Sochi, October 3 (Xinhua) – No one in the world is ready to play by rules set somewhere far away. Any solutions are possible only through compromise and agreement. It is in the spirit of such diplomacy that new international institutions, such as BRICS, the SCO, and a host of other international organizations, are developing. This was stated by Russian President Vladimir Putin, speaking Thursday at the plenary session of the Valdai International Discussion Club.

"We need to find common ground and shared interests. No one is ready to play by rules set by one person somewhere far away," said Vladimir Putin.

"Any solutions are possible only on the basis of agreements that satisfy all interested parties, or the overwhelming majority. Otherwise, there will be no viable solution at all, only empty rhetoric and a fruitless game of ambition. Therefore, achieving results requires harmony and balance," the Russian leader noted.

According to him, it is in this spirit that new institutions are developing. These include the expanding BRICS community, organizations of the largest regions, such as the SCO, Eurasian organizations, and smaller, but no less important, regional associations.

"All these new structures are different, but they share a crucial quality: they don't operate on a hierarchical basis, subordinating themselves to a single, supreme authority. They're not against anyone, they're for themselves. I repeat: the modern world needs agreements, not the imposition of someone else's will. Hegemony, any kind of hegemony, simply can't and won't cope with the scale of the tasks," the Russian president emphasized.

Sochi, October 3 (Xinhua) – Chinese President Xi Jinping's global governance initiative aligns with Russia's ideas on Eurasian security. This was stated by Russian President Vladimir Putin in response to questions from experts at the Valdai International Discussion Club.

"Some of President Xi Jinping's initiatives, on global governance, for example, are highly consistent with our ideas on Eurasian security," Putin said.

The Russian leader also assessed the consequences of introducing a visa-free regime with China.

"What will be the consequences? I think they will be extremely positive, because the foundation of interstate relations is created, first and foremost, at the human level," the Russian president said.

He said that a mirror decision on a visa-free regime for Chinese tourists will be announced in the near future. –0–

Washington, October 2 (Xinhua) — US President Donald Trump notified Congress that the country is in a state of "non-international armed conflict" with drug cartels, which his administration has designated as terrorist organizations. This was reported by local media on Thursday.

D. Trump has determined that these cartels are non-state armed groups, classifying them as terrorist organizations whose actions amount to an armed attack on the United States, according to a White House memorandum.

According to the document, these groups are now transnational and carry out attacks throughout the Western Hemisphere as organized cartels.

The memorandum does not specify which cartels are being referred to or how US authorities linked the suspects to these organizations.

Last month, US forces sank three ships in international waters south of the Caribbean, allegedly from Venezuela, killing 17 people. A memo described the victims as "unlawful combatants" and justified the US strikes as self-defense.

Sochi, October 3 (Xinhua) — Russian President Vladimir Putin called the situation in Gaza a terrible event in modern human history. He stated Russia's readiness to support US President Donald Trump's Gaza plan if it leads to a settlement of the conflict, which is possible through the creation of two states. The Russian president made this statement while answering questions from experts at the Valdai International Discussion Club.

“Regarding President Trump’s proposals on Gaza, you know, it will probably be unexpected for you, but overall, Russia is ready to support him,” Putin said.

“If, of course, we must look carefully at the proposals made, and if, of course, this will lead to the final goal that we have always talked about,” he added.

The Russian leader clarified that Russia has always advocated the creation of two states: Israel and a Palestinian state. However, he said, it is necessary to consult the opinions of the Palestinian people and other countries in the region.

On September 29, the White House released a plan for Gaza. It calls for the demilitarization of the territory and the destruction of "terrorist infrastructure," an immediate end to the war with the withdrawal of Israeli troops and the return of hostages, the release of prisoners and an amnesty for Hamas members, the provision of humanitarian aid, and the restoration of infrastructure under the control of a temporary Palestinian committee with international oversight.

Beirut, October 3 (Xinhua) — Two Hezbollah members were killed and one civilian was wounded in an Israeli airstrike in southern Lebanon on Thursday, Lebanese sources reported.

The Health Ministry's Emergency Operations Center said in a press release that an Israeli strike on a vehicle on the Jarmak-Khordali road near the southern city of Nabatiyeh killed two people and injured another.

According to Lebanon's National News Agency (NNA), it was a drone attack.

A Lebanese army intelligence source told Xinhua that two of the dead were Hezbollah members: Ahmad Saad and Mustafa Rizk.

A ceasefire agreement brokered by the United States and France between Hezbollah and Israel has been in effect since November 27, 2024. It put an end to the clashes that erupted between the two sides after the start of the war in the Gaza Strip.

Despite the ceasefire, the Israeli army has been carrying out sporadic strikes into Lebanon, claiming they are aimed at eliminating "threats" from Hezbollah and maintaining its forces in five key positions along the Lebanese border.

London, October 2 (Xinhua) — The attack near the Heaton Park Synagogue on Middleton Road in Crumpsall, a suburb of Manchester, UK, has been declared a terrorist attack. Law enforcement confirmed the incident on Thursday afternoon.

At a briefing for reporters, Assistant Commissioner of Police (Counter Terrorism) Lawrence Taylor said three people, including the suspect shot by police, had been killed and three others were in a serious condition.

As L. Taylor indicated, police believe they know the identity of the attacker, but cannot confirm it at this stage due to security concerns at the scene. The assistant commissioner also reported that two arrests have been made.

He emphasized that law enforcement agencies are increasing patrols of synagogues and other Jewish sites across the country as additional security measures. Counterterrorism officers, working with security forces, are working to clarify the circumstances of the case in the coming days and weeks.

British Prime Minister Keir Starmer said in a statement earlier that "extra police have been deployed to synagogues across the country."

According to law enforcement, law enforcement officers were called at 9:31 a.m. local time after a witness reported a car driving toward pedestrians and a man being stabbed. Officers fired their firearms at 9:38 a.m., fatally shooting the suspect.

Manchester Mayor Andy Burnham told the BBC that people should "avoid the area" but reassured that "the immediate danger appears to have passed." –0–
