BEIJING, Sept. 19 (Xinhua) — China has built the world's largest carbon emissions trading market during the 14th Five-Year Plan period (2021-2025), which is now operating stably, Minister of Ecology and Environment Huang Runqiu said Friday.

Speaking at a press conference, Huang Runqiu said the national carbon trading market accounts for more than 60 percent of the country's carbon emissions.

China officially launched the market in July 2021. Since then, the platform has grown into the world's largest carbon market by volume of traded greenhouse gas emissions.

Carbon trading, which allows the buying and selling of permits to emit carbon dioxide or other greenhouse gases, is considered one of the most important tools to help reduce carbon footprints and meet emissions targets.

With the support of RN-Vankor, a company part of Rosneft's oil and gas production complex, a fuel and energy education and production center (cluster) has been opened in Krasnoyarsk to train workers for the needs of the region's oil and gas industry and the Vostok Oil project, which is being implemented in Taimyr.

The center was opened as part of the federal "Professionalism" project at the Krasnoyarsk Technical School of Welding Technologies and Power Engineering and will train specialists in the fields of "Power Supply" and "Petrochemistry." Fifteen workshops and laboratories have been created at the technical school to teach new professional competencies, meeting the modern requirements of the project's partner companies.

The fuel and energy cluster (FEC) also includes four more vocational education institutions in the region, including the Kansk Polytechnic and Technological Colleges, the Krasnoyarsk Assembly College, and the Taimyr College in Dudinka.

This academic year, 275 students have already begun their studies in the updated fuel and energy complex educational programs. They will receive qualifications as an electrician, electrical technician, electrical fitter, chemical compound quality control technician, chemical analysis laboratory technician, welder, chemical engineer, and instrumentation and automation fitter.

Furthermore, since September, the "Transport. Logistics" educational and production cluster has been training special equipment drivers working in the Far North. It was opened by TBS-Logistics (the transport and logistics operator for the Vostok Oil project) at the Krasnoyarsk College of Transport and Service. It also includes three network colleges from Kansk, Yemelyanovo, and Irsha in the Rybinsk District.

Three hundred fifty students have begun learning vehicle maintenance and repair skills, operating equipment in extreme conditions, and warehouse logistics. Six modern work areas have been created for this purpose, along with state-of-the-art computer simulators and displays demonstrating the operation of components and assemblies. A fleet of trucks, truck cranes, and lifts is available for theoretical training. This will allow students to devote more time to practical skills that will be in demand when working at oil facilities.

RN-Vankor and TBS-Logistics joined the federal "Professionality" project as supporting enterprises last year, signing an agreement with the Krasnoyarsk Krai Ministry of Education to comprehensively modernize the training system for young professionals to meet the growing needs of the region's oil and gas industry. The Vostok Oil project alone is expected to create 130,000 jobs.

Other subsidiaries of the Company operating in the Krasnoyarsk Territory also joined Professionality: Vostsibneftegaz, Slavneft-Krasnoyarskneftegaz, the East Siberian branch of RN-Bureniye, TaimyrBurService, the Achinsk Oil Refinery, the RN-Service branch in Krasnoyarsk, and Sibintek Investment Company.

Rosneft has allocated significant financial resources to the Professionalism basic technical schools for the renovation of premises, the creation of a material base, and the modernization of educational space.

In addition to the federal project, the region is implementing the regional project "Professionalism for All," in which the Achinsk Oil and Gas Technical School named after E.A. Demyanenko and the Krasnoyarsk Assembly College form an oil and gas educational and production cluster.

The creation of educational and production centers is aimed at comprehensive, high-quality training for young people to meet the real needs of the region's oil and gas production companies, which are interested in attracting qualified workers.

Reference:

To provide Rosneft enterprises with qualified personnel, a comprehensive recruitment program and support for vocational and higher education institutions has been implemented in the Krasnoyarsk Krai for several years. Twelve regional educational institutions, including the Siberian Federal University, are among the project's key partners. More than 30 specialized training programs at secondary vocational education institutions have been developed to meet the needs of the region's oil workers.

