Moscow, September 27 (Xinhua) — A gala reception to mark the 76th anniversary of the founding of the People's Republic of China and the establishment of diplomatic relations between China and Russia was held on Friday at the Chinese Embassy in Moscow. More than 1,500 guests were invited to the event, including politicians, entrepreneurs, public figures, cultural figures, and experts.

Addressing the audience, Chinese Ambassador to the Russian Federation Zhang Hanhui noted that, in historical terms, 76 years is a moment in time, but for the Chinese people, these have been years of monumental change that have radically transformed the country.

"Under the leadership of the Communist Party, China has made an astonishing leap from a backward state to one of the world's leading powers, achieving economic growth unprecedented in human history. Today, China is the world's second-largest economy, the largest manufacturer, a leading trading nation, and the second-largest consumer market on the planet. It remains a vital driver and stabilizing force for the global economy," the diplomat said.

Speaking about Chinese-Russian relations, the ambassador emphasized that they have stood the test of time and have acquired the "stability of a rock." "Under the strategic leadership of our heads of state, Chinese-Russian relations have maintained their rapid development momentum and are experiencing the best period in their history. Political trust and strategic interaction are deepening, cooperation in all areas is actively developing, and the social foundation of friendship, passed down from generation to generation, is strengthening," Zhang Hanhui stated, adding that on the international stage, China and Russia are setting an example of great power relations based on good-neighborliness, friendship, a comprehensive partnership, and mutual benefit.

In his speech, Ivan Melnikov, First Deputy Chairman of the State Duma of the Russian Federation and Chairman of the Russian-Chinese Friendship Society (RCFS), praised China's achievements over the past decades: from industrial modernization to an economy based on new-generation productive forces, from large-scale infrastructure projects to leadership in high technology.

According to the Russian politician, the 76th anniversary of the founding of the People's Republic of China and the establishment of diplomatic relations between Russia and China once again reminds us how, step by step, the countries built cooperation and how confidently they are today opening up new avenues of collaboration.

"For us, China has become not just a large neighbor, but a key partner and a true friend. This friendship is also bound by sacred dates. In both Russia and China, in the year of the 80th anniversary of the Great Victory, the peoples remain true to historical memory and truth," he said, emphasizing that trust, practical projects, and respect for history make countries stronger.

A festive concert was held for guests of the Chinese Embassy. They were also able to view the photo exhibition "A New Chapter in the History of Beautiful Xizang," dedicated to the development achievements of the Xizang Autonomous Region of China over the 60 years since its founding. The exhibition was organized by the Xinhua Asia-European Bureau and China Image Group with the support of the Chinese Embassy in Russia.

UNITED NATIONS, Sept. 26 (Xinhua) — Many delegates walked out of the United Nations General Assembly hall on Friday in protest during Israeli Prime Minister Benjamin Netanyahu's speech.

In his speech at the general debate of the 80th session of the UN General Assembly, he criticized the countries that recently announced their recognition of the State of Palestine. "Do you know what signal the leaders sent to the Palestinians by recognizing the Palestinian state this week? It's a very clear signal. Killing Jews pays," the prime minister declared.

Dozens of delegates walked out of the General Assembly hall in protest when Benjamin Netanyahu took the podium. Some delegates booed him, but others applauded.

In his speech, the prime minister accused the Palestinians of not believing in the "two-state solution." "They never believed it. They don't want a state next to Israel. They want a Palestinian state instead of Israel," he said.

"The Palestinians' persistent rejection of a Jewish state, regardless of its borders, is what has driven this conflict for over a century," said Netanyahu. Rejection of a Palestinian state "is not simply my policy or the policy of my government. It is the policy of the state and the people of the State of Israel," he declared.

Addressing world leaders via video link on Thursday, Palestinian President Mahmoud Abbas said the Palestinian Authority recognized Israel's "right to exist" back in 1988 and did so again in 1993.

"I address you today after nearly two years in which our Palestinian people in the Gaza Strip have faced a genocidal war, destruction, famine, and displacement," he said. The politician condemned both the genocide being perpetrated by the "Israeli occupation forces" and the Hamas attack on Israel on October 7, 2023.

M. Abbas expressed gratitude to the countries that recently recognized Palestinian statehood, as well as to individuals and organizations around the world who protested in support of the rights of the Palestinian people. "We oppose the conflation of solidarity with the Palestinian cause with the problem of anti-Semitism, which we reject," he emphasized.

Earlier in September, the UN General Assembly adopted a resolution endorsing the New York Declaration on the Peaceful Settlement of the Palestinian Question and the Implementation of the "Two-State Solution for Two Peoples." The declaration, released in late July, outlines an action-based path to a peaceful resolution of the Palestinian-Israeli conflict.

In recent days, Western countries such as Australia, the United Kingdom, Canada, Portugal, and France have recognized the State of Palestine in support of the "two-state solution" of two peoples. To date, more than 150 UN member states have recognized Palestine.

