Chairperson of the Federation Council Committee on Science, Education and Culture Lilia Gumerova congratulates the staff and students of the State University of Management on Knowledge Day.

“On behalf of the Federation Council Committee on Science, Education and Culture, I cordially congratulate the rector’s office, faculty and students of the State University of Management on Knowledge Day and the beginning of the new academic year!

Quality education determines the future of Russia. First-year students, who are beginning a new, responsible stage of mastering modern knowledge, celebrate Knowledge Day with a special feeling.

Student years are also a time for finding true love and friendship, as they say, for life. In July of this year, the 1st All-Russian Festival of Student Families took place, organized under the auspices of the Council under the President of the Russian Federation for the implementation of state demographic and family policy, headed by the Chairperson of the Federation Council Valentina Ivanovna Matvienko.

I know about the great work carried out at the State University of Management to support student families, and I would like to separately thank the university staff for this area of activity.

I am confident that the university will continue to increase and develop the best traditions of Russian higher education and successfully overcome new frontiers.

I wish you success, good health, prosperity, new discoveries, an active, creative and interesting student life!

Chairman of the Committee L.S. Gumerova"

The first episode of "Moscow Does Not Believe in Tears. It's Just Beginning" will be shown in the capital

Translation. Region: Russian Federal

An important disclaimer is at the bottom of this article.

The first episode of the new musical melodrama "Moscow Does Not Believe in Tears. It's Just Beginning" by directors Olga Dolmatovskaya and Zhora Kryzhovnikov will be shown at Bolotnaya Square. The event will be held with the support of the "Made in Moscow" and "Youth of Moscow" projects as part of the city project "Summer in Moscow".

The premiere will take place on September 6 at 19:00. An hour earlier, at 18:00, an autograph session of actors Ruzil Minekaev and Maria Kamova (Mash Milash) will begin. To attend the screening, you must register in the Mosbilet service.

From the 1970s to our time

The main characters were played by Tina Stoyilkovich, Anastasia Talyzina and Maria Kamova (Mash Milash) in their youth, and by Marina Aleksandrova, Yulia Topolnitskaya and Valeria Astapova, respectively, as adults. The series also stars Ivan Yankovsky, Ruzil Minekaev, Milos Bikovich, Fyodor Bondarchuk, Slava Kopeikin and other actors.

The series takes place in the early 2000s. The main character Ksyusha comes to conquer Moscow with a five-year-old child in her arms, without money, connections or any prospects. There is no way back – she fled her hometown, escaping persecution from her abusive husband. New friends help Ksyusha survive in the capital – a diligent medical student Olya and the flighty Masha, who dreams of marrying a foreigner and moving abroad. 20 years later, fate gives the heroines another chance at happiness.

"The idea of creating the series belongs to Andrey Nikolaevich (Zhora Kryzhovnikov. — Ed.). He had long wanted to make a musical melodrama based on the film "Moscow Does Not Believe in Tears". I joined at the stage when the initial version of the script was written. Before the film, we watched a huge number of American musicals from the 1940s and 1950s. And for me, this genre opened up in a new way. To some extent, I fell in love," said director Olga Dolmatovskaya.

The creators of the series were inspired by the Soviet film by Vladimir Menshov, which received the Oscar award from the American Academy of Motion Picture Arts and Sciences. The new melodrama is based on it, but the authors tell a different story, characteristic of our time.

"We re-watched the film and wanted to tell the story of three friends 20 years later, just like in the original. The storyline of our main character is very similar to the one Valentin Chernykh had in his script "Twice Lied", which won the Moscow script competition and then went to Vladimir Menshov. But the two friends have completely different stories, conflicts and problems. We don't have a hockey player and a builder – in general, everything is different," added director Zhora Kryzhovnikov.

Filming with the support of Moscow

The action takes place in recognizable and popular places of the city. The frame will feature the high-rise building on Kotelnicheskaya Embankment, the Ostankino TV Center, the Russian State Academic Youth Theater, Tverskoy Boulevard and Pushkinskaya Square. During the filming of the most massive scene on Tverskoy Boulevard, in which 200 dancers and more than 100 actors participated, a huge amount of technical equipment had to be used to create a light design. In addition, some of the musical numbers were filmed in the Moskino cinema park on the sites of Cowboy Town and Provincial Cities of Europe.

Filming took place in historical places of the capital, on the territory of architectural monuments. In the series you can see the Stroganov estate, the Pushkinsky cinema, the Moscow metro, the Moscow Kremlin, Red Square, the VK Stadium concert hall and many other places.

The capital provided support for the filming process. On Tverskoy Boulevard, the Moskino film commission provided the filming of the final, most large-scale scene for the capital since the creation of the film "Hipsters" in 2008. Despite the difficulties of organization, shift changes and weather conditions, the commission managed to coordinate the work of filmmakers and city services.

