Vienna, November 21 (Xinhua) — The forced promotion of a confrontational solution to Iran at the International Atomic Energy Agency (IAEA) Board of Governors meeting only exacerbates the situation, China's Permanent Representative to the IAEA, Li Song, said on Thursday.

Countries that have arbitrarily used force and obsessively sought confrontation and pressure are themselves to blame for the current predicament surrounding the Iranian nuclear issue, he said at the meeting.

The Board of Governors, meeting on Thursday, adopted a resolution jointly proposed by the United States, the United Kingdom, France, and Germany. Of the 34 voting member states, China, Russia, and Niger opposed the resolution, while 12 developing countries, including Brazil, South Africa, India, Egypt, and Thailand, abstained.

Li Song noted that in June of this year, Israel and the United States brazenly attacked Iranian nuclear facilities under IAEA safeguards, which led to a serious change in the situation surrounding the Iranian nuclear issue. The international community and the IAEA must strongly condemn this act, he said.

The diplomat recalled that in September, the IAEA Director General and Iran signed the Cairo Agreement, a positive development that should have given both sides an important opportunity to fully restore safeguards cooperation. However, the EU3—the UK, France, and Germany—was focused solely on launching the rapid sanctions recovery mechanism, which seriously undermined the positive momentum of cooperation between Iran and the IAEA, he emphasized.

"The Iranian nuclear issue can only be properly resolved by fully respecting Iran's legitimate right as a party to the NPT (Nuclear Non-Proliferation Treaty) to the peaceful use of nuclear energy while ensuring the peaceful nature of its nuclear program," Li Song stated. This issue can only be resolved through political and diplomatic efforts and cooperation in IAEA safeguards, the diplomat added.

In the current situation, the Board of Governors should create favorable conditions for cooperation and dialogue between Iran and the IAEA and a new round of political and diplomatic efforts on the Iranian nuclear issue, and avoid provoking confrontation, Li Song said. -0-

Moscow, November 21 (Xinhua) — Russian military personnel have taken control of the Ukrainian city of Kupyansk in the Kharkiv region, TASS reported, citing a report by Chief of the General Staff of the Russian Armed Forces Valery Gerasimov to Russian President Vladimir Putin.

The Kremlin reported that Vladimir Putin visited a command post of the Zapad group on Thursday, where he held a meeting with the Chief of the General Staff, the Chief of the Main Operations Directorate, the Commander of the Southern Group of Forces, and the Commander of the Zapad group. Shenzhen, Nov. 21 (Xinhua) — Chinese tech giant Huawei will launch a wheelchair model for sports and health promotion in its smart wearable devices this month, making it accessible for wheelchair users.

Huawei's President of Consumer Marketing and Sales, Zhu Ping, said he was inspired by Asian Paralympic Committee President Majid Rashed for this innovation.

"After thorough research, we developed this function to scientifically evaluate the activity of wheelchair users by recording the number of kicks required to move the wheelchair, the duration of its movement, and the person's calorie consumption, thus providing a comprehensive quantitative assessment of the users' physical activity," he told Xinhua.

Huawei's global shipments of wearable devices exceeded 200 million units this year, placing the company first in the first half of the year by shipment volume and leading the market in more than 20 countries and regions. Analysts attribute this to Huawei's innovative products, steady market share growth, and localization, which propelled the brand to 39th place in the Kantar BrandZ 2025 ranking.

“The growth is driven by global consumer confidence,” Zhu Ping emphasized.

The company places a particular emphasis on wearables and ecosystem apps, launching a new watch in Paris and organizing events in several cities around the world. It also collaborates with over 150 research institutions worldwide, providing over 70 types of data for healthcare research to date.

Looking to the future, Zhu Ping said Huawei will "walk alongside users around the world" under its "Now Yours" brand. "Consumer trust is our most valuable asset. We strive to truly unite people from different cultures," he added. -0-

Tbilisi, November 21 (Xinhua) — "The Black Sea submarine cable project is already in the process of obtaining special status in the European Union. This status is key to attracting the EU's financial support, which is necessary for the initiative's implementation," Georgian Deputy Minister of Economy and Sustainable Development Inga Pkhaladze said on Wednesday.

She noted that Georgia is simultaneously promoting two major projects that are important for Europe's energy security: the Black Sea Submarine Cable, which will allow electricity exports from Georgia to Romania, and the larger Green Energy Corridor, which is being implemented jointly with Azerbaijan, Romania, and Hungary.

"These projects offer Georgia a real opportunity for a direct energy connection to Europe and create the conditions for transforming our country into an important energy hub between East and West," emphasized I. Pkhaladze.

According to her, the submarine cable, which is over 1,155 kilometers long and has a capacity of 1,300 MW, has been deemed technically feasible, and seabed surveys are in the active phase. "Obtaining this status will open access to significant financial assistance, including grants. The total cost of the submarine cable project is €3.5 billion," the deputy minister explained.

Speaking about the Green Energy Corridor project, Irina Pkhaladze said it entails the installation of three cables with a total capacity of 4,000 MW, the creation of a joint venture, and a study on the feasibility of constructing a hydrogen pipeline. Investments are estimated at €20-24 billion.

"The private sector is actively interested in the projects, and we see great potential for attracting investment. At the same time, we are updating the 10-year energy strategy to precisely define the necessary capacity and infrastructure and make Georgia a net exporter of renewable energy to Europe," added Irina Pkhaladze.

Moscow, November 20 (Xinhua) – Building a dialogue between Russia and Japan is only possible if Tokyo abandons its current anti-Russian stance, not only in words but also in deeds, and ceases its attempts to damage bilateral relations. This was stated by Russian Foreign Ministry spokesperson Maria Zakharova at a briefing on Thursday.

Commenting on Tokyo's reaction to Moscow's sanctions against 30 Japanese citizens, including diplomats and academics, the official spokesperson noted that Russia, as in this case, "is only taking retaliatory measures." "Russian diplomats were under Japanese sanctions. Why weren't they surprised before? They simply took retaliatory measures," she remarked, responding to a question from an Izvestia correspondent.

"Building a dialogue with Tokyo is only possible if the current anti-Russian line is abandoned, not just in words but in deeds, attempts to damage Russian-Japanese cooperation are stopped, and concrete practical steps are taken to demonstrate Japan's serious commitment to thawing bilateral ties," Zakharova stated.

At the same time, the diplomat noted that Tokyo’s unfriendly course towards Russia remains today, despite “opinions voiced by a number of sensible politicians in this country about the harmfulness of such a destructive approach for Japan itself.”

It was previously reported that Russia had permanently banned entry to 30 Japanese citizens. This decision was a response to sanctions imposed by the Japanese authorities. Japanese Foreign Ministry spokesman Toshihiro Kitamura, journalists and columnists for the Nikkei newspaper, professors from Hitotsubashi University, and other Japanese citizens will now be barred from visiting Russia.