The UN Security Council failed to delay the restoration of sanctions against Iran.

On Friday, the UN Security Council failed to adopt a resolution proposed by Russia and China that would have delayed the restoration of sanctions against Iran for six months.

The resolution was supported by four delegations (Algeria, China, Pakistan and Russia), nine (Great Britain, Denmark, France, Greece, Panama, Sierra Leone, Slovenia, Somalia) voted against and two countries (Guyana and the Republic of Korea) abstained.

A document extending the resolution on the so-called Iran nuclear deal was put to a vote. As a reminder, the Joint Comprehensive Plan of Action on the Iranian nuclear program was adopted in 2015 following lengthy negotiations involving China, France, Germany, Russia, the United Kingdom, the United States, the EU, and Iran itself. The Security Council then unanimously adopted Resolution 2231, endorsing the JCPOA.

The deal provided for restrictions on Iran's nuclear program in exchange for the lifting of previously imposed sanctions. The agreement included a so-called "rapid response mechanism" for sanctions should the parties deem Iran to be failing to comply with its obligations.

The draft resolution, introduced by China and Russia, was introduced in response to the decision of three European countries—France, Germany, and the United Kingdom, all parties to the JCPOA—to invoke the snapback mechanism to reinstate sanctions against Iran. Since the attempt failed, the sanctions are scheduled to be reinstated on September 28.

Speaking before the vote, Dmitry Polyansky, Russia's Deputy Permanent Representative to the UN, accused "European colleagues and the United States" of "escalating tensions" and deception. He claimed Iran had fulfilled all the conditions set by the UK, France, and Germany, demonstrating itself as "a responsible player committed to a constructive resolution of this situation." However, European countries refused to postpone sanctions, and the United States refused to hold talks with Iran during UN High-Level Week.

British Ambassador Barbara Woodward, who voted against the resolution proposed by Russia and China, stated that Iran fails to respect the global nuclear non-proliferation regime, as outlined in more than 60 IAEA reports prepared over the past six years. "This is a threat to international peace and security," the diplomat emphasized.

She noted that UN sanctions against Iran will come into effect again this coming weekend and all member states, according to the Charter, are obliged to comply with them.

Woodward added that the UK is ready to continue searching for a diplomatic solution that would allow sanctions to be lifted in the future.

UN, September 26 /Xinhua/ — Fairness and justice are the most important values of the international community, Chinese Premier Li Qiang stated at the UN on Friday.

Li Qiang made the statement during his speech at the general debate of the 80th session of the UN General Assembly.

Noting that peace and development are the most ardent common aspirations of people of all countries, the Premier of the State Council of the People's Republic of China emphasized that unity and cooperation are the most powerful source of strength for the progress of mankind.

This year marks the 80th anniversary of the victory in the World Anti-Fascist War and the founding of the United Nations, Li Qiang recalled, adding that some valuable lessons can be learned from history.

He stressed that China, as one of the founding countries of the UN, has always actively participated in international affairs and worked for the benefit of humanity.

Li Qiang pointed out that in recent years, Chinese President Xi Jinping has proposed the vision of building a community with a shared future for humanity, and also put forward the Initiative on Global Development, the Initiative on Global Security, the Initiative on Global Civilization, and the Initiative on Global Governance, sharing Chinese wisdom and solutions for overcoming transition processes and current challenges.

In particular, the Global Governance Initiative, proposed at the Shanghai Cooperation Organization summit in Tianjin earlier this month, emphasizes the principles of sovereign equality, respect for international law, commitment to multilateralism, a people-centered approach, and a focus on practical action, the Chinese Premier emphasized. This initiative, he continued, opens an important path toward the formation of a more equitable and rational system of global governance.

Li Qiang said China is willing to work with all parties to take coordinated and effective measures to solve practical problems and promote world peace and development.

The world has entered a new period of turbulence and change, the Chinese Premier noted, emphasizing that unilateralism and the Cold War mentality are once again taking revenge, seriously undermining international norms and order and destabilizing the global governance system.

In the context of the turbulent and volatile international situation, Li Qiang called on all parties to build peace and ensure common security.

Amid a sluggish global economic recovery, the Chinese Premier called for a revival of cooperation and the search for mutually beneficial outcomes.

Noting the interaction and development of diverse civilizations, Li Qiang called for maintaining dialogue and mutual learning. In responding to new challenges, he added, it is necessary to make joint efforts to protect the common home of humanity.

He assured that China will always remain a staunch defender of world peace and security, an important promoter of global common development, an active practitioner of exchanges and mutual learning among civilizations, and a responsible participant in responding to global challenges.

The Premier of the State Council of the People's Republic of China emphasized China's readiness to work with all countries to uphold the goals and principles of the UN Charter, promote the spirit of multilateralism, actively implement the four key global initiatives, and jointly move toward the lofty goal of building a community with a shared future for mankind.
