The document was developed by the Ministry of Economic Development to implement the new provisions of the law "On the Fundamentals of Tourist Activity in the Russian Federation", which were adopted by the State Duma and approved by the President in July. Given the low risks and cost of travel to neighboring countries, tourists' interests will be protected even with a decrease in security, and the innovation may also have a positive effect on the cost of tourism products.

Tour operators in neighboring countries, like other outbound tour operators, will be required to participate in filling the reserve fund of the Tourpomoshch Association for the purpose of returning tourists from these countries in the event of crisis situations.

The new regulation stipulates that all tour operators in outbound tourism will be able to ignore the total cost of tours to neighboring countries when calculating the amount of financial support and contributions to personal liability funds.

"Reducing the financial burden on tour operators will allow us to more actively develop new destinations in neighboring countries and expand the range of available tours. For travelers, this means not only more attractive prices, but also an increased level of protection. Organized vacations provide insurance coverage, prompt assistance in unforeseen situations, and guaranteed organization of return to the homeland if necessary. We expect that the easing of regulatory requirements will also facilitate the transition of a significant part of the market from the gray zone to the legal field, which will increase the reliability and transparency of the industry in the interests of tourists," said Deputy Minister Dmitry Vakhrukov.

The network of My Documents State Service Centers in new regions continues to expand

Since the beginning of 2025, 21 new offices of the My Documents State Service Centers have opened in the territories of the new subjects of the Russian Federation: six in the Donetsk People's Republic, one in the Luhansk People's Republic, seven in the Zaporizhia region, and seven in the Kherson region. In 2026, the federal budget will allocate 7.8 billion rubles to the constituent entities of the Russian Federation to create infrastructure for business – industrial, technology and business parks. "We have fundamentally changed the approach to providing support in this area: now all regions can participate in the program. The least well-off of them can receive up to 500 million rubles in federal subsidies. This allows us to direct resources exactly where they are most in demand. The key areas of the announced projects are mechanical engineering, metalworking and the production of high-tech equipment," commented Russian Minister of Economic Development Maxim Reshetnikov.

The program conditions for all regions included co-financing of projects in the amount of at least 20% of the subsidy amount. In addition, the key requirement was to attract private investment in the amount of at least 30% of the total cost of the project. The federal program of support for the creation of infrastructure for SMEs has undergone other changes. One of them was the preliminary assessment of projects in early 2025. This allowed the regions to receive feedback from experts on their application, refine it and thereby increase the chances of success in the main selection.

The industry approach is also changing. Now the opportunity to use the parks' infrastructure is also provided to creative businesses, which, for example, are engaged in the development of computer software. All these innovations are aimed at achieving the national goals set by the head of state to increase income per employee of an SME by 2030 and increase the share of creative industries to 6% of GDP, Mikhail Mishustin said.

"The experience of recent years has shown that the development of modern infrastructure for SMEs in the regions brings tangible results to the economy, primarily for companies from priority industries that create high-paying jobs, implement import substitution projects and generate a significant multiplier effect. The official opening of the 31st International Forum and Exhibition "Leisure-2025" took place in Moscow. BEIJING, Sept. 14 (Xinhua) — Experts have presented innovative strategies to promote traditional Chinese medicine (TCM) services in the international market, with a focus on Central Asian countries and Russia, at the ongoing China International Fair for Trade in Services (CIFTIS-2025) in Beijing.

At the TCM International Cooperation Forum on Trade in Services, Li Jun, director of the Academy of International Trade and Economic Cooperation under the Ministry of Commerce of the People's Republic of China, noted that the growth of China's services exports has already outpaced the growth of goods exports.

He stressed the need to exploit the global opportunities created by the growth of medical tourism by integrating the unique benefits of TCM with cross-border medical services.

According to forum participants, TCM is becoming a new growth point for Chinese services exports within the framework of the Belt and Road initiative.

Chen Yuzhuo, Chairman of the Committee on Integration of Medicine and Health of the World Federation of TCM Societies, emphasized the prospects of the “TCM Silver Economy” model to address the problems of global population aging.

“The unique advantages of TCM in disease prevention, treatment of chronic diseases and rehabilitation should be fully utilized,” he said.

“15 years ago, I tried traditional Chinese medicine for the first time, and the result was excellent,” shared a Russian tourist named Alexandra. “Every year, I take my whole family from my hometown to Moscow, then fly to Beijing, and from Beijing to Sanya. BEIJING, Sept. 14 (Xinhua) — The final round of the quiz "Remembering History, Building Peace Together" dedicated to the 80th anniversary of the victory in the Chinese People's War of Resistance Against Japanese Aggression and the World Anti-Fascist War was successfully held at Beijing Foreign Studies University (BFSU) on Sept. 13. The event was jointly organized by the BFSU Russian Language Institute, CGTN Russian Office and the International Exchange and Cooperation Department of Renmin University of China.

The quiz was held under the guidance of the Education Council of the China-Russia Friendship, Peace and Development Committee and received active responses from universities across the country. The event started in May 2025 and lasted for four months in the format of an online quiz, attracting more than 400,000 participants, over 1.1 million views and over 10,000 discussions.

The Russian edition of CGTN organized offline quizzes in Russia's hero cities such as Moscow, St. Petersburg and Volgograd, attracting hundreds of Russian teachers, students and members of the public. In China, 19 universities took part in the online quiz, with teams from Renmin University of China, Northwest Normal University, Shandong Vocational University of Foreign Languages and PUFL reaching the finals.
