New York is preparing to host leaders from nearly 150 countries and governments for the 80th High-Level Week of the General Assembly. The UN Secretary-General said the world was in “uncharted waters” and stressed that the coming week should be a time for solutions, not political rivalries.

"Some call this the World Cup of Diplomacy. But this is not about scoring points, it is about solving problems. There is too much at stake," he said at a press conference at the Organization's headquarters.

António Guterres noted that the global community is facing growing problems: growing geopolitical tensions, a crisis of international cooperation, numerous conflicts, climate change, and the uncontrolled development of new technologies.

According to the Secretary-General, the next week will offer opportunities for dialogue and mediation: "This UN week offers every opportunity for dialogue and mediation. Every opportunity to develop solutions. Thousands of world leaders will meet here."

He said he would hold more than 150 bilateral meetings and would use each one to urge leaders to talk directly to each other, "reduce risks" and "find solutions."

Our times require more than posturing and promises.

Guterres stressed that people around the world are looking not for words, but for action: “Our times demand more than posturing and promises. They demand that leaders make progress and deliver on their commitments.”

The Secretary General highlighted key areas in which concrete steps are needed, primarily peace and conflict resolution.

"Let this week be a week of decisions. For peace – in Gaza, Ukraine, Sudan and beyond – and a just and lasting peace in the Middle East based on the principle of two states," he said.

He also stressed the need to find solutions in areas such as climate, technology including AI, the fight for gender equality, financing for development and UN reform.

In closing, Guterres stressed: “The UN is the place. Next week is the time. Leaders must get serious – and act.”

St. Petersburg, Sept. 16 (Xinhua) — Chinese films have become more widely represented in Russia in recent years, and fans of Chinese cinema have emerged among the country's youth, Russian Culture Minister Olga Lyubimova said in a recent interview with Xinhua.

“People attend Chinese Film Weeks with great interest, which we try to hold not only in Moscow and St. Petersburg, but also in Kazan, Nizhny Novgorod and other cities,” said O. Lyubimova.

The Minister emphasized that Russians mainly watch Chinese historical dramas. For example, in September, the premiere of the film “The Photographer of Nanjing” was successfully held in Russia. According to O. Lyubimova, interest in other film genres, such as lyrical comedies, is also growing.

“Getting into Chinese distribution is a great honor for any producer in the world, since China has the largest cinema system,” she noted, adding that the two countries have signed agreements on joint film production so that Russian films can have this opportunity.

An example of such work, as the minister said, was the film “Red Silk,” which was released in China earlier in September, and a decision has already been made to film the second part of this film, which will be called “Black Silk.”

“This is very important because it allows us to work together and present our joint film production,” O. Lyubimova emphasized. According to her, Russia and China also participate together in international film festivals, and all this contributes to strengthening relations between the two countries. –0–

Moscow, Sept. 16 (Xinhua) — A performance about the history of Russia and its cultural diversity, “National Show of Russia,” was presented in Moscow on Sept. 15 as part of the international cultural and educational project “Dance Overture of Peace” in the BRICS countries.

“Studying each other’s dance culture and understanding the meanings embedded in it provides support for building friendly relations between peoples and promotes understanding that, at their core, the spiritual and moral values of people from different countries of the world are similar, despite the fact that they have different cultural representations,” noted the author and performer of the project from the Russian side, Elena Tsarenko.

Deputy Minister of Culture of the Russian Federation Andrei Malyshev emphasized that the art of dance is a language accessible and understandable to every person on the planet. “This wonderful overture will certainly find a response in the heart of every sane person in the world,” he said.

The project, aimed at expanding and strengthening friendly ties between the BRICS countries based on common cultural and humanitarian values, was launched at the BRICS summit in Kazan in October 2024. Events within the framework of this project have already been held in the United Arab Emirates and Egypt.

In October, the project will be shown to Chinese viewers, and in 2026, to Indian viewers. The project is then planned to be presented in Brazil, Ethiopia and South Africa. –0–

Sergei Sobyanin took part in a strategy session on the development of high-speed transport

Chairman of the Government of the Russian Federation Mikhail Mishustin held strategic session on the development of high-speed transport links. Participation in it was taken by Sergei Sobyanin.

Opening the meeting, Mikhail Mishustin noted that, on the instructions of the President of Russia, comprehensive work is being carried out to ensure the connectivity of the country's territories and increase the mobility of its citizens. To this end, large-scale tasks are being implemented within the framework of the new national projects "Efficient Transport System" and "Infrastructure for Life".

"First of all, the largest backbone road network is being built, which will connect all of Russia. Railways are being laid, including in the Far East. The possibilities of using inland waterways to organize passenger transportation are also expanding. In the regions, airfields and passenger terminals are being actively modernized," said Mikhail Mishustin.

In the transport sector, advanced digital technologies and services are being actively introduced, allowing passengers to conveniently purchase tickets and check in for their flights in advance, and entrepreneurs, for example, to calculate the optimal route through logistics platforms for sending goods or to issue virtually any accompanying documents electronically.

“It is important that the solutions and innovations being created give an additional impetus to domestic science, industry, related sectors and, in general, strengthen technological sovereignty,” noted Mikhail Mishustin.

Particular attention is paid to the development of technologies for faster travel. The Russian President has approved a scheme for the development of high-speed rail service. The total length of the future network should be over 4.5 thousand kilometers.

"Thanks to this initiative, not only our two capitals will become even closer. The highways will run from Moscow to friendly Minsk, as well as to Yekaterinburg, Adler, Ryazan. They will harmoniously fit into the existing transport framework of the country and open up new opportunities for more than 100 million people," Mikhail Mishustin emphasized.

The first high-speed railway line Moscow-St. Petersburg is currently under construction in Russia. By now, organizational procedures have been completed, funding sources have been identified, and the necessary agreements have been signed with all major parties. Construction and installation work has already begun on the pilot section, and preparations have begun on the rest.

"The planned route will be 679 kilometers long. It will be equipped with a new generation of rolling stock, which will set the highest speed bar in the country – about 400 kilometers per hour. The entire journey will take about two hours and 15 minutes. This is approximately twice the maximum capacity of the best electric trains today, such as Sapsan, Lastochka, and Finist. Of course, we will continue to develop transportation on them – they are popular with passengers. Hundreds of such trains operate on suburban and long-distance routes, and their number will gradually increase," said Mikhail Mishustin.

In addition, as part of the industry plan, the renewal of highways has been accelerated since last year. Particular attention is paid to high-speed highways, which will reduce travel time several times and stimulate the development of cities and towns. More than one trillion rubles of budget and private funds are planned to be allocated for their construction over six years.

By now, the total length of high-speed highways is approaching nine thousand kilometers. The goal has been set to reach an annual rate of launching at least 700 kilometers of new sections, which will be extended to all major agglomerations of the country.

The planned events by 2030 also include the creation of at least 50 bypasses of populated areas. This will help relieve cities of transit traffic, increase traffic on through highways and improve the logistics of interregional transportation.

According to Mikhail Mishustin, it is necessary to develop the infrastructure of all types of transport in a synchronized manner, making comprehensive decisions and taking into account the specifics of multimodal transportation. This will contribute to the achievement of the national goals outlined by the President of Russia and will improve the quality of life of millions of Russians.
