Beijing, November 29 (Xinhua) — The Beijing Science and Technology Commission, in collaboration with space research institutes and city enterprises, plans to build a space data processing center in a sunrise-sunset orbit at an altitude of approximately 700-800 kilometers above Earth. This was reported on Friday by the Science and Technology Daily.

According to a meeting held Thursday by the Beijing Science and Technology Commission and the Beijing Astro-future Institute of Space Technology, the space data center will be a large-scale centralized system with a capacity exceeding the gigawatt level, including space-based computing power, data relay, and ground-based control subsystems. Each subcenter will be capable of hosting server clusters with a total capacity of millions of cards.

According to the meeting's results, the data center's construction will take place in three phases. By 2035, a large-scale space data center will be established to support space computing.

The meeting also announced the creation of an innovative consortium for a space data center. Led by the Beijing Astro-future Institute of Space Technology and its subsidiaries, the consortium brings together 24 organizations across the industrial chain.

The innovative consortium will focus on the construction and implementation of the space data center. Regarding industrial integration and ecosystem development, the consortium will promote the integration of the space data center with advanced technologies such as artificial intelligence (AI), mobile communications, new materials, and new energy, facilitating the creation of new business models for space data applications.

Development of the first-generation experimental data center satellite has been completed and its launch is scheduled for late 2025 or early 2026.

A representative of the Beijing Science and Technology Commission stated that the space data center represents a strategic integration of commercial space exploration and artificial intelligence. Beijing authorities will increase their support, positioning the project as a key pillar in the construction of an international science and technology innovation center, which will help establish new industrial chains and a commercial closed loop.

BEIJING, Nov. 29 (Xinhua) — Authorities, businesses and residents in China's inland areas have joined forces to raise resources to support the Hong Kong Special Administrative Region (SAR) after a major fire broke out at a residential complex in the region on Wednesday.

Closely monitoring the rescue operations, the Hong Kong and Macao Affairs Office of the Communist Party of China Central Committee formed a task force that arrived in Hong Kong on Thursday morning to assist with disaster relief efforts.

Under the coordination of the said office, Hong Kong's neighboring province of Guangdong quickly mobilized a range of rescue equipment, medicines and consumables in accordance with the needs of the Hong Kong Special Administrative Region (HKSAR) and delivered them to Hong Kong in two batches on Thursday and Friday.

Guangdong Provincial Fire and Rescue Forces also provided support for search and rescue operations and logistical support. At the request of Hong Kong authorities, they provided modern equipment such as lighting drones, reconnaissance drones, exoskeleton robots, and firefighters' protective boots.

Under the leadership of the All-China Women's Federation, several agencies jointly allocated funds totaling 5 million yuan (approximately US$706,324) to support disaster-stricken residents in Hong Kong with emergency rescue, temporary housing, and post-disaster recovery.

The Chinese Red Cross Society donated 2 million yuan to the Hong Kong Red Cross Society for emergency rescue and humanitarian aid and promised to provide follow-up support if needed to address the aftermath of the disaster.

Furthermore, support from businesses in China's interior has increased. To date, total donations from companies and institutions across various sectors, including science and technology, e-commerce, and logistics, have exceeded 600 million Hong Kong dollars (approximately 77.12 million US dollars).

Shelters are receiving regular donations of essential supplies, such as blankets, food, and drinking water, from businesses and individuals in China's interior. Many residents in the interior also volunteer to deliver essential supplies, organize fundraisers, and offer online psychological counseling.

In addition to setting up a HK$20 million charitable fund for emergency relief, China Merchants Group, a centrally-directed state-owned enterprise headquartered in Hong Kong, launched an emergency logistics platform to ensure the efficient delivery of donated material resources to the SAR.

Firefighting and search and rescue operations concluded Friday morning after a deadly fire broke out at Hong Kong's Hongfuyuan residential complex on Wednesday afternoon, killing 128 people. -0-

Bishkek, November 29 /Xinhua/ — China-Europe freight trains are contributing to the development of Central Asian countries, Sergei Ponomarev, President of the Association of Markets, Trade, and Services Enterprises of Kyrgyzstan, said in an interview with Xinhua.

