On October 16, the SCO Roundtable on Global Governance 2025 was held in Beijing. It was organized under the auspices of the China International Literature Commission (CICG), the SCO Secretariat, and the China Institute of International Studies. It also received direct support from the Europe and Asia Broadcasting Center (Renmin Huabao) of the China International Literature Commission, the Academy of Contemporary China and World Studies, and the International Relations Center of the China International Literature Commission. More than 150 representatives from the SCO Secretariat, UN organizations accredited in China, think tanks, media outlets, and international organizations from China and the SCO countries participated in the dialogue on "Implementing the Global Governance Initiative and Building a Community with a Shared Future for Humanity."
Chang Bo, head of the CICG, noted that this dialogue is not only a living example of promoting the "Shanghai Spirit" and strengthening mutual understanding and trust between SCO countries, but also a concrete step toward implementing the Global Governance Initiative. The CICG, for its part, is prepared to actively implement this Initiative and work collaboratively with the SCO media, think tanks, cultural organizations, and dedicated experts from various fields to establish an association of media representatives and think tanks in the field of global governance, launch an innovative SCO communications project in the field of governance, and create a library of case studies on practical SCO cooperation. It is also necessary to develop a joint research program on "Dialogue among Civilizations and Global Governance" and compile a White Paper on the mutual enrichment of SCO civilizations. This will allow the concept of "each with its own beauty, united by a common destiny" to become a common "value denominator" in global governance and jointly promote the construction of a community with a shared future for humanity.
SCO Secretary-General Nurlan Yermekbayev stated that the Global Governance Initiative is highly consistent with the "Shanghai Spirit" and places equal emphasis on sovereign equality, the rule of international law, and the inviolable nature of multilateralism. In recent years, the SCO has become an important platform for exchanging experiences in national governance. Member states have reached consensus and are implementing it in the areas of political security, trade and economic cooperation, and cultural exchanges, and continue to expand cooperation to maintain regional peace and stability and improve public well-being.
Sun Linjiang, Special Representative of the Chinese Government for Eurasian Affairs, stated that in today's world, where the transformations of the last century have accelerated evolution, the international situation is intertwined with turmoil. At the same time, the world is becoming multipolar, economic globalization and the democratization of international relations are driving deep development, and the advent of an era of peaceful development, cooperation, and mutual benefit is unstoppable. Responding to the call of the times, the SCO must play a leading role, set an example in the implementation of the four major global initiatives, and make new and greater contributions to building a community with a shared future for mankind. In this regard, China is ready to cooperate with its partners in the "SCO family" in implementing the common values of all mankind, systematically implementing the four major global initiatives, and building a closer SCO community with a shared future, helping countries better realize their development and revival, and advancing the world toward bright prospects of peace, security, prosperity, and progress.
Siddharth Chatterjee, UN Resident Coordinator in China, believes that the UN Pact for the Future, adopted in 2024, reflects a collective vision for strengthening global governance and restoring trust among countries. The Global Governance Initiative is consistent with the goals of the UN Pact and provides a framework for revitalizing the multilateral system. UN organizations accredited in China stand ready to work with all parties to translate global commitments into concrete results. All parties should utilize platforms such as the SCO to promote global progress through regional cooperation and make global governance fair, inclusive, sustainable, and beneficial for the people.
During the dialogue, the Academy of Contemporary China and World Studies and the International Relations Center of the China Foreign Language Publication and Distribution Administration released a research report on "The SCO's Example in Implementing the Global Governance Initiative." The roundtable also featured the presentation of Li Ziguo, Director of the Eurasia Institute at the Chinese Academy of International Studies, a new book, "The History of the SCO in the New Era."
