Five networking sessions dedicated to public activities and project implementation in various fields will be held for Moscow youth from October 15th to 30th. The meetings will bring together representatives of the Center for Youth Parliamentarism, the Agency for Public Projects, the Development Center, as well as heads of city councils and employees of the Association of Cultural and Leisure Centers of the Central Administrative District (CAD). This is the first time an event of this format has been organized.

Anyone aged 16 to 30 is invited to attend the networking sessions. At the meetings, you can present your creative, social, and other projects or listen in and connect with like-minded individuals. Registration is not required.

The first session will take place on October 15 at 6:30 PM at the Gaidarovets Community Center, located at 27 Zemlyanoy Val Street, Building 3, and the second session will take place on October 16 at 4:00 PM at the Central Children's Library No. 14 (Nauchka Department) on Dubininskaya Street (Building 20, Building 1). On October 23 at 6:00 PM, guests will be welcome at the Meshchansky District Children's Center, located at 6a 2nd Troitsky Lane, Building 3. The final sessions will be held on October 28 at 5:00 PM at Yu. V. Trifonov Library No. 2 on Lesnaya Street (Building 63, Building 1) and on October 30 at 6:00 PM at N. V. Gogol Library No. 9 on Bolshaya Gruzinskaya Street (Building 39).

For any questions, please contact the organizers by email: okskao@kulture.mos.ru.

Each networking session will follow a consistent program. First, invited experts will discuss city projects for youth development and self-realization, as well as opportunities for supporting these ideas.

The Center for Youth Parliamentarism will present projects that help develop leadership skills, develop and implement personal initiatives, teach public speaking, and improve skills in radio journalism, public speaking, and acting. The center's projects include the "School of Speakers," the "Bloggers' Club," "Procast," and others. To join, you need to join the Moscow Youth Parliament. You can apply bylink, then you need to pass an individual interview.

The Public Projects Agency will present themed events for youth, volunteer projects, and the "Faces of the District" competition, which aims to support ideas in public life.

Experts from the Development Center will also speak at the sessions. They will explain how to obtain a Moscow Government scholarship and present original initiatives. These include: Student Parliamentary Clubs—active Moscow students who develop leadership skills, participate in lawmaking and politics, build careers, and organize patriotic events; New Media—a practice-oriented project aimed at developing online communication skills and media literacy; the Spetskor community of aspiring journalists with its own online publication, the First Student Agency; a practical public speaking course, the School of Debates; and other projects.

The second part of each session will be devoted to working in groups of 10–15 people, informal communication, and answering questions. At the end of the meeting, participants will be able to fill out a questionnaire to join the board of their chosen institution.

The idea of holding networking sessions was suggested by public councilors of the Central Administrative District of Moscow. While interacting with young Muscovites, they regularly receive questions about participating in city events and opportunities for support for their projects. Thus, the decision was made to hold networking sessions and make them an annual event.

Public councilors are passionate and active Muscovites. For over 10 years, they have been involved in the life of the city: implementing their own projects, conducting creative workshops, sports activities, and group tours, and engaging in charity work. The councilors also serve as a link between residents and the executive authorities.

65 eco-friendly vehicles have arrived at the capital's electric bus fleets this year.

The Krasnaya Pakhra, Mitino, and Saltykovka electric bus depots serve 47 eco-friendly routes, which currently carry over 190,000 trips per weekday. This represents a 20 percent increase from the beginning of the year, according to the Deputy Mayor of Moscow for Transport and Industry. Maxim Liksutov.

"Moscow is a leader among European cities in terms of the number of electric vehicles and their use. Today, more than 2,570 Russian-made electric buses serve 240 city routes. Since 2022, three innovative electric bus shelters have been built in the capital, equipped with everything necessary for driver comfort and vehicle maintenance. We will continue to develop our eco-friendly transport network, as Sergei Sobyanin instructed," noted Maxim Liksutov.

This year, electric bus depots received 65 environmentally friendly new-generation A5 KamAZ-52222 vehicles and began serving eight more routes in 20 districts of the capital. The depots feature restrooms, a cafeteria, showers, and changing rooms for employees, as well as maintenance facilities and gantry car washes with a recirculating water system.

