Moscow, December 3 (Xinhua) – China and Russia agreed on Tuesday to fully implement the important consensus on strategic security reached by the two heads of state and enhance bilateral strategic coordination. The agreement was reached at a meeting between Wang Yi, a member of the Politburo of the Communist Party of China Central Committee and head of the Office of the Foreign Affairs Commission of the Communist Party of China Central Committee, and Sergei Shoigu, Secretary of the Russian Security Council.

They co-chaired the 20th round of China-Russia Strategic Security Consultations, during which Beijing and Moscow comprehensively and in-depth discussed major issues affecting the strategic security interests of both countries, reached new consensus, and strengthened strategic mutual trust.

Wang Yi noted that Chinese-Russian relations have reached a high level of development this year. In particular, Chinese President Xi Jinping and Russian President Vladimir Putin met twice: once in Moscow and once in Beijing, setting the direction for the sustainable development of bilateral relations in a complex and changing environment, he said.

Next year marks the 30th anniversary of the establishment of the Sino-Russian strategic partnership of cooperation and cooperation, and the 25th anniversary of the signing of the Sino-Russian Treaty of Good-Neighborliness, Friendship and Cooperation, which is an important milestone in the development of interstate relations in the new era, Wang Yi said.

He said the two sides should strengthen strategic mutual trust, deepen good-neighborliness and friendship, and expand mutually beneficial cooperation to promote their economic development and national recovery, jointly counter emerging threats and challenges, and better safeguard global justice, peace, and stability.

Wang Yi noted that the mechanism of China-Russia strategic security consultations is an important channel for in-depth communication between the two countries on major issues of international security and strategic stability, as well as an important platform for strategic coordination to protect the fundamental interests of both sides.

Wang Yi called on both sides to continue to make full use of this mechanism, strengthen strategic communication and coordination, and jointly respond to external challenges.

S. Shoigu stated that Russia and China need to strengthen strategic coordination amid complex changes in the international geopolitical situation and growing global security challenges.

According to him, Russian-Chinese strategic coordination is at an unprecedented level, which corresponds to the national interests of both countries and contributes to ensuring regional and global peace.

He emphasized that Russia consistently adheres to the one-China principle and resolutely supports China's positions on issues related to Taiwan, Xinjiang, Xinjiang, and Hong Kong. Russia is ready to work with China to implement the agreements reached between the two heads of state, intensify bilateral cooperation, and promote the formation of a more just and rational multipolar world, Shoigu stated.

The parties discussed issues related to Japan and reached a high level of agreement. They reaffirmed their resolve to firmly defend the results of World War II, oppose any attempts to whitewash colonial aggression, and suppress any attempts to revive fascism or Japanese militarism. The parties emphasized that China and Russia, as major powers and permanent members of the UN Security Council, will share responsibility for upholding international peace and security, as well as historical truth and international justice.

Moscow and Beijing held an in-depth exchange of views on the Ukrainian crisis. Sergei Shoigu outlined Russia's position and expressed gratitude for China's efforts to support peace. He stated that Russia has the capabilities and determination to achieve its strategic goals and address the root causes of the crisis.

Wang Yi outlined China's consistent position, stating that Beijing supports all efforts to achieve peace, advocates for a comprehensive and lasting peace agreement, and will continue strategic communication with the Russian side on this issue.

The parties also discussed and coordinated their positions on other international and regional issues of mutual interest. –0–

Beijing, December 3 (Xinhua) — The founding conference of the "Alliance of Special Education Schools of China and Russia" was recently held at Suihua Institute in Heilongjiang Province, northeast China.

The website eol.cn reports that Wang Shaosong, Director of the International Cooperation and Exchange Department of the Heilongjiang Provincial Department of Education, noted at the inaugural conference that the establishment of the special education alliance was another important achievement in building alliances between similar universities in China and Russia and in cooperation in special education between the two countries. This has created a key platform for resource exchange, joint training of personnel, and the mutual use of achievements in special education.

Wang Shaosong emphasized that Heilongjiang, as a key province cooperating with Russia, always attaches great importance to educational exchanges with the Russian side. Higher education institutions in the province have already established 14 alliances of similar universities between China and Russia, forming the largest provincial cluster of similar university alliances between the two countries in the country. This allows for the continuous strengthening and development of this largest provincial cluster of Chinese-Russian university alliances.

