BEIJING, November 27 (Xinhua) — China expresses its strong protest against Japanese Prime Minister Sanae Takaichi's continued undermining of the political foundation of bilateral relations, as defined by the spirit of the four China-Japan political documents. Chinese Foreign Ministry spokesperson Guo Jiakun stated this at a regular press briefing on Thursday.

Sanae Takaichi reportedly said during a debate with opposition party leaders on Wednesday, "Having renounced all rights and claims under the San Francisco Peace Treaty, we are not in a position to recognize Taiwan's legal status."

In response, Guo Jiakun pointed out that Taiwan's return to China was one of the fruits of victory in World War II and an integral part of the post-war international order. He emphasized that a number of international legal documents, including the Cairo Declaration, the Potsdam Declaration, and the Japanese Instrument of Surrender, affirmed China's sovereignty over Taiwan.

According to the Chinese diplomat, the question of Taiwan's status was finally resolved in 1945, when China won the Chinese People's War of Resistance Against Japanese Aggression. On October 1, 1949, the Central People's Government of the People's Republic of China was established, and since then, it has been the sole legitimate government representing all of China. This was a change of government during which China's status as a subject of international law remained unchanged, and the country's sovereignty and territorial boundaries remained unchanged. Consequently, Guo Jiakun stated, the PRC government naturally and fully utilizes and exercises China's sovereignty, including sovereignty over Taiwan.

He also cited the provisions of the 1972 Sino-Japanese Joint Statement, which states: "The Government of Japan recognizes the Government of the People's Republic of China as the sole legitimate government of China. The Government of the People's Republic of China reaffirms that Taiwan is an inalienable part of the territory of the People's Republic of China. The Government of Japan fully understands and respects this position of the Chinese government and firmly adheres to its position in accordance with Article 8 of the Potsdam Declaration."

Guo Jiakun noted that the so-called San Francisco Peace Treaty was concluded as a separate peace treaty with Japan, without the participation of key parties to World War II, such as China and the Soviet Union. This document violates the 1942 Declaration by United Nations, signed by 26 countries, including China, the United States, Great Britain, and the USSR, stipulating that each government undertakes not to conclude a separate armistice or peace with its enemies. It also violates the UN Charter and the fundamental principles of international law.

Everything stated in the treaty regarding sovereignty over Taiwan and other territorial and sovereign rights of China, which has not signed the treaty, is completely illegal and invalid, the official representative of the Chinese Ministry of Foreign Affairs emphasized.

The diplomat noted that Sanae Takaichi deliberately omitted the Cairo and Potsdam Declarations—two international legal documents that have full legal force and are mentioned in the Sino-Japanese Joint Statement, the Treaty of Peace and Friendship between China and Japan, and other bilateral treaties—and instead referred exclusively to the illegal and invalid “San Francisco Peace Treaty.”

According to Guo Jiakun, this once again proves that the Japanese Prime Minister remains unwilling to acknowledge her mistakes and abandon her misguided course. She continues to undermine the political foundation of Sino-Japanese relations, established in accordance with the spirit of the Four Sino-Japanese Political Documents. She disregards the authority of the UN, openly challenges the post-war international order and basic norms of international law, and even attempts to promote the idea of "Taiwan's undetermined status." All of this only exacerbates the error of her actions, the Chinese diplomat stated.

"China firmly rejects this and calls on the international community to exercise extreme vigilance. We once again urge the Japanese side to reflect on its actions, correct its mistakes, disavow its inaccurate statements, take practical steps to fulfill its obligations to China, and do at least the minimum Japan is obligated to do as a UN member state," the Chinese Foreign Ministry spokesperson concluded.

Beijing, November 27 (Xinhua) — China expects France to promote the healthy development of China-EU relations on the right track, Chinese Foreign Minister Wang Yi said on Thursday.

Wang Yi, also a member of the Politburo of the CPC Central Committee and director of the Office of the Foreign Affairs Commission of the CPC Central Committee, made the announcement during a telephone conversation with Emmanuel Bonne, diplomatic adviser to the French president.

The head of the Chinese Foreign Ministry stated that the current international situation is characterized by an interplay of chaotic changes and a continuous series of new challenges and problems.

Wang Yi emphasized the need for China and France to maintain regular dialogue and strengthen strategic cooperation in this regard. He also emphasized the paramount importance of strategic leadership between the two heads of state.

The Chinese diplomat called on both sides to deepen comprehensive and mutually beneficial cooperation and elevate the China-France comprehensive strategic partnership to a new height, as well as inject new impetus into efforts to uphold multilateralism, reform and improve global governance, demonstrating the responsibility of China and France as permanent members of the UN Security Council.

