The largest SCO summit since its creation will be held from August 31 to September 1 in the city of Tianjin in northern China.

Ahead of the opening of the Summit, a reporter from the China Internet Information Center Zhongguowang interviewed Deputy Secretary-General of the SCO Research Center at the Chinese Academy of Social Sciences Yang Jin.

Deepening cooperation in the humanitarian sphere within the SCO has strengthened mutual understanding between the peoples of the SCO countries

Yang Jin said that since its establishment, the Shanghai Cooperation Organization has played an important role in institutional development, establishing mechanisms such as the Education Ministers’ Meeting and the Tourism Ministers’ Meeting, etc. At the same time, the SCO has signed many agreements in various fields, including education, culture, tourism, health care, science and technology. These important achievements over the 24-year history of the organization have contributed to tangible progress in cooperation in these fields. Take foreign students for example: the scale of student exchanges among SCO member states, observer countries and dialogue partner countries is now quite large, with a large number of students studying in other countries. The situation is similar in the tourism sector. In recent years, China’s introduction of a visa-free regime has contributed to the rapid growth of tourism, which has become a very positive phenomenon for the SCO countries. The mutual tourist flow between the countries is growing. Deepening cooperation in the humanitarian sphere within the SCO has strengthened mutual understanding between the peoples of the SCO countries, which contributes to strengthening ties between people and lays a solid foundation for mutual trust.

The SCO family's continued expansion reflects the appeal of an organisation led by the "Shanghai Spirit"

Regarding the expansion of the SCO family, Yang Jin pointed out that since the 2015 Ufa Summit, Russia, the SCO has embarked on the first round of expansion, resulting in a steady increase in the number of its members. The continuous expansion of the SCO family reflects the attractiveness of the organization under the guidance of the “Shanghai Spirit”. Concrete cooperation in various fields has brought tangible benefits to countries, thereby strengthening the cohesion and attractiveness of the SCO. As a result, more and more countries are seeking to join the SCO, demonstrating the growing role of the organization advocating for a fair and equitable international order. It is believed that with the convening of the Tianjin Summit, the SCO’s future influence, attractiveness and consensus on unity and cooperation will only grow stronger.

Since taking over as chairman, China has pioneered innovation in many areas

According to Yang Jin, since assuming the SCO chairmanship in July last year, China has hosted more than 100 events within the SCO. This clearly demonstrates China's role as a driving force in the organization. During its chairmanship, China has effectively fulfilled its responsibilities and received wide recognition for the events it hosted. At the same time, since assuming the chairmanship, China has become a pioneer in innovation in many areas. For example, in the field of economic and trade cooperation, many innovative projects have been launched. In the field of green development, low-carbon economy, digital economy and smart technologies, China has hosted a number of major forums that have yielded tangible results, and many projects have been successfully implemented. Similarly, in the humanities, this year has seen an expansion of the scale of international student programs. Within the SCO, the number and scale of Lu Ban workshops in Central Asian countries continue to grow, receiving high praise.

Yang Jin noted that this year's SCO summit will not only adopt the important, comprehensive and strategic Tianjin Declaration, which will summarize the organization's achievements in politics, economic and trade cooperation, ensuring regional security and stability, and expanding humanitarian contacts. "In addition, we will adopt the SCO development strategy for the next 10 years /2026-2035/, unprecedented in the history of the SCO, which will determine a clear trajectory for the organization's development until 2035. These approaches are innovations, as President Xi Jinping emphasized. Now it is necessary to achieve greater consensus and strengthen cooperation, thereby accelerating the implementation of the SCO concept of a community with a common future."

Yang Jin said that accelerating the development of the SCO is of particular significance in the current unstable political and economic environment, amid frequent manifestations of unilateralism, hegemonism and geopolitical tensions, as well as in a period of ongoing geopolitical conflicts.

The SCO adheres to the position of cooperation in striving for peace, stability, cooperation, development and mutual understanding among peoples.

Yang Jin noted that the SCO makes a major contribution to global governance by expressing the collective position of its member states, observer countries and SCO dialogue partner countries, offering ideas and proposals on the global political and economic order, and presenting unified positions. Its cooperation model and mechanisms, as well as innovative concepts, provide valuable experience and an exemplary cooperation framework for global governance, especially in the current era of global political instability and rampant economic unilateralism.

Cooperation within the SCO in itself ensures regional security and stability. Problems and conflicts between member states can be resolved through consultations on an equal basis and mutually beneficial cooperation, which helps maintain stability in our region. In addition, deepening cooperation between SCO member states in the fight against the three forces of terrorism, separatism and extremism is a key measure to ensure regional security and stability. Several key institutions, new mechanisms and documents aimed at combating these three forces can also be created at the Tianjin summit this year. Such cooperation fundamentally ensures stability and security throughout Eurasia, which is a significant contribution to global stability.

