BEIJING, Oct. 14 (Xinhua) — The China-Kyrgyzstan social security agreement entered into force on Tuesday, the Ministry of Human Resources and Social Security of China said.

Under the agreement, employees of Chinese companies in Kyrgyzstan will be exempt from basic pension insurance contributions and other social benefits, just like employees of Kyrgyz companies in China.

The agency reported that the agreement's entry into force will effectively protect the rights and interests of workers in both countries in the area of social security, reduce social security contributions for enterprises and workers in both countries, and contribute to the further development of trade and economic relations between the two countries and facilitate human exchanges.

The agreement was signed by China's Minister of Human Resources and Social Security Wang Xiaoping and Chairman of the Social Fund of Kyrgyzstan Baktiyar Aliyev in February of this year in Beijing.

Since 2001, China has signed bilateral social security agreements with 12 other countries, including Germany, the Republic of Korea, Denmark, Finland, Canada, Switzerland, the Netherlands, France, Spain, Luxembourg, Japan and Serbia.

The ministry previously reported that there are approximately 70 enterprises with Chinese capital in Kyrgyzstan, employing approximately 3,000 Chinese workers.

Tashkent, October 14 (Xinhua) – Uzbekistan intends to advance improvements to its water resources management system, the presidential press service announced on Monday.

"On October 13, President Shavkat Mirziyoyev of Uzbekistan reviewed a presentation on the digitalization of water management, improving the water resources management system at the grassroots level, and increasing the attractiveness of the sector for the private sector," the statement said.

"Today, the country operates over 50,000 kilometers of irrigation networks, 1,600 pumping stations, and over 10,000 hydraulic structures. In recent years, systematic steps have been taken to reform the water sector, modernize irrigation infrastructure, and improve water use efficiency. However, a number of issues remain at the lower level of the system that require a comprehensive approach—primarily in terms of improving service efficiency, billing transparency, and ensuring the financial sustainability of organizations," the statement notes.

According to the press service, the presentation discussed measures to further deepen digitalization processes and improve governance mechanisms in the industry.

"The industry is developing an information system called the State Water Cadastre. It will collect water resource data from relevant ministries and agencies and compile it into a single database. This, in turn, will simplify the information exchange process and reduce the need for paper-based reporting. The full launch of the system is scheduled for April 2026," the statement reads.

TIANJIN, Oct. 14 (Xinhua) — A freight train carrying 55 40-foot containers loaded with household appliances, auto parts and other goods departed from Tianjin, north China, to Central Asia on Monday, marking the official launch of the Tianjin-Central Asia train route, which will operate on a regular schedule.

The train will cross the state border through the Khorgos checkpoint and arrive in Central Asia in approximately 10 days, according to the Tianjin Container Center, which is subordinate to the Beijing branch of the China State Railway Corporation (CSRC).

Freight trains running on a fixed schedule provide customers with reliable logistics, which helps manufacturers and trading companies develop medium- and long-term production and sales plans, and improves the service reliability and attractiveness of Tianjin Port, said Mu Congkai, head of the marketing department of Tianjin Railway Logistics Center.

To ensure the smooth operation of freight trains, Tianjin Container Center has also strengthened cooperation and communication with Tianjin Customs, Tianjin Port and other relevant departments to further improve customs clearance efficiency and reduce train transportation time.

China-Europe/China-Central Asia freight train services departing from Tianjin are deeply integrated into trade and economic cooperation between SCO countries, stated Wang Huan, General Manager of Tianjin Dongjiang International Railroad Operation and Management Company. He reported that the company's product range has gradually expanded from its initial focus on automobiles and auto parts to now include more than 1,400 types of goods, including construction machinery, electrical equipment, furniture and household appliances, chemicals, and textiles. The main destinations of Dongjiang trains have become Russia, Kazakhstan, Uzbekistan, and other countries.

It is worth noting that in the first three quarters of 2025, a total of 284 China-Europe/China-Central Asia freight trains were dispatched from Tianjin Container Center, up 40 percent year-on-year, further promoting connectivity between China and relevant countries. -0-

Los Angeles, Oct. 13 (Xinhua) — American company SpaceX launched a rocket carrying a prototype of the Starship spacecraft on Monday for its 11th test flight.

The rocket lifted off from the Starbase launch site in Texas at around 6:23 p.m. Central Time (11:23 p.m. GMT).

Shortly after liftoff, the Raptor engines ignited during hot stage separation. The Super Heavy booster made its planned splashdown in the Gulf of Mexico, and the Starship upper stage completed its climb and entered its planned passive flight phase.

During the launch, the spacecraft released eight simulated Starlink communications satellites from its cargo bay, which are following the same suborbital trajectory and are scheduled to burn up upon reentry.

After just over an hour of flight, Starship splashed down in the Indian Ocean.

SpaceX said the flight test aims to gather data for the next-generation Super Heavy launch vehicle, intensively test the vehicle's heat shield, and practice maneuvers that simulate the upper stage's approach to landing for future pad-return missions.

BEIJING, Oct. 14 (Xinhua) — The Global Summit for Women, co-hosted by China and UN Women, released a statement Monday.

As the host country, China provided a statement summarizing the main positions of the participants at the event.

It emphasizes that in the face of changes and challenges, all interested countries and parties will, with firm determination and practical action, counter any form of regression and accelerate the process of comprehensive development of women's affairs.

Summit participants issued a call for action in 10 key areas.

They called for the creation of a peaceful and secure environment for women and expressed support for the full and equal participation of women in peace processes.

