BEIJING, Dec. 31 (Xinhua) — Chinese President Xi Jinping said Wednesday that China will step up high-quality development through innovation in 2025.

In his New Year's address, Xi Jinping noted that China has deeply integrated science and technology with industry, with innovative developments springing up like mushrooms after rain; serious competition has unfolded among artificial intelligence models; and independent chip development has achieved breakthroughs.

“And China has become one of the leaders in terms of the rate of growth of innovative potential,” Xi Jinping said.

The Tianwen-2 probe has launched into deep space, construction has begun on a hydroelectric power station in the lower reaches of the Yarlung Tsangpo River, the first aircraft carrier equipped with an electromagnetic catapult has been deployed, a Chinese humanoid robot has learned kung fu techniques, and drones have created glowing patterns in the night sky, he added.

“Innovation not only generates productive force of a new quality, but also enriches our lives, making them brighter and more interesting,” Xi Jinping said. -0-

BEIJING, Dec. 31 (Xinhua) — China has decided to impose safeguard measures on imported beef from Jan. 1, 2026, to Dec. 31, 2028, the Ministry of Commerce said Wednesday.

The decision to introduce protective measures follows an investigation conducted from December 27, 2024, at the request of Chinese manufacturers.

The agency reported that protective measures will be implemented in the form of tariff quotas distributed among countries. Beef imported in excess of the tariff quota will be subject to additional duties of 55%.

These measures will be in effect for three years, and during the period of application they will be gradually relaxed at certain intervals, the Ministry of Commerce reported.

These measures do not apply to relevant products from developing countries or regions whose share in imports does not exceed 3 percent, and the combined share of all countries and regions in this category does not exceed 9 percent. However, safeguard measures will be applied to these countries or regions from the following year upon detection of non-compliance with the specified conditions. -0-

LONDON, Dec. 31 (Xinhua) — The Chinese Embassy in Britain said Tuesday evening that China "deeply regrets" and "firmly opposes" the British side's remarks regarding China's Taiwan.

Following military exercises by the People's Liberation Army (PLA) around Taiwan, a spokesman for the UK Foreign, Commonwealth and Development Office said on Tuesday that the British side called for "restraint and avoiding any further actions that could undermine peace and stability," which the Chinese Embassy called "wrong" and a "manipulation of facts and distortion of the truth."

"Taiwan is a province of China, and the Taiwan question is China's internal affair," a Chinese embassy spokesman said, adding that the PLA exercises are a punitive and deterrent measure against Taiwanese separatist forces, a stern warning against external interference, and a necessary step to safeguard China's national sovereignty and territorial integrity.

"No country has the right to make irresponsible comments on this matter," the spokesman said.

He noted that the PRC calls on the British government to “sincerely respect the one-China principle and fulfill its obligations to China by refraining from any actions that interfere in China’s internal affairs, condone separatists in Taiwan, and undermine peace and stability in the Taiwan Strait.” –0–

WASHINGTON, Dec. 31 (Xinhua) — The U.S. administration on Tuesday announced sanctions against 10 entities and individuals based in Iran and Venezuela, accusing Tehran of supplying conventional weapons to Caracas and threatening U.S. interests throughout the Western Hemisphere, including U.S. territory.

In separate statements, the U.S. State Department and Treasury Department said a sanctioned Venezuelan company was involved in the sale of Iranian-made combat unmanned aerial vehicles (UAVs) worth millions of dollars.

Other sanctioned entities and individuals were accused of supporting procurement networks linked to Iran's drone and ballistic missile programs, the statements said.

The sanctions came a day after US President Donald Trump warned at a meeting with Israeli Prime Minister Benjamin Netanyahu in Florida that the United States would support renewed strikes if Iran attempted to revive its ballistic missile program.

In response to Trump's remarks, Iranian President Masoud Pezeshkian warned on social media on Tuesday that his country would respond harshly to any act of aggression. –0–

It will serve as a powerful incentive for Taiwanese businesspeople and entrepreneurs in areas such as investing, conducting business, and transforming and modernizing their operations on the mainland.

"We will encourage and support enterprises on both sides of the Taiwan Strait to establish closer cooperation in industrial chains and supply chains and help them achieve more active development under the new round of reform and opening-up," she said.

BEIJING, Dec. 31 (Xinhua) — A fishing ban aimed at better protecting aquatic life resources in the Yellow River will remain in effect, the Ministry of Agriculture and Rural Affairs confirmed Wednesday.

The ministry recently issued a circular extending the ban to three more tributaries of the Yellow River. This means the ban now covers the main riverbed and 13 of its major tributaries.

According to the circular, a year-round fishing ban will be in effect from January 1, 2026, to December 31, 2030, in the Yellow River's source area and key water bodies in the river's upper reaches. A seasonal moratorium will be in effect from April 1 to July 31 annually in the section of the river from the Ningxia Hui Autonomous Region (Northwest China) to its mouth.

During the ban, limited, quota-based general fishing is permitted in designated waters, as well as the fishing of specific species of biological resources. All other types of commercial fishing will be prohibited.

The ministry praised the results of the ban on fishing in the Yellow River basin since its introduction in 2018, noting its positive impact on the conservation of aquatic bioresources and the high-quality development of the local fisheries sector.

However, the agency acknowledged that the overall trend of fishery resource degradation in the Yellow River basin has not yet been completely halted, making it necessary to extend the ban.

The Ministry is willing to strengthen monitoring and regulation in cooperation with nine provincial-level regions located along the river to ensure effective protection of fishery resources. -0-
