Moscow, October 31 (Xinhua) — Russian-Chinese public diplomacy should be further developed during the implementation of China's 15th Five-Year Plan. Galina Kulikova, First Deputy Chairperson of the Russian-Chinese Friendship Society (RCFS) and recipient of the Order of Friendship of the People's Republic of China, announced this on Thursday.

"We must explain to our people what the 15th Five-Year Plan is and what goals it sets," she noted in an interview with Xinhua after her lecture on "Public Diplomacy in Russian-Chinese Relations" at the Chinese Cultural Center in Moscow.

According to G. Kulikova, in the coming five-year period, China will continue its course toward high-quality development and expanding openness to the outside world. "Today, the main goal is not quantity, but quality. China is relying on development in new technological areas, a green economy, artificial intelligence, and digitalization. At the same time, the country continues its open-door policy, as without it, development is impossible," the First Deputy Chairperson of the ORCD emphasized.

G. Kulikova noted that Russian-Chinese cooperation is developing on an equal footing, and this successful experience can be applied to a broader framework. "The SCO, BRICS, and ASEAN cooperate on the principles of equality and respect for mutual interests. China provides support to African, Arab, and Latin American countries, builds ports, and develops logistics networks," she said.

G. Kulikova recalled that last year, the Chinese People's Association for Friendship with Foreign Countries celebrated its 70th anniversary. "I've known this organization my whole life, including its leaders. I was invited to the anniversary summit, which was attended by over 300 delegations from over 100 countries. I saw how much attention China places on public diplomacy. China has friends everywhere, and that's very important," she said.

According to her, China is consistently implementing initiatives in the areas of global development, global security, global civilization, and global governance. "All of this is being advanced through China's bold and prudent policies," G. Kulikova concluded.

Beijing, October 31 (Xinhua) — China's steel industry demonstrated optimization and upgrading of its product structure during the 14th Five-Year Plan period (2021-2025), facilitating the expansion of high-tech steel use in automobiles, home appliances, infrastructure, and construction, the China Iron and Steel Association reported on Friday.

According to Jiang Wei, deputy chairman of the association, the share of steel used in the manufacturing sector increased from 42 percent in 2020 to 50 percent in 2024, and this figure is expected to exceed 50 percent in 2025.

He also clarified that the share of steel use in the construction sector decreased from 58 percent in 2020 to 50 percent in 2024.

According to him, the past five years have seen an acceleration in the pace of research in high-tech steel production. For example, silicon steel production, one of the most representative high-end products, reached 18 million tons in 2024, a 48 percent increase compared to 2020.

The shift of China's economy toward high-quality and greener growth is driving demand for advanced and environmentally friendly steel products and creating ample space and promising prospects for industry upgrading, Jiang Wei explained.

Looking ahead, Jiang Wei said China will step up efforts to promote research and development initiatives for high-tech and advanced steel products and expand the application of steel materials in various industries. –0–

Istanbul, October 31 (Xinhua) — Russia and China's technological partnership will develop more rapidly than their raw materials partnership. Mikhail Popov, Deputy Chairman of the Russian Union of Industrialists and Entrepreneurs' (RSPP) Committee on Scientific, Educational, and Innovation Policy, expressed this opinion in an interview with Xinhua on the sidelines of the 18th Verona Eurasian Economic Forum, which is taking place on October 30-31 in Istanbul, Turkey.

"The technological partnership between Russia and China will definitely increase in percentage terms compared to the raw materials partnership. We have a lot of skills, and you have a lot of skills. I think we'll truly find opportunities to create breakthroughs that will then allow Russia and China to shape a new market. Not to catch up, but simply to surpass. As, in fact, our Chinese colleagues have already done in many areas," he said.

M. Popov noted that Russian Prime Minister Mikhail Mishustin will visit China from November 3 to 4 with a large delegation to participate in the 30th regular meeting of the two countries' heads of government. The heads of government are expected to assess progress in bilateral cooperation and plan the next stage of collaboration. According to the Xinhua source, such regular meetings demonstrate the great mutual interest, ongoing cooperation, and genuine partnership between Russia and China.

The RSPP representative also called cooperation between China and Russia a good example of good-neighborly interstate relations. "We are able to rise above the situation and constantly move forward together, without hindering each other," he added.

M. Popov also noted that the goals set by China for the implementation of the 15th Five-Year Plan (2026-2030) for the country's socioeconomic development indicate a focus on innovative development. "Most importantly, it states that everything is oriented toward human development, which is in keeping with the spirit of Chinese and Russian philosophy. Therefore, our subsequent technological breakthroughs will be aimed at creating a truly new person, one who will have spiritual, physical, and technological development," he concluded.