They also emphasized the need to fully identify the role of women as agents and their transformative power in development, and to empower women to participate in and lead the process of sustainable development and prosperity.

The document emphasizes the importance of preventing and eliminating all forms of discrimination and violence against women and girls, paying particular attention to those in vulnerable situations or in humanitarian crises, and highlighting the role of young people, especially young women.

Participants called for support for the United Nations to play a central role in developing broader collaborative platforms for women worldwide.

The importance of continuously strengthening women's sense of satisfaction, happiness and security by promoting their comprehensive development, particularly in areas such as poverty reduction, education, health, employment and social security, along with encouraging equal participation in decision-making processes and governance at all levels, was also expressed.

The statement emphasizes the need to improve institutional mechanisms for promoting gender equality and the comprehensive development of women, as well as to strengthen national mechanisms to advance the status of women.

The document also calls for the implementation of favourable and supportive family policies to ensure the equal status and rights of women within the family structure, and for all family members to share in household responsibilities.

It also calls for supporting women's participation in climate and environmental governance and ecosystem protection, and for strengthening women's capacity to respond to climate change and natural disasters.

Summit participants called for advancing a digital transformation that includes women as full, equal, and meaningful participants and leaders. Bias, discrimination, and violence against women, as well as negative stereotypes about them, must be eradicated from the very beginning of the development of digital and intelligent technologies.

They also called for enhanced North-South cooperation, South-South cooperation and triangular cooperation in women's development to address common challenges and promote the shared development of women worldwide.

All parties commended China for its outstanding achievements in this area and its active contribution to global gender equality. They also expressed hope that this summit would serve as a new starting point for accelerating the implementation of the Beijing Declaration and Platform for Action of the 1995 World Conference on Women, as well as the UN 2030 Agenda for Sustainable Development.

SANYA, Oct. 14 (Xinhua) — Three international flights were launched from Oct. 8 to 11 linking the southern Chinese city of Sanya with Minsk, Ulaanbaatar, Ulan-Ude and Kuala Lumpur, marking a significant expansion of the city's international air route network.

Flights from Sanya to Kuala Lumpur and back, operated by Malaysian airline Batik Air, operate twice weekly: on Wednesdays and Saturdays. They offer travelers from Southeast Asia a more convenient option for traveling to and visiting the island province of Hainan in southern China.

Mongolian airline Hunnu Air launched flights between Ulaanbaatar and Sanya, and Ulan-Ude. Belarusian airline Belavia launched a Sanya-Minsk route, becoming the first direct air route between Sanya and Belarus.

Currently, 38 international air routes connect Sanya with cities in Central Asia, Southeast Asia, Northeast Asia and Europe.

New routes are expected to open soon, including the Sanya-Cheongju route.

Currently, citizens of 86 countries can visit Hainan Province visa-free with standard passports. The combination of visa-free travel and direct flights has significantly increased the influx of inbound travelers to the island.

Taking advantage of the opening of new international air routes, Sanya, together with neighboring cities and counties, will develop more diverse tourist routes to attract more foreign tourists, according to the city's tourism bureau. -0-

Brasilia, October 14 (Xinhua) — Delegations from countries participating in the upcoming UN Climate Change Conference (COP30) in Brazil have generally agreed on the need to strengthen multilateralism, according to André Corrêa do Lago, Secretary of Climate, Energy, and Environment at the Brazilian Ministry of Foreign Affairs and COP30 President, on Monday.

“There was clear support for the desire to strengthen multilateralism – everyone was talking about it,” he said at a press conference here during a preparatory meeting ahead of COP30.

"A great deal of attention was also paid to adaptation—from wealthy countries to small islands and middle-income countries. There is a general consensus," said A. Corrêa do Lago, noting that the participation of Brazilian Finance Minister Fernando Haddad in the meeting demonstrates the growing economic importance of climate issues.

He said the preparatory discussions were aimed at “avoiding any obstruction by any attempt to add issues not on the agenda.”

Brazil hopes all countries will participate in COP30, which will take place in November in Belém, said A. Corrêa do Lago. He noted that Brazilian President Luiz Inácio Lula da Silva made it clear that it will be an open conference to which everyone is invited.

BEIJING, Oct. 14 (Xinhua) — China's Ministry of Transport on Tuesday released regulations on the application of special port dues payment procedures for ships owned or operated by U.S. enterprises, organizations and individuals.

The document, consisting of 10 articles, provides specific explanations on the grounds for paying the fee, its amounts and standards, the organizations collecting it, the number of flights that must be paid, the validity period, and other relevant aspects.

According to the document, ships built in China, empty ships entering Chinese shipyards exclusively for repairs, and other ships that are recognized as falling under the exemption will be exempt from paying this fee.

Furthermore, the rules also note that the amount and standard of fees, as well as the period for their collection, will be dynamically adjusted in accordance with the current situation.

The document was released following the announcement by China's Ministry of Transport on October 10 that China would levy a special port charge, effective October 14, in response to the US decision to impose additional port charges on Chinese vessels following a Section 301 investigation of the US Trade Act, which will take effect on October 14.

The US action seriously violated relevant rules of the World Trade Organization and the provisions of the China-US Agreement on Maritime Transport, and seriously damaged maritime trade between the two countries, the ministry said, adding that China's decision to levy special port charges on US vessels is a justified measure to protect the legitimate rights and interests of Chinese industries and enterprises, and to ensure a fair competitive environment in international shipping. -0-
