BEIJING, Oct. 31 (Xinhua) — China's manufacturing purchasing managers' index (PMI) stood at 49.0 in October, down 0.8 percentage points from September, data from the National Bureau of Statistics showed Friday.

Let us remember that a PMI index above 50 indicates expansion of the manufacturing sector, while one below 50 indicates contraction.

"In October, manufacturing activity slowed compared to the previous month, driven by both the premature release of demand ahead of the National Day holiday and the worsening international situation," said the agency's chief statistician, Ho Lihui.

From October 1st to 8th, China celebrated the National Day of the People's Republic of China, an eight-day holiday that coincided with the Mid-Autumn Festival (Zhongqiujie or Moon Festival).

The production sub-index fell by 2.2 percentage points month-on-month to 49.7, indicating a slowdown in industrial production.

The new orders sub-index was 48.8, which is 0.9 percentage points lower than the figure recorded last month.

The supplier delivery lead time sub-index fell 0.8 percentage points to 50, indicating that lead times for raw material suppliers in the manufacturing sector were little changed from the previous month. -0-

On October 28, the XR Future Cinema, co-created with the Inner Mongolia Film Group, held its grand opening near Gate 5 in the T2 concourse at Ejen Horo Airport. As the airport's first cinema specializing in "extended reality (XR) technology," it not only offers a new solution for fragmented passenger waiting times but also injects new energy into the airport's commercial services with its high-tech immersive experiences.

Ejen Horo Airport is a key transportation hub for Ordos City. Thanks to the region's rapid economic development and continued expansion of its international opening, passenger traffic continues to grow steadily. As part of the Inner Mongolia Autonomous Region's "Culture, Tourism, and Aviation" integrated development strategy, to further enhance the airport's comprehensive competitiveness and meet the growing and diverse needs of passengers, the Inner Mongolia Film Group and Xi'an Daqian Miijing Technology Co., Ltd., together with the Ordos Airport Management Group, have deeply integrated filmmaking, cutting-edge XR technology, and Chinese cultural treasures, creating an innovative platform combining cultural exhibitions and interactive experiences.

The opening of the XR Future Cinema at the airport has created a new paradigm for innovation in commercial services at Ejen Horo Airport. By deeply integrating cutting-edge XR technologies into the airport's waiting environment, it effectively addresses passenger concerns about long wait times and limited leisure options. On its first day of operation, the cinema received widespread approval from travelers. With ongoing content updates and improved service, the cinema has the potential to become a popular destination at Ejen Horo Airport, making a significant contribution to improving the overall quality of airport services and passenger satisfaction.

Ürümqi, Oct. 31 (Xinhua) — The China-Central and South Asia Rule of Law Forum 2025 kicked off in Kashi, northwest China's Xinjiang Uygur Autonomous Region, on October 30. Officials from legal agencies, legal experts, scholars, and practicing lawyers from China and Central and South Asian countries are attending the event.

During the forum, participants held in-depth discussions on the topic of “Deepening Legal Cooperation to Support High-Quality Joint Construction of the Belt and Road” and signed seven cooperation agreements.

In his speech, Wang Hongxiang, Vice President of the China Society of Law, emphasized that legal support plays a key role in the joint construction of the Belt and Road Initiative. He called on China and the countries of Central and South Asia to view legal consensus as the foundation, legal norms as the driving force, and legal cooperation as a bridge, continually providing strong legal impetus to promote the high-quality development of the Belt and Road Initiative.

Forum participants believe that legal development is a key pillar in advancing the high-quality development of the Belt and Road Initiative. In the current context, with growing global uncertainty and deepening economic interdependence, establishing a robust cross-border legal framework is particularly urgent.

In recent years, China, drawing on Xinjiang's unique geographical advantages, has steadily deepened legal exchanges and cooperation with Central Asian states, achieving a number of practical achievements. The Urumqi Statement of the Meeting of Supreme Court Chief Justices of China and Central Asian Countries was published, and the Kashgar branch of the Shenzhen International Arbitration Center was officially established. Three representative offices in Khorgos, Alashankou, and Tacheng also began operations this year. The establishment of the China-Central Asia Legal Education Alliance was recently announced, giving new impetus to legal cooperation between the two sides.