New generation of electric buses

Replacing one bus with an electric bus reduces carbon dioxide emissions by more than 60 tons per year. This type of transport is suitable for everyone: it features a folding ramp and call buttons for passengers with limited mobility, as well as a storage area for strollers, bicycles, and large luggage. Inside, there are charging ports for gadgets and media screens with useful route information. A smooth ride and the absence of noise and vibration also contribute to a comfortable ride.

You can pay for your fare using any convenient payment method using digital validators. Electric buses deploy an air curtain when the doors open, helping maintain a comfortable temperature inside. For passenger safety, the vehicles are equipped with video cameras both inside and outside.

Moscow was the first city in Russia to begin building modern electric bus depots. In 2022, Russia's first and Europe's largest electric bus depot, "Krasnaya Pakhra," opened in the New Moscow administrative district. These eco-friendly vehicles began operating in the Novomoskovsky and Troitsky administrative districts. A year later, the "Mitino" depot was built in the northwest. With its arrival, electric buses began operating in 20 districts of the capital and two nearby cities in the Moscow region. A third innovative electric bus depot, "Saltykovka," opened in late 2023. It serves routes in the east of the city. Electric buses are also used at nine modernized Mosgortrans sites.

More electric bus routes

In 2025, the new-generation KAMAZ-52222 electric buses entered service. These eco-friendly vehicles are even more comfortable—they feature an improved interior layout, a 15 percent larger storage area, redesigned doors, and light strips with opening and closing indicators. The climate control system has become even more efficient, and there are also storage compartments for carry-on luggage. The exterior of the electric buses has been updated to reflect current trends in global industrial design.

With new equipment deliveries and the development of charging infrastructure, even more electric bus routes will appear in the city. In 2025, Moscow signed contracts with PAO KAMAZ for the delivery of 1,100 new-generation electric buses between 2025 and 2027. These buses are being developed based on operating experience from earlier models and passenger feedback. Moscow's order for new equipment supports employment in the regions and stimulates the development of domestic industry.

Brasilia, October 14 (Xinhua) — Delegations from countries participating in the upcoming UN Climate Change Conference (COP30) in Brazil have generally agreed on the need to strengthen multilateralism, according to André Corrêa do Lago, Secretary of Climate, Energy, and Environment at the Brazilian Ministry of Foreign Affairs and COP30 President, on Monday.

“There was clear support for the desire to strengthen multilateralism – everyone was talking about it,” he said at a press conference here during a preparatory meeting ahead of COP30.

"A great deal of attention was also paid to adaptation—from wealthy countries to small islands and middle-income countries. There is a general consensus," said A. Corrêa do Lago, noting that the participation of Brazilian Finance Minister Fernando Haddad in the meeting demonstrates the growing economic importance of climate issues.

He said the preparatory discussions were aimed at “avoiding any obstruction by any attempt to add issues not on the agenda.”

Brazil hopes all countries will participate in COP30, which will take place in November in Belém, said A. Corrêa do Lago. He noted that Brazilian President Luiz Inácio Lula da Silva made it clear that it will be an open conference to which everyone is invited.

BEIJING, Oct. 14 (Xinhua) — China's Ministry of Transport on Tuesday released regulations on the application of special port dues payment procedures for ships owned or operated by U.S. enterprises, organizations and individuals.

The document, consisting of 10 articles, provides specific explanations on the grounds for paying the fee, its amounts and standards, the organizations collecting it, the number of flights that must be paid, the validity period, and other relevant aspects.

According to the document, ships built in China, empty ships entering Chinese shipyards exclusively for repairs, and other ships that are recognized as falling under the exemption will be exempt from paying this fee.

Furthermore, the rules also note that the amount and standard of fees, as well as the period for their collection, will be dynamically adjusted in accordance with the current situation.

