BEIJING, Sept. 19 (Xinhua) — China's National Flood and Drought Control Headquarters on Thursday issued a Level 4 flood and typhoon emergency response in Guangdong Province in southern China as Typhoon Mitag approaches.

Typhoon Mitag, the 17th hurricane of the year, is expected to make landfall between Huilai and Taishan between Friday afternoon and evening, bringing strong winds and heavy rainfall to most parts of Guangdong Province, forecasters said.

Heavy rain is also expected to hit east China's Fujian Province from Friday to Sunday, the National Meteorological Center (NMC) said.

During the same period, heavy rain or thunderstorms are forecast in Jiangxi, Hunan, Hainan and Guangxi Zhuang Autonomous Region.

The NMC called on local authorities to take emergency measures to prepare for the typhoon, as well as potential mountain torrents and geological disasters that could be caused by heavy rainfall.

Ashgabat, September 18 (Xinhua) — Turkmenistan's Minister of Finance and Economy Mammetguly Astanagulov announced that foreign investment in the country's economy will reach $1.4 billion in 2024, Interfax-Kazakhstan reported on Thursday, citing the News Central Asia portal.

Speaking at the 2025 Turkmenistan Investment Forum (TIF), the minister noted that the total volume of investments in Turkmenistan's economy in 2024 reached $12.1 billion, which is 9 percent higher than the 2023 figure.

"Of this, $1.4 billion was foreign investment, equivalent to 11.6 percent of the total. The share of foreign investment increased by 1.4 percent compared to the previous year," M. Astanagulov clarified.

He emphasized that attracting foreign investment remains a key focus of Turkmenistan's economic policy. Priority sectors for investment remain the oil and gas and petrochemical industries, energy, and construction.

The TIF-2025 Investment Forum, aimed at attracting foreign investment, is taking place in the Avaza National Tourist Zone from September 18 to 19. More than 800 delegates from 45 countries are participating.

Beirut, September 18 (Xinhua) — The Israel Defense Forces (IDF) carried out a series of airstrikes on Thursday evening in southern Lebanon, including the villages of Mays al-Jabal, Dibbin, and Kfar Tebnit, the Lebanese National News Agency reported.

Bishkek, September 18 (Xinhua) — Kyrgyz President Sadyr Japarov signed the law "On renaming the city of Jalal-Abad in the Jalal-Abad region of the Kyrgyz Republic to the city of Manas." This was stated in a statement published on the president's website on Wednesday.

The law was adopted on September 10, 2025 by the Zhogorku Kenesh (parliament).

The purpose of the law is to “strengthen national ideology and name the city of Jalal-Abad after the great Manas, a national hero and defender of the Kyrgyz people from various invasions.”

The law comes into force ten days after the date of official publication.

LANZHOU, Sept. 18 (Xinhua) — Six people were killed and three were injured in a traffic accident in northwest China's Gansu Province on Thursday.

According to the Linxia Hui Autonomous Prefecture Public Security Bureau, the accident occurred around 11:10 a.m. when a car crossed into the oncoming lane and collided with an SUV on a section of the expressway.

Six people, including the drivers of both vehicles, were killed and three others were injured.
