ZHENGZHOU, October 13 (Xinhua) — The Yellow River, China's second-longest river, experienced its "No. 1 flood" this year following heavy rains, the Yellow River Conservancy Commission under the Ministry of Water Resources reported on Monday.

Due to heavy rainfall in the lower and middle reaches of the Yellow River from Friday to Sunday, the water flow at the main river hydrological station reached 5,010 cubic meters per second by Sunday evening, exceeding the flood threshold.

China's Ministry of Water Resources on Sunday activated a Level 4 flood alert in Shanxi (north China), Henan (central China) and Shaanxi (northwest China) provinces to cope with autumn floods in the middle and lower reaches of the Yellow River, as recent rains caused water levels in its middle reaches tributaries to exceed warning levels.

The Yellow River's flood season continues, and water levels are expected to continue rising. Flood flows are forecast to peak at approximately 6,000 cubic meters per second, expected on Wednesday. The commission stated that this will strengthen monitoring, forecasting, and early warning systems. It will also encourage local authorities to implement comprehensive flood protection measures to ensure the safety of lives and property.

China has been keeping flood records since 1998. This practice alerts the public to which rivers are currently flooding or inundating, thereby raising awareness of disaster response measures. For disaster response and control agencies, this practice helps them understand water levels in reservoirs and the threat they pose to dams, allowing them to promptly increase patrols and inspections of dams, check for damage, and implement flood control measures.

The all-season resort "Okhta Park" hosted the Baltic Regional Investment Forum BRIEF'25, organized by the Leningrad Region Economic Development Agency. The forum traditionally served as a platform for discussing industrial policy, business-education collaboration, and attracting young professionals to the region's real economy.

Students and faculty from the Institute of Industrial Management, Economics, and Trade and the Institute of Secondary Vocational Education participated in the forum's youth track. The IPMEiT student delegation was led by Anton Shaban and Natalia Smirnova, faculty from the Higher School of Industrial Management. The ISPO students worked with Irina Zaychenko, Head of the Educational Programs Directorate, and Sergei Smirnov, Head of Industrial Training.

Students solved management cases as part of the interactive event "Mentor's Day" and presented their ideas for developing the human resources and marketing potential of industrial enterprises.

Sergey Ryzhov, CEO of the MICE Market business events agency, expert council member, and program director of the Open Industry accelerator at the Agency for Strategic Initiatives, presented a master class titled "Industrial Tourism as a Tool for Implementing Enterprise Business Strategies." The forum included a direct dialogue with representatives of leading enterprises in the Leningrad Region.

The students were particularly interested in the master class "Marketing and Promoting a Manufacturing Enterprise Using Video Content," led by Anton Shaban and Natalia Smirnova, professors at the Higher School of Industrial Management. The master class was organized as a competitive team game, during which students collaborated with representatives of Leningrad Region enterprises to develop short videos to promote industrial businesses in regional and international markets. This format allowed the participants to gain hands-on experience with modern digital marketing tools and video content for the industrial sector.

Following the event, Polytechnic students took prizes as part of interuniversity teams alongside students from the St. Petersburg State University of Economics and the Higher School of Economics.

"I am grateful to Anastasia Mikhalchenko, Director of the Leningrad Region Economic Development Agency, for the invitation to BRIEF'25. I am pleased that the students of the Institute of Secondary Vocational Education demonstrated their skills, completing complex tasks assigned by representatives of the real economy under the careful mentorship of more senior students of the Institute of Secondary Vocational Education and Technology," noted Irina Zaychenko, Head of the Educational Programs Directorate at the Institute of Secondary Vocational Education.

We took part in a unique event! We solved practical cases and explored innovative business ideas. A highlight was creating videos for real businesses. The masterclass produced compelling videos that demonstrated how the fresh perspective and energy of young people can help advance modern manufacturing projects, the Polytechnic students shared their impressions.

BRIEF'25 once again confirmed its role as a key regional platform for the exchange of experience between government, business, and educational organizations, providing students with the opportunity to apply their knowledge to real-world cases and gain practical skills in demand in the modern industrial market.

BEIJING, Oct. 13 (Xinhua) — China's recent measures to control the export of rare earth metals and related products have nothing to do with Pakistan, Foreign Ministry spokesperson Lin Jian said on Monday.

These measures are a legitimate practice adopted by the Chinese government to improve its own export control system in accordance with laws and regulations, he noted.

