BEIJING, November 15 (Xinhua) — By the end of the third quarter of 2025, the volume of outstanding inclusive loans issued by banking financial institutions to micro and small enterprises in China reached 36.5 trillion yuan (about 5.2 trillion U.S. dollars), up 12.1 percent year-on-year, according to data released Friday by the National Administration of Financial Regulation.

Thirty-nine pilot cities have been identified for the program's implementation. Its goal is to foster development synergies that stimulate job creation and the renewal of the manufacturing industry.

Los Angeles, November 14 (Xinhua) — A powerful storm system will bring heavy rainfall to Southern California through Sunday evening, with flash flooding and mudslides possible, the U.S. National Weather Service (NWS) reported on Friday.

KUNMING, Nov. 15 (Xinhua) — Law enforcement agencies from China, Cambodia, Laos, Myanmar, Thailand and Vietnam agreed to step up efforts to combat transnational telecommunications and internet fraud at a meeting held in Kunming, capital of southwest China's Yunnan Province, on Friday.

Officials from six countries held in-depth discussions on strengthening cross-border cooperation and reached a number of agreements, according to a statement from China's Ministry of Public Security (MPS).

The participants signed the final documents and confirmed their strong commitment to jointly combating transnational telecommunications and internet fraud, the statement said.

The countries will conduct joint operations, establish regular coordination mechanisms, improve intelligence sharing, and continue the extradition and transfer of individuals involved in this type of criminal activity, the statement said.

In recent years, China has expanded cooperation with law enforcement agencies in Cambodia, Laos, Myanmar, Thailand, and Vietnam, developing effective mechanisms that have yielded significant results. Their joint efforts have dealt a serious blow to criminal groups involved in gambling and fraud.

Since the beginning of this year, China, Myanmar and Thailand have established a trilateral coordination mechanism and jointly carried out an operation in Myanmar's Myawaddy district to neutralize organized crime groups involved in gambling and fraud, resulting in the extradition of more than 5,500 criminal suspects to China, the ISS said.

Chinese and Laotian police conducted a joint operation to target telecom fraud rings in the Golden Triangle Special Economic Zone in Laos, arresting more than 600 suspects.

New Delhi, November 15 (Xinhua) — A powerful explosion rocked a police station in Indian-controlled Kashmir on Friday night, local police said.

The incident took place in Srinagar, the summer capital of the Indian-controlled part of Kashmir.

Moscow, November 15 (Xinhua) – At least seven people were killed and 15 more injured on Friday in a collision between a passenger bus and a truck in Russia's Perm Krai, TASS reported, citing regional emergency services.

The accident occurred at the 55th kilometer of the R-243 Kostroma-Sharya-Kirov-Perm road. The regional investigative department's press service reported that a minor was among the victims. "The injured are receiving qualified medical care. The exact number is being determined," the department stated.

Minsk, November 15 (Xinhua) — An additional, third unit will be built at the Belarusian Nuclear Power Plant. This decision was made on Friday following a meeting with Belarusian President Alexander Lukashenko, Deputy Prime Minister Viktor Karankevich announced.

"Following the meeting, a decision was made to develop the Ostrovets Nuclear Power Plant and implement the second phase—the construction of a third power unit. Concurrently, work will be conducted to survey sites in the Mogilev Region of Belarus. Beijing, November 14 (Xinhua) — Japan and its current leader have no right to make irresponsible statements regarding the Taiwan issue, let alone make threats or attempt to obstruct China's reunification, Chen Binhua, spokesperson for the Taiwan Affairs Office of the State Council, said on Friday.

Reaffirming that Taiwan is China's sacred territory, the Taiwan question is China's internal affair, and its resolution and the achievement of China's complete reunification are the common aspirations of more than 1.4 billion Chinese people, Chen Binhua emphasized that the resolution of this issue is the sole prerogative of the Chinese people and does not allow the interference of any external forces.

Earlier, Japanese Prime Minister Sanae Takaichi stated that "mainland China's use of force on Taiwan" could constitute a "survival-threatening situation" for Japan.
