JERUSALEM, Aug. 29 (Xinhua) — The Israel Defense Forces (IDF) killed a senior member of the Islamic State (IS) group in the Gaza Strip over the past week, the IDF said in a statement on Friday.

The Israeli military identified the man as Muhammad Abd al-Aziz Abu Zubaydah, who served as head of ISIS's Palestinian District in the Gaza Strip, the group's highest-ranking position in the Palestinian enclave.

Abu Zubaydah was the target of an airstrike carried out under the direction of Israeli intelligence, the IDF said. The ISIS leader was allegedly responsible for policy development, operational planning and oversight of the group's activities in the West Bank, Gaza and Egypt's Sinai Peninsula.

The IDF said ISIS fighters were directly involved in battles with the Israeli army in Gaza and accused the group of transporting military equipment and transferring significant funds from the West Bank to the Gaza Strip.

“The IDF will continue to act against terrorist organizations in the Gaza Strip,” the statement said. –0–

BEIJING, Aug. 29 (Xinhua) — Xi Jinping, general secretary of the Communist Party of China (CPC) Central Committee, has called for persistently implementing the spirit of the CPC Central Committee's "Eight-Point Rules" on improving Party style and advancing regular and long-term improvement of Party style.

Xi Jinping, also China's president and chairman of the Central Military Commission, made the call while giving important instructions at a party-building meeting in Beijing on Friday.

Chinese President Xi Jinping said the party style, which determines the party's image, directly affects the level of popular support and the party's very existence, and stressed the need to persistently implement these guiding principles.

The Chinese leader noted that the latest educational campaign to implement the “Eight-Point Rules” was carried out in good faith and produced noticeable results.

Stressing that excessive formalism, bureaucracy, hedonism and wastefulness remain persistent and recurring problems, Xi called for making the campaign more targeted and effective, and building and improving permanent mechanisms to identify and address such phenomena.

The Chinese President also pointed out the need to make maximum use of the role of public supervision and to strictly and promptly inspect and punish those who violate party discipline.

In March, the CCP launched a four-month campaign to encourage some 100 million party members to strictly abide by the “Eight-Point Rules,” a landmark code of conduct introduced under Xi Jinping’s auspices in December 2012.

At the meeting on Friday, among other issues, the results of the educational campaign were considered.

Cai Qi, member of the Standing Committee of the Politburo of the CPC Central Committee and head of the Central Leading Group for Party Building, chaired the meeting and delivered a speech.

Li Si, a member of the Standing Committee of the Politburo of the CPC Central Committee and deputy head of the Central Leading Group for Party Building, attended the meeting and also delivered a speech.

The meeting participants called on all Party members to carefully study Xi Jinping's important instructions, deeply understand their content and comprehensively implement them.

Noting that the campaign had achieved its goals, the participants stressed the need to further strengthen educational work to improve work styles through various methods, thereby guiding Party members and cadres to develop good habits in accordance with the Eight-Point Rules and its detailed provisions.

The meeting also stressed the need to improve the system and mechanisms to enhance the party style and transform institutional achievements into effective governance. –0–

Moscow, August 29 /Xinhua/ — Russian President Vladimir Putin's upcoming visit to China will be the main event in Russian-Chinese relations in the second half of this year and will have a broad international resonance, Russian Foreign Ministry spokesperson Maria Zakharova said at a briefing on Friday, answering a question from a Xinhua correspondent.

“I look at the Chinese press, our press, regional, global, and I see roughly similar assessments everywhere – with different emotional components, but they are roughly the same – the upcoming visit of the President of the Russian Federation to friendly China will be the main event in Russian-Chinese relations in the second half of this year and will have the widest international resonance,” the diplomat said.

As M. Zakharova noted, the head of the Russian state, together with a representative delegation, will take part in a number of events. From August 31 to September 1, the largest port city in northern China, Tianjin, will host the summit of the Shanghai Cooperation Organization (SCO), which will complete another political cycle of the organization's activities and will become the culmination of China's chairmanship.

“We note the proactive and energetic work of our Chinese colleagues, the Chinese presidency in preparing decisions on issues of multilateralism, regional security, sustainable development, as well as the contribution of our Chinese friends to strengthening the SCO as one of the pillars of a more just multipolar world order and enhancing its role as the basis for transforming Eurasia into a space of equal and indivisible security, mutually beneficial cooperation and prosperity,” she emphasized.

