pragmatic cooperation with other SCO countries has continued to strengthen. The alignment of the Belt and Road Initiative with the development strategies of various parties, including the China-Belarus Industrial Park and the China-Pakistan Economic Corridor, has accelerated, as has cooperation in emerging areas such as cross-border e-commerce, artificial intelligence (AI), and big data.

Strengthening cooperation in various fields has yielded tangible results. Statistics show that in 2024, trade turnover between China and the SCO member states, observer states and dialogue partners reached a new historical maximum of USD 890 billion.

Xi Jinping has always attached great importance to exchanges and dialogue among the civilizations of the SCO countries. In Kazakhstan, Chinese experts are collaborating with local archaeologists on archaeological excavations at the Rakhat site; in Egypt, engineering students from Ain Shams University are gaining practical experience while studying at the “Lu Ban Workshop.”

A series of activities such as skills competition, snow football matches, youth camps, etc. were successfully held, further strengthening the people-to-people exchanges across the region.

FORMATION OF A COMMUNITY OF SINGLE DESTINY FOR HUMANITY

Xi Jinping used SCO meetings as a platform to promote equality and fairness in international affairs

Xi Jinping met in Beijing in July with foreign ministers and senior officials of the permanent bodies of the Shanghai Cooperation Organization (SCO), who arrived in China to attend a meeting of the Council of Foreign Ministers of the SCO member states. “We firmly oppose hegemony, despotism and bullying, and advocate a more equal and orderly multipolar world,” Xi Jinping said.

He opposes the resolution of international affairs from a so-called “position of strength”, against actions that undermine the international order and incite confrontation and provoke division under the pretext of so-called “rules”, and advocates equal rights, equal opportunities and fair rules for all.

A number of final documents published following the SCO summit in Astana in 2024 are in line with the concepts put forward by Xi Jinping and serve as a call for solidarity, cooperation and justice, rather than division, confrontation and hegemony.

This year marks the 80th anniversary of the victory of the Chinese People's War of Resistance Against Japanese Aggression and the World Anti-Fascist War, as well as the founding of the United Nations. However, today the world is confronted with unilateralism, bullying and the resurgence of power politics.

In view of this critical moment, Xi Jinping has repeatedly stressed China's commitment to correctly viewing the history of World War II, deepening coordination within multilateral structures such as the UN and the SCO, and jointly upholding international fairness and justice.

This reflects the shared commitment of SCO member states, as outlined in the April statement, which expressed support for an open global economy and a multilateral trading system based on the World Trade Organization (WTO), while clearly condemning unilateral tariffs and protectionism.

With a natural connection to the countries of the Global South, whose collective rise has become an undeniable trend, the SCO is increasingly seen as an indispensable force in the global governance system.

At the SCO summit in Astana last year, Xi Jinping called on the SCO to contribute to eliminating the deficits in peace, development, security and governance.

With the SCO summit approaching this year, China is expected to conclude its term as rotating chair with key results. Under the leadership of Xi Jinping and other SCO member state leaders, the upcoming summit should chart a clear course for the future of the organization and advance the idea of building a community with a shared future for mankind. -0-

HAVANA, Aug. 29 (Xinhua) — Cuba on Thursday condemned the deployment of U.S. military forces in the Caribbean Sea under the pretext of combating drug trafficking in the region.

“This dangerous step represents a serious threat and an aggressive show of force that undermines the sovereignty and self-determination of the peoples of Latin America and the Caribbean,” the Cuban Foreign Ministry said in a statement.

Havana has rejected Washington's accusations that Venezuela is linked to drug trafficking, calling them an "absurd and baseless pretext" for sending troops to the region.

The Foreign Ministry also noted that the United States is “the largest drug market in the region and possibly in the world,” citing the UN World Drug Report 2025.

“Cuba reaffirms its firm commitment to fighting drug trafficking fairly and effectively, defending national sovereignty and promoting peace and stability in Latin America and the Caribbean,” the department said in a statement.

The United States sent warships and troops to Latin American and Caribbean waters in August to combat drug cartels, U.S. officials said. –0–

/SCO Summit in Tianjin/ Expert: Tianjin Summit Will Give New Powerful Impetus to SCO Development

Translation. Region: Russian Federal

BEIJING, Aug. 29 (Xinhua) — The upcoming summit of the Shanghai Cooperation Organization (SCO) will give new and powerful impetus to the development of the organization through practical actions, said Sun Zhuangzhi, director of the Institute of Russia, East Europe and Central Asia at the Chinese Academy of Social Sciences.

The next SCO summit will be held in Tianjin, Northern China, from August 31 to September 1.

