BEIJING, Dec. 9 (Xinhua) — From January to October 2025, the total number of freight train departures from Xi'an, capital of Northwest China's Shaanxi Province, on China-Europe international freight train routes reached 5,063, an increase of 16.3 percent year-on-year, the Chinese newspaper Economic Daily reported, citing local government data.

This figure exceeded the 5,000 mark for the first time in the first 10 months of the year, reaching a new high in recent years.

The rapid growth rate of this indicator is driven by improved efficiency in China-Europe freight train services. The Xi'an branch of China State Railway Corporation (CSRC) continues to expand its transportation network and create an integrated system of freight channels.

"We have optimized the process, increased the efficiency of issuing orders for China-Europe trains by 52.9 percent, and reduced costs for return trips by 20 percent," said Li Shiguang, station manager of Xi'an International Port, which is affiliated with the Xi'an branch of the Chinese Railway Corporation.

"Steel camels" loaded with goods ply the international China-Europe rail freight routes, delivering "Made in China" brand products to Asian and European countries, as well as delivering high-quality foreign goods to China on the return journey.

BYD, Geely, and other automakers with branches in Shaanxi Province are actively using China-Europe freight trains to export commercial vehicles to foreign countries. According to statistics, 112,000 vehicles were exported from Xi'an on such trains in the first half of 2025. -0-

Beijing, December 9 (Xinhua) — A truck with a TIR logo, loaded with goods worth 2.2 million yuan, recently passed through the Manzhouli Port of Entry and Exit (TIR) in North China's Inner Mongolia Autonomous Region on the China-Russia border. This is the 2,000th truck inspected and released by Manzhouli customs officials under the TIR system since the beginning of this year, according to a statement posted on the official website of the General Administration of Customs.

According to customs statistics, Manzhouli Customs handled a total of 1,968 trucks under the TIR system in the first 11 months of 2025, a 2.76-fold increase compared to the same period in 2024. The total value of goods transported was 2.566 billion yuan, a 5.41-fold increase year-on-year.

TIR is an international system that simplifies the transport of goods between countries. Under this system, cargo is sealed at the starting point of the route and inspected only upon arrival at the destination. At intermediate border crossings, border crossing officers merely verify the TIR carnet data and the customs stamp on the vehicle. This reduces transit time and mitigates potential risks associated with administrative customs procedures and cargo damage. China joined the TIR Convention in July 2016.

"As China's trade with countries participating in the Belt and Road Initiative (BRI) grows, the Manzhouli automobile border crossing has become an important logistics hub. We will continue to implement new initiatives in the area of supervision and control services aimed at facilitating the improvement of the quality of TIR shipments, expanding their routes, and increasing the volume of related shipments," said Ren Yanqiang, a customs official at Manzhouli. -0-

BEIJING, Dec. 9 (Xinhua) — China's pilot free trade zones (FTZs) have achieved significant results in institutional innovation during the 14th Five-Year Plan period (2021-2025), according to the latest data from the Ministry of Commerce.

The 22 pilot FTZs established in various parts of China as a strategic step in promoting reform and opening up to the outside world have produced nearly 200 achievements in institutional innovation over a five-year period.

With the government actively encouraging bold exploration based on the specific conditions of different regions, the Zhejiang Pilot FTZ, for example, focused primarily on innovation in the commodity sector, while the FTZs in Jiangsu and Shandong provinces focused on innovation across the entire production chain of biopharmaceuticals and the marine economy, respectively.

Another example is the expansion of high-level openness through the creation of a high-standard network of pilot FTZs, primarily the Shanghai FTZ and the Hainan Free Trade Port. Efforts were aimed at aligning them with high-level international trade and economic rules, including the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) and the Digital Economy Partnership Agreement (DEPA).

The introduction of a set of pilot measures covering key areas such as trade, investment, intellectual property rights, public procurement and environmental protection has enabled these FTZs to gain advanced experience and develop typical practices, and their replication on a larger scale will help open up new horizons for economic growth.

Data from the Ministry of Commerce show that in 2024, the share of pilot FTZs in China's foreign trade sector and in the sector of foreign investment attracted to the country reached 19.6 and 24.3 percent, respectively.

During the 15th Five-Year Plan period (2026-2030), China intends to implement a strategy to modernize its pilot free trade zones. Chinese Minister of Commerce Wang Wentao stated that the Ministry of Commerce will work with other relevant agencies and local governments to further enhance institutional openness, the effectiveness of systemic reform initiatives, and the quality of an open economy.

Beijing, December 9 (Xinhua) — A court recently ruled on compensation claims filed by relatives of some of the passengers missing on Malaysia Airlines flight MH370, the Beijing Higher People's Court said in a statement released Monday.

The eight cases in which the above-mentioned ruling has been issued so far concern eight passengers on that flight. On December 5, the Chaoyang District People's Court in Beijing ordered the defendants to pay compensation to the plaintiffs in accordance with the Montreal Convention and relevant Chinese laws.

