Moscow, September 27 (Xinhua) — The hysteria surrounding the entry of unidentified drones into European Union territory is being whipped up solely to justify the cost of militarization, said Vladislav Maslennikov, Director of the Russian Foreign Ministry's Department of European Affairs.

"It's clear that the EU's hysteria over drones flying into EU territory and the announcement of defense projects with grandiose names are pursuing a single goal: to justify to the public the increased spending on the militarization of Europe at the expense of socio-economic projects and a decline in the population's standard of living," Maslennikov said in an interview with RIA Novosti.

According to a Russian diplomat, the European Union still has no understanding regarding the parameters of the "drone wall" being discussed within the EU.

“It is regrettable that personal ambitions and political games on the part of the ruling elites in the EU ultimately lead not to a reduction, but to an increase in military and political tensions on our continent,” noted V. Maslennikov. –0–

BEIJING, Sept. 27 (Xinhua) — As humanity is a community with a shared future, win-win cooperation is the only choice for civilization to survive and thrive, according to a report released Saturday by the Xinhua Institute, a think tank affiliated with the Xinhua News Agency.

The report, entitled “The Theory of Civilization Development: A Look into the Formation of a New Concept of Civilization Based on Development,” was released at an international academic symposium held in Guangzhou, Guangdong Province, southern China.

China's high-quality Belt and Road cooperation, which has launched projects in more than 150 countries to improve people's lives, is creating new civilizational ties characterized by economic symbiosis and cultural exchanges through infrastructure connectivity, the document notes.

Such practices transcend the logic of "zero-sum games" in traditional geopolitics, proving that harmony and coexistence are not just a concept, but an effective and verifiable path to civilizational development, the document's authors write.

From the Lancang-Mekong Cooperation Mechanism, which helps achieve common development among riparian countries through shared water resources and joint environmental management, to the 15th meeting of the Conference of the Parties to the Convention on Biological Diversity (COP15), which formed a global consensus on protecting biodiversity, humanity has demonstrated the practical wisdom of a community of shared destiny, the report says.

These exploratory efforts prove that only by adhering to the concept of harmonious coexistence and replacing confrontation with cooperation can we realize harmonious coexistence and sustainable development of human civilizations, the report emphasizes. -0-

Moscow, September 27 (Xinhua) — The General Assembly of the International Paralympic Committee (IPC) has fully reinstated the Russian Paralympic Committee (RPC) as a member of the International Paralympic Committee. This was announced in a statement published on the RPC's official website.

According to the RPC, the vote took place on September 26 in Seoul, the capital of the Republic of Korea, in two stages. During the first stage, 111 delegates voted against completely suspending the RPC's membership in the IPC, with 55 delegates supporting the proposal. During the second stage, 91 delegates voted for the full reinstatement of the RPC's membership, with 77 delegates voting against.

"Russian Paralympians will participate with the flag and anthem of the Russian Federation and other national attributes in the Paralympic Games and competitions in sports for which the International Paralympic Committee (IPC) functions as the international federation. These include athletics, swimming, powerlifting, sledge hockey, and shooting," the RPC announced on Saturday.

The RPC is reported to welcome the fact that the majority of General Assembly delegates voted in favor of a fair decision. The IPC acknowledged that the RPC is conscientiously fulfilling its membership obligations as set forth in the IPC Statutes.

“This is an important contribution to the development of the international Paralympic movement and an example of how the rights of athletes must be protected without discrimination based on nationality and political affiliation,” the RPC statement stated. –0–

BANGKOK, September 27 (Xinhua) — The Thailand-China Cooperation Expo 2025 opened in Bangkok on Friday, celebrating the 50th anniversary of the establishment of diplomatic relations between Thailand and China. It showcased the results of extensive joint efforts in trade, investment, education, and employment.

In his keynote speech, Thai Prime Minister Anutin Charnvirakul emphasized that over the past half century, Thailand and China have laid a solid foundation for cooperation in all areas, paving the way for even greater opportunities in the future.