In the economic sphere, the SCO exemplifies the fundamental principles of mutually beneficial cooperation, mutual trust, equality and consultation. In 2024, the trade volume between China and the SCO member states, observer countries and dialogue partner countries set a new record and reached 890 billion US dollars. The SCO countries, as developing countries, continue to attach priority to development issues. Equal and mutually beneficial cooperation within the SCO framework enables the SCO member states, observer countries and dialogue partner countries to improve the well-being of their people, which is a vital task. Achieving this goal through cooperation is also a positive contribution to global governance, sustainable development and the promotion of globalization.

Cooperation within the SCO in such humanitarian areas as science and technology, education, culture, health care and tourism facilitates more frequent contacts between peoples. This cooperation not only provides opportunities for exchanges between developing countries, promoting economic progress on the one hand, but also creates more opportunities for people-to-people contacts. This strengthens our mutual understanding, thereby creating a stable foundation for the region.

While some international organizations and countries seek military-political alliances, unilateral confrontation, hegemony and sanctions, “building small yards”, the SCO opposes unilateral actions, hegemony and tariff sanctions. The organization adheres to the position of cooperation in the pursuit of peace, stability, cooperation, development and mutual understanding among nations. This is why the SCO has flourished so remarkably. “We share a common aspiration – not only for effective regional governance, but also for providing the SCO paradigm and strength for global governance.”

TIANJIN, Sept. 1 (Xinhua) — A dove of peace takes off from the Oriental Pearl Tower in Shanghai, flies over Qingdao and Beijing, and then over Belarus, India, Kazakhstan and other countries, as footage is shown at the press center of the 2025 Shanghai Cooperation Organization (SCO) summit being held in north China's Tianjin on Aug. 31 and Sept. 1.

So far, about 3,000 journalists have registered to cover the Tianjin summit, witnessing key moments of the largest summit in the organization's history.

Sherkhan Zhambyluly from Kazakhstan believes that the SCO plays an important role in maintaining regional security and stability, promoting joint prosperity and development of the organization’s countries in the context of a changing international situation.

He added that China and Kazakhstan, which are among the founding states of the SCO, cooperate with each other in almost all areas, among which trade and economic relations between the two countries are developing most dynamically.

“The entire concept of the ‘Shanghai Spirit’ is aimed at the common development and mutually beneficial cooperation of the SCO countries,” he noted, adding that the summit provides a platform for discussing current issues on the international agenda and finding solutions, which helps the further development of not only the countries of the organization, but the entire world.

For Evgeny Pavlov, who is a correspondent for MIA “Russia Today” in Beijing, this is already his third trip to Tianjin, which, in his opinion, is “a very interesting, nice and calm city.”

According to him, this SCO summit also reflects the interests of the countries of the Global South. “Through platforms such as the SCO and BRICS, many countries are trying to convey their voice.”

In the 24 years since the SCO was established in 2001, the membership of the organization has grown from the original six founding members to 26 countries. In today's world, the SCO's influence continues to grow, and with it, the organization's appeal and attractiveness in the international arena.

The SCO remains open to all countries interested in its principles and cooperation within the organization, as evidenced by the fact that journalists from both SCO countries and other countries of the world are taking part in covering the summit.

Mikhail Tarakhchev from the Georgian company FORYOU Multimedia has visited China many times before, but this was his first time in Tianjin for the summit. “Despite the fact that Georgia is not an SCO country, we had the opportunity to attend this summit. And I think that very interesting events await us here.”

"The SCO offers formats of cooperation not only with its member states. It will be very interesting to hear an assessment of the period passed and plans for the future development of this organization," he said.

As part of the summit, journalists from various countries including Belarus, Afghanistan, Pakistan, Malaysia, Indonesia and Turkmenistan visited Tianjin Port, which is an important foreign trade and international hub port in northern China.

The zero-carbon smart terminal is equipped with unmanned equipment to handle the loading, unloading and handling of cargo. On the same day, two large container ships, nearly 400 meters long and with a capacity of 24,000 containers, docked at the terminal, leaving a deep impression on visitors.

“I am very interested in how these machines work thanks to artificial intelligence without operators and how they were built,” said Muhammet Soltanmyradov from Turkmenistan, who came to China for the first time to cover the SCO summit.

M. Tarakhchev was also very impressed by this high-tech port. “I will be interested to learn about it in detail. China is one of the leaders in this industry and I think our readers and viewers will be very interested to see all this with their own eyes.” -0-

TEHRAN, Sept. 1 (Xinhua) — The Shanghai Cooperation Organization (SCO) plays a positive role in ensuring the continuity of the international order based on multilateralism and the rule of law, a senior Iranian diplomat said Saturday.