The forum was organized by the Xinjiang Uygur Autonomous Region Law Society, the Guangdong Provincial Law Society, and the China Center for Academic Exchange in Law. -0-

VIENNA, Oct. 31 (Xinhua) — Any explosive nuclear weapons test by any state damages and destabilizes global non-proliferation efforts and international peace and security, Robert Floyd, executive secretary of the Comprehensive Nuclear-Test-Ban Treaty Organization (CTBTO), said on Thursday.

“I am aware of recent public statements that draw attention to ongoing concerns about nuclear weapons testing,” the statement said.

R. Floyd said he sees the current situation as an opportunity for world leaders to work toward ratifying the Comprehensive Nuclear-Test-Ban Treaty (CTBT) and creating a world free of nuclear weapons testing.

According to him, the organization's monitoring system is ready to detect tests and provide data to states that have signed the CTBT.

The Comprehensive Nuclear-Test-Ban Treaty has not yet entered into force because it has not been ratified by all 44 states listed in Annex 2. Ratification by nine states is required.

CHANGCHUN, Oct. 31 (Xinhua) — On Thursday, October 30, FAW-Volkswagen, a joint venture between China's FAW Group and Germany's Volkswagen, rolled off the production line at its 30-millionth vehicle in Changchun, northeast China's Jilin Province. FAW-Volkswagen became the first automaker in China to reach the 30-million-unit mark in passenger car production and sales.

The 30 millionth FAW-Volkswagen vehicle, an Audi A5L sedan, was unveiled Thursday evening at a ceremony to mark the occasion.

In his speech, Fu Bingfeng, Executive Vice President and Secretary-General of the China Association of Automobile Manufacturers (CAA), noted that FAW-Volkswagen's growth trajectory is highly consistent with the rise of the Chinese automobile industry, demonstrating that the path to industrial progress lies through openness and cooperation.

The production of FAW-Volkswagen's 30 millionth vehicle clearly demonstrates the vitality of the country's openness to the outside world, as well as China's unique advantages as a super-sized market, agreed FAW Group Chairman Qiu Xiandong.

"This is undoubtedly an exceptional and significant moment for us," said Ralf Brandstätter, Chairman and CEO of Volkswagen Group China. He added that Volkswagen will continue to serve as an important hub for cooperation between Germany and China.

The joint venture “FAW-Volkswagen” was created in 1991. Currently, the company produces more than 30 models of passenger cars under three brands: Volkswagen, Audi and Jetta. -0-

Xi Jinping and D. Trump met in Busan to establish strong ties and strengthen global trust

BUSAN, South Korea, Oct. 31 (Xinhua) — With the world watching and cameras flashing, Chinese President Xi Jinping and his U.S. counterpart Donald Trump shook hands here on Thursday in their long-awaited first meeting since Trump took office earlier this year.

Later, as their 100-minute meeting drew to a close in the Republic of Korea's second-largest city, Xi Jinping and Donald Trump walked side by side toward the exit. They shook hands in farewell.

The two leaders met against a backdrop of growing global economic challenges and protectionist trends. Many global observers see this high-stakes meeting as a crucial opportunity to strengthen what many consider the world's most important bilateral relationship and restore confidence in the global economy.

Plotting a course to strengthen relationships

Since Donald Trump took office in January, the two leaders have maintained close contact through phone calls and letters. As Xi Jinping noted during their meeting, under their joint leadership, relations between China and the United States have generally remained stable.

Facing winds, waves, and challenges, the leaders of the two countries must steer the right course, navigate a difficult terrain, and ensure the giant ship of China-US relations moves confidently forward, Xi Jinping noted during the meeting.

D. Trump echoed this spirit of cooperation, saying that US-China relations have traditionally been strong and will continue to improve, and expressed hope for a brighter shared future.

This was not the first time Xi Jinping had used the metaphor of recalibrating the course of the “giant ship of Sino-US relations” to highlight the main challenge facing the current bilateral relationship.

In a telephone conversation with Donald Trump in June following the high-level Chinese-American talks on economic and trade issues in Geneva, which marked the beginning of a series of subsequent bilateral talks on economic and trade issues, Xi Jinping emphasized that it was “particularly important” that both leaders avoid various disturbances and disruptions.

Both sides should effectively utilize the existing consultation mechanism on economic and trade issues and achieve mutually beneficial results in the spirit of equality and respect for each other's interests, he said then.

