Gyeongju, South Korea, October 31 (Xinhua) — China is ready to work with Canada to return bilateral relations to the right track of healthy, stable, and sustainable development as soon as possible, benefiting the peoples of both countries, Chinese President Xi Jinping said on Friday.

During a meeting with Canadian Prime Minister Mark Carney on the sidelines of the 32nd Asia-Pacific Economic Cooperation (APEC) Leaders' Meeting, Xi Jinping recalled that this year marks the 55th anniversary of the establishment of Chinese-Canadian diplomatic relations, as well as the 20th anniversary of the establishment of strategic partnership between the two countries.

The Chinese President noted that, thanks to the joint efforts of both sides, China-Canada relations have shown positive momentum in restoration and improvement, which is in the common interests of the two countries.

Xi Jinping said that China highly appreciates Canada's statement of readiness to promote the improvement and development of interstate relations in a pragmatic and constructive manner.

The Chinese leader emphasized that China and Canada need to develop an objective and rational understanding of each other, treat each other correctly, and proceed from the common and long-term interests of the two countries to advance the development of China-Canada relations.

Xi Jinping noted that the two sides should adhere to mutual benefit and win-win cooperation and expand practical cooperation in areas such as economics, trade and energy.

The Chinese President also called on both countries to strengthen cultural and people-to-people exchanges, support the strengthening of mutual understanding between all sectors of society in the two countries, and enhance public support for bilateral relations.

China is willing to strengthen coordination and cooperation with Canada in multilateral formats such as the UN, promote the building of a more equitable and reasonable global governance system, and uphold international fairness and justice, Xi added.

M. Carney, for his part, noted that over the 55 years since the establishment of diplomatic relations, Canada and China have maintained positive ties for a long time.

The Prime Minister assured that the new Canadian government places increased emphasis on relations with China and hopes to seize the opportunity to improve and develop interstate relations in order to revive the original aspiration to establish diplomatic relations, make up for lost time, resume bilateral cooperation and promote the achievement of more results in Canada-China relations in a pragmatic and constructive manner.

M. Carney noted that Canada is willing to work with China to strengthen high-level exchanges, promote cooperation in areas such as agriculture, energy and climate change, and achieve mutual benefit and win-win outcomes, bringing greater benefits to the people of both countries.

On international affairs, the Prime Minister pointed out that Canada and China share similar approaches and can strengthen cooperation, jointly pursue multilateralism, advocate free trade, and promote reform of the international economic order.

The two sides agreed to restore and resume exchanges and cooperation in various fields, promote the resolution of specific trade and economic issues of mutual concern, strengthen the positive momentum, and jointly promote the development of China-Canada strategic partnership relations.

Gyeongju, South Korea, Oct. 31 (Xinhua) — Chinese President Xi Jinping on Friday put forward a five-point proposal to advance win-win and inclusive economic globalization and build an Asia-Pacific community.

He put forward this proposal in his speech titled “Joining to shape a win-win, inclusive and open economy in the Asia-Pacific region” at the opening session of the 32nd APEC Economic Leaders' Meeting.

Over the past 30-plus years since its founding, APEC has led the region in pursuing open development and contributed to the transformation of the Asia-Pacific region (APR) into the most economically dynamic region in the world, Xi Jinping noted.

The world is currently undergoing accelerated changes unseen in a century, and the Asia-Pacific region is facing growing uncertainty and destabilizing factors in its development, he said, adding that the more difficult the situation, the more APEC members must unite.

The Chinese leader called on APEC members to remain committed to the organization's founding mission of promoting economic growth and improving people's lives, and to support open development in which everyone has equal opportunities and benefits. He also called for efforts to promote a win-win and inclusive economic globalization and the creation of an Asia-Pacific community.

Xi Jinping put forward a five-point proposal.

First, he called for joint efforts to safeguard the multilateral trading system. The Chinese President emphasized that APEC members should practice genuine multilateralism, strengthen the authority and effectiveness of the multilateral trading system with the World Trade Organization at its core, and update international economic and trade rules to reflect changing conditions to better protect the legitimate rights and interests of developing countries.