The filming on the streets of Moscow was also organized with the support of the film commission. All necessary permits were obtained thanks to the organized approach and professionalism of the staff. Special employees of the film commission — film commissioners — helped organize the closure of traffic.

As noted by the press service of the Moscow film cluster, the film commission managed the almost impossible – to conduct mass filming without disrupting the main life processes in the city center. In record time, they carried out complex approvals with the capital's departments of trade and services, transport and development of road and transport infrastructure, health care, housing and utilities, the Moscow Directorate of Mass Events, and the prefecture. As a result, they managed not only to film all the necessary scenes, but also to create a wonderful image of Moscow in the project.

"Made in Moscow" is a project to promote local brands. Today it has more than 7.5 thousand brands, and on the site you can find more than 36 thousand products created in the capital. Entrepreneurs receive free support measures from information to participation in large city events.

"Summer in Moscow"— the main event of the season. The project is aimed at strengthening social and family ties, as well as the personal development of its participants. Thanks to a variety of programs, including educational, cultural and sports events, it unites Muscovites and guests of the city of different ages, social groups and creates conditions for obtaining new knowledge, creative growth and an active lifestyle.

Study on High-Quality Development of the Large Economic Province of Hubei in the Completion Year of the 14th Five-Year Plan

From August 25 to 30, the Publicity Department of the CPC Central Committee held a thematic research press tour titled "Active China 2025" in Hubei Province. A correspondent from China Internet Information Center "Zhongguowang" also participated in the event and conducted a week-long field study, visiting cities such as Wuhan, Ezhou, Qianjiang, Tianmen, Jingzhou and Yichang, focusing on economic development, technological innovation and improvement of people's livelihood, and deciphering the "dynamism code" of high-quality development of a major economic province.

Hubei's industrial economy has consistently held a leading position in the central region of the country. In 2024, the revenue of large-scale industrial enterprises reached 4.7 trillion yuan, and the average annual growth rate of added value in high-tech manufacturing was 19.7%. Traditional industries are being transformed and new industries are developing at the same time, so that the volume of the digital economy has exceeded 3 trillion yuan, accounting for 50% of GDP.

In the photo: Media representatives test a thermal imaging monocular at Hubei Zhunshi Guangdian Keji in Jingzhou. The company produces 20,000 to 50,000 thermal imaging monoculars annually, accounting for 15% of the global market. In 2024, the production value was 250 million yuan, and will reach 500 million yuan in 2025.

In the photo: Wang Fenghua, General Manager of (Hubei) Tongxin Musical Instruments, answers questions from the media. The company specializes in producing high-end guitars, including classical guitars, folk guitars and ukuleles. From 2024 to 2025, the company received more than 80 foreign business delegations from Switzerland, Germany, Japan, France and other countries, establishing long-term partnerships with them. The production volume in value terms is expected to reach 350 million yuan in 2025.

In the photo: Bi Wei, authorized representative of Ezhou Cross-Border E-Commerce Industrial Park, introduces the park to the media. The park has a total investment of about 498 million yuan, covers an area of 14.4 hectares, and has a total construction area of 149,500 square meters. Since it began operation on April 30 this year, the “speed of airport resources” has impressed the industry: a total of 3,371 business meetings have been held, more than 600 companies have participated in the negotiation process, 258 manufacturing companies have registered and signed contracts, 62 key companies have become residents, and the import and export trade volume has exceeded 310 million US dollars.

Innovation is the most striking characteristic of Hubei. The province’s scientific and technological strength has grown significantly: the Wuhan National Science and Technology Innovation Center has risen to 13th place in the world rankings, key national projects such as the Hanjiang Laboratory have become resident in the province, and 45 national key laboratories have ranked 4th in the country. Significant technological breakthroughs have been achieved: the number of high-tech enterprises has nearly doubled to 30,000, and the transaction value of technology contracts has reached 550 billion yuan. Thanks to the reform and optimization of the innovation ecosystem, the average annual growth rate of R&D investment has reached 40%, providing a foundation for high-quality development.

Summary: Global Governance Initiative Resonates Widely

BEIJING, Sept. 2 (Xinhua) — Chinese President Xi Jinping on Monday put forward the Global Governance Initiative, calling on all countries to work together to build a fairer and smarter global governance system.

Xi Jinping made the remarks while chairing the SCO Plus meeting in the northern Chinese city of Tianjin. His remarks have sparked reactions and resonance in the international community.

Russia supports the initiative put forward by Chinese President Xi Jinping to create a more effective system of global governance, Russian President Vladimir Putin said on Monday during a speech at an expanded meeting of the SCO Plus in Tianjin. “We, of course, listened attentively to everything that Mr. Xi Jinping proposed to create a new, more effective and functional system of global governance,” he assured.

