Yerevan, December 4 /Xinhua/ — The International Monetary Fund (IMF) has approved a loan agreement for Armenia worth approximately $175 million, the Central Bank of Armenia (CB) reported.

The regulator's statement noted that the IMF approved a new 36-month loan to the country under the Stand-By Arrangement for approximately $175 million. These funds will be used to ensure the continuity of reforms and macroeconomic stability, as well as to hedge against external risks.

The IMF report particularly notes the role of the Central Bank of Armenia's new monetary policy in reducing inflation to the target level of 3 percent.

According to the report, Armenia's banking system is assessed as well-capitalized, liquid, and generally resilient, although rising credit risks require regulatory vigilance. Strengthening the supervisory system, expanding macroprudential tools, and regulating stablecoins remain priorities in maintaining financial stability, while broader structural reforms promote sustainable and inclusive growth, the report adds.

BEIJING, December 4 (Xinhua) — China's electronic information technology (EITC) industry showed robust growth in the first 10 months of 2025, the Ministry of Industry and Information Technology (MIIT) said.

According to the agency, during the reporting period, the added value of industrial production at large enterprises in the sector increased by 10.6 percent year-on-year.

At the same time, the combined revenue of the above-mentioned companies grew by 8.3 percent to 14 trillion yuan (about 1.98 trillion US dollars), and combined profit increased by 12.8 percent to 570 billion yuan.

Large companies in China's electronic information industry are defined as those with annual revenues of 20 million yuan or more.

From January to October, China produced 1.02 billion smartphones, a 0.7 percent increase compared to the same period last year. Integrated circuit production reached 386.6 billion units, a 10.2 percent increase year-on-year.

This steady recovery comes amid China's ongoing efforts to strengthen the industry. In September, Chinese authorities unveiled a plan to stabilize growth in the electronic information industry from 2025 to 2026, setting a target for average annual growth in the added value of computer, communications, and other electronic equipment production at around 7 percent.

Moscow, December 4 /Xinhua/ — Over the past 20 years, China has made significant progress in environmental protection and building an ecological civilization. This is the subject of an article by Chinese Ambassador to Russia Zhang Hanhui, published by the Russian newspaper Argumenty i Fakty.

"This year marks the 20th anniversary of Chinese President Xi Jinping's proposal of 'green mountains and emerald waters are treasures,'" the article states. According to Zhang Hanhui, over the past two decades, "China, by combining political planning with systemic measures, has facilitated historic, pivotal, and global changes in ecological and environmental protection, achieved globally recognized success in building an ecological civilization, and successfully blazed a trail of Chinese modernization characterized by the harmonious coexistence of man and nature, fully demonstrating the significant advantages and effectiveness of the 'Chinese governance model.'"

The diplomat recalls that China has become the country with the fastest improvement in air quality in the world. "Blue skies over Beijing" have transformed from a dream into a reality. Furthermore, the fight for clean water has "made steady progress, and the phenomenon of black, stagnant water in urban areas has been largely eliminated." Systematic measures are being taken to improve the environmental conditions of the Yangtze, Yellow River, and other rivers.

As noted in the article, China has managed to curb the trend of accelerated soil degradation using a space-air-ground monitoring system based on seven satellites and 38,880 ground monitoring points. The area of restored land has reached 8 million hectares. China accounts for about a quarter of the global increase in green space.

"In the face of the global challenges of climate change, environmental pollution, and biodiversity loss, China stands ready to work with Russia to implement the important agreements reached by the two heads of state, continue to deepen solidarity and cooperation, implement genuine multilateralism, and promote the formation of a fair and rational global environmental governance system based on cooperation and mutual benefit, so as to make new and greater contributions to the joint construction of a community with a shared future for mankind and the creation of a clean and beautiful world," concludes Chinese Ambassador to the Russian Federation Zhang Hanhui.

St. Petersburg, December 4 (Xinhua) — The Russian Ministry of Foreign Affairs calls on Japan to return to the position of true pacifism enshrined in Japan's national constitution. This was stated by Russian Foreign Ministry spokesperson Maria Zakharova in St. Petersburg on Thursday.

"According to Japan's constitution, the country has renounced war as a sovereign right of the nation. Bellicose statements and actions by Japanese authorities not only provoke further tension in the region but also directly contradict the country's fundamental law," noted M. Zakharova, speaking at a briefing held as part of the international conference "The Great Patriotic War in the Collective Memory of the Peoples of the Commonwealth: On the 80th Anniversary of Victory."

A Russian Foreign Ministry spokesperson noted that the Japanese government is not relenting and continues to make strange statements regarding Taiwan.

"Russia's fundamental position on the Taiwan issue is well-known and unchanged. Russia recognizes that Taiwan is an integral part of China and opposes any form of independence for the island. We believe that the Taiwan issue is an internal matter for China, which has every legitimate right to defend its sovereignty and territorial integrity," Zakharova emphasized.