The federal project "Professionalism" is being implemented through close collaboration between several vocational educational institutions and industry-specific enterprises. Educational and industrial clusters are being created at colleges and technical schools, bringing together several vocational educational institutions and enterprises in the real sector of the economy interested in providing high-quality training for workers in in-demand specialties.

Hefei, September 19 (Xinhua) — European innovation is often praised for its meticulousness and precision, while China's strength lies in its astonishing speed and execution. Only by combining these two approaches can innovation be effective and scalable,” Stefano Petrilli, head of global operations at Marelli Propulsion, noted in a recent interview with Xinhua News Agency.

Recently, as part of a business trip, he visited Hefei (the administrative center of Anhui Province, East China), one of the largest auto manufacturing centers in the country, where he visited Marelli Powertrain /Hefei/ Co., Ltd.

An important component of Marelli's operations in China, the plant is currently installing new assembly lines to increase capacity and is preparing to launch a new innovative product.

"New lines mean new challenges. The team worked day and night to meet them at 'Chinese speed,'" said S. Petrilli. "I hope the experience gained here can be generalized and transferred to other regions."

Since its founding in Hefei in 2017, Marelli Powertrain /Hefei/ has grown steadily. The company now has 11 production lines, and the annual output of some products exceeds 1 million units.

"We've achieved business growth and consistently improved profitability for two consecutive years. In recent years, we've been steadily expanding production and developing new products. While serving leading domestic automakers, we're also actively expanding into overseas markets," said Marelli China Director Wang Hong, adding that the plant is expected to continue growing in the coming years.

Since entering the Chinese market in 1999, Marelli has built a solid business foundation in various fields, including automotive lighting, electronics, powertrain and clean technology.

To date, the company has built eight research centers and 17 factories across China. Over the years, it has established partnerships with leading automakers both domestically and internationally.

"China is not only the largest automotive market in the world, but also one of the most strategically important and dynamically growing markets for Marelli," emphasized S. Petrilli. "This allows us to provide local customers with personalized and rapid market entry solutions, while leveraging the advantages of China's innovation and manufacturing to support global projects."

In his view, China's transformation from the "world's factory" to a "global innovation hub" has created unprecedented opportunities for foreign-invested enterprises like Marelli.

“Working in one of the most dynamic and rapidly changing mobility ecosystems in the world, we are seeing shorter product cycles, higher customer expectations and constant waves of innovation,” he said.

Petrilli also noted that China's advanced supply chains allow Marelli to efficiently and flexibly localize production of key components, while the company continues to attract a growing local pool of skilled talent—from engineers to software developers and cross-functional experts—who not only enable rapid technological iteration but also foster a customer-focused approach.

According to statistics, China has ranked first in the world in the production and sales of new energy vehicles (NEVs) for 10 consecutive years. In 2024, NEV production in the country will exceed 13 million units.

Amid the rapid growth of the NEV sector, Marelli is increasing its investments and accelerating its transformation. The company has launched several cutting-edge technologies for electric vehicles, including a wireless battery management system.

In the field of intelligent interior solutions, Marelli began developing virtualized interior domain controllers in 2017 and began mass production in China in 2020.

This year, its intelligent cabin solution, which integrates infotainment and telematics systems, will enter mass production and be supplied to both domestic and international automakers. In the display space, the company has introduced numerous innovative products, including dynamic privacy screens.

"Many technologies were developed by Marelli's local team in China. This localized R&D and manufacturing capability not only meets our customers' high standards for technology, quality, and efficiency, but also demonstrates our long-term commitment to the Chinese market," said Shen Ke-lei, Marelli Executive Vice President and President of Marelli China.

Singapore, September 19 (Xinhua) — Singapore has been named the safest country in the world for the 12th time since 2006, according to the Gallup Global Safety and Security Report released Thursday.

In 2024, 98 percent of Singaporeans said they felt safe walking alone at night, one of the highest rates in the world, according to Gallup. The report notes Singapore's stable performance in terms of overall feelings of safety among its residents.

The survey also found similar levels of perceived safety among both genders. Ninety-eight percent of men and 97 percent of women reported feeling safe in 2024.