President of Belarus Alexander Lukashenko said that Belarus is ready to join the Global Governance Initiative. “This initiative is based solely on equality and justice. This is what is sorely lacking in the development of international relations today,” the Belarusian leader said in his speech.

President of Azerbaijan Ilham Aliyev emphasized that he welcomes the Global Governance Initiative presented by China as an important and timely measure aimed at improving international relations based on the sovereign equality of states and respect for the UN Charter and international law.

According to former Foreign Minister of Kyrgyzstan Alikbek Jekshenkulov, the Global Governance Initiative may become attractive to many countries in the world. The acute problem of the lack of real democracy in international relations is like a magnet attracting countries of the Global South and developing countries to new and more attractive initiatives. This is especially true for those countries that have suffered from the economic expansion of the Western world and the United States to their advantage. China's initiative for a new world order with fair governance will certainly find support among most countries in the world.

Sergey Sanakoyev, President of the ANO “Center for Research and Forecasts of Development of the Asia-Pacific Region,” stated that China, as the host of the summit and in developing the theory of a community with a common destiny, is proposing another, fourth global initiative. “We are talking about simple principles of equality and mutual respect, justice and mutually beneficial cooperation. And even if Western countries once again fail to hear the voice of reason, this will not change the determination of the global majority to develop multilateralism and polycentricity without regard for Western sanctions,” he noted.

Doctor of Philosophy in Economics, head of the South Caucasus Political Scientists Club Ilgar Velizade believes that the speech of the Chairman of the People's Republic of China Xi Jinping at the SCO summit was an important signal to all humanity about the need to develop contacts to ensure peace, stability and prosperity of the peoples of the planet. China seeks to create a fair world order based on international norms and principles laid down in the UN Charter.

Deputy Chairman of the Russian-Chinese Friendship Society Ivan Arkhipov noted that the Global Governance Initiative proposed by Xi Jinping is of profound importance. In his opinion, it not only reflects respect for the basic principles of international law, but also offers constructive approaches to reforming the global governance system. “It is especially important that the principles of multilateralism and focus on specific actions are fully consistent with the concept that Russia supports. This initiative creates a new framework for cooperation for the broader international community, which is especially important for the development of the countries of the Global South,” he assured. –0–

How the Electronic House platform helps neighbors quickly resolve home improvement issues

Translation. Region: Russian Federal

Source: Moscow Government – Government of Moscow –

An important disclaimer is at the bottom of this article.

On the platform "Electronic House" Moscow residents can quickly and conveniently discuss with their neighbors key issues of apartment building management and everyday topics — from yard improvement and major repairs to purchasing a New Year tree. Now there is no need to go around apartments and collect residents' opinions — it is enough to conduct a survey on the platform. And if a decision needs to be made, you can initiate a general meeting of owners (GMO). Both types of voting are available in special sectionportal.

Since the beginning of the year, more than 4.8 thousand surveys and over 4.4 thousand general meetings of owners have been conducted in apartment buildings in the capital, and in total, the platform has held more than 23 thousand OSS and 20 thousand surveys.

General meetings of owners: online format and new topics

Since March 1, Electronic House has become one of two information systems (along with the federal one), where Muscovites can hold general meetings of owners online. Popular topics this year were the connection of smart video intercoms and installation of barriers, increasing the comfort and safety of homes and yards. City residents also voted for parcel terminals in entryways, deadlines for major repairs, the transition to direct contracts with resource supplying organizations, and decided other issues.

The owners of premises in the building or the management company can initiate a general meeting of owners. To do this, you need to add and confirm the property address in the "My Home" section of the "Electronic Home" platform. If necessary, the right of ownership can be confirmed in the "Real Estate" section of the "Documents and Data" tab on the mos.ru website. Consideration of the application for holding a meeting will take up to five working days. If the agenda does not comply with the Housing Code of the Russian Federation, the employees of the "Electronic Home" platform will help the initiator: they will discuss the nuances by phone or email, and then send an email with recommendations for adjusting the application, changing or adding agenda items.

Only owners can participate in the general meeting of owners. If one of them does not want or cannot vote online, the decision can be submitted to the meeting administrator on a paper form. In this case, specialists from the Electronic House will also help. If necessary, they will organize a joint door-to-door visit with the initiator to neighbors to answer questions and hand over paper ballots. You can get advice by phone: 7 499 652-62-11. More information about the help of specialists is in mos.ru material.

To ensure that residents do not miss an important vote, the system has a multi-stage notification system for the meeting. You can also read more about this in material.

All OSS on the platform are transparent. Their results are presented in the tab "Owner surveys and meetings". If the administrator has uploaded a paper ballot with the owner's vote to the system, he can view it on the platform and check his vote. After the voting is completed, a protocol with the results, confirmed by an electronic signature, will be presented here.

