ANKARA, Oct. 28 (Xinhua) — Turkey and Britain on Monday agreed an 8 billion pound (10.64 billion U.S. dollars) deal for 20 British Eurofighter Typhoon fighter jets, as Ankara seeks to bolster its defense capabilities amid a volatile regional environment.

British Prime Minister Keir Starmer attended the signing ceremony of a 10-year fighter jet agreement in Ankara. Following the event, Turkish President Recep Tayyip Erdoğan called the deal "a new symbol of the strategic relationship between our two close allies" and stated that it "will also open the door to joint projects in the defense industry."

For his part, K. Starmer noted that the two countries are taking a step towards “strengthening the strategic partnership.”

Kabul, October 28 (Xinhua) – Afghanistan exported fresh pomegranates to Russia for the first time through the port of Torghundi in the western province of Herat, Afghan government spokesman Zabihullah Mujahid announced on Monday.

“This process will create a significant market for fruits, especially pomegranates, thereby contributing to the further development of the country's export sector,” Z. Mujahid wrote on X's social media.

BEIJING, October 28 (Xinhua) — In the first three quarters of 2025, trade between North China's Inner Mongolia Autonomous Region and countries participating in the Belt and Road Initiative amounted to 122.11 billion yuan (approximately 17.2 billion U.S. dollars), or 78.5 percent of the region's total foreign trade, the Neimenggu Ribao daily reported.

According to statistics from local customs, Inner Mongolia's foreign trade turnover reached 155.59 billion yuan from January to September this year, up 1 percent year-on-year.

During this period, Inner Mongolia maintained trade relations with 179 countries and regions worldwide. Its trade turnover with its main trading partners, Mongolia and Russia, amounted to 56.12 billion and 20.62 billion yuan, respectively. Its trade turnover with Chile and Peru also grew rapidly, reaching 66.1 percent and 50.9 percent, respectively, year-on-year.

Non-state-owned enterprises continue to play a leading role in the development of Inner Mongolia's foreign trade. In January-September, Inner Mongolia's exports of agricultural products, basic organic chemicals, and labor-intensive products increased by 10.5 percent, 14.5 percent, and 26.2 percent year-on-year, respectively, while high-tech product exports grew by 14.7 percent to 7.83 billion yuan.

In the first nine months, Inner Mongolia's imports of copper powder, coal, iron ore and other raw materials totaled 75.19 billion yuan, up 2.7 percent year-on-year, accounting for 79.6 percent of the region's total imports.

Today, the world once again faces a dilemma. One path is mutual barriers, suspicion, and the logic of "might makes right." The other is openness, mutual benefit, and shared creativity. We all understand that choosing the latter path requires not grandiose rhetoric, but new rules, transparent procedures, and accountability for results. As Chinese President Xi Jinping emphasized in his speech at the SCO Plus meeting, today we must build a more just and rational system of global governance and move forward toward a community with a shared future for humanity. This is not an abstract formula. This is an agenda that ordinary people are waiting for, so that change can be felt in all areas of their lives.

The new global governance architecture China is proposing is based on five fundamental principles articulated by its leader. Each of these is not just an idea, but a practical guide to action.

1. Sovereign equality. Regardless of size, military power, or level of economic development, every state must have an equal right to participate in decision-making and benefit from cooperation. Without this, trust between countries cannot be built, and without trust, a stable international system is impossible.

2. Universality of international law. The purposes and principles enshrined in the UN Charter must be applied in their entirety, without exceptions or double standards. President Xi Jinping rightly noted that uniform rules must apply to everyone: one cannot impose one's domestic norms on others and present them as universal.

3. Genuine multilateralism. As Xi Jinping wisely stated, it must be based on the governance practice of "joint consultation, joint construction, and shared benefit." This is not a slogan, but a mature governance technique where all participants, on an equal footing, formulate decisions, build institutions, and share the results. This approach transforms multilateral structures from formal platforms into genuine mechanisms of cooperation.

4. People-centeredness. The true meaning of global governance lies not in endless reports and resolutions, but in truly improving people's daily lives. The Chinese leader emphasizes the need to narrow the gap between North and South by ensuring access to knowledge, technology, quality healthcare, education, clean energy, and fair markets.

5. Focus on action. The Chinese President rightly calls for overcoming the fragmentation and slowness of international mechanisms. What's needed is effective coordination of efforts, concentration of resources, and the implementation of projects that produce real, tangible results. Only then will multilateral institutions cease to be platforms for declarations and become instruments of transformation.

Today, in an era of accelerating change, it is the Shanghai Cooperation Organization (SCO) that can demonstrate how principles can be transformed into operational procedures, and procedures into results. At the core of this paradigm is a rejection of bloc thinking and confrontation, a commitment to breaking down barriers and promoting inclusive economic globalization.

To give the principles of openness and mutual benefit real substance, it is necessary to focus on those areas where global governance deficits are particularly felt.

One of the most important areas is the development of artificial intelligence ethics. This involves creating a minimum common set of principles for safety, transparency, and accountability, as well as testing technologies in restricted areas where high-risk applications can be safely tested, such as in medicine and education.

The next area is cyberspace and data management. Here, it is important to ensure mutual recognition of electronic signatures and certificates and develop coordinated approaches to combating cybercrime. Concrete results should be reflected in the growth of cross-border digital transactions, reduced customs clearance times with electronic documents, and so on. All of this creates the foundation for digital trade without unnecessary risks and barriers.

No initiative can be viable without a sustainable financial foundation. This is why the SCO Development Bank is becoming a crucial element of the future global governance architecture. We propose making it an instrument for high-quality growth by opening dedicated "green windows" to support environmentally friendly and energy-efficient projects, as well as "digital windows" for funding data infrastructure, cross-border digital corridors, and certification systems. This approach will ensure a balance between sustainability, innovation, and economic pragmatism. Equally important is establishing co-financing mechanisms with private sector participation. This will create synergy between government strategies and entrepreneurial initiatives, raising additional resources without creating excessive budgetary pressure.

The media occupy a special place in the implementation of this global initiative. They transform the ideas of international cooperation into a clear and accessible language for public dialogue, creating an atmosphere of trust between peoples. As Xi Jinping emphasized, humanity needs not simply to exchange goods and technologies, but also to strengthen mutual understanding and mutual learning among civilizations. This task cannot be achieved without the responsible and in-depth work of analysts, researchers, and journalists. They must generate public support for global governance reform, reveal its humanitarian meaning, and promote mutual understanding between peoples. Prominent examples are the Xinhua News Agency and the People's Daily, which serve truth, peace, and development.

Today, the world is acutely short of strong and fair leaders. China is demonstrating a rare phenomenon in the modern world: the ability to propose large-scale initiatives and the willingness to take responsibility for their implementation. As Xi Jinping rightly stated, we need not a semblance of multilateralism, but real joint work that produces measurable results. Under his leadership, the country has reached a level of excellence that allows it not only to propose an agenda but also to consistently implement it.

Today, China doesn't just formulate ideas—it takes responsibility for implementing them, together with its friends and partners. This is Xi Jinping's historic service to his people and all of humanity. His leadership is a service to the common good and an example of how a great country can lead not by coercion, but by the power of creation.