Liu Feng, Party Secretary of the Suihua Institute, stated that the establishment of the "China-Russia Alliance of Special Education Schools" opens a new chapter in international exchanges in special education. He expressed hope that, through joint educational research, academic discussions, and mutual visits between specialists, high-quality resources will become accessible to more people with special needs in collaboration with other alliance members.

Following the conference, the first meeting of the council of the “Alliance of Special Educational Schools of China and Russia” was held, at which the lists of the chairman, vice-chairmen and permanent members of the council were approved, and the charter of the alliance was adopted. -0-

KUALA LUMPUR, December 3 (Xinhua) — The search for Malaysia Airlines flight MH370 will resume on December 30, the Malaysian Transport Ministry announced on Wednesday.

Ocean Infinity will resume its seabed search operations, which will last 55 days, the agency said in a statement.

“The search will be conducted in the target area where the likelihood of finding the aircraft is assessed as the highest, in accordance with the service agreement that the Malaysian government and Ocean Infinity entered into on March 25, 2025,” the Ministry of Transport noted.

The Malaysian government remains committed to bringing this case to an end for the sake of the missing persons' families, the department stressed.

The disappearance of flight MH370 was a tragic incident that occurred on March 8, 2014. The Boeing 777, en route from Kuala Lumpur to Beijing, went missing. There were 239 passengers and crew on board.

URUMQI, Dec. 3 (Xinhua) — The number of China-Europe and China-Central Asia train departures through the Horgos railway port in northwest China's Xinjiang Uygur Autonomous Region since the beginning of 2025 has exceeded 9,000.

This figure was reached after the departure on Tuesday of the China-Europe freight train from the Khorgos checkpoint to the Polish station of Malaszewicze, loaded with clothing, toys, electromechanical products, auto parts, and other goods.

On November 23, the number of China-Europe/Central Asia trains passing through the Khorgos railway checkpoint since the beginning of 2025 reached 8,742 units. This brings the total number of departures of such trains this year to the figure for the whole of 2024, 38 days earlier.

As a reminder, in May of this year, reform measures were launched at the Khorgos checkpoint aimed at introducing a smart railway checkpoint and speeding up customs clearance. As a result, the time it takes for imported goods to pass through the checkpoint was reduced from 2-3 days to less than 16 hours.

Currently, trains operate through the Khorgos railway checkpoint on 90 routes, covering 46 cities and regions in 18 countries. More than 50,000 China-Europe and China-Central Asia freight trains have passed through this border crossing.

Moscow, December 3 (Xinhua) — The International Thermonuclear Experimental Reactor (ITER) project is a shining example of successful international cooperation that accelerates the development of science and technology, Anatoly Krasilnikov, director of the ITER Project Center (an organization of the Rosatom state corporation), told Xinhua on Tuesday.

"ITER is a wonderful example of how cooperation drives science and technology. When we started ITER, we had certain figures for the critical current density that could flow through ITER's superconducting wires. As the project progressed, this figure increased significantly. Through information exchange and optimization, through joint efforts and ideas, we reached a fundamentally new level of parameters for the current-carrying capacity of the superconductors we were developing," said A. Krasilnikov.

He praised the achievements of Chinese scientists, who managed to continuously confine high-temperature plasma in China's EAST tokamak for 1,066 seconds. "We managed to achieve such a long discharge duration at a very high electron temperature. This is a very significant achievement by Chinese scientists," said A. Krasilnikov.

According to him, the project for a new Chinese superconducting tokamak – a facility for magnetic plasma confinement – which is being built in the city of Hefei, “in two years will be the largest thermonuclear experiment in the world,” and the Institute of Plasma Physics of the Chinese Academy of Sciences (CAS) “will become a world center for thermonuclear research.”

The Director of the ITER Project Center noted that collaboration between Russian and Chinese scientists in the field of thermonuclear fusion is developing very fruitfully. The Institute of Plasma Physics of the Chinese Academy of Sciences, located in Hefei, has already signed several bilateral cooperation agreements with leading Russian research centers, and he hopes that agreements will soon be signed between the Chinese Ministry of Science and Technology, the Chinese Academy of Sciences, and the state corporation Rosatom. –0–

RAMALLAH, Dec. 3 (Xinhua) — Israeli forces killed two Palestinians in separate incidents in the West Bank on Tuesday, Palestinian officials said, while the Israeli military said it was responding to a car crash and a stabbing that left a total of three soldiers lightly wounded.

