Denis Manturov outlined the Strategy's priority areas, including improving the institution of industrial product conformity assessment and oversight, finalizing the development of regulatory solutions to curb the online sale of illegal goods, and eliminating fictitious manufacturers passing off goods of unknown origin as Russian.

Denis Manturov also noted that product identification marking is an example of an effective way to combat illegal product trafficking. This marking tool already covers 33 product groups, and experiments are underway on 12 more.

"The operator, CRPT, has invested over 100 billion rubles in private investment into the creation of the labeling system. And we see the unique effectiveness of this tool. The government and businesses have collectively received approximately 2 trillion rubles in additional revenue from the cleansing of the economy and the release of demand. Importantly, the labeling system is not only scalable to new industries but is also expanding with key functionality. Specifically, this concerns the automatic prevention of illegal product sales to consumers at checkout. A similar mechanism is being developed to address the supply of unsafe products to social institutions," the First Deputy Prime Minister emphasized.

One of the key objectives of the updated Strategy is the effective implementation of state oversight over certain types of products. Denis Manturov emphasized the need to reinstate this oversight for certain building materials: cement, cables, heating radiators, and other products.

"During the year of the experiment, Rosstandart conducted approximately 35,000 preventative and control measures. Based on these results, we have observed a decline in the number of detected violations, from 91% in January to 68% currently. This positive shift is also confirmed by construction associations, which have recorded a decline in the volume of unsafe products on the market. Therefore, there are objective grounds for resuming state oversight of these product categories," the First Deputy Prime Minister noted.

"The strategy includes an analysis of the results achieved in combating illegal trafficking of industrial products over the past five years. It also assesses the current situation, identifies key issues, mechanisms, and measures for implementing the Strategy, as well as the expected results," said Ekaterina Priezzheva, Deputy Minister of Industry and Trade of the Russian Federation.

The meeting participants supported the draft law "On Amendments to the Federal Law "On Industrial Policy in the Russian Federation" and the Repeal of Certain Provisions of Legislative Acts of the Russian Federation," which provides for the establishment of a separate type of state control over compliance with mandatory requirements for certain types of industrial products.

The meeting participants also approved a draft federal law developed by Rospotrebnadzor on the introduction of a system of automatic fines for violations of mandatory requirements for the labeling of goods with identification means.

As part of the federal project "Unmanned Logistics Corridors," a roadmap for the development of highly automated vehicles through 2028 has been developed. The market for unmanned aerial systems (UAS) continues to develop. Class H airspace was established in July of this year. Digital logistics solutions are developing successfully. The Electronic Shipping Documents State Information System (GIS) was launched in 2022, and its use will become mandatory on September 1, 2026. Active work to replace foreign software continues.