Surveys: Everyday initiatives and unusual ideas

Regular surveys help to find out the opinions of neighbors, receive support and collect feedback. This year, Muscovites most often discussed in advance the organization of general meetings of owners in buildings, major repairs and conservation of garbage chutes, as well as the installation of barriers and the organization of video surveillance. In addition, residents assessed the work of concierges and management organizations, chose a senior house manager and planned the development of the adjacent territory.

Among the interesting topics, for example, is choosing the best neighbor of the summer, as well as how to buy and pay for a New Year tree to decorate the yard. In surveys, Muscovites raise not only everyday, but also spiritual and moral issues related to preserving the memory of generations. Thus, residents of one of the houses discussed the creation of a memorial for May 9 dedicated to the Soviet military leader Hero of the Soviet Union, after whom their street is named.

Both owners and residents with permanent registration at the address can create surveys. The functions are also available to users with basic or advanced guest access.

The review of a survey application in the system also takes up to five business days, and the decision is sent to the initiator via the email specified in the profile. Moderators may reject a survey publication application if it does not comply with the rules specified in regulatory documents. For example, if the application duplicates questions from ongoing or planned surveys, contains errors and inaccuracies in the wording, and if the survey topic does not concern the life of an apartment building and the improvement of the adjacent territory.

One survey can include up to 30 questions, offering up to 10 answer options for each. Residents who are included in the audience by the initiator will be able to share their opinions; they will receive a notification about the start in the "Important" section. Surveys are a transparent tool: residents see the apartment number and the name of the initiator. Intermediate results are available to survey participants, and the final percentage distribution of votes is available to all residents and owners of the building.

More useful information about the work of the Electronic House platform can be found in knowledge base. For the convenience of Muscovites, answers to the most frequently asked questions, intuitive instructions and other useful materials are collected here.

"Electronic House" — a comprehensive multifunctional platform for managing an apartment building online. On the platform, you can quickly resolve issues with the management organization, conduct surveys of residents, communicate with neighbors in common and personal chats, transmit meter readings and pay utility bills. The platform began operating in November 2020. The project is being developed by the State Institution "New Management Technologies" together with the capital Department of Information Technology.

The creation, development and operation of the e-government infrastructure, including the provision of mass socially significant, as well as other services and services in electronic form, correspond to the objectives of the national project "Data Economy" and the Moscow regional project "Digital Public Administration". An important disclaimer is at the bottom of this article.

Schoolchildren are invited to follow the “IT Hero’s Path” and attend educational events in Muzeon Art Park at the "Digital Technologies of Moscow" platform of the "Territory of the Future. Moscow 2030" forum. Guests will be able to learn in a game format how familiar academic subjects will come in handy when choosing an IT specialty, what professions in this area are already developing today, and how artificial intelligence and digital technologies influence education and careers.

"The pavilion's exposition is designed in such a way that everyone can see in an educational and entertaining way that working in the field of information technology requires not only technical knowledge, but also a broad outlook, the ability to focus, openness to everything new and a desire to grow. In the interactive journey "IT Hero's Path", schoolchildren and students can understand what skills need to be improved for a career in IT. By passing the tests, participants will demonstrate knowledge of school subjects useful for future IT specialists, try to grow a professional in the IT Tamagotchi, take a bike ride on a real bike along a virtual copy of the Garden Ring. Through game mechanics and interesting tasks, young Muscovites will be able to immerse themselves in the world of technology and try themselves in different IT professions," the press service of the capital's

Department of Information Technology.

The visual format of the exhibition introduces visitors to the world of IT and demonstrates that there is a place in it for people not only with deep technical knowledge, but also for humanities students – today, more and more professions are emerging at the intersection of various fields.

Components of the "IT Hero's Path"

To complete the "IT Hero Path", participants need to prepare. "Classics in IT" are interactive tests demonstrating how different school subjects help to become an IT specialist. Here, the children will check their knowledge of mathematics, physics, literature and fine arts, and then find out in what professions they are in demand.

To become a successful IT specialist, it is important to maintain good physical shape. The next part of the exhibition will help you to relax and warm up: all you need to do is pedal a phygital bike. Participants will ride along a digital copy of the Garden Ring and will be able to examine all the details of the virtual landscape and recharge their batteries.

The next challenge is the stress simulator. This is a competitive game for two that tests whether the participant can remain calm in normal working conditions. Each participant must correctly and quickly type the code despite the interruptions: messages, calls, pop-ups, and even a neighbor who is doing repairs. The guys will have to learn to work in multitasking mode, maintaining concentration and a sense of humor, even when you are distracted.

Another stage is IT Tamagotchi. This is an educational game that will help you understand how to achieve success and grow in your profession. Together with the character, participants will choose a specialty and go from an internship to a high position.