The document was released following the announcement by China's Ministry of Transport on October 10 that China would levy a special port charge, effective October 14, in response to the US decision to impose additional port charges on Chinese vessels following a Section 301 investigation of the US Trade Act, which will take effect on October 14.

The US action seriously violated relevant rules of the World Trade Organization and the provisions of the China-US Agreement on Maritime Transport, and seriously damaged maritime trade between the two countries, the ministry said, adding that China's decision to levy special port charges on US vessels is a justified measure to protect the legitimate rights and interests of Chinese industries and enterprises, and to ensure a fair competitive environment in international shipping. -0-

On October 13, 2025, the Global Women's Summit opened in Beijing, marking a new milestone in advancing the women's agenda on the international stage. An inspiring message delivered from the stage of the Beijing National Convention Center united more than 150 countries and international organizations around a single idea: to accelerate the comprehensive development of women in the new century and to reinforce the spirit of the 1995 Beijing World Conference on Women. The highlight of the ceremony was Chinese President Xi Jinping's keynote speech, in which he outlined China's strategic vision for global women's equality, sustainable development, and human progress.

"Women are the creators, drivers, and champions of human civilization," Xi Jinping emphasized at the opening of the summit. These words became a leitmotif of the forum, which is taking place in the year marking the 30th anniversary of the Beijing Declaration and Platform for Action—the documents that laid the foundation for the global struggle for equality, development, and peace. Over three decades, the idea of gender equality has evolved from a local initiative into a universally accepted principle of the international community. Today, 189 countries have ratified the Convention on the Elimination of All Forms of Discrimination against Women, and more than 190 states have nearly 1,600 laws in force to ensure women's rights. However, despite this progress, the world remains faced with serious challenges. More than 600 million women and girls live in war and conflict zones, and approximately 10 percent live in extreme poverty. The gender gap in the digital sphere is widening, and violence and discrimination remain.

In this context, Xi Jinping called on the international community to join forces and act decisively to ensure women's comprehensive development and equal opportunities. He emphasized that peace and security are the foundation of women's well-being, without which the full development of society is impossible. China calls on the international community to strengthen mechanisms for the protection of women and children in conflict and disaster zones, resolutely combat violence and discrimination, and support the significant role of women in conflict prevention and the reconstruction of homes and communities.

According to the Chinese leader, the modernization of humanity is impossible without the modernization of women. Women must be involved in the technological revolution, the digital economy, and green development, so that everyone can realize their dreams in an era of global transformation. He also emphasized the importance of improving the legal framework, expanding women's access to education and healthcare, and creating a harmonious social environment free of prejudice and discrimination, where gender equality becomes a norm of public morality and the natural behavior of every citizen.

Xi Jinping called for a new chapter in international cooperation on women's development, noting that women are a vital force in reforming and improving the global governance system. China intends to continue to support the UN's key role, paying particular attention to the needs of women in developing countries and creating new and broad platforms for exchange and learning for women from around the world.

The white paper "China's Achievements in Comprehensive Development of Women's Affairs in the New Era," published on the eve of the summit, was a logical addition to this agenda. The document emphasizes that Chinese women are not simply participants, but active creators of the country's modernization. Today, their share of the total labor force exceeds 40 percent, and among internet entrepreneurs, they constitute more than half. Women actively participate in national governance, contributing to rural revitalization, digital transformation, and innovative industries. Over the past decades, the maternal mortality rate in China has decreased by nearly 80 percent, and more than 690 million women have been lifted out of poverty, an unprecedented achievement in achieving the UN Sustainable Development Goals.

China systematically integrates women's development into national strategies. Women are playing an increasingly prominent role in environmental protection, preserving cultural heritage, promoting traditional culture, and creating a new social model based on participation and shared interests. Particular attention is paid to supporting grassroots women's organizations, which are becoming a vital force in public governance and the creation of a harmonious society.

Internationally, China not only inspires by example but also shares its resources and experience. Over the next five years, the country will contribute $10 million to UN Women, provide $100 million from the Global Development Fund and South-South Cooperation for projects aimed at the development of women and girls, launch 1,000 "small but significant" social programs with women as a priority, invite 50,000 women to study and exchange programs in China, and establish the Global Women's Empowerment Center—a new international platform for developing women leaders and next-generation professionals.