The diplomat made the remarks at a regular press conference in response to journalists' requests to comment on media reports that Pakistan, using Chinese equipment and technology, is exporting rare earth elements to the United States, which allegedly prompted China to introduce strict new export controls on technology related to rare earth metals. -0-

XI'AN, October 13 (Xinhua) — The Global Women's Summit is taking place in Beijing from October 13 to 14. Stories of women striving to change the world for the better are particularly relevant. One such story is that of Russian Anna Viktorovna Samodolova, who founded a successful consulting company in China and contributed to the development of cultural and business exchanges between the two countries. The company, founded by this 27-year-old woman in Xi'an (the capital of Shaanxi Province, northwest China), has become the realization of a dream that began during her student years in Russia.

A CONSCIOUS PATH TO A DREAM

Anna decided to study Chinese in 2016 while still a student at a Russian university. She says her choice was driven by her interest in China's dynamic development.

Anna's first encounter with China took place in 2019 during a trip to Harbin (the capital of Heilongjiang Province, northeastern China), where she was impressed by the pace of economic growth and modern infrastructure projects. After completing her undergraduate degree, Anna entered the master's program at Xi'an Jiaotong University, majoring in Business Administration.

"When I arrived in China in 2022, I was surprised by how quickly the country had developed in just three years," she noted. After completing her studies, Anna decided to stay in Xi'an. "Here, I was able to realize my dream and found an international consulting company, ESPERO /Shaanxi Espero Network Technology Co., Ltd/."

A BRIDGE BETWEEN COUNTRIES

"For me, business is the freedom to choose and realize my ideas. My company's main goal is to become a bridge between China and other countries," Anna emphasized.

She admits that her first steps in entrepreneurship weren't easy. One of her first projects involved attempting to establish cooperation between a Moscow ice cream manufacturer and several Chinese companies. Although an agreement was not reached, the experience became an important step in her development.

Anna continued to improve her Chinese language skills and explore the nuances of doing business in China. Today, her company's activities span three main areas: educational consulting, business consulting, and tourism. Furthermore, last year, the company launched a new line of work: cultural exchanges.

One striking example of intercultural collaboration was a project involving the Russian rock band Garage Dayz. In August 2024, the band's producer approached Anna with a request to help introduce the band to the Chinese concert market.

Having no previous experience in the music industry, Anna organized negotiations with Chinese entertainment agents and helped establish communication between the concert organizer and the producer.

In April 2025, Garage Dayz played their first concert in Xi'an with the Chinese Symphony Orchestra, presenting the famous metal band Metallica's project, SYMPHONY AND METALLICA.

PERSONAL GROWTH AND CULTURAL INTEGRATION

"I'm growing as a specialist along with the company," Anna noted. In just a year and a half, her "brainchild" has not only helped dozens of students gain admission to their dream universities but also launched Anna Samodolova onto the international stage. She participated in the 2025 Eurasian Economic Forum, where she shared her views on the digital economy.

During her three and a half years in China, Anna not only achieved professional success but also deeply integrated into the local culture. "At first, I had a hard time adjusting to Chinese cuisine, but now I make traditional soup with silver tree mushroom and lotus seeds myself," she shared. She says Chinese cultural traditions have taken a special place in her life. She enjoys wearing hanfu (traditional Chinese dress) and studying the history of Xi'an.

Inspired by her example, Anna's parents also began learning Chinese online, and now they often greet each other in Chinese during phone conversations.

NEW PROJECTS AND PROSPECTS

As mutual contacts between China and Russia grow, Anna's company continues to expand. New initiatives include organizing a winter camp in China for Russian teenagers and developing a tourist route dedicated to traditional Chinese medicine.

"In recent years, more and more Russians have shown interest in traditional Chinese medicine. We're establishing a partnership with a hospital in Xi'an so tourists can experience Chinese massage and acupuncture," Anna noted.

“My entrepreneurial journey began in China, and I am truly grateful to this country and the city of Xi’an for the opportunities they have opened up for me,” she added. -0-

The Institute of Civil Engineering at Peter the Great St. Petersburg Polytechnic University has launched a professional retraining program in "Reconstruction and Restoration of Buildings," integrated into the core curriculum of the "Construction of Unique Buildings and Structures" specialty, focusing on "Construction of High-Rise and Large-Span Buildings and Structures." Sixth-year students are enrolled in the program, and upon completion, they will earn the qualification of "Architect-Restorator."

During the program's ceremonial launch, Alexey Mikhailov, Chairman of the Committee for State Control, Use, and Protection of Historical and Cultural Monuments of St. Petersburg and PhD in Architecture, delivered a lecture to students. He emphasized the importance of training specialists with technical competencies and knowledge of the principles of working at St. Petersburg's cultural heritage sites.

During their training, students will become familiar with technologies and methods for organizing work at cultural heritage sites and the principles of regulatory frameworks for the reconstruction and restoration of buildings.

Highly qualified expert practitioners with extensive experience in this field will share their knowledge with students. The final stage of their training will be the completion of interdisciplinary final theses.