Interaction between China and the United States must reflect the characteristics of the new era, said Gu Qingyang, associate professor at the Lee Kuan Yew School of Public Policy at the National University of Singapore, noting that the so-called "Thucydides Trap," which refers to confrontation between an established power and a rising power, is not inevitable, as many believe.

"We don't want China and the United States to be divided, disunited, or in a state of confrontation, as that would be detrimental to both sides. These two countries are already leading the world, and each is too strong to ignore the other," Gu Qingyang said.

Ahead of the Busan meeting, economic and trade groups from the two countries held a new round of consultations in Kuala Lumpur, Malaysia, reaching a basic consensus on resolving relevant core issues, paving the way for Thursday's meeting.

On Thursday, Xi Jinping called on both sides to formulate and complete follow-up steps as soon as possible and ensure effective implementation of the overall agreements, so as to inspire confidence in both countries and the global economy through reliable results.

The two sides can continue negotiations in the spirit of equality, mutual respect and mutual benefit, and continuously shorten the list of problems and expand the list of areas of cooperation, Xi Jinping said.

In a written statement to Xinhua, Maya Majueran, founding director of the Belt and Road Initiative in Sri Lanka, said the meeting sent a signal of confidence that the world's two largest economies are committed to managing their relationship responsibly rather than drifting toward confrontation.

For Tom Watkins, a former adviser to the Michigan China Innovation Center, “mutual respect” is key to future US-China relations.

"Each side must understand that miscalculation will have devastating consequences," Watkins said, adding that despite the ups and downs in bilateral relations in recent decades, "both sides have moved forward wisely."

"All major global issues intersect in Beijing and Washington. And how our leaders resolve these issues will determine the future of the world," he said.

Wider Impact Across the Asia-Pacific Region and Beyond

The world is facing growing uncertainty and rising protectionist tendencies, and the Asia-Pacific region is no exception. Trade barriers are rising, geopolitical rivalries are deepening, and the multilateral trading system is under increasing strain. Against this backdrop, Xi Jinping's call for dialogue instead of confrontation has resonated widely far beyond the conference hall in Busan.

Noting that China-US economic and trade relations have experienced ups and downs recently, Xi Jinping stated that practical cooperation should continue to serve as the pillar and driving force of China-US ties, not a stumbling block or source of friction. He said both sides should think big, recognize the long-term benefits of cooperation, and avoid getting caught in a vicious cycle of mutual retaliation.

On Thursday, China's Ministry of Commerce released the results reached by Chinese and American delegations during recent trade and economic talks in Kuala Lumpur.

The US will lift the 10% so-called "fentanyl tariff" and suspend for another year the 24% reciprocal tariffs on Chinese goods, including those from the Hong Kong and Macao Special Administrative Regions, a ministry spokesperson announced. In response, China will adjust its countermeasures accordingly and continue to implement certain tariff waivers.

The United States will also suspend for one year the new rule announced on September 29, which expands export restrictions under the sanctions list to any companies 50 percent or more owned by one or more listed entities. China, in turn, will suspend for one year the export control measures introduced on October 9 and conduct further review, the spokesperson clarified.

Other results included Washington's decision to suspend for one year measures under Section 301 of the US Trade Act targeting China's maritime, logistics, and shipbuilding industries. Beijing will accordingly suspend its countermeasures once the US suspension takes effect.

Experts in Asia-Pacific countries view this cooperative approach as timely and necessary.

M. Majueran stated that from Beijing's perspective, the path forward lies not in inevitable competition, but in necessary coordination. He added that Chinese leadership consistently promotes a win-win model of cooperation that rejects zero-sum thinking in favor of shared progress.

State Secretary of the Council of Ministers of Cambodia Eng Kok Thai noted that the meeting between Xi Jinping and Donald Trump provides an opportunity to de-escalate tensions between the two major powers and return to dialogue to resolve the accumulated problems.

During their meeting on Thursday, Xi Jinping noted that the modern world faces many serious challenges, stressing that China and the United States can share responsibility as leading countries and jointly achieve new, tangible and meaningful results for the benefit of both countries and the world.

“The trajectory of Sino-American relations will largely determine the strategic and economic environment in the Asia-Pacific region and beyond,” Eng Kok Thai emphasized.

