Beijing, November 18 (Xinhua) — Since the introduction of a visa-free policy for Russian citizens, Dongning City in Northeast China's Heilongjiang Province has been promoting the continuous growth of cross-border tourism, trade, and consumption, opening up new opportunities for cross-border cultural and tourism exchanges between China and Russia.

According to available data, 7,821 Russians entered through the Dongning border crossing between September 15 and October 29, which is 65.03 percent more than during the same period last year.

According to the Economic Information Daily on November 18, the city of Dongning is stepping up its efforts to both offer and promote cultural tourism products. By creating promotional videos in Chinese and Russian and distributing them on Russian-language websites and social media, Dongning is introducing potential Russian tourists to its unique cultural and tourism resources, including local delicacies and attractions.

Taking into account the needs of Russian tourists, “1-3-day inbound tour itineraries” have been carefully developed, accompanied by special inbound tour packages, and a Russian-language Dunning tourist guide has been compiled to enable Russian tourists to quickly become familiar with local tourism resources.

Furthermore, using festivals and events as a bridge for exchange, Dongning hosted the Open Basketball Championship for Chinese and Russian Teenagers. Following the competition, educational exchanges in schools and cultural tourism experiences were organized, further contributing to the increase in inbound tourism.

The city of Dongning is comprehensively optimizing its services to provide international tourists with the best travel experience. Work continues to improve bilingual service facilities, update bilingual signage at key locations such as hotels, shopping malls, and attractions, and add Russian-language audio guides to make travel more convenient for Russian tourists. Medium- and long-term wellness packages (3 to 10 days) have been developed, bilingual signage has been installed in city hospitals, "Standards for the Treatment and Diagnostic Process for Russian Patients" have been developed, and discounted medical examination packages are being offered.

Transportation services in Dongning are also being continuously strengthened: irregular direct buses have been launched from Dongning Border Crossing to the Russian Far East, covering major cities such as Vladivostok. Currently, 32 daily bus routes between China and Russia via Dongning Border Crossing provide a capacity of up to 1,600 people per day, fully covering various travel needs.

Improving the efficiency of border control and security simultaneously supports cross-border exchanges. Border services have implemented a "group-wide application and centralized screening" system, reducing the average time per person to 2-5 minutes; numerous hotels hosting foreign tourists have received training on guest registration to comprehensively ensure traveler safety.

A number of practical measures are promoting deeper exchanges and cooperation between Dongning and Russia. In the next phase, Dongning will continue to deepen efforts in all areas, further optimize its service environment, and expand its product offerings, striving to create a new hub for Sino-Russian cross-border exchanges and cooperation.

Beijing, November 18 (Xinhua) — Since the introduction of a trial 30-day visa-free stay in China for holders of regular Russian passports, Heilongjiang Province in Northeast China, thanks to its unique geographical location, has become a popular destination for study tours among Russian teenagers.

Heilongjiang is a crucial frontier for China's openness and cooperation with Russia, a key node of the Belt and Road Initiative, and a vital link connecting China with Northeast Asia and the Eurasian continent. The province is fully transforming its geographical advantages into tangible development achievements, actively establishing a new level of China's northward opening.

Recently, more than 200 students from Russia's Primorsky Krai visited schools in Suifenhe, Heilongjiang Province, launching a cross-border, friendly journey of immersion into Chinese culture.

At Suifenhe Elementary School No. 4 and Jinhengji Elementary School, Russian students, acting as "little cultural ambassadors," explored traditional Chinese culture alongside Chinese teachers and students. During a calligraphy lesson, the Russians painstakingly copied the characters for "Chinese-Russian friendship," experiencing the rhythmic beauty of Chinese writing. During a paper-cutting workshop, small leaves were folded and cut with deft fingertips, transforming them into vibrant patterns. Chinese pastimes such as weaving colorful ribbons, playing string games, and jumping jacks also sparked great interest among the Russian children.

At noon, Chinese and Russian students gathered together to make dumplings. From kneading the dough and rolling out the dumplings to adding the filling and shaping them, the children gradually mastered the technique under the teachers' guidance, and soon fragrant dumplings emerged from the pot.

Russian student Alina noted that she had a lot of fun making dumplings and writing hieroglyphs, as well as interacting with her Chinese friends, who she found very kind and friendly.

Yang Shuran, a student at Suifenhe Primary School No. 4, stated that calligraphy is part of traditional Chinese culture. She said that today's interaction allowed her Russian friends to appreciate its depth. She expressed hope that the friendship between China and Russia will last forever.

According to statistics, since the introduction of the visa-free regime for Russians, 15 Russian study groups totaling 1,000 schoolchildren have entered China through the Suifenhe checkpoint.

On September 15, 2025, the Chinese authorities unilaterally introduced a visa-free regime for Russian citizens, allowing holders of ordinary Russian passports to stay in China visa-free for up to 30 days for business, tourism, and other short-term trips. Although the policy is a one-year trial period, it has already significantly facilitated human exchanges and cultural and economic interaction between China and Russia.

Another educational and familiarization event, titled "Cultural Fusion, Friendship, and Joint Development," was recently held at the Fifth Elementary School in Dongning, Heilongjiang Province. The Russian study group actively interacted with the school's students, writing a new chapter of friendship in the chronicle of multicultural encounters.

The program opened with a paper-cutting workshop, held in the Intangible Cultural Heritage Exhibition Hall. Members of the Russian delegation experienced the charm of this art form firsthand, creating magnificent works with their own hands. In the swift movement of scissors across red paper, Chinese and Russian cultures collided, creating a unique sparkle. Participants then moved on to a calligraphy class, where they immersed themselves in the unique charm of writing Chinese characters with a brush. After viewing outstanding calligraphy works, the participants picked up brushes to experience firsthand the depth of Chinese culture through the act of writing.

