Rosneft reconstructed the central district library in Bashkortostan

With the support of Bashneft (part of Rosneft), a central district library was opened in the village of Verkhnie Tatyshly, the administrative center of the Tatyshlinsky District of the Republic of Bashkortostan. The large-scale reconstruction of the library was carried out at the company's expense as part of the Cooperation Agreement between Rosneft and the region.

Rosneft actively supports initiatives aimed at creating favorable living conditions, developing culture and education in the regions where it operates.

The Verkhnetatyshlinskaya library underwent a major overhaul of the façade, updated the heating, electrical and water supply systems, and finished the premises. The library now has modern public spaces: a multifunctional hall and a conference hall, a "Literary Relaxation Room", a creative workshop, a "BibliOtdykha" zone and a phytobar. The library collection exceeds 30 thousand units. Along with traditional printed publications, there are books with augmented reality, as well as books for blind and visually impaired people, typed in Braille.

Library visitors will be able to use free wireless Internet and computers. Various digital equipment has been installed for them: an interactive touch kiosk, an interactive floor, table and sandbox, as well as a virtual reality complex. An animation studio equipped with specialized television and sound equipment has begun operating.

Particular attention is paid to creating an accessible barrier-free environment: a ramp and a tactile mnemonic diagram of the premises are installed at the entrance, tactile tiles and signs are laid. Hard-of-hearing visitors can use a portable induction system to communicate with employees.

Before the reconstruction, the two-story library building, built in the 80s of the last century, did not meet sanitary, hygienic and ergonomic requirements. Now it is a modern cultural and educational center, which is regularly visited by more than 5 thousand people. The premises are equipped with modern climate control equipment, fire and security alarms, as well as a video surveillance system.

A significant amount of work has been completed to improve the territory: a monument to the people's poet of the Republic of Bashkortostan, Tatar and Bashkir poet and playwright, native of the Tatyshlinsky district Angam Atnabaev was erected, benches were placed and flower beds were laid out.

Over the past five years, Bashneft has built and reconstructed more than 50 cultural institutions in Bashkortostan. The largest of them are: the community center in the village of Askino in the Askinsky District, the socio-cultural center in the village of Kamenka in the Bizhbulyaksky District, the historical and cultural center in the Mishkinsky District, and the multifunctional rural community center in the village of Karayar in the Karaidelsky District.

Exclusive: China's Global Governance Initiative Will Find Broad Support Around the World — Kyrgyz Political Scientist

BISHKEK, Sept. 2 (Xinhua) — The Global Governance Initiative put forward by China will be attractive to many countries and will find broad support from the international community, Kyrgyz political scientist and professor of international relations at Ala-Too International University Kubanychbek Taabaldiev said in an interview with Xinhua.

At the SCO Plus meeting held in the Chinese city of Tianjin on Monday, Chinese President Xi Jinping put forward a Global Governance Initiative based on five principles: ensuring sovereign equality, upholding international law, implementing multilateralism, pursuing a people-centered approach, and being action-oriented.

“China’s global governance initiative will be attractive to many countries in the world,” said K. Taabaldiev, adding that the acute problem of the lack of real democracy in international relations “like a magnet attracts the states of the Global South and developing countries to new and more attractive initiatives.” This is especially true for countries that have suffered from economic expansion.

“China’s initiative for a new world order with fair governance will certainly find support among most countries in the world,” he confirmed.

The essence of the new Initiative is to respond more effectively to the common challenges of humanity, reduce the development gap between the North and the South and protect the common interests of all countries of the world.

“China’s initiatives to reduce the gap between North and South are of current importance,” the Kyrgyz political scientist believes. In his opinion, China, as a country that has managed to lift hundreds of millions of people out of poverty, can become a driver in solving this global problem.

"One of the goals of the Belt and Road initiative is to assist countries in accelerating economic development by building the appropriate infrastructure. This task is being successfully implemented in Central Asia," said K. Taabaldiev, noting that China is seeking to use the capabilities of the SCO and other multilateral mechanisms to advance the solution of these problems.

“Such approaches indicate China’s readiness to provide every possible assistance to poor and developing countries in implementing projects that help bridge the gap between poor and rich countries, especially between the North and the South,” he stressed.

At the SCO summit in Tianjin, the Chinese side proposed to provide SCO countries with gratuitous aid and loans, and also expressed its readiness to implement “100 small but wonderful” projects to improve the living standards of the population in the organization’s member states in need.

“This is a significant and practical contribution by China to solving poverty problems at the global level,” said K. Taabaldiev.

At the recent “SCO Plus” meeting, the Chinese side pointed out the need to resist hegemony and power politics, calling on the SCO to become a pillar in promoting a multipolar world and democratizing international relations. As the Kyrgyz political scientist noted, the initiative put forward by China touched upon a pressing issue in international politics.

"The confrontation in the world is intensifying, there are attempts to restore the lost positions of Western countries, there is an erosion of values," he said, noting that the attempt at economic dominance of individual countries is intensifying. The introduction of sanctions, including economic and political ones, is already affecting the world order and causing discontent, and in some cases, opposition.

"From this point of view, China's position to resist such aspirations can become a symbolic call. Few in the world can object to this initiative, especially the SCO countries, since a multipolar world and multilateralism are becoming an attractive alternative to the previous world order," the expert concluded, adding that China is becoming a support for countries striving for a new, more just world. –0–

Under the motto "Promoting the Shanghai Spirit: SCO in Action", the 25th anniversary SCO summit was held in Tianjin from August 31 to September 1. More than twenty heads of state and ten leaders of international organizations gathered here to outline the contours of the future world order. Under the leadership of PRC Chairman Xi Jinping, at the meeting of the Council of Heads of SCO Member States and the "SCO" format, the participants delivered policy speeches that determined the vector of the organization's further development.