The payout for each case, which is over 2.9 million yuan (approximately 410,000 US dollars), includes compensation for the death of a passenger relative, funeral expenses, compensation for moral damages, as well as other losses and related expenses.

On March 8, 2014, flight MH370 from Kuala Lumpur to Beijing disappeared without a trace. There were 239 people on board. Since 2016, family members of the 75 missing passengers have filed 78 lawsuits against Malaysia Airlines and other defendants, seeking compensation and the creation of a search-and-rescue fund, among other claims, the court said. -0-

Wang Yi: Supporting Taiwan independence aspirations violates China's constitution and international law

BEIJING, Dec. 8 (Xinhua) — Attempts to achieve "Taiwan independence" are a split in China's territory, and supporting the aspirations for "Taiwan independence" is interference in China's internal affairs, which is a violation of both the country's constitution and international law, Chinese Foreign Minister Wang Yi said in Beijing on Monday.

Wang Yi, also a member of the Politburo of the CPC Central Committee, made the statement during talks with German Foreign Minister Johann Wadephul, during which the head of the Chinese foreign ministry discussed in detail both the historical realities and the legal basis of the Taiwan question.

Taiwan has been part of China since ancient times, Wang Yi emphasized.

The Cairo Declaration, adopted in December 1943, clearly stated that all territories illegally seized from China by Japan, such as Taiwan, should be returned to China.

Article 8 of the Potsdam Declaration, signed by China, the United States, Great Britain and the later Soviet Union in 1945, provided that the provisions of the Cairo Declaration were to be implemented.

On August 15, 1945, Japan surrendered unconditionally, and the Japanese Emperor pledged to faithfully abide by the provisions of the Potsdam Declaration. On October 25, 1945, the Chinese government declared its resumption of sovereignty over Taiwan, and a ceremony was held at Taipei's Zhongshan Hall to accept the surrender of Japanese forces in Taiwan Province, part of the Allied Powers' China theater of operations.

In 1949, the People's Republic of China (PRC) became the legal successor to the Republic of China, and the Central People's Government became the sole legitimate government of all of China. As a natural consequence, the PRC government must exercise sovereignty over its entire territory, including Taiwan.

At the 26th session of the United Nations General Assembly, held in October 1971, Resolution 2758 was adopted, which decreed the restoration of all rights of the People's Republic of China in the UN and the immediate removal of the "representatives" of the Taiwan administration from the organization. The official legal opinion of the UN confirms that Taiwan is a province of China.

The 1972 Sino-Japanese Joint Statement states that "The Government of Japan recognizes the Government of the People's Republic of China as the sole legitimate government of China. Furthermore, it fully understands and respects the position of the Government of the People's Republic of China that Taiwan is an inalienable part of China, and undertakes to firmly adhere to this position in accordance with Article 8 of the Potsdam Declaration."

The 1978 China-Japan Treaty of Peace and Friendship affirms that all principles set out in the Sino-Japanese Joint Statement shall be strictly observed.

According to Wang Yi, the above series of indisputable facts fully proves that Taiwan is Chinese territory both politically and legally, and the island's status has already been “confirmed seven times.”

Japan's current leader recently recklessly declared that Japan would have the right to use military force if a conflict broke out in Taiwan, Wang Yi stated. He argued that this seriously violated China's sovereignty and territorial integrity, flagrantly contradicted Japan's commitments to China, directly called into question the outcome of victory in World War II and the post-war international order, and created serious risks to peace in Asia and around the world.

Noting that this year marks the 80th anniversary of the victory in the Chinese People's War of Resistance Against Japanese Aggression, Wang Yi stressed that Japan, as a losing country, should conduct deep self-reflection and be careful in speech and prudent in actions.

"However, now its current leader is attempting to exploit the Taiwan issue—the very territory Japan colonized for half a century, committing countless crimes against the Chinese people—to provoke conflict and threaten China with military force. This is completely unacceptable," he emphasized.

In summary, Wang Yi stated that the Chinese, along with all peace-loving peoples of the world, bear the responsibility for upholding the purposes and principles of the UN Charter and are obliged to prevent the re-militarization of Japan and attempts to revive its militaristic ambitions. -0-

BEIJING, Dec. 9 (Xinhua) — From 2021 to date, 856,000 tons of fruits and vegetables, worth 1.75 billion yuan (about 247 million U.S. dollars), have been exported from China to Mongolia through the Ereenhot Port of North China's Inner Mongolia Autonomous Region, according to a statement posted on the official website of the Ereenhot City Hall.

During the specified period of time, more than 20 types of vegetables, such as cabbage and bell peppers, as well as over 10 types of fruits, including apples and bananas, were delivered to the Mongolian market through the Ereen Hot road checkpoint.

Ereenhot is the largest land border crossing between China and Mongolia. Its unique geographical advantages have made it an important hub for fruit and vegetable shipments from China to Mongolia. Fruits and vegetables exported through it meet 80 percent of Mongolia's needs for these products.

Prospects for the 15th Five-Year Plan: What will China's rural areas be like in the future?