The report attributes these results to factors such as low crime rates, effective law enforcement and high levels of public order. –0–

SHANGHAI, Sept. 19 (Xinhua) — A batch of export cargo, which will be transported by rail and road, recently departed Shanghai for Kyrgyzstan for the first time, Shanghai Customs officials said Thursday.

According to customs, a 40-foot container loaded with industrial raw materials departed from Shanghai Railway Station on September 16. The goods will first be transported by rail to Kashgar (Xinjiang Uyghur Autonomous Region, northwest China), then transferred to road transport and, leaving the country through the Torugart border crossing (Xinjiang Uyghur Autonomous Region), will be transported to Kyrgyzstan.

As a reminder, in September 2024, the General Administration of Customs of the People's Republic of China issued a notice approving the pilot implementation of a multimodal freight transport model (rail plus road). Compared to previous years, exporting companies will now only need to submit a single customs declaration.

The multimodal freight transport model is expected to fully utilize the advantages of long-distance rail transport and the high capacity and flexibility of road transport. Compared to traditional freight transport models, this could reduce logistics costs by approximately 30 percent and open a new logistics channel for export companies in Shanghai and the surrounding region focused on expanding foreign trade to Central Asia.

Vladimir Zotov gave a lecture at the State University of Management: "Keys to Success" from the Minister Who Managed 1.3 Million Muscovites

On September 17, 2025, an open lecture by Vladimir Zotov, a professor at the State University of Management, Doctor of Economics, former Minister of the Moscow Government, and head of the South-Eastern Administrative District of Moscow, who governed a territory with a population of over 1.3 million for over 25 years, was held in the Atrium of the Information Technology Center of the State University of Management.

The meeting, entitled "Public and Municipal Administration: An Introduction to Professional Practice with Practical Examples," brought together over 150 students, postgraduate students, and faculty from the State University of Management. The event was characterized by lively dialogue, deep reflection, and genuine interest in the experience of one of the most respected practitioners of Russian public service.

The lecture was opened by Sergei Chuev, Head of the Department of Public and Municipal Administration at the State University of Management, who emphasized the exceptional importance of the speaker:

"Vladimir Borisovich Zotov is a legend of Russian public administration. His experience isn't textbook theory, but living, proven practice. He didn't just manage a district; he created a system. As a leader, he implemented digital services for residents long before it became fashionable. He knew how to listen to people, build teams, make decisions under uncertainty, and achieve results when others gave up. His book, 'Keys to Success: A Career Compass from a Minister,' is now a standard for students and managers. And today we listened not to a lecture, but to a true master class from a master."

Drawing on his own experience, Vladimir Borisovich revealed the fundamental principles of effective management at the municipal and city levels. He detailed how, in a megacity with a population of over a million, the following was ensured:

Safety and quality of life; transport accessibility and infrastructure development; digitalization of public services, including the "Electronic Government" and "Active Citizen" projects; interaction with residents through feedback and participation in decision-making.

The speaker placed special emphasis on the personal qualities of a leader: "The key to success lies not in rank, but in character. The ability to listen, to take responsibility for decisions, to not be afraid of mistakes, to be honest with people, and to believe in one's mission—that's what distinguishes a true leader."

At the end of the meeting, Vladimir Zotov presented and signed his books – collections of practical advice that have become reference books for thousands of students and officials across Russia. The audience lined up, each eager to receive a personal autograph from someone who has made a significant contribution to the capital's development.

Following the event, many participants noted that Professor Zotov's lecture was more than just information, but a refresher on their views on careers in public service.

Tirana, September 19 (Xinhua) — Albania's parliament on Thursday confirmed Edi Rama as prime minister for a fourth consecutive term. He pledged to accelerate the country's accession to the European Union (EU) by 2030.

E. Rama, the only candidate for the post, received 82 votes in the 140-seat parliament. His Socialist Party won a majority in the parliamentary elections held in May.

"Albania's accession to the EU by 2030 is a central element of this mandate," E. Rama told lawmakers, emphasizing that integration into the bloc will shape the government's reforms in the coming years.

In a move aimed at increasing transparency in public procurement, the Prime Minister last week proposed using the artificial intelligence (AI) tool Diella to manage and award tenders. During a video address, the AI system stated that it would not replace civil servants, but rather assist them.