In an era of global challenges that require consolidation of efforts, Tianjin has become a platform for the formation of a new harmony in international relations. The SCO summit is not just a protocol meeting of leaders, but a catalyst in which the "Shanghai Spirit" is organically intertwined with the "Tianjin Declaration", forming the foundation of tomorrow's global governance.

Founded in 2001 in response to the changing geopolitical and economic realities of Eurasia, the SCO has demonstrated an impressive evolution: from the philosophical concept of the “Shanghai Spirit” to specific, actionable agreements such as the “Tianjin Declaration.” This is clear evidence of the unwavering commitment of member countries to activating multilateral global governance, finding adequate responses to the challenges of the 21st century, and strengthening relevant mechanisms.

In the context of growing geopolitical turbulence, the SCO offers the world an alternative approach to global governance based on the immutable principles of multilateralism, mutual respect and indivisible security. The organization consistently strives to create a space permeated with an atmosphere of trust and fruitful cooperation, where differences in political systems and ideological doctrines do not become an insurmountable obstacle to achieving common goals.

The "Shanghai Spirit", which embodies multifaceted cooperation, trust and mutual benefit, became the fertile ground on which the SCO grew and strengthened. At the dawn of its existence, the organization focused its efforts on ensuring security and combating the global threats of terrorism, extremism and separatism. Emphasizing the exceptional importance of constructive interaction and open dialogue between states, the SCO made an invaluable contribution to the formation and development of multilateral global governance.

The Tianjin Declaration is not just another document, it is a major strategic step that determines the future of the SCO and the multipolar world, providing a powerful platform for deepening economic cooperation and implementing large-scale joint projects in the field of infrastructure development, expanding trade and introducing advanced technologies.

The Shanghai Spirit and the Tianjin Declaration clearly demonstrate the impressive evolution of the SCO’s approaches to multilateral global governance. By consistently applying the principles of cooperation, constructive dialogue and mutually beneficial relations, the SCO makes a significant contribution to the creation of a secure and stable world, relying on multilateral mechanisms and principles relevant to today’s complex global political dynamics. The Organization formulates a strategic vision for the sustainable development of its members and builds a model of international relations based on mutual respect, comprehensive cooperation and joint efforts in the global arena.

The SCO is steadily strengthening its position as an influential and authoritative international organization, ready to play a key role in shaping the future world order. The organization is open to further expansion of fruitful cooperation with all states and international organizations that share its principles and values. In an era of global change, the SCO offers the world a path to a more just, sustainable and secure future based on the immutable principles of multilateralism and mutual respect.

In today's geopolitics, where multipolarity demands unity and dialogue, the SCO is becoming a key player. Its beating heart is the "Shanghai Spirit", embodying respect, equality and trust.

The SCO demonstrates unwavering readiness to adapt and innovate in a rapidly changing world. The Tianjin Declaration is a clear roadmap aimed at strengthening regional security and ensuring economic prosperity, based on the unshakable principles of the Shanghai Spirit. The organization consistently advocates for peaceful resolution of conflicts and unconditional respect for international law, offering the world a reasonable and effective alternative to unilateral approaches and forceful pressure.

The implementation of the Tianjin Declaration will require close coordination and intense joint efforts from the SCO member states. It is vital to ensure effective interaction between government bodies, business circles and civil society structures. The SCO can become a unique platform for open and constructive dialogue aimed at finding common solutions and strengthening mutual trust.

The Tianjin Declaration represents an important step towards building a more just and sustainable world order. Based on the time-tested principles of the Shanghai Spirit and taking into account new challenges and threats, the SCO demonstrates its firm readiness to play an active role in addressing global issues and ensuring regional stability. The Organization offers a reasonable path to cooperation and mutual understanding based on respect for the sovereignty and national interests of all states.

Iranian Foreign Ministry spokesman Mr. Baghaei told Xinhua in Tehran in a recent interview that the SCO is an international organization with global influence and scope for action, which plays an important role in preserving multilateralism.

Iranian President Pezeshkian is attending the SCO summit in Tianjin and events dedicated to the 80th anniversary of the victory in the Chinese People's War of Resistance Against Japanese Aggression and the World Anti-Fascist War. According to Baghaei, Iran hopes that President Pezeshkian's visit will deepen bilateral relations with China and strengthen interaction with other leaders during multilateral events at the SCO summit in Tianjin.

He stated that the SCO is an international organization with global influence, which cares for the interests of the countries of the Global South and plays an important role in international relations. The world today faces such common challenges as unilateralism, and Western countries, including the United States, are taking unilateral coercive measures against developing countries, which poses a threat to international law and the authority of the UN Charter. The SCO firmly upholds the position of multilateralism and plays an active role in preserving international justice and protecting the interests of developing countries.

Speaking about cooperation in areas such as counter-terrorism, Bagai said terrorism is a common threat to all countries and counter-terrorism is an important basis for cooperation within the SCO. Countries should expand cooperation in areas such as information exchange, coordination of law enforcement and judicial bodies.

Bagai said Iran attaches great importance to developing relations with China. The potential for cooperation between Iran and China is enormous and the prospects are bright. Under the leadership of the leaders of the two countries, the two sides continue to advance and deepen bilateral relations, enhancing mutual understanding and trust. Iran and China share a common history of culture and civilization. Iran is an important region on the ancient Silk Road, and today the two sides can still use this historical heritage to develop relations.

Bagais is optimistic about the future cooperation between Iran and China. He said that the two sides have signed cooperation agreements in areas such as trade, economy, energy, agriculture and tourism, and a comprehensive cooperation plan between Iran and China is under implementation. “Our cooperation is going well and is constantly strengthening,” he said.