Secondly, he called for the creation of an open economic environment in the region. According to Xi Jinping, APEC members should further advance trade and investment liberalization and facilitation, deepen financial and fiscal cooperation, consistently advance regional economic integration, and promote synergies and joint progress in order to give new impetus to the development of the Asia-Pacific Free Trade Area.

Third, Xi Jinping stressed the need for joint efforts to ensure the stable and smooth operation of production and supply chains.

He emphasized that APEC members should work together rather than apart, strengthen ties rather than sever them, actively expand shared interests, and support the open development of supply chains. Concrete and tangible results should be achieved in infrastructure, institutional, and people-to-people connectivity to further strengthen the foundations of open development in the Asia-Pacific region, the Chinese President stated.

Fourth, Xi Jinping called for advancing the digital and green transformation of trade. He called for digital technologies to become a powerful catalyst for cross-border trade, the elimination of all trade barriers related to environmental protection, and expanded cooperation in green manufacturing, clean energy, and environmentally sound mining.

Fifth, Xi Jinping called on Asia-Pacific economies to work together to promote mutually beneficial and inclusive development. He emphasized the importance of adhering to the concept of people-centered development, focusing on addressing development imbalances, and promoting a more inclusive and sustainable economic globalization for the benefit of the region's people.

China cooperates with various parties to promote high-quality development under the Belt and Road Initiative and is committed to achieving common development and prosperity with all countries, Xi said.

The Chinese President emphasized that China has consistently adhered to the basic national policy of openness and has been promoting the construction of an open global economy through tangible actions.

Noting that the 4th Plenary Session of the 20th CPC Central Committee adopted proposals for formulating the 15th Five-Year Development Plan, Xi Jinping said China will seize this opportunity to further comprehensively deepen reforms and expand high-level opening-up, as well as create new opportunities for the Asia-Pacific region and the world through the latest achievements of Chinese-style modernization.

BEIJING, Oct. 31 (Xinhua) — National Development and Reform Commission (NDRC) spokesperson Li Chao said at a press conference on Friday that China is on track to achieve its 2025 socio-economic development goals, citing the growing popularity of government support measures.

She noted that the economy withstood pressure and grew steadily during the first three quarters of this year, as the government stepped up efforts to maintain stability in employment, businesses, markets and expectations.

From January to September, the economy grew by 5.2 percent compared to the same period last year. This means China remains at the forefront of the world's largest economies. Growth in retail sales of consumer goods accelerated, and industrial value-added grew at a rapid pace not seen since 2022.

Speaking about China's economic strength, she emphasized that innovation provides reliable support for emerging industries, creating sufficient impetus for development, while stable exports ensure high economic resilience despite the unstable external environment, she noted.

Moreover, China's consumer market continues to demonstrate its enormous potential, while the quality and efficiency of economic development are also improving as the government's efforts to combat unfair competition are gradually bearing fruit.

These indicators put China in a strong position to achieve its development goals. Several international organizations have recently revised their growth forecasts upward, Li Chao noted.

In the future, the State Committee for Reconstruction and Development intends to intensify research in developing backup measures, together with the relevant agencies, and will also promptly publish and implement them depending on the circumstances, she concluded. -0-

Gyeongju, South Korea, Oct. 31 (Xinhua) — Chinese President Xi Jinping delivered a speech on Friday at the first session of the 32nd Asia-Pacific Economic Cooperation (APEC) Leaders' Meeting, titled "Jointly Building a Win-Win, Inclusive, and Open Economy in the Asia-Pacific Region."

Below is the full text of the speech:

Jointly creating a mutually beneficial, inclusive, and open economy in the Asia-Pacific region

Speech at the first session of the 32nd Informal Meeting of Asia-Pacific Economic Cooperation (APEC) Economic Leaders

President of the People's Republic of China Xi Jinping

Gyeongju, October 31, 2025

Dear President Lee Jae-myung,

Dear colleagues,

I am very pleased to come to Gyeongju, a city with a rich historical and cultural heritage, to discuss plans for the development of the Asia-Pacific region. I thank President Lee Jae-myung and the government of the Republic of Korea for their warm hospitality.