The central event of the Russian President's visit to China will be his participation, along with other foreign leaders, in events scheduled for September 3 in Beijing to mark the 80th anniversary of the Victory in the Chinese People's War of Resistance against Japanese Aggression and the World Anti-Fascist War. "Our countries participated in that terrible war on one side – on the right side of history. We did everything to defend our independence, our sovereignty, but also everything to ensure that the world survived the onslaught and pressure of the misanthropic ideology of Nazism, fascism, and Japanese militarism," said M. Zakharova.

The official representative of the Russian Foreign Ministry added that the military parade on Tiananmen Square continues a series of large-scale commemorative events dedicated to the 80th anniversary of the end of World War II. “In May, during a four-day visit to our country, Chinese President Xi Jinping attended the anniversary Victory Parade on Red Square, where a ceremonial detachment of servicemen of the People’s Liberation Army of China marched. The decision of the heads of Russia and China to celebrate such significant memorable dates for our peoples together is, of course, a tribute to the feat of our peoples during World War II,” she said.

M. Zakharova recalled that the Russian President had repeatedly noted that Russia remembers and highly values the contribution of the Chinese people to the common Victory. “The military brotherhood of our peoples, which developed during those harsh war years, is one of the fundamental foundations of modern Russian-Chinese relations of comprehensive partnership and strategic interaction,” the diplomat noted.

The official representative of the Russian Foreign Ministry emphasized the inviolability of the common positions of Moscow and Beijing in upholding historical truth and justice in the fight against the falsification of history and revisions of the results of World War II. She also said that the war is a special page in the history of her family. Her grandfather participated in the preparation of fortified areas in the Far East. “That is why we also find this commonality here – how many people, how many families remember, know and honor our common history through the history of their ancestors,” concluded M. Zakharova. –0–

How Xi Jinping is Strengthening Good-Neighborly Ties with SCO Friends

BEIJING, Aug. 29 (Xinhua) — Chinese President Xi Jinping met with the heads of foreign affairs agencies and heads of permanent bodies of the Shanghai Cooperation Organization (SCO), who were in China to attend a meeting of the SCO Council of Foreign Ministers, at the majestic Fujian Hall of the Great Hall of the People in central Beijing on July 15.

“China has always prioritized the SCO in its diplomacy towards neighboring countries and strives to make the organization more meaningful and stronger,” he emphasized at the meeting. This statement reflects China’s long-standing and tireless efforts to strengthen friendly relations with neighboring countries in the spirit of peace and development within the SCO platform.

As the Chinese leader noted during his June visit to the Kazakh capital Astana, Beijing's policy toward neighboring countries is based on a firm belief in developing a friendly, secure and prosperous neighborhood, as well as a firm commitment to the principles of goodwill, sincerity, mutual benefit and inclusiveness.

In the coming days, Xi will host an SCO summit in the northern Chinese port city of Tianjin, where he and other leaders of the organization will formulate strategies to promote regional security and prosperity and take concrete steps to build a closer SCO community with a shared future.

TIES OF GOOD NEIGHBOURHOOD AND PARTNERSHIP

This year, Xi Jinping has already made three trips abroad, two of them to SCO member states: Russia and Kazakhstan.

In June, the Chinese leader arrived in Astana to attend the second China-Central Asia summit. He was warmly greeted at the airport by his longtime friend, Kazakh President Kassym-Jomart Tokayev. This was Xi Jinping’s sixth visit to Kazakhstan as Chinese leader.

The China-Central Asia Summit aims to strengthen China's ties with its neighbors along the ancient Silk Road.

“There is a Central Asian proverb that compares harmony and unity to happiness and wealth,” Xi said at the summit. “We always wish well to our neighbors.”

China is one of the countries in the world with the largest number of neighbors. Strengthening partnerships with neighboring countries has been the mainstay of Beijing's foreign policy for decades. Xi Jinping attaches particular importance to developing a peaceful and friendly neighborhood.

Back in 2013, shortly after being elected head of state, he put forward the principle of “goodwill, sincerity, mutual benefit and inclusiveness.” This happened at the first conference on diplomacy towards neighboring countries since the founding of the PRC.