Beijing, October 31 (Xinhua) — At the invitation of Brazilian President Luiz Inácio Lula da Silva, Chinese Vice Premier Ding Xuexiang will attend the UN Climate Change Conference in Belém, Brazil, on November 6 as a special representative of Chinese President Xi Jinping. The Chinese Foreign Ministry announced this on Friday.

At a regular press briefing, Chinese Foreign Ministry spokesperson Guo Jiakun stated that China is ready to work with all parties to advance the global transition to green and low-carbon development, expressing hope that the upcoming conference will be successful and become an important milestone in the global climate agenda.

Minsk, October 31 /Xinhua/ — Inflation in Belarus slowed in the third quarter of 2025. The press service of the National Bank of the country published the corresponding information on Friday.

In September 2025, annual consumer price growth was 7.1 percent, compared to 7.3 percent in June of this year. According to the National Bank of the country, the slowdown in inflation was facilitated by a weakening of the pro-inflationary influence of domestic factors such as consumer demand, producer price dynamics, and the current level of inflation expectations.

External price pressure has eased due to slowing inflation in Russia, amid a strengthening Belarusian ruble, and less intense growth in global prices for certain imported food products.

Less intense seasonal price movements for fruit and vegetable products led to a slowdown in consumer price growth. The slowdown in producer price movements, coupled with weakening consumer activity, contributed to a less intense price increase for certain food items, which had increased most significantly in the first half of the year (meat, milk and dairy products, and confectionery).

From the external perspective, the slowdown in inflation in Russia, coupled with the strengthening of the Belarusian ruble against the Russian ruble, as well as the more restrained dynamics of world prices for certain imported food products, had a positive impact on the dynamics of inflation processes in Belarus. –0–

Gyeongju, South Korea, October 31, Xinhua – China is ready to work with Japan to build constructive and stable bilateral relations that meet the needs of the new era, Chinese President Xi Jinping said on Friday.

During a meeting with Japanese Prime Minister Sanae Takaichi, held at her request on the sidelines of the 32nd Asia-Pacific Economic Cooperation (APEC) Informal Leaders' Meeting in Gyeongju, Republic of Korea (ROK), Xi Jinping noted that as China and Japan are close neighbors, promoting the long-term, healthy and stable development of China-Japan relations meets the common aspirations of the peoples of the two countries and the entire international community.

According to Xi Jinping, China is willing to work with Japan to uphold the political foundation of bilateral ties and advance strategic and mutually beneficial relations in accordance with the principles and guidelines set out in the four Sino-Japanese political documents.

The Chinese President emphasized that China-Japan relations face both opportunities and challenges. He expressed hope that the new Japanese government will develop a correct perception of China, cherish the thoughts and efforts of the older generation of politicians and representatives of various social circles in both countries to develop China-Japan relations, and adhere to the overall trend of peace, friendship, and cooperation between China and Japan.

First, the Chinese leader called for firmly adhering to the important consensus, implementing the political consensus on “comprehensively advancing strategic and mutually beneficial relations,” “being partners without threatening each other,” and “learning from history and looking to the future.”

Xi Jinping called on both countries to adhere to and abide by the clear provisions laid out in the four Sino-Japanese political documents on major fundamental issues such as history and Taiwan, ensuring that the foundation of Sino-Japanese relations is not damaged or shaken.

The Chinese President recalled that the "statement by Tomiichi Murayama" (former Japanese Prime Minister) represents a profound rethinking of the history of Japanese aggression and an apology to the affected countries, noting that the spirit of this statement deserves to be carried forward.

Secondly, Xi Jinping called for a commitment to cooperation and mutual benefit. He explained that the 15th Five-Year Development Plan for China was outlined at the Fourth Plenary Session of the 20th CPC Central Committee, noting that Sino-Japanese cooperation holds enormous potential.

The Chinese President called on the two countries to strengthen cooperation in areas such as high-quality manufacturing, digital economy, green development, finance, healthcare and elderly care, and third-country markets, and jointly maintain the multilateral trading system and the stability and smooth operation of industrial and supply chains.

Third, Xi Jinping called for promoting cultural and people-to-people exchanges. He called on both countries to consistently improve communication between governments, political parties, and legislative bodies, deepen and expand cultural, people-to-people, and interregional exchanges, and improve mutual understanding between the peoples of both countries.

Fourth, the Chinese President called for closer multilateral cooperation. Xi Jinping advocated adherence to the principles of good-neighborliness, friendship, equality, mutual benefit, and non-interference in each other's internal affairs. He stated that both countries should adhere to genuine multilateralism and promote the building of an Asia-Pacific community.

Fifth, Xi Jinping called on both countries to properly manage differences, focus on the bigger picture, seek common ground while maintaining differences, and overcome differences by seeking common ground, without allowing contradictions and disagreements to determine the nature of interstate relations.