In the music room, the "Singing and Dance Together" event sparked youthful enthusiasm. Members of the study group, along with the choir and dance troupe from Dongning Primary School No. 5, performed classical Chinese and Russian songs and dances, using art as a means to overcome the language barrier. In the integrated practice room, clay modeling became a creative outlet for Chinese and Russian teenagers. All the children expressed their imaginations through sculpting, molding, and carving, while the seeds of a strong friendship blossomed.

These educational exchanges are a vibrant example of promoting international cultural interaction in Heilongjiang Province. Through a variety of activities, including intangible cultural heritage, calligraphy, art, and other forms of interaction, Russian study groups gained a deeper understanding of traditional Chinese culture and school life, while seeds of friendship and cultural understanding were sown in the hearts of Chinese and Russian teenagers, adding a vibrant youthful flavor to interethnic cultural exchanges.

WASHINGTON, November 18 (Xinhua) — US President Donald Trump said on Monday he plans to sell F-35s fighter jets to Saudi Arabia, a day ahead of Saudi Crown Prince Mohammed bin Salman's visit to the White House.

"We will sell F-35s," Trump told reporters in the Oval Office.

"They were a great ally," the American leader said of Saudi Arabia.

Israel is currently the only country in the Middle East to operate F-35 fighter jets, which reportedly cost $100 million each and are among the most advanced fighter jets in the world.

CNN reported that the US Congress may block export licenses for F-35 fighter jets to Saudi Arabia, although such a decision would be strange. –0–

Almaty, November 18 (Xinhua) — Taisiya Marmontova, an associate professor at the Graduate School of Social Sciences and Humanities at Astana International University, spoke in an exclusive interview with Xinhua about the importance of China's experience in combating poverty for the Shanghai Cooperation Organization (SCO) and the possibilities for further cooperation in the Eurasian region.

According to her, over the past four decades, China has made remarkable progress in eliminating extreme poverty. "According to World Bank estimates, approximately 800 million people have been lifted out of extreme poverty, accounting for more than 70-75 percent of the global reduction in this indicator. This achievement is the result not only of economic growth but also of targeted policies," the expert explained.

According to China's national poverty line—a poverty line of 2,300 yuan per year at 2010 prices—dramatic improvements have been achieved: in rural areas, the number of people below the poverty line has fallen from 98.99 million in 2012 to zero by 2020, and the poverty rate has fallen from 10.2 percent to 0 percent, stated T. Marmontova. This has been accompanied by large-scale investments in infrastructure—roads, communications, electricity, and water supply, she added.

The expert noted that, from a global perspective, China achieved the first Sustainable Development Goal—the elimination of extreme poverty—ten years ahead of schedule, a fact acknowledged in UN reports and several international studies. "This experience is particularly valuable for other SCO countries. The targeted poverty reduction policy that China has implemented combines economic recovery with targeted support for vulnerable households and develops rural infrastructure and local industrial clusters. This approach can be adapted in Central and South Asia—regions where rural poverty is often structurally similar," said T. Marmontova.

The agency's interlocutor emphasized that international cooperation in poverty reduction is key. She noted that China has already implemented hundreds of capacity-building programs to combat poverty in developing countries, including its SCO partners. The SCO Forum on Poverty Reduction and Sustainable Development was also held in Xi'an this year. "In this sense, China's experience is not only a national success but also a resource for the entire SCO: with political will and agreed-upon tools, it can be partially replicated and adapted to the realities of other countries in the organization," the professor added.

Speaking about the SCO's achievements in recent years, T. Marmontova stated that the organization has transformed from a specialized, narrow "security club" into a major regional platform for cooperation among non-Western countries. This is supported not only by political declarations but also by its institutional architecture—the Business Council, the Interbank Association, the China-SCO Demonstration Zone in Qingdao, as well as transport and logistics corridors, agricultural and energy projects, she emphasized.

T. Marmontova also praised the SCO's role in supporting multilateralism. The expert noted that in the current era, when bloc confrontation is resurfacing and Western countries increasingly resort to unilateral sanctions and restrictions, the SCO demonstrates a unique model of multilateralism. "The SCO actively asserts its non-bloc nature—this is confirmed by the expansion of SCO formats, as well as cooperation with the UN and other international structures," she explained.

"Through SCO formats, analytical forums, youth and cultural programs, the organization creates horizontal connections between societies. This is a kind of 'soft multilateralism' that strengthens trust and cooperation," the professor added.

"The SCO shows that large states with different political systems and interests can still reach agreements rather than build new walls," concluded T. Marmontova.

Dubai, November 18 (Xinhua) — The 19th Dubai Airshow opened at Dubai World Central on Monday, with two Chinese-developed C919 passenger jets making their debut in the Middle East.

Organizers reported that the five-day event, held under the slogan "The Future is Here," attracted over 1,500 exhibitors, including 440 participants making their debut at the exhibition. The air show showcased over 200 aircraft—from commercial, military, and private jets to unmanned aerial vehicles (UAVs) and next-generation aviation technologies.

This year, nearly 100 Chinese aviation companies are participating in the event. Commercial Aircraft Corporation of China (COMAC), the manufacturer of the C919, showcased one C919 and one C909, while China Southern Airlines brought another C919. The C919's appearance marks the aircraft's first appearance in the Middle East, and COMAC conducted a demonstration flight of the Chinese-made passenger jet.

Chinese UAVs, as well as electric vertical takeoff and landing (VTOL) aircraft, attracted a lot of attention at one of the world's largest air shows.

This year's air show, which attracted approximately 148,000 professional visitors, is expected to be the largest in the history of the biennial event. –0–
