Cairo, Oct. 9 (Xinhua) — Egypt on Thursday sent a humanitarian aid convoy to Gaza, the first since the agreement on the first phase of the peace deal was reached.

According to the Egyptian television channel Al-Qahera News TV, this is the fourth humanitarian aid convoy sent from Egypt to Gaza since July 27 and organized by the Egyptian Red Crescent Society.

A convoy carrying food (rice, pasta, flour and baby food), medicine and medical supplies crossed the Rafah crossing and headed towards the Kerem Shalom crossing, where it will undergo inspection by Israeli authorities before entering the Gaza Strip.

Earlier on Thursday, mediators in the negotiations between Israel and Hamas announced that an agreement had been reached covering all provisions and mechanisms for implementing the first phase of the Gaza ceasefire deal. Work is currently underway on the final draft of the agreement.

Under the terms of the deal, a ceasefire will be implemented, Israeli hostages and Palestinian prisoners will be released, and humanitarian aid will be allowed into the enclave.

Moscow, October 9 (Xinhua) – Russian President Vladimir Putin held talks with Tajik President Emomali Rahmon in Dushanbe on Thursday, according to a statement published on the Kremlin website.

During the meeting, Vladimir Putin noted that Russian-Tajik relations are developing very positively in all areas.

"Trade and economic ties are developing at a good pace. Last year, our trade turnover grew by over seven percent, and in the first seven months of this year, it's over 17 percent. This is a good trend, and we must certainly maintain it," the Russian president said.

BEIJING, Oct. 9 (Xinhua) — The China Earthquake Administration has activated a Level 4 emergency response mechanism after a magnitude 5.4 earthquake struck Xinlong County in Garze Tibet Autonomous Prefecture in southwest China's Sichuan Province.

According to the China Earthquake Network Center (CENC), the earthquake occurred at 1:17 PM Beijing time on Thursday. The earthquake's epicenter was located at a depth of 10 kilometers.

After the earthquake, the China Earthquake Administration immediately heard reports from the CCSS and the Sichuan Provincial Earthquake Administration and called on relevant departments to strengthen monitoring and promptly update information on the development of the situation.

PGConf is the largest annual conference held by Postgres Professional, a Russian developer of database management systems (DBMS) and other data products. Developers and administrators present their developments and best practices for using the system. One of the topics of discussion is the object-relational database management system PostgreSQL. "At the conference, I talked about my patch for PostgreSQL, which adds composite parameters to the configuration system. A patch is a set of changes made to the codebase. I wrote some code that I'm adding to the existing code, and this code changes the program's behavior. Since PostgreSQL is an open system developed by a global, international community of developers, I can't simply add my code as if it were a personal project; I have to take it through multiple stages of community approval. So, I created the patch and contributed it to the community," said Anton Chumak.

At the conference, Anton presented a paper titled "How to Easily Configure Parameters of Complex Types." Prior to this, he spent six months working on a project within the PGLab database management systems lab, which opened this year at the NSU Faculty of Information Technology in collaboration with Postgres Professional. The results of his work became the topic of his thesis.

"My thesis is about implementing composite data types into the PostgreSQL configuration system. The result of my work is a patch that I'm contributing to the vanilla version. Vanilla is the open-source community version of PostgreSQL. But I also plan to implement these changes in Post Group's commercial product," Anton explained.

The conference was attended by over 1,400 participants and 36 speakers—all of them high-level specialists, database administrators, architects, developers, testers, and IT managers.

"Conferences like these feature people with cutting-edge ideas, and hearing about their work is invaluable. I was particularly interested in Anton Doroshkevich's presentation, Project Manager at InfoSoft, on information security and how to properly protect data. I generally enjoy the topic of PostgreSQL compilers and optimizers, and it was interesting to learn something new from the presentations by Postgres specialists," Anton shared.

Improving the economic efficiency and competitiveness of enterprises and companies, preventing cartels, and ensuring equal access to public procurement—these and other objectives are reflected in the National Plan ("roadmap") for the Development of Competition for 2026–2030. The order approving it was signed by Prime Minister Mikhail Mishustin. A similar five-year plan, approved in 2021, expires at the end of this year.

The new roadmap consists of several sections dedicated to developing competition both generally and in specific economic sectors—agriculture, information technology and telecommunications, financial markets, healthcare, transportation, industry, trade, and tourism. Particular emphasis is placed on the development of information systems and digital services, which ensure the transparency of business processes and prevent unfair competition.

Thus, one of the objectives of the industry-wide block is the implementation of the Unified Information and Analytical System for Tariff Regulation in the work of regional government bodies overseeing state regulation of tariffs on goods and services. The Federal Antimonopoly Service will be responsible for this work. The deadline is December 1, 2026.

Another industry-wide initiative involves the launch of several new modules of the state information system for the prevention, detection, and suppression of agreements restricting competition (the "Anti-Cartel" State Information System). This goal has been set for the Federal Antimonopoly Service, which is scheduled to submit a corresponding report to the government in January 2029.

Efforts to promote competition in the agro-industrial complex also include the creation of a digital service for selecting agricultural land plots. Its launch is scheduled for 2028. This service is designed to make the land selection process transparent and competitive. The Ministry of Agriculture, the Ministry of Digital Development, the Ministry of Finance, and Rosreestr have been appointed responsible for its creation.

In the industrial sector, proposals will be developed to ensure equal access for both dealers and independent service stations to information necessary for vehicle repair and maintenance. The Ministry of Industry and Trade, the Ministry of Economic Development, and the Federal Antimonopoly Service will present their proposals in this area as early as October 2026.

Changes to public procurement envisage the completion of the digitalization of procurement appeal procedures for certain types of legal entities. By 2030, it is planned to transition to 100% electronic filing of such complaints, which will greatly simplify the ability of applicants to protect their rights. The Federal Antimonopoly Service, the Ministry of Finance, and the Treasury of Russia are responsible.

Regional roadmaps for promoting competition development over the next five years must be approved by May 1, 2026.

A separate theme of the National Competition Development Plan is international cooperation. This involves expanding ties with the antitrust authorities of BRICS and SCO countries through the exchange of experience and the development of coordinated approaches to antitrust regulation, including in socially significant markets.

Commenting on the approved plan at a meeting with deputy prime ministers on October 6, Mikhail Mishustin noted that the development of competition is a constant focus for the Government.

"It concerns not only increasing the availability of essential goods and services for people and businesses, but also expanding their supply and improving their quality through innovation. Without this, achieving the national goals set by the head of state is impossible," the prime minister emphasized.
