BEIJING, Oct. 12 (Xinhua) — China's General Administration for Market Regulation (GAMR) described its investigation into Qualcomm for allegedly violating antitrust laws in its acquisition of Autotalks as a routine enforcement action carried out in accordance with the country's antitrust laws.

Although the transaction value was below standard notification thresholds, the GURR launched an investigation because there was evidence that the acquisition could lead to anticompetitive consequences, a department official noted.

On March 12, 2024, the GURR notified Qualcomm in writing of the need to file an application for concentration review and not to proceed with the transaction until its approval.

Two days later, Qualcomm announced in a letter to the GURR that it would withdraw from the deal. However, without any filing or contacting the regulator, the company completed the acquisition in June 2025, the official reported.

Following the receipt of new complaints, the GURR verified the relevant facts, which Qualcomm also acknowledged, which led to the initiation of an antitrust investigation against Qualcomm.

In accordance with the law and regulations, the GURR will continue to advance the investigation in an objective and impartial manner, the official added. -0-

From October 6 to 10, the fourth Autumn School on Information Technology was held at the M.G. Meshcheryakov Information Technology Laboratory of the Joint Institute for Nuclear Research in Dubna.

The school's main goal is to attract young specialists to solve current scientific problems using modern IT technologies.

The event brought together 57 students from 22 leading universities in Russia, Belarus, Kazakhstan, and Uzbekistan.

Nikita Kolotushkin and Yuri Polyakov, students from the Institute of Information Systems, represented the State University of Management at the school.

The autumn school program included lectures by staff from JINR, the Kurchatov Institute National Research Center, MEPhI National Research Nuclear University, St. Petersburg State University, and South Ural State University, as well as practical classes and hackathons on mathematical modeling and big data analytics.

Participants had to master specialized data processing tools, conduct a comprehensive analysis of a large amount of patent information, and visualize the results in a short period of time. The case study involved several stages: from a practical lesson on analysis methodology to an intensive programming phase and the preparation of a final report. The jury assessed the depth of the methodology, the quality of the analysis, and the clarity of the graphical presentation of the data.

The winner of the hackathon was a team featuring Nikita Kolotushkin, a student at the State University of Management and a member of the Student Design Bureau "Innovative Solutions."

Successful performance at the Autumn School on Information Technology confirms the high level of scientific work and the relevance of the SUM educational programs aimed at training specialists for the IT and high-tech industries.

On the final day of the school, October 10, participants toured the JINR Multifunctional Information and Computing Complex (MIC), the NICA accelerator complex at the Veksler and Baldin Laboratory of High Energy Physics, and the interactive exhibition "JINR Basic Facilities" at the Mir Cultural Center.

We congratulate Nikita and Dmitry Stefanovsky, Acting Head of the Department of Information Systems at the State University of Management, on their well-deserved victory and wish them continued success in their scientific endeavors!

Moscow, October 12 (Xinhua) – Contacts between Russia and the United States through closed channels continue. They may be unnoticed, but sooner or later they will be visible, said Russian presidential aide Yuri Ushakov.

"They [contacts between Russia and the US] are ongoing. We're constantly talking, doing things; they may be unnoticed, but sooner or later they will be noticeable. The work is ongoing," the presidential aide said in an interview with Pavel Zarubin, host of the "Moscow. Kremlin. Putin" program on the Rossiya-1 television channel. Zarubin posted an excerpt of the interview on his Telegram channel.

"When it comes to resolving the Ukrainian conflict, the guiding light is the agreement the two presidents reached in Anchorage," explained Yuri Ushakov.

According to him, "to advance these agreements, we need to fight, we need to convince people." "Not everyone is convinced yet. But it's certain that this is the basis for possible regulation," the Russian presidential aide emphasized.

HEFEI, Oct. 12 (Xinhua) — China's superconducting quantum computer, similar to the "Zuchongzhi 3.0" model, is ready for commercial use, marking a major step toward the practical application of quantum computing.

A team from China Telecom Quantum Group (CTQG) and QuantumCTek Co., Ltd., leading quantum companies based in Hefei, the capital of Anhui Province, eastern China, created a device using chips from the same series as “Zuchongzhi 3.0” and equipped with 105 readable digital qubits and 182 connectors.

It processes quantum random-chain sampling problems at a speed a quadrillion times faster than the world's most powerful supercomputer.

Quantum computing is widely considered a key technology for the next generation of the information revolution.

In March this year, Chinese scientists including Pan Jianwei, Zhu Xiaobo, and Peng Chengzhi from the University of Science and Technology of China successfully built a prototype 105-qubit superconducting quantum computer, “Zuchongzhi 3.0,” once again breaking the world record for quantum computing superiority in a superconducting system.

Quantum computing advantage, also known as “quantum supremacy,” refers to the point at which quantum computers outperform state-of-the-art classical supercomputers at solving certain problems.

Zhang Xinfang, a senior researcher in quantum computing at CTQG, said that this quantum computer, which boasts “the strongest advantage in quantum computing,” will be connected to the Tianyan quantum computing cloud platform, making it available to users worldwide.

Since its launch in November 2023, the platform has received over 37 million visits, reaching users from over 60 countries, and the number of experimental tasks has exceeded 2 million. -0-

BEIJING, Oct. 12 (Xinhua) — The China Coast Guard (CCG) on Sunday dislodged a Philippine vessel that had illegally entered waters near Tiexian Reef in the South China Sea, said CCG spokesman Liu Dejun.

According to him, two Philippine vessels with hull numbers 3002 and 3003 illegally entered the waters near the Tiexian Reef of China's Nansha Islands in the South China Sea without permission from the Chinese government.

Ignoring numerous warnings from the Chinese side, the Philippine vessel with the hull number 3003 came dangerously close to the vessel BOK 21559, which was conducting law enforcement activities, and collided with it at 09:19, Liu Dejun added.

“All responsibility lies with the Philippine side,” he stressed.

In accordance with the law, the BOC took control measures against Philippine courts and decisively displaced them. All actions taken were professional, standardized, and legal, he said.

China has indisputable sovereignty over the Nansha Islands, including Tiexian Reef, and the adjacent waters. The Philippines' actions seriously violate China's territorial sovereignty and the Declaration on the Conduct of Parties in the South China Sea, and undermine peace and stability in the South China Sea, the BOC representative emphasized.

"We strongly warn the Philippines to immediately cease its violations and provocative actions. The BOC will continue to carry out law enforcement activities in accordance with the law in waters under China's jurisdiction to protect China's maritime rights and interests," Liu Dejun noted. -0-
