HARBIN, Sept. 20 (Xinhua) — China on Thursday established a special foundation to preserve and manage the remains of the former headquarters of Unit 731, a special unit of the Imperial Japanese Army that secretly conducted biological weapons research in northeast China during World War II.

The fund, established by the China Cultural Heritage Foundation, aims to support research into the history of Unit 731 and its criminal atrocities, and to protect the site where the unit's base was located.

Located in the Pingfang district of Harbin City (the capital of Heilongjiang Province, Northeast China), the complex served as a base for Japan's planning and implementation of biological warfare in China.

Historical records indicate that Unit 731 used at least 3,000 people for human experiments between 1940 and 1945, while more than 300,000 people in China were killed by Japanese biological weapons.

"Protecting and studying this site, which provides crucial evidence of Japanese militarists' biological warfare, is not only a matter of preserving history but also a responsibility of the era to uphold justice for humanity," noted Liu Yuzhu, Chairman of the China Cultural Heritage Foundation. He stated that the foundation will focus on preserving the base's remains, digitally archiving relics, promoting international academic exchanges, and educating the younger generation.

This year marks the 80th anniversary of the victory in the Chinese People's War of Resistance against Japanese Aggression and the victory in the World Anti-Fascist War.

On Thursday, the film "731" (Evil Unbound), which chronicles the atrocities of Unit 731, officially opened in Chinese cinemas. According to Chinese ticketing platform Maoyan, the film's box office receipts for the day had exceeded 280 million yuan by 7:00 PM on Thursday. -0-

Washington, September 19 (Xinhua) — The U.S. Senate on Friday confirmed Mike Waltz, former U.S. National Security Advisor, as the country's permanent representative to the United Nations. The post had been vacant for eight months.

Forty-seven senators supported and 43 voted against M. Waltz's candidacy. The newly appointed US Permanent Representative will attend the UN General Assembly in New York next week.

During his Senate confirmation hearings this summer, Waltz emphasized the need for reform at the UN, including an overhaul of U.S. funding and measures to eradicate anti-Semitism within the world body, NBC News reported.

Martin Waltz served as Donald Trump's national security adviser since January, but resigned following the Signal messaging incident. In March, he mistakenly added a journalist to a private chat with senior national security officials discussing the upcoming strike in Yemen.

On March 27, D. Trump withdrew his nomination of Republican Elise Stefanik for the post of Permanent Representative to the UN and nominated M. Waltz in May.

Former US Ambassador to the UN Linda Thomas-Greenfield left her post on January 20 after Donald Trump took office as US President. –0–

UN, Sept. 19 (Xinhua) — The UN General Assembly (UNGA) on Friday adopted a draft resolution on the participation of the State of Palestine in the work of its 80th session in connection with the US denial of visas to some Palestinian representatives.

The draft resolution was adopted by 145 votes in favor, five against, and six abstentions. The document stipulates that the State of Palestine may submit a pre-recorded statement by its President, which will be played in the General Assembly Hall during the general debate, and may also make statements via videoconference or provide a pre-recorded statement at meetings of the High-Level International Conference on the Peaceful Settlement of the Question of Palestine and the Implementation of a Two-State Solution.

According to the draft, Palestine may also present a pre-recorded statement by its President or other high-ranking representative at any high-level meeting or conference of the UN, as well as at international conferences and meetings convened under the auspices of the General Assembly or other UN organs, in the event that Palestinian representatives are prohibited from participating in UN meetings.

In the draft resolution, the UN General Assembly expressed regret over the US decision to deny visas and revoke the visas of Palestinian representatives in the run-up to the 80th session of the UN General Assembly, thereby depriving them of the opportunity to participate in the meetings, and called for the immediate reversal of this decision.

Top Stories | Friday: Jordan/Israel, Iran, Palestine, Law of the Sea

September 19, 2025 UN

The main news of the day at the UN and around the world: the murder of Israelis on the border with Jordan, the Security Council decision on the sanctions regime against Iran, the General Assembly resolution on the participation of Palestinian representatives, the agreement on marine biodiversity beyond national jurisdictions.