In April this year, speaking at the central meeting on work with neighboring countries, Xi Jinping called for the creation of a community with a shared future with neighboring countries.

Good-neighbourliness has always been a key topic on Xi Jinping’s agenda within the SCO. At the Bishkek summit in 2013, he called for the conscientious implementation of the Treaty on Long-Term Good-Neighbourliness, Friendship and Cooperation of the SCO Member States. Xi Jinping described the treaty and the SCO Charter as two documents that “enshrine the principles and provide guidelines for the SCO member states in their work.”

In the following years, the Chinese leader proposed an Action Plan for 2018-2022 to implement the provisions of the Treaty on Long-Term Good-Neighborliness, Friendship and Cooperation of the SCO Member States and achieved its adoption at the landmark Qingdao Summit in 2018, the first SCO summit hosted by Xi Jinping in China. A comprehensive plan for implementing the treaty for 2023-2027 was approved in 2022 in Samarkand, Uzbekistan.

The SCO is not an alliance against others. It adheres to the principles of openness and inclusiveness. In the words of Xi Jinping, it is like a “big family”. Over the years, China has deepened ties with both the founding members and new partners. Guided by the “Shanghai Spirit” of mutual trust, mutual benefit, equality, mutual consultation, respect for cultural diversity and common development, the SCO has become a comprehensive regional organization with the largest geographical coverage and the largest population in the world. It has 10 member states, two observer states and 14 dialogue partners.

Belarus officially became the 10th member of the SCO at last year's summit in Astana. In June, Xi Jinping received Belarusian President Alexander Lukashenko at the Zhongnanhai residence in Beijing. During the visit, Lukashenko noted China's deep friendship.

This is just one example of Xi Jinping’s regular contacts with SCO leaders. Since 2023, he has met with them dozens of times — on the sidelines of the organization’s summits, at other multilateral events, and during their visits to China. These high-level contacts have strengthened not only intra-SCO coordination, but also the personal friendships between the leaders.

“Among both relatives and friends, the more communication there is, the stronger the attachment,” he noted.

COMMON HOUSE OF PEACE

The blue glass of the futuristic façade of the Independence Palace glittered in the sun as SCO leaders arrived in Astana last July for their annual meeting. In his speech at the summit, held for the first time in the “SCO Plus” format, Xi called for an even more beautiful home for the SCO, outlining five priorities, including building a “common home of peace and tranquility.”

The SCO emerged more than two decades ago, when Central Asia and neighboring regions faced acute threats from terrorism, separatism, and extremism – the “three evil forces.” Since its founding in 2001, the organization has made regional security a cornerstone of cooperation.

“Security is a prerequisite for national development and a guarantee of people’s happiness,” Xi Jinping said in Astana.

For years, the Chinese leader has advocated for stronger security cooperation to create “lines of defense” for SCO members. At the organization’s 2014 Dushanbe summit, he proposed negotiating and signing an SCO Convention on Countering Extremism, which was signed by member states in Astana in 2017.

Xi Jinping also actively supports the SCO's fight against drug trafficking, organized crime and cyber terrorism, which has yielded noticeable results.

Take the fight against drug trafficking, for example. The organization regularly conducts anti-drug operations and has extended its Anti-Drug Strategy for another five years. This month, the SCO countries carried out an anti-drug operation codenamed “Spider Web.” It was coordinated by a headquarters led by China. During the operation, almost 10 tons of drugs were seized and 1,151 drug-related crimes were identified.

The Chinese leader seeks to strengthen common security in the region through other means of cooperation, outside the SCO framework, noting that “harmony and peaceful coexistence are the basis of China’s diplomacy towards neighboring countries.”

At the 2014 Conference on Interaction and Confidence-Building Measures in Asia (CICA) summit in Shanghai, Xi Jinping proposed a vision of common, comprehensive, cooperative and sustainable security. At the 2022 Boao Forum for Asia, he unveiled the Global Security Initiative, which Beijing views as a public good that advances global security governance.

“China undoubtedly plays an important and leading role in strengthening security in Central Asia within the SCO,” said Azamat Seitov, a research fellow at the Uzbek University of World Economy and Diplomacy.

“Chinese initiatives… contribute to strengthening stability, economic development and reducing security threats in the region,” he noted.