The Palestinian Health Ministry reported that 17-year-old Muhannad Tariq Mohammad Al-Zghir was shot dead in Hebron, and his body was recovered by Israeli forces. Palestinian security officials said the shooting occurred when Israeli forces closed the northern checkpoints during a raid after an Israeli soldier was shot down at a nearby military checkpoint.

The Israeli military said one of its soldiers was lightly wounded in a car crash near Hebron and the driver was killed when troops tried to arrest him.

In a separate incident near the village of Umm Safa, north of Ramallah, the Palestinian Ministry of Health reported that Israeli forces shot and killed 18-year-old Mohammed Ruslan Mahmoud Asmar after a knife attack. Palestinian officials said his body was also seized and that Red Crescent medics were prevented from reaching it.

Palestinian sources reported that troops closed all northern entrances to Ramallah, restricting movement in the area. The Israeli military reported that two soldiers were slightly wounded in a knife attack near the settlement of Ateret after the attacker pulled a knife during interrogation. Ateret is an Israeli communal settlement in the West Bank, built on land confiscated from several Palestinian villages, including Umm Safa.

Separately, Tubas Governor Ahmad Al-Asaad stated that Israeli forces were continuing a large-scale operation in Tubas and the nearby city of Aqaba, leaving the area in a state of "complete lockdown" for a second day. He said dozens of homes had been raided, some of which had been converted into military positions, and described the situation as tense.

Washington, Dec. 2 (Xinhua) — U.S. President Donald Trump said at a White House cabinet meeting on Tuesday that his administration will launch ground strikes against drug traffickers in the Caribbean "very soon."

"We're going to start carrying out these strikes on land. It's much easier, and we know the routes they're using," Trump said at the meeting. "We're going to begin [the operation] very soon," he added.

In his Thanksgiving Day address to the U.S. military on Thursday evening, President Trump thanked the Air Force's 7th Bomb Wing for its work "deterring Venezuelan drug traffickers," declaring that "about 85 percent of them have been stopped by sea… and we're going to start stopping them on land."

“Besides, it’s easier on land, and it all starts very soon,” said D. Trump from his estate in Mar-a-Lago.

Since September 2, the Pentagon has struck at least 21 ships suspected of carrying drugs in the Caribbean and eastern Pacific, killing at least 83 people on board.

In recent months, Washington has deployed about a dozen warships, including the large aircraft carrier USS Gerald R. Ford, and approximately 15,000 troops to the Caribbean Sea, which borders a significant portion of Venezuela's coastline. Such a large-scale US military presence in the region has not been seen in at least 30 years.

Critics, including several lawmakers at the U.S. Capitol, have for months questioned whether the war on drugs is truly the U.S.'s sole motivation, as well as the legality of U.S. military strikes in the Caribbean.

Venezuelan President Nicolás Maduro denies any involvement in drug trafficking and accuses the United States of "fabricating" a pretext to force regime change in his country. –0–

Harbin, December 3 (Xinhua) — At 7:30 a.m. on December 2, Li Penglin, a resident of Suifenhe City, Heilongjiang Province, became the first Chinese passenger to travel to Russia through the Suifenhe checkpoint under the visa-free policy.

Li Penglin, a regular passport holder, completed the biometric information verification and intelligent security screening procedures, completing all exit procedures from China in just 1 minute 40 seconds.

Li Penglin said that Russia's visa-free policy for Chinese citizens has finally been implemented, and now, with just a passport, one can travel to Russia.

Guo Weihua, an officer at the Suifenhe border checkpoint, said that in order to effectively respond to the potential influx of passengers, the Suifenhe checkpoint has increased the number of police officers and made every effort to ensure smooth customs clearance.

On December 1, Russian President Vladimir Putin signed a decree allowing Chinese citizens to enter Russia visa-free for tourism and business trips of up to 30 days, based on the principle of reciprocity, until September 14, 2026.