A. Charnvirakul stated that Thailand strives to be not only an economic partner, but also a key hub for broader regional cooperation, and the long-standing friendly relations between Thailand and China serve as a “springboard” for sustainable development in all areas.

Jointly organized by the Thai-China Trade Mechanism under the slogan “Towards Common Prosperity,” the three-day EXPO brought together more than 200 enterprises from both countries, presenting 1,200 booths across an exhibition space of over 25,000 square meters.

The highlight of the event was the signing ceremony of memoranda of understanding, which was attended by 32 business pairs from 56 Thai and Chinese companies, marking a significant milestone in strengthening economic relations and bolstering foreign investors' confidence in Thailand's potential.

According to the organizers, the exhibition was designed to facilitate real business connections through a supply chain forum and dedicated matchmaking sessions, focusing on high-potential, emerging industries such as new energy vehicles, green energy, digital platforms, and innovative technologies in the agro-industrial complex.

Particular attention was paid to the development of human capital: education and job fairs were organized, where more than 500 scholarships were offered from leading universities in both countries and more than 3,000 vacancies in in-demand fields from leading Thai and Chinese companies. –0–

BEIJING, Sept. 27 (Xinhua) — Genuine civilizational progress is a process of development based on one's own cultural foundation while critically absorbing the outstanding achievements of humanity, rather than simply imitating or copying a specific model, a think tank said in a report released Saturday.

The report, titled "The Theory of Civilization Development: A Perspective on the Formation of a New Concept of Civilization with Development at its Core," was released by the Xinhua Institute, a think tank affiliated with the Xinhua News Agency, at an international academic symposium held in Guangzhou, Guangdong Province, southern China.

Although the paths to modernizing human society are diverse, since the 19th century the West has argued that all civilizations should modernize along the “Western path,” but historical practice has profoundly refuted this, the report notes.

The report emphasizes that the fundamental failure of the “Western paradigm” lies in the reduction of civilizational development to the mechanical transfer of technologies and institutions, while ignoring the historicity and uniqueness of the core of civilization.

The breakthrough significance of Chinese modernization lies precisely in the wisdom of adhering to fundamental principles and striving for innovation, destroying the myth that “modernization equals Westernization,” and opening up a scientific path of civilizational development that revives tradition and creates new forms of civilization through the dialectical unity of heritage and innovation, the authors of the document assert.

The report calls for prioritizing the heritage and innovation of civilization, fully releasing the contemporary value of the historical culture of each nation, and promoting the creative transformation and innovative development of high-quality traditional cultures in the process of modernization. -0-

MANILA, Sept. 27 (Xinhua) — Ten people have been killed and 13 others are missing as tropical storm Bualoy passes through the Philippines, according to preliminary reports from authorities, the Philippine Civil Defense Office and local media reported on Friday.

Civil Defense Office spokesman Bernardo Rafaelito Alejandro said seven people were killed in the Eastern Visayas region and three in the Bicol region.

"The number of dead and missing is subject to verification and confirmation," said B.R. Alejandro, mentioning that 13 people are still missing.

Since making landfall late Thursday, Bualoy has battered many areas with gusty winds and heavy rains. Local authorities are scrambling to assist families trapped by flash floods in the Bicol region and elsewhere.

Claudio Yucot, Bicol Regional Director of the Civil Defense Office, said nearly 25,000 families (almost 87,500 people) in the Bicol region have been evacuated for safety.

On Friday evening, the country's state meteorological bureau, PAGASA, reported that Bualoy was moving west-northwest at 30 km/h (18 mph). It could strengthen back to typhoon strength within the next 12 hours as it passes over the South China Sea.

Bualoy is the 15th tropical cyclone to hit the Philippines this year.

On average, the Philippines is hit by about 20 typhoons annually. The archipelago is particularly vulnerable to tropical cyclones, which often bring heavy rains, floods, and strong winds, resulting in loss of life and destruction of crops and property.