Attack on the Jordan-Israel border

The UN Secretary-General strongly condemns the attack at the border crossing between Israel and Jordan. Yesterday, two Israelis were killed by a Jordanian truck driver carrying humanitarian aid destined for Gaza. The UN chief emphasizes the need for humanitarian and impartial assistance efforts. He called on all parties to facilitate the rapid and unimpeded passage of humanitarian supplies along all routes, as well as to exercise maximum restraint and avoid actions that could further escalate tensions.

Sanctions against Iran

UN Security Council could not pass the resolution, which proposed blocking the restoration of sanctions against Iran. If the international community fails to reach an agreement on this issue within the next ten days, sanctions will be reinstated on September 28. As a reminder, on August 28, the foreign ministers of France, Germany, and the United Kingdom sent a letter to the Security Council notifying the activation of the "rapid response mechanism" provided for in the 2015 nuclear deal. Sanctions are then to be reinstated within 30 days. Today's draft resolution was an attempt to block this scenario.

Participation of Palestine in the UN General Assembly

UN General Assembly adopted a resolution, concerning "the participation of the State of Palestine in the work of the 80th session." Specifically, Palestinian representatives are given the opportunity to speak via video link in the General Assembly hall or at any high-level event. The document was adopted with 145 votes in favor; five countries, including the United States, voted against, and six abstained. Previously, the United States, as the host country for UN bodies, revoked the visas of Palestinian officials before the opening of the 80th session of the General Assembly.

Marine biodiversity

Today, the Agreement on the Conservation and Sustainable Use of Marine Biological Diversity of Areas Beyond National Jurisdiction under the UN Convention on the Law of the Sea reached the required number of ratifications for entry into force. The UN Secretary-General welcomed this historic achievement, noting that the agreement establishes binding rules for the conservation of marine biodiversity, the equitable sharing of benefits from it, the establishment of protected areas, and the advancement of science.

BEIJING, Sept. 19 (Xinhua) — China and the United States can achieve mutual success and shared prosperity, benefiting both countries and the world, Chinese President Xi Jinping said Friday.

In his phone conversation with US President Donald Trump, Xi Jinping said that to realize this vision, the two countries must make joint efforts to achieve mutual respect, peaceful coexistence and win-win cooperation.

During the talks, the two heads of state engaged in a frank and in-depth exchange of views on bilateral relations and issues of mutual interest, and provided strategic guidance for the stable development of bilateral ties in the coming stages. The conversation was pragmatic, positive, and constructive.

Xi Jinping recalled that China and the United States were allies who fought side by side during World War II. He mentioned that China recently celebrated the 80th anniversary of the victory in the Chinese People's War of Resistance Against Japanese Aggression and the World Anti-Fascist War and invited family members of the American Flying Tigers veterans to the Tiananmen Grandstand to watch the military parade.

Xi Jinping said the Chinese people will never forget the valuable support provided by the United States and other Allied countries in the Chinese People's War of Resistance Against Japanese Aggression. He called on both sides to honor the memory of the fallen heroes, remember history, cherish peace, and pave the way for the future.

Xi Jinping emphasized the vital importance of China-US relations. He noted that recent consultations between the two sides' trade and economic teams demonstrated a spirit of equality, respect, and mutual benefit. He added that the two sides can continue to properly address major issues in bilateral relations and strive for win-win results.

The Chinese President also pointed out that the US side should refrain from introducing unilateral trade restrictions so as not to undermine the results achieved by both sides through numerous rounds of consultations.

Xi Jinping stated that China's position on the social media platform TikTok is crystal clear. He stated that the Chinese government respects the will of businesses and welcomes their desire to conduct commercial negotiations based on market rules and reach solutions that comply with Chinese laws and regulations and ensure a balance of interests.

The Chinese leader called on the American side to ensure an open, fair and non-discriminatory business environment for Chinese enterprises to invest in the country.

D. Trump, for his part, said that the military parade held by China in honor of the 80th anniversary of the victory in the Chinese People's War of Resistance against Japanese Aggression was phenomenal and impressive.

According to the US President, the US-China relationship is the most important bilateral relationship in the world, and through cooperation, the two countries can achieve great achievements that contribute to world peace and stability.

D. Trump also noted that the American side hopes to maintain long-term, excellent and great relations with China.

The American side expects to advance bilateral economic and trade cooperation and intends to maintain consultations between the teams of both sides to properly resolve the TikTok issue, D. Trump said, adding that the United States is ready to work with China to maintain peace throughout the world. –0–
