BEIJING, Nov. 18 (Xinhua) — China's Ministry of Commerce on Tuesday said the United States' recent revision of its patent rules discriminatoryly restricts the legal rights of Chinese companies.

This statement was made in response to a media inquiry about a memorandum issued by the United States Patent and Trademark Office. According to the memorandum, the transparency rules surrounding patent invalidation applications are being amended, primarily with regard to the review of applications filed by foreign-owned entities.

According to a Ministry of Commerce official, this step, taken in the interests of so-called national security, violates the United States' international obligations to protect intellectual property and amounts to discriminatory restrictions on the legitimate rights of Chinese enterprises.

He added that Chinese authorities will closely monitor the development of the situation and take all necessary measures to resolutely protect the legitimate rights and interests of domestic companies. –0–

BEIJING, November 18 (Xinhua) — Chinese Foreign Minister Wang Yi met in Beijing on Tuesday with Arab League Secretary-General Ahmed Abu Al-Gheit, who arrived in China to attend the China-Arab Dialogue of Civilizations.

Wang Yi, also a member of the Politburo of the CPC Central Committee, congratulated the Arab League on its 80th anniversary and praised the organization's commitment to strengthening the unity and self-sufficiency of Arab countries and promoting peace and stability in the Middle East. He emphasized the unique and important role of the Arab League in regional and international affairs, wishing the organization continued and even greater progress in the future.

According to the Chinese diplomat, under the strategic leadership of Chinese President Xi Jinping and Arab leaders, China-Arab relations are rapidly developing and have entered their best period ever. He emphasized that China is the Arab countries' most reliable partner and firmly supports Arab states in eliminating external interference and pursuing a development path suited to their national conditions, enhancing their strategic autonomy to control their future, and strengthening unity and self-reliance to jointly safeguard regional peace and stability.

As Wang Yi emphasized, China never interferes in the internal affairs of other countries or engages in geopolitical rivalry. He emphasized that the goal of Chinese-Arab cooperation is to achieve common development and prosperity, as well as to promote the modernization of all countries.

The Chinese Foreign Minister noted that 2026 will mark the 70th anniversary of the establishment of diplomatic relations between China and Arab countries, and that the second China-Arab States Summit is scheduled to be held in China, marking another milestone in the history of China-Arab relations. China hopes to use this summit as an opportunity to strengthen strategic mutual trust, deepen mutually beneficial cooperation, and build a higher-level China-Arab community with a shared future, Wang Yi stated.

He stated that China highly values the Arab League's commitment to a just settlement of the Palestinian issue and always stands by the Arab countries. China, Wang Yi emphasized, will continue to uphold justice in the international arena, firmly support the restoration of Palestine's legitimate national rights, and unwaveringly promote the resumption and implementation of the Palestinian settlement process based on the "two-state solution" for two peoples.

A.A. Al-Gheit, for his part, noted that the Arab League attaches great importance to developing relations with China and supports the four global initiatives put forward by Chinese President Xi Jinping. He stated that the Arab League intends to work with China to prepare for the second China-Arab States Summit next year and to open up broader horizons for the development of relations between Arab countries and China.

According to A.A. Al-Gheit, the Arab League highly appreciates China's commitment to fairness and justice in the Palestinian issue and hopes that China will continue to play a constructive role in this regard. He added that the Arab League welcomes China's commitment to multilateralism and intends to strengthen cooperation with China in multilateral fora to jointly promote peace and stability worldwide.

The two sides also held an in-depth exchange of views on international and regional issues of mutual interest. –0–

Beijing, November 18 (Xinhua) — China will absolutely not allow a revival of Japanese militarism, will not allow anyone to challenge the post-war international order, and will not allow world peace and stability to be destroyed under any circumstances. This was stated by Chinese Foreign Ministry spokesperson Mao Ning on Tuesday.

Mao Ning made the announcement at a regular briefing, commenting on recent statements by several Japanese officials about plans to revise the rank system in the Japan Self-Defense Forces and restore some military ranks from the former Japanese army, such as the rank of "taisa" (colonel). According to media reports, such a move would disrupt the Self-Defense Forces' established practice of deemphasizing military matters and would reopen the still-healed wounds of countries that suffered under Japanese colonial rule and aggression.

As the official representative pointed out, given Japan's history of colonial rule and aggression, its military and security policies invariably draw close attention from neighboring Asian countries and the entire international community. The Potsdam Declaration clearly states that Japan is "prohibited from re-arming," Mao Ning recalled, adding that the Japanese Constitution enshrines the principles of pacifism and a purely defensive policy.

"However, it is alarming that in recent years Japan has significantly revised its security and defense policies, increasing its defense budget year after year, easing restrictions on arms exports, seeking to develop offensive weapons, and planning to abandon the three non-nuclear principles," the official representative emphasized.

She drew attention to the fact that far-right forces in Japan are trying by all means to go beyond the pacifist constitution and are moving towards increasing military power.

According to Mao Ning, the war of conquest unleashed by Japanese militarists inflicted profound suffering on Asia and the entire world. Forgetting the war will inevitably lead to catastrophe, and militaristic sentiments will lead to ruin. The lessons of history must not be forgotten, distorted, or erased, the Chinese diplomat concluded.

Moscow, November 18 (Xinhua) — An exhibition of selected photographs by the winners of the 11th Andrei Stenin International Photojournalism Competition will open in Moscow on November 19. This was announced at the awards ceremony for the winners on Tuesday.

In 2025, approximately 600 photographers submitted over 2,000 works to the competition. The photo exhibition, which runs until December 1, is jointly organized by the Russian State Historical Museum and the international media group Rossiya Segodnya. The exhibition features over 30 photographs by young photographers from 15 countries. The photographs were awarded prizes in the competition's five main categories: "Main News," "Sports," "My Planet," "Portrait. A Hero of Our Time," and "View from Above."

Dmitry Kiselev, CEO of the Rossiya Segodnya media group, noted at the awards ceremony: "The quality of the photographs improves every year. This competition itself has a formative effect and serves as a benchmark against which people compare their work, benchmark it against previous winners, and begin to see the world from the perspective we offer and which we encourage with our awards."

D. Kiselev emphasized that the works presented at the exhibition are extremely poignant, capturing traumas and joys in diverse locations around the world. "These photographs capture a vast range of emotional, intellectual, and aesthetic life," he said.

The best single entry in the "My Planet" category was "Fruit Trees Under Tents" by Zhu Mengdan from China. The photograph depicts the lives of farmers in Guangdong Province who erect tents over plum trees to protect them from extreme weather conditions.

The competition was established in memory of Andrei Stenin, a photojournalist for the Rossiya Segodnya media group who died in August 2014 while on duty. The competition's goal is to support young photographers and draw public attention to the challenges of modern photojournalism.