Wang Yi expressed hope that France would encourage the EU to pursue a positive and rational policy toward China, adhere to the basic positioning of bilateral relations as a partnership, and properly resolve trade and economic differences through dialogue and consultation.

He also outlined China's position on the Taiwan issue in detail, emphasizing that the current Japanese leader's provocative statements on Taiwan are a blatant attempt to turn back the wheel of history and an encroachment on China's sovereignty and territorial integrity.

According to Wang Yi, China and France, as permanent members of the UN Security Council and comprehensive strategic partners, should jointly safeguard the achievements of the Victory in World War II and provide each other with resolute support on issues affecting mutual core interests.

The Chinese diplomat expressed hope that France would continue to firmly adhere to the one-China principle.

E. Bonn, for his part, stated that French President Emmanuel Macron is looking forward to his upcoming visit to China to strengthen and deepen the friendship between the two heads of state, as well as to conduct in-depth strategic communication on issues such as the development of French-Chinese and European-Chinese relations and a joint response to global crises.

The French diplomat expressed confidence that the upcoming visit will set the direction for the high-quality development of bilateral relations and will make a new contribution to peace and stability throughout the world.

According to E. Bonne, France firmly adheres to the traditions of independent diplomacy, consistently follows the one-China policy and understands the legitimate position of the PRC on the Taiwan issue.

France hopes to strengthen mutual trust, enhance dialogue and coordination with China, and jointly overcome challenges related to global governance and economic imbalances in the world, added E. Bonne.

Stressing the importance of the healthy development of EU-China relations, he stated France's readiness to play a positive role in dialogue and cooperation between the EU and China, building on the solid foundation of French-Chinese relations.

The parties also exchanged views on the Ukrainian crisis. E. Bonn briefed Wang Yi on France's position on this issue. Wang Yi, in turn, reiterated that China supports all efforts aimed at achieving peace, advocates for a comprehensive, lasting, and acceptable peace agreement for all parties involved, and advocates for the creation of a balanced, effective, and sustainable European security architecture. He added that China looks forward to maintaining communication with France in this regard.

Responding to a media question, the ministry's official representative noted that while China welcomes Malaysia's moves to resolve differences with other countries through trade agreements, any such agreements should not hinder the development of global trade and regional cooperation, and should not harm China's interests.

The official representative made the statement following bilateral contacts on this issue between representatives of the Ministry of Commerce of the People's Republic of China and the Ministry of Investment, Trade and Industry of Malaysia, which took place on November 25 in Beijing.

China called on Malaysia to consider its long-term interests and properly handle the issue, the official added.

BEIJING, November 27 (Xinhua) — The white paper on China's arms control, disarmament, and non-proliferation policies in the new era demonstrates China's sense of responsibility and its commitment as a great power to actively lead global security governance and safeguard world peace and security, Chinese Foreign Ministry spokesperson Guo Jiakun said on Thursday.

As Guo Jiakun noted at a regular press briefing, the current publication of the white paper is significant because this year marks the 80th anniversary of the victory in the Chinese People's War of Resistance Against Japanese Aggression and the World Anti-Fascist War, as well as the 80th anniversary of the founding of the United Nations.

China published previous versions of its white paper on arms control in 1995 and 2005. Guo Jiakun stated that the new version comprehensively outlines China's policies on arms control, disarmament, and non-proliferation of weapons of mass destruction, as well as the country's approaches and proposals for the international security and arms control situation in the new era.

Noting the current complex situation in the area of international security and arms control, and the steady escalation of the international arms race in a world prone to frequent conflicts and upheavals, the official representative stated that humanity once again stands at a crossroads and is faced with a choice between peace and war, dialogue and confrontation, cooperation for mutual benefit, and a zero-sum game.

Guo Jiakun pointed out that the document reflects China's active efforts, practical measures and obvious achievements in constructively participating in the international arms control process over the past two decades, demonstrating China's sense of responsibility as a great power in leading global security governance and ensuring world peace and security.

The publication of the white paper is a concrete step by China in implementing the Global Security Initiative and the Global Governance Initiative, the diplomat continued, adding that regardless of changes in the international situation, China will always stand on the side of peace and justice and act as a strong force in protecting peace and security throughout the world.

China is ready to join all other peaceful countries in advocating for the construction of an equitable and orderly multipolar world and inclusive economic globalization that benefits everyone, and to strengthen and develop the international arms control system with the UN at its core, Guo Jiakun concluded.
