A ceremony was held at Peter the Great St. Petersburg Polytechnic University to present the gown and diploma of Honorary Doctor of SPbPU to Deputy Prime Minister of the Russian Federation Vitaly Savelyev, a graduate of the Polytechnic University.

"Today is a significant day that will go down in the history of our university. It's a great honor for the Polytechnic University that our graduates are returning, but in a new guise. Vitaly Gennadyevich, welcome to your alma mater!" SPbPU Rector Andrey Rudskoy greeted the distinguished guest. "We are proud that among our graduates are outstanding individuals who play an invaluable and crucial role in the development of the country and in the advancement of its transportation system."

The Rector of SPbPU particularly noted that among the guests invited to the ceremony were Vitaly Gennadyevich's teachers: the curator of his study group, Doctor of Technical Sciences, Professor Albert Yakovlevich Bashkaryov, and the scientific supervisor of Vitaly Savelyev's diploma thesis, Vladimir Vachaganovich Badalov, then an associate professor in the Department of Construction and Road Machinery and Equipment at LPI.

In his presentation to the Honorary Doctor, SPbPU Academic Secretary Dmitry Karpov highlighted his professional path from a commissioning engineer and chief designer to Deputy Prime Minister and Special Representative of the President of the Russian Federation for the Development of the North-South International Transport Corridor. Since the 2000s, Vitaly Savelyev has held senior government positions: he served as Deputy Minister of Economic Development and Trade and Minister of Transport of the Russian Federation. On May 14, 2024, he was appointed Deputy Prime Minister of the Russian Federation.

Dmitry Karpov emphasized that Vitaly Gennadievich has never lost touch with the Polytechnic University and continues to make a significant contribution to strengthening the Polytechnic's strategic partnerships in its ongoing engineering projects, which address the creation and development of innovative technologies with organizations in the transportation and road-bridge sectors.

The entire staff of Peter the Great St. Petersburg Polytechnic University highly values Vitaly Gennadievich's active participation and his personal involvement in the university's work. "We are all delighted and proud that, in addition to the main diploma signed in 1977 by Professor Konstantin Pavlovich Seleznev, Rector of the Leningrad Polytechnic Institute, today an honorary diploma signed by Andrei Ivanovich Russky, Rector of Peter the Great St. Petersburg Polytechnic University and Academician of the Russian Academy of Sciences, will be presented to this highly accomplished professional whose career began here," Dmitry Karpov emphasized.

Students wearing early 20th-century Polytechnic University uniforms carried the doctor's gown and cap into the Academic Council hall. As per tradition, the Polyhymnia choir performed the Gaudeamus anthem. Andrei Rudskoy presented Vitaly Gennadyevich with an Honorary Doctor medal, a book about the Polytechnic University's honorary doctors, and a copy of his personal file.

Vitaly Savelyev wholeheartedly thanked the Polytechnic University for this honor. In his response, he noted that the knowledge he gained at the Polytechnic University laid the foundation for his entire life: "The Polytechnic University's knowledge base was precisely that—it lasts a lifetime. It is a great honor for me that you have inducted me into the university. Present here today are two of my professors and mentors, to whom I am grateful for the way they instilled in me not only their knowledge but also their souls. We still communicate. Albert Yakovlevich is still on duty, developing new, modern road surfaces, and I help as much as I can, because these are unique developments that meet international standards. It is with great excitement and trepidation that I accept the Polytechnic University award, and I hope that we will continue to work together for many years to come."

Following the ceremony, Vitaly Savelyev was given a tour of his alma mater: he walked through the gallery of distinguished polytechnicians in the Main Academic Building, listened to the organ in the White Hall, and saw many unique exhibits in the SPbPU History Museum. October 6, 2025 Refugees and migrants

Filippo Grandi addressed the Executive Committee of the United Nations High Commissioner for Refugees (UNHCR) in Geneva for the last time as its head. The UN High Commissioner for Refugees summed up a decade marked by rising numbers of internally displaced people, declining humanitarian funding, and a crisis of confidence in international cooperation.

He recalled that since his appointment in 2015, the number of people forced to flee their homes due to conflict and persecution has almost doubled, reaching 122 million.

Crisis of confidence and the rise of isolationism

Anti-immigrant sentiment has grown stronger over the decade, fueled by "manipulation and politicization" and "people's general disillusionment with the institutions that are supposed to represent them," Grandi said.

"We see how the pendulum of state behavior has swung from cooperation to transactional politics," he noted.

The High Commissioner stressed that “the atrocities committed in Gaza, the West Bank, Ukraine, Sudan and Myanmar demonstrate the abandonment of norms in the name of violence.”

Protection of international law

Grandi warned against trying to revise Convention relating to the Status of Refugees of 1951, calling it a "catastrophic mistake."

"The right to seek asylum wasn't invented 75 years ago. The moral obligation to provide shelter to those fleeing danger is enshrined in sacred texts around the world," he said.

The High Commissioner stressed that the principles of sovereignty and the right to asylum do not contradict but complement each other.

He also recalled that three-quarters of all refugees are not in Europe or North America, but in low- and middle-income countries.

The UN representative noted that the Global Compact on Refugees, adopted in 2018, has become a tool for practical solutions.

The financial crisis and its consequences

Grandi called financial situation humanitarian agencies "as a result of political decisions with disastrous consequences." The High Commissioner noted that the amount of funds available to UNHCR has been estimated to have fallen to $3.9 billion in 2025, a decrease of $1.3 billion from the previous year.

The High Commissioner reported that due to resource shortages, more than 5,000 staff had to be laid off and programs to prevent gender-based violence, provide psychosocial support, support schools, and resettle refugees had to be suspended. He warned that such drastic cuts in foreign aid would create a domino effect, destabilizing countries and institutions.

"We must not put up with war."

Grandi noted that, despite the crisis, UNHCR continues reforms aimed at simplifying coordination mechanisms and increasing operational efficiency. He emphasized that the Office is actively involved in developing a roadmap for reforming the humanitarian system and strengthening cooperation with the International Organization for Migration (IOM), including in Afghanistan, North Africa, and Latin America.

In the final part of his speech, Filippo Grandi turned to examples that inspire hope: the return of Syrian refugees, peace efforts in the Great Lakes region and growing opportunities for recovery.

“We must not put up with war, even if it seems inevitable,” he stressed.

Almaty, October 6 (Xinhua) — To achieve the goal of doubling Kazakhstan's gross domestic product (GDP) to $450 billion by 2029, investment in the economy must increase more than 2.5-fold, from $41 billion in 2024 to $103 billion in 2029, the Kazinform news agency reported, citing the country's government.

As Arman Kasenov, Vice Minister of National Economy of Kazakhstan, noted at a meeting of the Expert Council under the Ministry of National Economy, during the specified period, the investment-to-GDP ratio should increase from 14 to 23 percent, while the total investment volume for 2025-2029 should amount to approximately $400 billion.

The changes are planned to be implemented as part of Kazakhstan's new proactive economic growth policy. According to A. Kasenov, this signifies a shift from a model in which the state merely supports businesses to a model of active participation in the organization and creation of industries and projects.