In today's interconnected world, peace remains fragile amid regional tensions and security uncertainties. This year marks the 80th anniversary of the Victory in the World Anti-Fascist War. In May, Xi Jinping visited Moscow to attend the parade on Red Square.

Xi Jinping stressed that the painful lesson of the war should never be forgotten. In 2015, when the 70th anniversary of the end of the World Anti-Fascist War was marked, the Chinese leader, speaking at the SCO summit in Ufa, Russia, noted that “all SCO member states withstood the test of blood and fire of World War II and contributed to the final victory at the cost of enormous sacrifices.” In a joint statement issued after the meeting, Xi Jinping and other leaders made a strong call for peaceful development and progress for all countries.

“Only in a peaceful environment on our doorstep can we develop calmly and confidently,” the Chinese President once noted.

THE FRUITS OF PROSPERITY

When China took over the SCO presidency from Kazakhstan last year, Xi Jinping proposed at an SCO Plus meeting to declare 2025 the Year of Sustainable Development.

In recent years, Xi Jinping has attached great importance to promoting the sustainable development of the SCO through a range of initiatives and joint projects. He notes that “real development is development for all, and good development is sustainable development.”

At the 2019 SCO summit in Bishkek, Xi Jinping announced the establishment of the SCO Demonstration Base for Agricultural Technology Exchange and Training in China’s Shaanxi Province. This was a concrete step to “make the SCO a model for mutually beneficial cooperation.”

Opened a year later in Yangling District, Xianyang City, the Demonstration Base has become a center for trade, training, and technology exchanges. It has trained more than 2,000 agricultural officials and technicians from SCO countries and developing countries, helping to alleviate poverty in those countries.

When the SCO Forum on Poverty Reduction and Sustainable Development was held in Xi'an, Shaanxi Province, in May, Xi Jinping sent a congratulatory letter to the participants. The SCO representatives noted that the letter reflected China's commitment to jointly building a beautiful world free from poverty.

At the same time, Xi Jinping has promoted the alignment of Chinese development initiatives such as the Belt and Road with the national growth strategies of SCO countries.

The China-Kyrgyzstan-Uzbekistan railway project, officially launched in Kyrgyzstan late last year, is the epitome of high-quality Belt and Road cooperation among SCO countries. Personally championed by Xi Jinping and his two Central Asian counterparts, the project is designed to become a strategic corridor linking China and Central Asia, promote regional connectivity and trade, and strengthen people-to-people ties.

According to official data, China's trade with SCO member states, observer states and dialogue partners reached a record US$890 billion in 2024, accounting for about 14.4 percent of China's total foreign trade turnover.

“Building a community with a common destiny with neighboring states is not just a philosophical formula. It is a concrete plan for sustainable, multidimensional, mutually respectful development,” said Serik Korzhumbayev, editor-in-chief of the Delovoy Kazakhstan newspaper.

He noted that the Chinese leader’s vision serves as a blueprint for deepening cooperation within the SCO. “Amid global upheavals and profound changes in the international situation, strengthening ties with neighboring countries opens up new prospects for promoting regional prosperity and creating a more equitable world order,” he noted. “The SCO certainly plays a pioneering role in this.” –0–

URUMQI, Aug. 29 (Xinhua) — From sweet melons to juicy kiwis, Chinese produce is fast becoming a favorite choice for the fruit basket of residents of other Shanghai Cooperation Organization (SCO) member countries.

In the first seven months of 2025, Horgos, a major internal trade port between northwest China's Xinjiang Uygur Autonomous Region and SCO member states, exported 329,000 tonnes of fruits, vegetables and nuts to other SCO member states, up 37.1 percent year-on-year, according to local customs data.

Every day, long lines of refrigerated trucks pass through the Khorgos checkpoint along the China-Kazakhstan “green corridor” for agricultural goods. This fast-track procedure allows products to clear customs within 24 hours.

Yu Chengzhong, chairman of Khorgos-based Jin Yi Group, said his firm has signed contracts to supply 50,000 tons of fruit to Central Asian countries and Russia this year.

“We now send more than 50 trucks of fruits and vegetables overseas every day, amounting to over 1,000 tons,” Yu Chengzhong said, noting that from January to July this year, the company exported 150,000 tons of fruits and vegetables, resulting in a trade turnover of over 1.8 billion yuan (about 253.4 million US dollars).

