NEW YORK, Dec. 9 (Xinhua) — U.S. President Donald Trump said Monday that the United States will allow Nvidia to supply H200 AI chips to "approved customers" in China and other countries, provided that 25 percent of the chip sales go to the U.S. government.

"These policies will support American jobs, strengthen American manufacturing, and benefit American taxpayers," Trump said in a post on Truth Social on Monday.

“The Commerce Department is finalizing the details, and the same approach will be applied to AMD, Intel, and other great American companies,” he noted.

"We applaud President Trump's decision to allow the American chip industry to compete to support high-paying jobs and manufacturing in America," an Nvidia spokesperson said Monday.

“Offering the H200 to approved commercial customers vetted by the Department of Commerce strikes a thoughtful balance that is a great fit for America,” the spokesperson said.

The H200 is a higher-end chip than the H20, but not the company's flagship product. Local media reported on Monday that both Nvidia and its rival AMD agreed in August to hand over 15 percent of their revenue from chip sales to China to the US government.

TOKYO, Dec. 9 (Xinhua) — The Japan Meteorological Agency canceled a tsunami warning for coastal areas of Aomori, Iwate and Hokkaido prefectures early Tuesday, hours after a magnitude 7.5 earthquake struck the northeast of the country.

An earthquake struck on Monday at 11:15 PM local time off the Pacific coast of Aomori. The earthquake originated at a depth of 54 km. The magnitude of the earthquake reached 6 out of 7 on the Japanese seismic scale in some parts of Aomori.

Approximately three and a half hours after the earthquake, the tsunami warning was downgraded to an advisory. On Tuesday at 6:20 a.m. local time, all tsunami warnings for the Pacific coast were canceled. The highest tsunami—approximately 70 cm—was observed at Kuji Port in Iwate.

Japanese Prime Minister Sanae Takaichi said Tuesday that 30 people were injured in a powerful earthquake and warned of the possibility of similar or stronger tremors along the Pacific coast.

Japan's meteorological agency has issued a megaquake warning, saying there is a 1 in 100 chance that a magnitude 8 or greater earthquake could occur within seven days.

The Cabinet Office has urged the public to maintain special preparedness for at least a week, such as keeping essential supplies within reach to enable a quick evacuation.

The Chinese Embassy in Japan on Tuesday urged Chinese citizens in the country to exercise caution and closely monitor earthquake and natural disaster information, as well as weather warnings.

UN, December 9 /Xinhua/ — UN Secretary-General António Guterres is concerned about reports of renewed armed clashes between Cambodia and Thailand, including airstrikes and the mobilization of heavy equipment in border areas, his spokesman, Stéphane Dujarric, said on Monday.

The border dispute between Cambodia and Thailand has already resulted in significant civilian casualties, damage to civilian infrastructure and displacement on both sides of the border, the statement said.

The UN chief stressed that both sides must protect civilians and facilitate humanitarian aid, and urged Thailand and Cambodia to exercise restraint and avoid further escalation, Dujarric said.

According to him, the Secretary-General reminded the parties of the need to return to the framework of the Joint Declaration signed on October 26, reaffirm their commitment to the ceasefire, and take de-escalation and confidence-building measures. A. Guterres called on Bangkok and Phnom Penh to fully utilize all dialogue mechanisms to find a lasting solution to the dispute through peaceful means.

“The UN is ready to support all efforts aimed at promoting peace, stability and development in the region,” said S. Dujarric.

Less than two months ago, Thailand and Cambodia signed a peace declaration. However, between Sunday and Monday, border clashes flared up again, with artillery shelling reported in several areas. Residents of several provinces were hastily evacuated.

BEIJING, December 9 (Xinhua) — The number of overseas tourists who received value-added tax (VAT) refunds upon exiting China increased by 285 percent in the first 11 months of 2025 compared to the same period last year, according to data released Monday by the General Administration of Taxation (GATT).

During this time, the volume of sales of goods subject to VAT refunds and the total amount of VAT refunds increased by 98.8 percent year-on-year, the data show.

Since April this year, China has introduced a number of measures to optimize the VAT refund system for purchases by foreign tourists.

As part of the new measures, instant tax refund points have been established in major shopping districts in cities such as Beijing, Shanghai, Chongqing, Chengdu, and Guangzhou. Shanghai and Hangzhou have also introduced online VAT refunds, making the process more efficient.

The ongoing optimization of tax refund services has better met the tax refund needs of foreign tourists and further increased their interest in traveling to China.

According to the State Tax Administration of China, as of the end of November, there were 12,252 exit tax refund shops nationwide, with more than 7,000 of them offering immediate tax refund services upon purchase.

China began implementing the exit tax refund policy for foreign tourists in 2015. Since then, the size of the VAT refund on purchases for foreign tourists leaving China has continued to increase annually, benefiting even more overseas travelers. -0-