The Beijing summit became not only a space for political statements but also a living gallery of stories illustrating the strength and inspiration of women's achievements. In Chengdu, China, British woman Rachel Grace Pinninger has been helping people with disabilities and low-income communities gain self-confidence through handicrafts for over a decade. In Congo, Shanghai-educated entrepreneur Tisya Mukuna has revived the coffee industry, becoming a symbol of Africa's economic awakening. And in the Gaza Strip, despite the horrors of war, doctor Somaya Shomer continues to deliver babies in a field hospital, insisting that life is stronger than death. These stories, intersecting across continents, embody the meaning of the global women's agenda promoted by China: courage, creativity, and faith in the future.

As Xi Jinping noted, standing at a new historical starting point, humanity must convey and build on the spirit of the Beijing World Conference on Women, move toward building a community with a shared future for humanity, and jointly create a more beautiful future. A Chinese proverb says, "What is done with diligence and perseverance will eventually blossom." These words became the symbol of the summit, demonstrating that the comprehensive development of women is not just a part of social policy, but a crucial element of global modernization. Beijing reaffirmed its role as a global center for dialogue on a future in which women do not stand aside but confidently hold up half the sky.

BEIJING, Oct. 14 (Xinhua) — A cold cyclone hit Mohe, China's northernmost city, on Monday, Oct. 13, sending the temperature to minus 22.6 degrees Celsius, marking the city's coldest day since early autumn, chinanews.com.cn reported, citing the local meteorological service.

Due to the cold weather on both banks of the Chinese-Russian border river Heilongjiang (Amur), a stunning phenomenon has appeared in the city of Mohe – frost on the trees, attracting many tourists who want to enjoy the picturesque landscape and take spectacular photos and selfies.

Mohe City, administratively located in the Greater Khingan Region of Heilongjiang Province, is located at the northernmost edge of China's territory, earning it the nickname "China's North Pole." It's also known as the "City of the Northern Lights," as it's the only place in China where the phenomenon can be observed. The average annual temperature here is -3.5 degrees Celsius, with a maximum temperature of -53 degrees Celsius.

The drop in temperatures since October has created favorable conditions for a revival of winter tourism in the city. At China's northernmost ski resort, the Mohe Northern Lights Ski Resort, snow cannons are roaring, and staff are working overtime to open its doors to ski enthusiasts as soon as possible.

Forecasters predict that temperatures in Mohe may rise slightly in the next few days, but the minimum daily temperature will still remain below minus 10 degrees Celsius. -0-

BEIJING, Oct. 14 (Xinhua) — The China-Russia-Mongolia Culture and Arts Center was officially opened in northern China's Inner Mongolia Autonomous Region recently. Its founders envision it as a new platform for promoting inter-civilizational exchanges between the three countries as part of efforts to implement the Belt and Road Initiative.

According to the Chinese education news website jvb.cn, the new center was established at Hulunbuir University, located in the city of the same name, which borders both Russia and Mongolia. The center's primary goal is to develop in-depth collaboration with foreign universities in areas such as academic research, artistic creation, organizing exhibitions and performances, and jointly training qualified artists.

The list of potential partners for cooperation with the center includes, in particular, such Russian universities as the Trans-Baikal State University, the East Siberian State Institute of Culture, and the Siberian State Institute of Arts named after Dmitry Hvorostovsky, said Li Wenge, secretary of the party committee of Hulun Buir University, at the center's opening ceremony, which was also attended by the rector of the eastern branch of the Mongolian National University.

"The establishment of this center is not so much a measure to modernize educational cooperation as a practical way to promote intercivilizational dialogue," Li Wenge noted, emphasizing the important role of young people in strengthening cultural exchanges, promoting mutual learning, and fostering mutual enrichment between the civilizations of the three countries. He added that to cultivate young talent, the center will focus on activities such as developing interdisciplinary research programs and organizing multilingual art master classes. -0-