“Growing high-quality fruits and seeing them sold overseas makes me feel really proud,” said local producer Xu Zhichun. “Recently, we have been picking and packing fruits every day to send batches to Kazakhstan,” she said.

Xu Zhichun also added that the volume of export orders jumped by 70 percent in August as it is the peak harvest season for local delicacy fruits.

Growing purchasing power and interest in diversified products are driving increased imports of Chinese fruits by other SCO member states. As transportation links and cold chain logistics improve in Central Asia, increasing supply efficiency, demand for Chinese fruits is expected to remain high. –0–

Vladivostok, Aug. 29 (Xinhua) — Modern humanitarian cooperation in the SCO lays the foundation for long-term ties between peoples, Marina Dmitrieva, deputy director of the Far Eastern Federal University's Institute of Oriental Studies for Science and Innovation, said in an interview with Xinhua. She also believes that this cooperation is "Bridges of the Future."

According to her, since its creation, the SCO has been building a sustainable humanitarian architecture between member countries. Educational cooperation within the framework of university exchanges and joint scientific programs is especially important. Its distinctive feature is pragmatism and long-term orientation, in particular, network universities are being created, for example, the SCO University, double degree programs are being developed, and academic mobility is being strengthened. “This is not just a cultural exchange, but an investment in human capital, which will strengthen mutual understanding between member countries,” she noted.

According to the expert, humanitarian cooperation is not a secondary sphere, but the key to the sustainability of relations in the long term. It is here that mutual respect, identity, the conjugation of historical memory and the image of the future are formed. Universities, scientific communities, youth initiatives are able to offer the world not another geopolitical formula, but a civilizational project based on culture, education, and dialogue.

"The SCO member countries have established regular meetings at the level of heads of the ministries of culture and education, annual art festivals and other cultural and humanitarian events. This mechanism, along with similar interactions in other areas of cooperation, helps to gather the vast space of the SCO into a single complex of trust and development," she added. –0–

Moscow, Aug. 29 (Xinhua) — The year 2025 marks the 60th anniversary of the founding of the Xizang Autonomous Region (SAR) of China. Over the years, the region has achieved significant socio-economic successes recognized throughout the world, Chinese Ambassador to Russia Zhang Hanhui said in an opinion piece published in the Russian newspaper Trud on Friday.

"Over the past six decades, under the firm leadership of the Communist Party of China and with the strong support of all the people of the country, the people of the Xizang Autonomous Region, with a spirit of persistent struggle and aspiration for progress, have achieved significant, internationally recognized successes in the socio-economic development of the region," the publication says.

As the Chinese diplomat noted, political construction in the SAR has become increasingly perfect, economic development has rapidly accelerated, and the standard of living of the population has been steadily increasing. In addition, a strong ecological barrier has been created. “The river of time flows continuously, and the steps of struggle cannot be stopped. China is at a key stage of comprehensive construction of a modernized socialist state and the achievement of the second “hundred-year goal”. The construction of a modernized Xizang is also at a new historical milestone,” the diplomat believes.

Zhang Hanhui pointed out that building a new modern socialist Xizang – united, prosperous, civilized, harmonious and beautiful – requires, first of all, maintaining political calm, social stability, national unity and religious harmony. He stressed that Xizang has been an integral part of China’s sacred territory since ancient times. “Issues concerning Xizang are China’s internal affairs and do not allow interference by any external forces. Any plans aimed at splitting China and undermining stability in Xizang are doomed to failure!” he warned.

The PRC Ambassador to the Russian Federation stated that the Chinese side highly appreciates and sincerely thanks the Russian government and people for their consistent support for China's efforts to ensure security and stability in Xizang, as well as to strengthen national unity. "We are confident that the Russian side, as before, will support China in protecting its state sovereignty and territorial integrity, and will resolutely oppose any attempts by external forces to interfere in China's internal affairs," he noted and invited Russians to visit Xizang, take a walk and see everything with their own eyes, in order to feel the grandeur and beauty of Xizang's nature, the unique charm of its thousand-year-old culture, and also learn about the grandiose historical changes and achievements in the development of the region.

“We are confident that standing at a new historical frontier and following the policies of the Communist Party of China in governing Xizang in the new era, we will certainly achieve greater development and greater success in building a modern socialist Xizang,” Zhang Hanhui concluded. –0–