For more than thirty years since its founding, APEC, from developing plans to create a free trade area in the Asia-Pacific region to promoting the formation of the Asia-Pacific Community, has led the region in its pursuit of open development and contributed to the transformation of the Asia-Pacific region into the most economically dynamic region in the world.

Against the backdrop of rapid global change unseen in a century, a variety of risks are intertwined. The Asia-Pacific region faces growing instability and uncertainty. The more challenging the situation, the more important it is to remain united. We must remain committed to APEC's goal of promoting economic growth and improving the well-being of people, continue to share opportunities through open development for mutual benefit, and promote a win-win economic globalization within the framework of building an Asia-Pacific community. In this regard, I would like to share five proposals.

First, we must work together to support the multilateral trading system. Genuine multilateralism must be implemented, and the authority and effectiveness of the multilateral trading system, with the WTO at its core, must be enhanced. It is advisable to support WTO reform on the right track and uphold such fundamental principles as most-favored-nation treatment and non-discrimination to ensure that international trade rules keep pace with the times and protect the legitimate interests of developing countries.

Second, we must work together to create an open regional economic environment. It is essential to advance the liberalization and facilitation of trade and investment procedures, deepen financial cooperation, and sustainably promote regional economic integration. In the context of the high-quality implementation of the Regional Comprehensive Economic Partnership and the expansion of the Comprehensive and Progressive Agreement for Trans-Pacific Partnership, it is essential to strengthen mutual ties and joint development to create a free trade area in the Asia-Pacific region.

Third, we must jointly ensure the stability and continuity of production and supply chains. It is essential to act together rather than separately, to strengthen ties rather than sever them, to actively expand shared interests, and to support the open development of supply chains. As we mark the 10th anniversary of the APEC Connectivity Action Plan, it is crucial to continue practical and thorough work on infrastructure, institutional, and people-to-people connectivity to build a solid foundation for the open development of the Asia-Pacific region.

Fourth, we should jointly promote digitalization and green transformation of trade. It is essential to fully utilize the role of digital technologies in cross-border trade, develop practical cooperation in paperless trade and smart customs, eliminate all trade barriers related to environmental protection, and expand cooperation in green manufacturing, clean energy, and environmentally friendly subsoil use. China has initiated the creation of the Asia-Pacific Electronic Port Demonstration Network (APMEN) and the APEC Green Supply Chain Network, which have become important platforms for cooperation in digitalization and green transformation of regional trade.

Fifth, we must jointly promote win-win and inclusive development. It is important to adhere to the concept of people-centered development, focus on addressing development imbalances, and promote a more inclusive and sustainable economic globalization for the benefit of the people of the region. China stands ready to work with all parties to develop a high-quality partnership within the Belt and Road Initiative and support more developing countries in modernizing their economies to open up new horizons for global development. China offers all least developed countries that have established diplomatic relations with China a zero-tariff regime for 100 percent of their tariffs. We are prepared to sign an agreement on jointly developing economic partnerships to extend this regime to African countries that have established diplomatic relations with China, for the sake of shared development and prosperity.

Colleagues!

China consistently adheres to its fundamental national policy of openness and, through tangible actions, promotes the construction of an open global economy. Over the past five years, China has ranked first and second globally in terms of trade volumes of goods and services, respectively. It has attracted $700 billion in foreign investment, with an average annual growth rate of outward investment exceeding 5%. The negative list of foreign investment access to the Chinese market is being reduced, the unilateral visa-free regime is gradually expanding, independent and unilateral opening-up is steadily deepening, and 22 pilot free trade zones are actively and effectively aligning their operations with international economic and trade rules. China's open doors will not close; they will only swing wider.

Recently, the Fourth Plenary Session of the 20th CPC Central Committee adopted proposals for the 15th Five-Year Development Plan. In this context, China is committed to continuing to deepen reforms across all areas, steadily expanding its high-level opening up to the outside world, and continually creating new opportunities for the Asia-Pacific region and the world at large through the achievements of Chinese-style modernization.

Thank you for your attention!