The Proposals of the CPC Central Committee for the 15th Five-Year Program for National Economic and Social Development defined the main goals of "accelerating the modernization of agriculture and rural areas and thoroughly promoting the comprehensive development of rural areas," and also clearly outlined the future direction of development to "create the basic conditions for modern life in rural areas."

Modernization of agriculture and rural areas is key to achieving high-quality modernization in China as a whole. Aimed at narrowing the urban-rural gap, the series of pragmatic measures outlined in the Proposals outline a new vision of "creating the basic conditions for modern life in rural areas."

Replenishment of deficiencies and sustainable improvement of the living environment in rural areas.

The Proposals propose to “continue to improve the living environment in rural areas, in the spirit of ‘hammering nails’ (i.e., making tireless efforts) to carry out tasks on the reconstruction of rural toilet infrastructure, cleaning villages from the garbage surrounding them, etc.”

At present, the penetration rate of hygienic toilet infrastructure in rural China has reached approximately 76%, the proportion of administrative villages where household waste is collected, transported and processed has consistently exceeded 90%, and the rate of rural domestic wastewater treatment has exceeded 45%, and, overall, the rural environment has become clean and tidy.

Improving the living environment in rural areas is a key task aimed at comprehensively reviving the village and satisfying the internal and inherent needs of the broad peasant masses for a better life.

Mountains are becoming greener, water is cleaner, and villages are more beautiful. Over the next five years, the transition of rural environments from "standard" to "high-quality" will become a key factor in the sustainable improvement of rural living conditions. Rational use of resources and improvement of rural living environments tailored to local conditions, as well as improved production, living, and environmental conditions in villages, are making the countryside increasingly attractive, improving living conditions, and beautiful new picturesque landscapes are unfolding everywhere in the vast expanses of villages.

Comprehensive improvement and creation of high-quality living space in the village.

In the section of the Proposals entitled “Promoting the Construction of Beautiful Villages Conducive to Living and Working,” it was clearly stated that when constructing a village, it is necessary to “create high-quality living space in the village.”

Delivering prepared meals to villages is gradually becoming a trend, and the installation of charging stations for new energy vehicles in rural areas is accelerating. During the 14th Five-Year Plan, various regions carefully studied and applied the experience of the "One Thousand Model Villages, Ten Thousand Improved Villages" program, actively promoting rural development. Currently, the total length of rural roads has exceeded 4.64 million km, 5G network coverage in administrative villages has exceeded 90%, comprehensive county-level medical associations have been established in 2,199 counties (cities, districts), and over 95% of rural medical centers are included in the medical insurance system. Thus, life in villages is improving.

Village construction is linked to the well-being of hundreds of millions of farmers and the comprehensive progress of society. According to insiders, creating high-quality living spaces in the village means comprehensively improving the quality of life in rural areas through the modernization of local infrastructure and public services.

Currently, the gap between urban and rural areas mainly manifests itself in the field of rural infrastructure and public services, so unified and comprehensive planning, a systemic strategy and targeted measures are needed to gradually improve the level of rural infrastructure development and the convenience of public services.

On the one hand, it is necessary to promote the continuous provision of villages and households with water, electricity, roads, gas, and communications infrastructure, continually improving the development of rural infrastructure. At the same time, the need for long-term investment planning in rural development should be taken into account to avoid unnecessary expenditures due to duplication of investments.

On the other hand, it is necessary to progressively promote the equalization of basic public services in urban and rural areas, accelerating the expansion of rural public service coverage in education, healthcare, social security, and elderly and child care. At the same time, more convenient and targeted public services should be provided, taking into account the specific characteristics of rural life.

From individual points to entire districts: improving the mechanism for implementing rural construction taking into account local conditions.

The Proposals specifically define “improving the mechanism for implementing rural construction, taking into account specific local conditions” and propose “consistently advancing work on the comprehensive regulation of land throughout the county within the framework of classification and zoning in order to promote rural development.”

Researcher Ye Xingqing, former director of the Rural Economic Research Department at the State Council's Development Research Center, noted that to promote the construction of beautiful villages conducive to living and working, efforts must be made at all levels to consistently advance the process of categorizing and zoning territories. Zoning entails establishing collaborative development mechanisms among several villages with geographic proximity, kinship ties, and complementary resources, which will form integrated development units with unified planning, industry linkages, shared infrastructure, and coordinated management.

Consistent progress in organizing territories through classification and zoning is a key factor in moving from "localized development" to "common prosperity for the entire territory." District-by-district planning, environmental improvement, industrial development, and resource concentration will enhance the efficiency of rural development through interconnected, collaborative development, giving farmers the opportunity to live a modern and civilized life on their homeland.

As we approach the 15th Five-Year Plan period and focus on the important goal of "creating the basic conditions for modern life in rural areas," we must continue to strengthen the foundation, fill gaps, solve complex problems, and improve quality and efficiency, continually enhancing the sense of satisfaction, happiness, and security among the peasant masses, and strive to create new prospects for a beautiful countryside that is conducive to living and working.