Cooperation ensures stable trade, technology exchange, and security—results that benefit not only the region but the entire world, he concluded. –0–

Ürümqi, October 31 (Xinhua) — A truck carrying dried plums from Uzbekistan recently cleared customs under the "border trade, on-site processing" scheme and entered the Alashankou border trade zone in northwest China's Xinjiang Uygur Autonomous Region, before heading to the warehouse of a registered processing facility. This marks the official launch of this type of processing at the Alashankou border crossing, according to local customs officials.

The "border trade, local processing" model implies that goods imported through border trade undergo value-added processing in border areas. Local authorities facilitate the establishment of processing plants in border areas, and border residents sell imported raw materials to these plants.

Dou Chenjun, an official with Alashankou Customs, said the customs will continue to prioritize the development of border areas and the improvement of local people's livelihoods, and this model will promote the healthy development of border trade.

Comment: The US should work with China to ensure stable progress in bilateral relations

BEIJING, Oct. 31 (Xinhua) — Chinese President Xi Jinping's meeting with U.S. President Donald Trump in Busan, South Korea, on Thursday provided an important opportunity for the two countries to strengthen their ties.

In a world full of uncertainty, the consensus reached between the two leaders paves a clear path to stabilizing Sino-US relations and strengthening global stability. This underscores the important role that head-of-state diplomacy plays in shaping the direction of Sino-US relations.

As Xi Jinping noted during the meeting, in the face of winds, waves, and challenges, the leaders of the two countries must steer the right course, navigate a difficult terrain, and ensure the giant ship of China-US relations moves steadily forward.

Since the beginning of this year, the two leaders have spoken three times by phone, exchanged several letters, and maintained close contact. Under their joint leadership, relations between China and the United States have generally remained stable.

This fully demonstrates that, in order to ensure that the two giant ships of China and the United States sail forward together without deviating from course or losing speed, it is crucial to unswervingly adhere to the strategic guidance of the heads of state of the two countries and fully implement the important consensus reached by them.

Sino-American relations influence the direction of global development. A healthy, stable, and sustainable bilateral relationship not only serves the long-term interests of both countries but also reflects the aspirations of the global community.

Xi Jinping noted that the two countries have significant potential for joint work in combating illegal migration, telecommunications fraud, anti-money laundering, artificial intelligence, and infectious disease response. During the meeting, the two leaders agreed to strengthen cooperation in economic, trade, energy, and other areas, as well as to encourage more active humanitarian contacts.

This demonstrates once again that China and the United States gain from cooperation and lose from confrontation. Both countries have extensive common interests and ample room for cooperation. They can be partners and friends, achieve mutual success, prosper together, benefit their peoples, and contribute to global development.

As two large countries with different national circumstances, the world's leading economies experience friction from time to time, which is normal. The key is to respect each other's core interests and fundamental concerns and find appropriate solutions.

Recently, economic and trade relations between China and the United States have experienced ups and downs, which not only harms both countries but also casts a shadow over the global economy. To ensure that economic and trade relations continue to serve as an anchor and driving force in Sino-American relations, rather than an obstacle or source of friction, both sides must think big and recognize the long-term benefits of cooperation, avoiding a vicious cycle of mutual retaliation.

Xi Jinping called on both sides to continue negotiations in the spirit of equality, mutual respect and mutual benefit, and to continually reduce the list of issues and expand the list of areas of cooperation.

During the meeting, the Chinese dealer also detailed a key secret to his country's success. "For over seven decades, generation after generation, we have worked to implement the same plan. We have no intention of challenging anyone or taking anyone's place. Our focus has always been on managing China's affairs well, improving ourselves, and sharing development opportunities with all countries around the world," he said.

These open and confident statements sent a clear signal to the United States and the world about China's firm commitment to peaceful development and mutually beneficial cooperation.

In a world full of complex challenges, the international community looks to China and the United States to play a leading role. There are numerous global challenges that both countries can address jointly, in the interests of both countries and the world. To realize this vision, both sides must move forward with mutual efforts and understanding.

Looking forward, China and the US should strengthen communication, avoid misconceptions, resolve differences, and expand cooperation, ensuring the implementation of the consensus reached by the two leaders for a stable, healthy, and sustainable bilateral relationship.