“Both conceptually and practically, the SCO represents a new direction of regional and international cooperation that is characterized by equality of all member states regardless of their size, opposition to the Cold War mentality and hegemonism, a combination of bilateral and multilateral cooperation, and full consideration of the realities in the region when determining the goals and objectives of cooperation,” Sun Zhuangzhi noted.

“The Shanghai Spirit, characterized by mutual trust, mutual benefit, equality, mutual consultation, respect for cultural diversity, and the desire for joint development, is an important contribution of the SCO to the formation of a new type of international relations,” he added.

According to him, in the constantly evolving and changing international environment, the importance of the "Shanghai Spirit" is further emphasized. It is necessary to continue to develop and enrich it with new content that suits the times.

"The initiative of building a community with a shared future for the SCO put forward by China aims to strengthen the ties among the SCO member states through cooperation. At the same time, through mutually beneficial cooperation among countries, the "Shanghai Spirit" can be more vividly realized and common development realized," Sun Zhuangzhi said.

As the rotating chair of the SCO in 2024-2025, China held more than 100 events covering a wide range of cooperation areas, with 2025 declared the “SCO Year of Sustainable Development”.

"Great attention is paid to practical cooperation within the SCO. Since its founding, the SCO has achieved fruitful results in cooperation in the fields of politics, economics, security and humanitarian spheres, which has made a significant contribution to promoting the overall development of Central Asia, which has been confirmed by the SCO core, and ensuring peace and stability in this region," Sun Zhuangzhi stated.

"All SCO countries face urgent tasks of promoting economic growth and modernization. Holding the "SCO Year of Sustainable Development" helps to improve the quality and level of the economy of these countries and promote cooperation between them at a higher level, and is also consistent with the UN Agenda for Sustainable Development until 2030," the expert added.

In his opinion, cooperation within the SCO in a number of priority areas, including poverty reduction, green development, digital economy and connectivity, has broad prospects.

At the Tianjin Summit, the leaders of the SCO member states will make statements on the occasion of the 80th anniversary of the Victory in the World Anti-Fascist War and the 80th anniversary of the founding of the UN.

“On this occasion, SCO member states will jointly promote the correct view of history, defend the results of the Victory in World War II, and support the international system with the UN at its core,” Sun Zhuangzhi said.

“The SCO actively and loudly spreads its voice on major international and regional issues, protecting the interests of the countries of the Global South, and thereby makes efforts to promote the reform of global governance, including the reform of some key institutions in this area, in order to promote the development of the international order in a more just and rational direction,” he added.

Sun Zhuangzhi believes that in the current international environment of change and chaos, the SCO should strengthen its capacity in regional and global governance and bring together developing countries and countries in the Global South to better implement the goals and principles of the UN.

The upcoming summit, which will bring together more than 20 foreign leaders and 10 senior officials from international organizations, will be the largest since the establishment of the SCO, which, according to Sun Zhuangzhi, is clear evidence of the organization's openness.

“In today’s world, the SCO, which is not only an organization for regional cooperation but also an important platform for international cooperation and global governance, is gaining increasing appeal and influence thanks to the ‘Shanghai Spirit’,” he explained.

“The SCO remains open to all countries interested in its principles and cooperation within the organization, the model of which differs from traditional regional cooperation and is therefore particularly attractive to countries in the Global South,” Sun Zhuangzhi said.

“During the summit in Tianjin, a number of final documents will be adopted to strengthen cooperation in the areas of security, economics and humanitarian ties, which will indicate the direction of the future development of the SCO,” the expert noted.

“I am confident that the new measures and practical actions aimed at supporting the high-quality development of the SCO and comprehensive cooperation that will be announced at the summit will give a new powerful impetus to cooperation within the organization and will bring more real and tangible benefits to the countries concerned and help them achieve better development by participating in the work of the organization,” he concluded. -0-

The grand opening of the building of continuous auditoriums of Novosibirsk State University (NSU) took place in Novosibirsk. It is one of the objects of the second stage of the modern campus, which is being built within the framework of the national project "Youth and Children". The opening ceremony was attended by Deputy Prime Minister of Russia Dmitry Chernyshenko, First Deputy Chairman of the State Duma Alexander Zhukov, Governor of Novosibirsk Region Andrey Travnikov and Rector of NSU, Academician of the Russian Academy of Sciences Mikhail Fedoruk.