"Preserving cultural heritage, along with comprehensive territorial development, improvement, and the creation of a comfortable and safe living environment, is considered a priority and requires qualified personnel, which is what the SPbPU Institute of Civil Engineering trains," emphasized Alexandra Komissarova, the program's academic director and one of its authors, Deputy Director of the Union of Restorers of St. Petersburg. "The Union of Restorers of St. Petersburg is interested in training specialists capable of working in interdisciplinary teams and solving problems in the fields of reconstruction, restoration, design, and safety of Russia's cultural heritage sites. The Union of Restorers of St. Petersburg and the Institute of Civil Engineering have developed a collaboration plan, one of the points of which is the professional retraining program 'Reconstruction and Restoration of Buildings.'"

The project is part of the “Development of a system for students to simultaneously obtain several qualifications within the framework of vocational education” measure of the “Priority 2030” program.

BEIJING, Oct. 13 (Xinhua) — China's logistics sector continued to see growth in business activity in September 2025, according to data from the China Federation of Logistics and Purchasing.

According to the data, the index tracking business activity in the Chinese logistics market stood at 51.2 percent last month, up 0.3 percentage points from August.

The latest data also showed that business activity in the sector has remained in the expansion range for seven consecutive months, the federation said.

Demand for logistics services and their prices steadily increased in September, demonstrating favorable dynamics in terms of business operations, said Hu Han, a representative of the China Logistics Information Center.

Last month, the main sub-indices increased across the board, with the new orders index for rail, water, and air transport, as well as in the multimodal transport and express delivery sectors, all rising by more than 0.5 percentage points month-on-month.

PARIS, Oct. 13 (Xinhua) — As world leaders and senior officials gather in Beijing for the Global Women's Summit (October 13-14), former UNESCO Director-General Irina Bokova called for a renewed commitment to gender equality and expressed hope that China will continue to play a leading role in this global cause.

“At a time of economic uncertainty, climate crises, conflicts and deepening inequalities, a commitment to gender equality is critical to building a just and sustainable future,” she said in an exclusive written interview with Xinhua ahead of the summit.

The summit coincides with the 30th anniversary of the historic 1995 World Conference on Women, also held in Beijing. The conference adopted the Beijing Declaration and Platform for Action.

I. Bokova, who attended the 1995 conference, noted that the forum was a turning point—it highlighted the role of women in conflicts and crises and paved the way for the adoption of UN Security Council Resolution 1325 on women, peace, and security in 2000.

She also praised the Beijing Declaration and Platform for Action, calling them a “turning point” that led to the recognition of “the full potential of women and girls as a powerful and essential component of successful and sustainable development.”

Noting China's role in the past as an example for future efforts, I. Bokova said: “I have witnessed China's leading role in the adoption of these key UN documents.”

She highlighted China's recent successes in promoting gender equality, citing the white paper "China's Achievements in All-Round Development of Women's Affairs in the New Era," which reflects "significant progress" in advancing gender equality and women's empowerment.

China has achieved near-complete gender parity in higher education, she said.

However, I. Bokova added, systemic inequalities around the world continue to hinder the participation, leadership, and self-realization of women and girls.

Globally, 10 percent of women still live in extreme poverty, more than 600 million women and girls live in conflict-affected areas, and violence, discrimination, and economic inequality persist, she noted. Furthermore, climate-related threats such as floods, droughts, and extreme heat are worsening, with women often feeling the impact first.

In light of these challenges, I. Bokova expressed hope that the Global Summit for Women “will reaffirm the commitment to the Beijing Platform for Action and UN Security Council Resolution 1325 and will re-emphasize the link between women, peace, and security.”

“I believe that this is the purpose of this summit, and I hope that China will continue to play a leading role in many areas where political will, solidarity and action are needed,” she concluded. –0–

Jerusalem, October 13 (Xinhua) — On Monday morning, Hamas released the first group of hostages held in the Gaza Strip for more than two years. The release is part of a larger exchange under the ceasefire agreement with Israel, according to Israeli state television Kan TV.

The hostages were handed over to representatives of the International Committee of the Red Cross (ICRC), who took them to an Israeli military base in Gaza.

Seven of the 20 surviving hostages have been released. The rest are expected to be released later on Monday.

The Israeli military announced its readiness to accept the hostages. A military helicopter landed at a base near the Gaza border, from where the hostages will be transported to medical facilities in central Israel.

ICRC vehicles arrived at Ofer Prison near Ramallah. Later on Monday, approximately 2,000 Palestinian prisoners held there will be released as part of a prisoner exchange.

US President Donald Trump is expected to arrive in Israel on Monday morning. During his brief visit, he will address the Israeli parliament and meet with Prime Minister Benjamin Netanyahu and the families of the hostages.
