Beijing, November 27 (Xinhua) — China's National Development and Reform Commission (NDRC) recently held a meeting to study and develop criteria for determining the costs of disorderly price competition, the agency announced on Thursday.

The meeting, organised by the SCRR together with relevant authorities and industry associations, highlighted that disorderly price competition continues to be a serious problem in some areas.

According to the agency's report, some enterprises have not fully complied with the requirements regulating price competition, and actions that violate market pricing continue to occur.

The SCRR is committed to cooperating with relevant authorities to continuously promote relevant efforts, eliminate disorderly price competition among enterprises, and maintain a reasonable market price order in order to promote high-quality development.

On October 14, 2025, Premier Li Qiang chaired a meeting on the economic situation, during which he called for intensified efforts to promote market vitality and combat disorderly and irrational competition.

On October 15 this year, China's revised Anti-Unfair Competition Law came into effect, giving regulators more effective legal tools to combat unfair competition. -0-

London, November 27 (Xinhua) — China has a key role to play in strengthening global maritime cooperation and promoting the sustainable development of the shipping industry. International Maritime Organization (IMO) Secretary-General Arsenio Dominguez stated this in an exclusive interview with Xinhua on Tuesday, on the sidelines of the opening ceremony of the Permanent Mission of the People's Republic of China to the IMO, which took place at the Chinese Embassy in the United Kingdom.

“China is a country that is actively involved in the shipping sector,” he said.

As one of the world's leading shipbuilding countries, home to several major ports and several large shipping companies, and a major supplier of seafarers, China contributes to the entire value chain of the maritime sector, he added.

These strengths, according to A. Dominguez, allow China to help the global maritime community attract a new generation of talented professionals and further enhance the industry's standing not only in terms of safety and security, but also in terms of sustainability.

“Therefore, China has a big role to play in cooperation with us,” he said.

He added that the establishment of China's Permanent Mission to the IMO demonstrates the country's strong commitment to supporting the organization's work in areas such as digitalization, decarbonization, improving safety, promoting diversity and inclusion, and enhancing seafarer training.

“This will only strengthen China’s participation in the exchange of experience with the IMO,” said A. Dominguez.

IMO is a specialized agency of the United Nations responsible for the protection of shipping and the prevention of pollution of the marine environment and the atmosphere by ships.

The organization currently has 176 members. China has been one of the 10 Category A members of the IMO Council since 1989. –0–

Caracas, November 27 (Xinhua) — US missile strikes on ships in the Caribbean violate international law and human rights, Venezuelan Attorney General Tarek William Saab said on Wednesday.

"They violated international law," the UN Convention on the Law of the Sea, and "all human rights treaties," T.W. Saab said of the US attacks in international waters.

"If a vessel does not pose an immediate threat, the use of lethal force constitutes a violation of international humanitarian law," he added.

"Venezuela does not produce cocaine or marijuana," T.W. Saab emphasized, noting that, according to UN data, "less than 5 percent of drugs destined for the United States" pass through Venezuela.

The Prosecutor General reported that over the past eight years, the Prosecutor General's Office has brought 60,820 drug trafficking charges against Venezuelan citizens, with 21,370 convictions and more than 370 tons of drugs seized. –0–

Washington, November 27 (Xinhua) — The suspect in the shooting of two U.S. National Guard soldiers near the White House has been identified as an Afghan citizen who entered the United States in 2021, U.S. media reported, citing law enforcement officials.

The shooter, identified as 29-year-old Rahmanullah Laqanwal, lives in Washington state, senior law enforcement sources told NBC News. Officials said they are still working to verify his background.

The FBI will begin investigating the shooting as a possible act of terrorism, senior US law enforcement officials said.

According to authorities, the incident occurred several blocks from the White House at approximately 2:15 PM local time. While National Guard troops were patrolling, an unidentified man approached from around the corner, raised a weapon, and opened fire.

Two National Guard soldiers were injured and remain "in critical condition," Federal Bureau of Investigation Director Cash Patel told reporters. The attacker also suffered gunshot wounds and was hospitalized, police said.

US President Donald Trump wrote on social media that both National Guardsmen were seriously wounded and were being treated in two different hospitals. He also said the shooter was seriously injured.

Washington Mayor Muriel Bowser said at a briefing that the shooting was "targeted."

Following the attack, US Defense Secretary Pete Hegseth said on Wednesday that Donald Trump had asked him to send 500 more National Guard troops to Washington. –0–

URUMQI, Nov. 27 (Xinhua) — A total of 341,000 vehicles were exported through the Horgos border crossing in northwest China's Xinjiang Uygur Autonomous Region in the first 10 months of this year, up 3.2 percent from the same period last year, Horgos Customs reported.

In particular, 141,000 electric vehicles were exported from China through the Khorgos checkpoint, a 44.7 percent increase compared to the same period last year. NEVs are widely popular in Central Asia and Russia.

UN, November 27 (Xinhua) — Ongoing fighting and ongoing restrictions in South Kivu province in the eastern Democratic Republic of the Congo (DRC) have seriously hampered humanitarian access, the UN Office for the Coordination of Humanitarian Affairs (OCHA) said on Wednesday.

It expressed alarm at the rapid deterioration of the situation in South Kivu, particularly in the Fizi and Mwenga territories.

OCHA noted that fighting between armed groups and restrictions imposed in the second and third quarters of 2025 had seriously hampered or prevented humanitarian access in some locations, including Minembwe and Itombwe, and the High Plateaus region.

“Since May, these areas have been in near-total isolation due to severe restrictions imposed by armed groups, including the closure of key roads connecting the towns of Fizi and Minembwe and denial of access to humanitarian organizations,” the department said.

There were also reports of threats that forced several non-governmental organizations to cease operations, with disastrous consequences for the civilian population.

OCHA said that in the Minembwe region alone, more than 170,000 displaced and returnees are cut off from essential assistance.

The healthcare system is struggling to cope with prolonged shortages of medicines. According to OCHA, children accounted for 60 percent of all deaths at Minembwe Hospital from July to September, and the mortality rate from severe acute malnutrition reached almost 30 percent.

The agency also said the food security situation was rapidly deteriorating as road closures were driving up prices of staple foods.

OCHA partners have pre-positioned supplies, including medicines and food kits, in neighboring towns, but are unable to deliver them due to insecurity. "It is urgent that all parties protect civilians and ensure safe and unimpeded humanitarian access so that life-saving assistance can reach those trapped by the violence," the agency stated.