The SCO is “very influential and effective in the sense that it can represent the interests and concerns of countries in the Global South,” Iranian Foreign Ministry spokesman Esmail Baghaei told Xinhua in an exclusive interview ahead of the SCO summit scheduled from Sunday to Monday in the northern Chinese city of Tianjin.

Iranian President Masoud Pezeshkian is in China to attend the summit and events marking the 80th anniversary of the victory in the Chinese People's War of Resistance Against Japanese Aggression and the World Anti-Fascist War.

According to E. Baghaei, Iran will take advantage of “this opportunity /the president’s visit to China/ to strengthen bilateral relations with China and hold meetings with other leaders of participating countries.”

The Iranian diplomat noted that the world is currently facing common challenges arising from “unilateral actions and coercive measures that some Western countries, particularly the United States, are using against developing countries.”

He added that the SCO could play a very important role in providing an effective platform for cooperation among countries of the Global South, safeguarding the interests of developing countries and ensuring the continuity of the international order based on multilateralism, the rule of law and “normative structures emanating from the UN Charter.”

Speaking about the relations between Iran and China, Baghaei emphasized the common historical ties between the two countries in the fields of culture and civilization, adding that the two sides continue to develop and deepen their ties, with mutual understanding and trust steadily growing. The two countries have signed many agreements in areas such as trade, economy, energy, agriculture and tourism.

According to him, the foundation of bilateral relations is very strong, and both countries are determined to continue developing them in the same spirit. –0–

On August 30, a briefing for Chinese and foreign media was held at the 2025 SCO Summit Press Center. Secretary General of the SCO Committee on Good-Neighborliness, Friendship and Cooperation Zuo Hongbo reported on the achievements of the SCO in the field of humanitarian cooperation and the work of the SCO Committee for the Promotion of Public Diplomacy, and answered questions from journalists.

Tszo Hunsbo noted that humanitarian cooperation and exchanges are an important component of the SCO. For more than two decades since the creation of an SCO of exchanges and cooperation between people, they invariably play a unique and irreplaceable role in strengthening mutual understanding, friendship between the peoples of the SCO countries, and the promotion of mutual trust and the exchange and mutual study of civilizations. As the SCO has developed, the sphere of humanitarian contacts and cooperation has expanded significantly, covering not only science and technology, culture, education and healthcare, but also many other areas, such as sports, tourism, media, analytical centers, environmental protection and poverty. The content of cooperation is becoming more and more saturated, and all parties join forces for the implementation of a number of influential, significant and meaningful flagship projects. These include the SCO university, the SCO art festival, the SCO film festival, the SCO art exhibition, the SCO museum alliance, the SCO marathon, the youth exchange camps, summer camps and media forums. The mechanisms of cooperation in the field of culture, healthcare, science and technology and education have been improved. Achievements become more and more significant, representing the prosperous landscape “comprehensive progress due to the participation of both governments and the public.” Thanks to more and more close exchanges and cooperation between the people of the SCO, the SCO constantly strengthen mutual trust, deepen friendship and cooperation. Public support, which underlies the ongoing development of the SCO, is becoming more and more durable, and the folk basis for building a SCO community with a single fate is more and deeper.

Zuo Hongbo noted that the more than 20-year development path has clearly proven that the most solid foundation for the development of the SCO lies in the mutual enrichment of civilizations, and the deepest strength lies in mutual understanding among peoples. Close humanitarian exchanges and the promotion of mutual understanding among peoples constitute the warm foundation of the SCO, as well as an important support and reliable guarantee for the sustainable and long-term development of the organization.

The Committee was established during the period of dynamic development of humanitarian exchanges within the SCO and became the first institute of public diplomacy established within the organization. Zuo Hongbo emphasized that the Committee, adhering to the concept of "public diplomacy – for friendship and unity, for the people and development", directs all efforts to fulfill the aspirations of people of different countries for a better life, peace and friendship, modernization, carefully plans and carries out public exchange events, achieving "tangible and tangible" results. Such projects as "Health Express: A Bright Journey", an exhibition of children's drawings of SCO countries, as well as programs for training personnel in the field of digital technologies "SCO Tree", modern agriculture and youth innovations, serve as well-known examples of public friendship.

Reference:

The Health Express: Bright Journey project is one of the brand initiatives implemented by the Committee in recent years. Since the launch of the project in 2019, as of the end of June this year, Chinese medical teams equipped with advanced equipment and technology have performed more than 2,300 free cataract surgeries for citizens of SCO countries. In addition to providing medical services, special attention is paid to building up medical capacity in SCO countries through the donation of equipment, the establishment of blindness prevention centers, and training programs to leave a “permanent medical team” in local communities.