Chinese modernization is a living example of the interpretation of the principle of “people above all”

BEIJING, Sept. 27 (Xinhua) — China's modernization, with the primary goal of achieving prosperity for all, is a living interpretation of the "people-first" value orientation, according to a report released Saturday by the Xinhua Institute, a think tank affiliated with the Xinhua news agency.

The paper was entitled “The Theory of Civilization Development – A Look at the Formation of a New Concept of Civilizations Based on Development.”

The core of the development of civilizations lies in “people,” not in “things” or “tools,” the document emphasizes.

According to the report, China's fight against poverty has lifted nearly 100 million rural residents out of poverty. The rural revitalization strategy aims to narrow the gap between urban and rural areas, and pilot shared prosperity zones are exploring new models of shared development. This approach has broken the "rich get richer" paradigm that characterized Western modernization, the report states.

The report also notes that, with the accelerated development of technologies such as artificial intelligence and genome editing, the value orientation of the “people first” principle has become even more relevant.

Only by adhering to this principle can civilization avoid losing control in the waves of technological revolution and achieve harmony between man and nature, man and society, and also with itself, the document states. -0-

Los Angeles, September 27 (Xinhua) — China's statements and actions on climate change enhance its credibility in this important area, Clifford Cobb, a prominent American sustainability scholar and vice president of the American Institute for Postmodern China Studies, said in an interview with Xinhua on Thursday.

As a reminder, Chinese President Xi Jinping announced at the UN Climate Action Summit that China will have largely created a climate-adapted society by 2035.

According to him, by 2035, the country will reduce net economy-wide greenhouse gas emissions by 7-10 percent compared to peak levels, aiming to do better; increase the share of renewable energy in total energy consumption to more than 30 percent; expand the installed capacity of wind and solar power plants more than sixfold compared to 2020, aiming to reach 3,600 GW; increase the total timber stock in forests to more than 24 billion cubic meters; make new energy vehicles the leaders in new car sales; expand the national carbon trading market to cover key high-emitting industries, and overall create a climate-resilient society.

Cobb noted that climate change remains one of the most pressing global challenges, and China's leadership in this area is attracting increasing attention worldwide. Current efforts reflect China's long-term commitment to shaping a shared future in which people and the planet thrive together, he added.

Cobb also stressed the need for closer international cooperation, calling for joint global action to combat climate change and protect humanity's shared future. –0–

Wuhan, September 27 (Xinhua) — China has contributed to the global exchange of experience and inter-civilizational exchanges in river management. China's efforts in managing the Yangtze River have provided other developing countries with a new philosophy and practical path for economic development, according to a think tank report published on Friday.

The report, titled "A Mighty River Nurtures a Great Nation – Achievements, Inspirations and Global Significance of Yangtze River Governance in the New Era," was released by the Xinhua Institute, a think tank affiliated with the Xinhua News Agency, at the 2025 Great Rivers Dialogue in Wuhan, central China's Hubei Province.

The report notes that China's practical actions in managing the Yangtze River challenge the Western discourse of "environmental fundamentalism" and offer developing countries an alternative to old approaches that boil down to "polluting first and cleaning later" or "prioritizing economic growth over the environment."

In the Yangtze River management area, policy measures such as the 10-year fishing ban demonstrate the strategic resolve and historical patience of policymakers, as the full impact will take several years or more to emerge, the report notes.

China's pursuit of high-quality development through the management and protection of the Yangtze River represents innovative practice in the management and protection of major rivers on a global scale while transforming and upgrading development models, according to the document.

“The ideas, technologies, and experiences accumulated in this process become public goods that benefit all of humanity through various channels of international exchange,” the report says.

In addition, it is emphasized that in recent years, China has been actively paying attention to the research and protection of great river basin cultures, organizing activities such as dialogues and seminars to promote inter-civilization exchanges and mutual enrichment of experience in great river management.

These exchanges go beyond simple technology exchanges to reach the level of cultural and philosophical discourse, guiding countries to work together to address global challenges, the report states. -0-