"Today we have a big celebration: we are opening a new academic building, which can accommodate about 1,700 students at a time. The largest auditorium is for 400 people. We want student and scientific life to begin here as soon as possible. Many thanks to the builders, the leadership of the Novosibirsk Region and NSU, who tried so hard to ensure that you have such wonderful conditions. Last year, Prime Minister Mikhail Vladimirovich Mishustin opened new buildings here. The university campus, which is being created on the instructions of our President Vladimir Putin, is truly an educational and scientific pearl of our country," the Deputy Prime Minister noted.

Governor Andrey Travnikov congratulated NSU students and teachers on the upcoming Knowledge Day and the opening of new university facilities: "You are participants in an amazing historical period. This is a new page in the history of Novosibirsk State Research University. The start was given in March 2021. During the visit of the Prime Minister of our country Mikhail Vladimirovich Mishustin, he listened to our reports, our proposals for the further strategy for the development of the university, became interested, supported and approved. And this is not just the construction of new buildings – this is a new mission, a new position of the university in Akademgorodok and, in general, on the scientific and educational map of our country."

Addressing the students, Alexander Zhukov emphasized that they were lucky to study at the university at a time when something new appears there every year: “Novosibirsk State University is becoming a world-class campus. This building, where you will study, with flow-through classrooms, is made using the latest modern construction technology. Very comfortable classrooms, bright, wonderful. I wish you to study well, enjoy yourself, and graduate with excellent marks, and then find a good job for yourself, well, and today is a holiday, so I want to congratulate you all once again.”

Mikhail Fedoruk, congratulating the students on the opening of the new building, emphasized:

"This year, students from 64 regions of Russia have enrolled. Thank you for choosing our university from among many Russian universities to study at, and I am sure you will not regret it! This wonderful building was built as part of the "Creation of a Network of Modern Campuses" project of the national project "Youth and Children". Like other world-class campus facilities at NSU, it will open up completely new opportunities in the field of educational, scientific and project activities! Dear students, I wish you happiness, health and, of course, successful studies at the university."

The building with continuous classrooms is the largest of the three objects of the second stage of the new NSU campus. The area of the building is more than 15 thousand square meters. It was put into operation in December 2024. It houses four continuous classrooms, as well as a scientific library, which houses almost 1 million books, a student project center, coworking spaces, and a conference hall. Original architectural solutions were used in the design of the building: a glass atrium is installed on the building, which allows for increased natural lighting in the spaces and gives the building a unique look. In addition, the building has an overground passage with stained glass glazing for convenient movement of students and teachers. It connects the building with continuous classrooms with the current NSU academic building.

Dmitry Chernyshenko also congratulated the first-year students of the Mechanics and Mathematics Faculty of NSU in 2025, who will begin their studies in the new building on September 1. Together with Alexander Zhukov, Andrey Travnikov and Mikhail Fedoruk, the Deputy Prime Minister presented student cards to the students – winners and prize winners of the Olympiads, who entered the university without entrance examinations.

"Many of you have long known that you would become students, thanks to your victories at the Olympiads. Those who entered without exams are now receiving yet another confirmation of their merits and their work. But, in fact, you are just starting your journey in an interesting and promising place. The geography also speaks for itself: guys from all over the country have come here, who entered without exams thanks to their outstanding abilities. And now the most exciting and thrilling stage of your life begins. You will not only acquire new knowledge, but, most importantly, you will find new friends. And someone may even meet their soulmate. Do not forget about life outside of science, create families, fall in love, live a full life. Now it may seem distant, but believe me, this is the most interesting period, you will understand this later. Bon voyage!" Dmitry Chernyshenko emphasized.

In total, this year, more than 2 thousand budget places have been established in higher education programs of all levels at NSU. According to the interim results of the admissions campaign, more than 14.8 thousand applicants submitted over 36.7 applications to all levels of higher education. The top 5 areas of training by the number of budget places are: Computer Science and Computer Engineering, Physics, Mathematics and Mechanics, Geology, Mathematics and Computer Science.

In addition, the Deputy Prime Minister assessed the breakthrough technologies and developments of NSU innovation centers. Among them are video analytics detectors, developments in the field of technical rehabilitation equipment – a 3D-printed foot prosthesis and composite foot prostheses, a "digital core" project – an innovative tool for increasing the efficiency of extracting hard-to-recover oil and gas reserves, the development, assembly and ground testing of orbital equipment based on its own modular satellite platform of the CubeSat format, and more. These developments are carried out in cooperation with industrial partners, including leading Russian companies, leaders in their industries, such as Rostelecom, Rostec, Roscosmos, Sber and others.

Dmitry Chernyshenko also assessed the infrastructure of the specialized educational and scientific center of NSU: last year, the grand opening of a new educational building and leisure center took place.
