Moscow, December 10 (Xinhua) – Russian-Chinese relations serve as a significant stabilizing factor on the international stage, Russian Foreign Minister Sergey Lavrov stated during government hour in the Federation Council.

"Today, the diplomatic tandem between Moscow and Beijing is a significant factor in global strategic stability and the sustainability of the emerging multipolar world," Lavrov emphasized. The minister noted the "special significance" of Russian-Chinese relations as a comprehensive partnership and strategic interaction.

"It's hard to overestimate the value of trusting dialogue at the highest level—what our Chinese friends call leaders' diplomacy," the Russian Foreign Minister said. He recalled the mutual visits between Chinese President Xi Jinping and Russian President Vladimir Putin and noted the symbolism of the joint celebration of the 80th anniversary of the victory over German Nazism and Japanese militarism.

Sergey Lavrov also explained why the West has now declared China its main threat and competitor. According to him, China accepted the rules of globalization and began to refine its mechanisms for more effective participation in global processes. Ultimately, it outplayed those who invented this globalization—the Americans, first and foremost—by their rules, on their turf.

Moscow, December 10 (Xinhua) — Moscow and Washington have agreed to continue working to resolve the crisis in Ukraine. Russian Foreign Minister Sergey Lavrov announced this during government hour in the Federation Council.

"Discussions of the relevant proposals from the American side continued on December 2 during the visit to Moscow of US Presidential Special Envoy Steven Witkoff. An agreement was reached to continue this work," the Russian minister said.

Sergey Lavrov noted that Moscow appreciates US President Donald Trump's commitment to dialogue to resolve the conflict through diplomatic means. "The main thing is that there is a fundamental understanding that a sustainable settlement is impossible without eradicating the root causes of the crisis," the Russian Foreign Minister stated.

He also emphasized that European countries are artificially holding back the peace process. According to Lavrov, Europe is trying in every way to push the Ukrainian authorities to continue fighting "until the last Ukrainian."

BEIJING, Dec. 10 (Xinhua) — The International Monetary Fund (IMF) on Wednesday updated its forecast for China's economic growth by the end of 2025 to 5 percent year-on-year, up 0.2 percentage points from its previous forecast made in October.

The increase follows the completion of the IMF's Article IV consultation with China for 2025. According to the IMF statement, an IMF team led by China Mission Chief Sonali Jain-Chandra visited Beijing and Shanghai from December 1 to 10.

The IMF team held constructive discussions with senior government officials, the People's Bank of China, private sector representatives, and academics on economic developments, risks, and policy priorities.

"China's economy has demonstrated remarkable resilience despite multiple shocks in recent years," said Sonali Jain-Chandra, adding that the updated forecast partly reflects the recent macroeconomic stimulus package.

The team also raised its forecast for China's economic growth in 2026 to 4.5 percent, up 0.3 percentage points from its October estimate.

The IMF's bulletin noted China's recent steps to spur consumption-led growth, including accommodative fiscal policy, monetary easing, and targeted measures to support consumption and the real estate sector. It also stated that a more robust policy package would provide additional GDP growth for China.

China has set a target for GDP growth of around 5 percent in 2025. In the first three quarters of this year, China's economy grew at an annualized rate of 5.2 percent. -0-

BANGKOK, Dec. 10 (Xinhua) — Thailand's 1st Army Area Command said on Wednesday that its task force and air force carried out a joint air strike using an F-16 fighter jet on a Cambodian military base across the border from Ban Nong Chan in Sa Kaeo province.

As clashes between Thailand and Cambodia escalate, the Royal Thai Navy has mobilized its sea, land and air forces to protect border areas in Chanthaburi and Trat provinces, according to Thai media reports on Wednesday.

Reports indicate that naval patrol vessels have been deployed to the area for 24-hour patrols and surveillance, prepared for any escalation. The navy has also warned all Thai fishing vessels to avoid the maritime border with Cambodia and to immediately report any Cambodian warships they spot.

Thai Prime Minister Anutin Charnvirakul told local media in Bangkok on Wednesday that he had not contacted the Cambodian side and that the current moment was not suitable for negotiations.

Thai Foreign Minister Sikhasak Phuangketkeow told foreign media on Tuesday that the current situation is not suitable for third-party mediation and that Cambodia must take the lead in de-escalating tensions.

The border conflict between Cambodia and Thailand resumed on Sunday afternoon. Both sides accused the other of orchestrating the attack and confirmed casualties.

Bishkek, December 10 (Xinhua) — The Central Commission for Elections and Referenda (CEC) of Kyrgyzstan adopted a resolution on the results of the early elections of deputies of the Zhogorku Kenesh (parliament) held on November 30, 2025. This was reported on the CEC's official website on Wednesday.

According to the resolution, the Central Election Commission recognized the elections as valid in 30 multi-member constituencies. Based on the voting results, 87 candidates were elected to parliament in 29 constituencies. The election results in the 13th multi-member constituency were declared invalid due to violations of electoral law.

In the aforementioned early elections, 4,294,243 Kyrgyz citizens were included on the voter list. Of the total number of voters, 1,584,446 took part in the vote, representing 36.90 percent of the total.

To ensure voting, the Central Election Commission opened 2,492 polling stations across the country, 27 stations for remote voting, and 100 polling stations outside of Kyrgyzstan.

According to data previously published by the Central Election Commission, 460 candidates participated in the early parliamentary elections. Thirty multi-member constituencies were established for the parliamentary elections, with three deputies elected in each constituency using the majoritarian system. In each constituency, no more than two of the three seats may be held by members of the same gender. At least 30 parliamentary seats are held by members of the same gender.

As a reminder, on September 25, members of the Kyrgyz Parliament voted to dissolve themselves. The proposal was put forward by an initiative group of 32 members. As explained, there is a short period of time between two important political events—the presidential and parliamentary elections—so, in order to strengthen the political system and stability in the country, the initiative group proposed that parliament voluntarily resign.

On September 30, Kyrgyz President Sadyr Japarov signed a decree scheduling early parliamentary elections for November 30, 2025.

The Zhogorku Kenesh (Federal Assembly) is Kyrgyzstan's unicameral parliament, consisting of 90 members elected for five-year terms. According to the initial schedule, new parliamentary elections were scheduled for November 2026, but presidential elections are now scheduled for just two months later, in January 2027.