As announced at the 2nd China-Europe Freight Train Services International Cooperation Forum, held in November in Xi'an, Shaanxi Province, Northwest China, these trains carried 53 categories of freight, covering over 50,000 items. China-Europe freight trains are increasingly bringing branded products from other countries to the Chinese market, while several landlocked Eurasian countries have gained access to the sea.

According to S. Ponomarev, China-Europe freight trains passing through Central Asia are a major project that brings both economic and infrastructural benefits to the region and contributes to improving the quality of life for the population, in particular through the creation of new jobs.

He also noted that the history of the Silk Road shows that trade and logistics of that era contributed to the development of infrastructure, the formation of cultures, cities, and the overall politics of the time. At that time, goods from China—silk, spices, gunpowder, paper—were shipped to Europe and passed through the territory of today's Kyrgyzstan.

"Replicating this experience—the joint construction of the Belt and Road—is undoubtedly a megaproject, which Kyrgyzstan was one of the first to approve and will participate in not only in politics but also in business," said S. Ponomarev.

He emphasized that logistics have become more complex amid the changing international environment, and new transport corridors will be beneficial for both Central Asian countries and China. Kyrgyzstan occupies a key link between China, one of the world's largest economies, and Europe, and Central Asia is becoming a convenient bridge, the agency's source added.

Comment: The change in the Netherlands' position is the first step on the right path to a proper settlement of the issue.

On November 19, Dutch Economy Minister Vincent Karremans announced that the takeover order against semiconductor manufacturer Nexperia had been suspended.

On the same day, the Chinese Ministry of Commerce responded to this statement, noting that China welcomes the decision of the Dutch side and considers it a first step in the right direction for a proper resolution of the issue.

However, as a spokesperson for the Chinese Ministry of Commerce noted, suspending the order does not equate to its repeal, which would address the root cause of instability and chaos in global semiconductor supply chains. He expressed hope that the Dutch side will continue to demonstrate a desire to sincerely cooperate with China and present truly constructive proposals for resolving the issue.

This incident offers three lessons for the Dutch government.

First, "national security" is not an excuse. In recent years, some Western countries have frequently imposed restrictions on Chinese companies under the guise of "national security," but in the case of Nexperia, these unjustified actions backfired—the forced takeover directly disrupted supply chains, and the industrial reaction was far more severe than the Dutch government anticipated. The Netherlands realized that continuing the takeover of Nexperia would lead to enormous economic losses in the short term and damage to its national reputation in the long term.

Secondly, the reality of "continuity of the supply chain" must be respected. Nexperia is one of the world's most important suppliers of core chips, and its manufacturing facilities exhibit a tightly interconnected structure of "European design, Chinese sealing and testing." Attempts to forcibly disrupt this industrial structure through administrative means would cause greater harm to the Netherlands itself and to companies in the supply chain that rely on these products.

Third, using political means to interfere with normal economic cooperation proved to be a mistake. The Nexperia incident demonstrated that excessive politicization will not only deprive Dutch companies of markets but could also leave them in a passive position in supply chains.

Beijing, November 28 (Xinhua) — China will strengthen ethical review of artificial intelligence (AI) patents to ensure the development of AI technologies complies with the law, social morality, and public interests, the State Intellectual Property Administration (SIPA) announced on Friday.

At a press conference organized by the department, senior official of the GAIS Jiang Tong said that the newly revised patent examination guidelines, which will take effect on January 1, 2026, included for the first time a special topic section on AI and big data.

The section states that the implementation of AI-related technical solutions, such as data collection and rule-making, must comply with legal requirements, social ethics and public interests, Jiang Tong added.

In addition, the guidance also clarifies the disclosure requirements for scenarios such as model building and training, and details the criteria for determining adequate disclosure, addressing potential issues of insufficient disclosure of technical solutions that may arise due to the “black box” properties of AI models.

At a press conference, another senior official of the State Intellectual Property Inspectorate, Liang Xinxin, stated that the intellectual property rights development plan for the 15th five-year period (2026-2030) will continuously deepen international cooperation and exchanges.

He added that the plan would also demonstrate China's unwavering commitment to equally protecting the intellectual property rights of both domestic and foreign enterprises, create a favorable business environment for companies of all types, and promote "dual circulation" of domestic and international markets.
