Berlin, December 10 (Xinhua) — Some provisions of the recently published US National Security Strategy are "unacceptable" from a European perspective. Germany and Europe must be more independent from the US in terms of security policy, German Chancellor Friedrich Merz stated at a press conference in the state of Rhineland-Palatinate on Tuesday.

He said he was "not surprised" by the document and acknowledged some aspects were understandable, given that US Vice President J.D. Vance accused Europe of abandoning the "fundamental values" it shares with the United States at the Munich Security Conference in February.

However, F. Merz also expressed his disagreement with some aspects of the US strategy. "I don't see any need for the Americans to rescue democracy in Europe right now," he said. "If it needs saving, we can handle it ourselves."

He noted that the "America First" principle is particularly evident in the strategy. Expressing agreement with this principle, Merz emphasized that "'America alone' cannot be in your [the United States'] interests. You need partners all over the world."

Several American and European news outlets noted that the 30-page US National Security Strategy devotes only two and a half pages to Europe. The Financial Times reported that the document "highlights the ideological chasm that has opened between Washington and its traditional allies."

BEIJING, Dec. 10 (Xinhua) — Qizhale, a former member of the Bureau of the 14th National Committee of the Chinese People's Political Consultative Conference (CPPCC), has been charged with accepting bribes, the Supreme People's Procuratorate said Wednesday.

The prosecutor's indictment states that Qizhala, also a former deputy head of the CPPCC National Committee's Commission on Agriculture and Rural Affairs, abused his powers and official position in various positions over the years, including as head of the Xizang Autonomous Region government in Southwest China, to benefit third parties, receiving large amounts of money and material goods from them in exchange.

In July 2025, he was expelled from the Chinese Communist Party and dismissed from government service. -0-

BEIJING, Dec. 10 (Xinhua) — From January to November 2025, the foreign trade turnover of North China's Inner Mongolia Autonomous Region grew 4.2 percent year-on-year to 196.33 billion yuan (about 27.7 billion U.S. dollars), 0.6 percentage points higher than the national average, the Neimenggu Ribao daily reported Wednesday.

During the specified period, exports from Inner Mongolia Autonomous Region amounted to 79.37 billion yuan, an increase of 3.5 percent year-on-year, while imports increased by 4.7 percent to 116.96 billion yuan in value terms.

It is worth noting that Inner Mongolia's foreign trade turnover reached its highest level since the beginning of this year in November, reaching 21.16 billion yuan, up 23.8 percent year-on-year, with exports reaching 9.45 billion yuan, up 29.6 percent, and imports jumping 19.5 percent to 11.71 billion yuan.

According to a person in charge of the Inner Mongolia Autonomous Region's Bureau of Commerce, since the beginning of this year, local authorities have made every effort to stabilize the import and export of traditional commodities such as coal and agricultural products, which has laid a solid foundation for promoting the sustainable recovery of the region's foreign trade sector.

“We will take advantage of the key period of the last month of the year and continue to consolidate the results of the current favorable trend,” the district Commerce Department noted, expressing its readiness to work together with customs, tax, finance and other relevant departments to provide enterprises with a full range of services, such as simplified customs clearance procedures, accelerated tax refunds and financial support, and to do everything possible to achieve the planned goals for the development of the local foreign trade sector this year. -0-

Beijing, December 10 (Xinhua) — During the 15th Five-Year Plan period (2026-2030), China's retail sector will be a key focus for building a complete domestic demand system, while also guiding the sector toward a quality- and service-driven development model to achieve high-quality growth, Vice Minister of Commerce Sheng Qiuping announced on Tuesday.

He said the retail sector plays a key role in stimulating consumption and ensuring a sustainable economic recovery, but it still needs further improvements in areas such as store location, matching supply and demand, and ensuring a balance between online and offline formats.

Companies in this sector must win over consumers with high-quality products and services, promoting best practices and the experience of enterprises such as Pandonglai, a popular chain of supermarkets, shopping malls and cinemas, to accelerate transformation and modernization, the deputy minister said.

He stated the need for additional increased attention to lower-tier markets and the introduction of new formats, models, and business scenarios there that help unlock consumer potential.

The Deputy Minister also spoke in favor of deeper integration of online and offline consumption, as well as fully utilizing the market's decisive role in resource allocation.

Since the start of the 14th Five-Year Plan (2021-2025), the retail sector has made a significant contribution to stimulating consumption and investment in China. By the end of 2024, the country's retail sales of consumer goods increased by 3.5 percent compared to 2023. -0-

UNITED NATIONS, Dec. 9 (Xinhua) — UN Secretary-General Antonio Guterres on Tuesday called on member states to contribute to the Central Emergency Response Fund (CERF) to "keep hope alive for the millions of people who depend on us."

“We meet at very difficult times,” when humanitarian needs are growing and crises are multiplying, Mr. Guterres said in his speech at a high-level fundraising event for CERF in 2026.

While CERF is the world body's flexible first-aid fund, the humanitarian system's reserves are "being depleted," he said.

Since 2006, CERF has provided nearly $10 billion in life-saving assistance to more than 100 countries, working with more than 20 UN agencies and hundreds of partners, reaching tens of millions of people each year, the UN chief said.

This year alone, CERF has allocated nearly $110 million to neglected and underfunded emergencies, from Afghanistan to Somalia and beyond, he said.

The Fund sprang into action as soon as humanitarian access to Gaza was opened and helped scale up aid for 2.5 million people in Sudan, he said, adding that as Hurricane Melissa approached the Caribbean, the Fund helped countries take early action by providing funds, evacuation assistance and essential supplies, giving families invaluable time before the storm arrived.

But today, the humanitarian system faces its most serious test, the UN Secretary-General warned, adding that “across the system, we are trying to make the most effective use of every dollar.”

Donor contributions have fallen sharply in 2025, he said, with projected contributions this year being the lowest since 2015.

“This is a moment when we are being asked to do more and more with less and less resources,” said Guterres, calling on Member States to reach the $1 billion target for the CERF, approved by the UN General Assembly, and to ensure predictability of humanitarian funding for the coming years. –0–

URUMQI, December 10 (Xinhua) — As of December 9, the number of border crossings at the airport in Urumqi, northwest China's Xinjiang Uygur Autonomous Region, has exceeded 1.05 million, reaching a new all-time high. This figure is projected to reach 1.15 million by the end of 2025.

According to the customs service at Urumqi's Tianshan International Airport, China's introduction of a number of visa-free measures has made it easier for foreign tourists to enter the country for tourism, visiting family and friends, and receiving tax refunds on purchases. The popularity of the "China Travel" trend continues to grow. Passenger traffic at Tianshan Airport, an important aviation hub in Xinjiang, continues to grow.

"This is my second time in Xinjiang, China, since I was here three years ago. The international airport has changed a lot, and customs procedures have become very convenient," said a Kazakhstani passenger who flew into Urumqi from Almaty.

Zhang Weijie, Deputy Director of Customs at Tianshan Airport, reported that since the beginning of this year, customs has been collaborating with a number of airlines to promote the expansion of international passenger routes and increase the potential of the air transport sector. Currently, the Urumqi airport checkpoint connects 28 cities in 20 countries.

BEIJING, Dec. 9 (Xinhua) — Chinese authorities recently issued two mandatory national standards for civilian unmanned aerial vehicles (UAVs), aiming to strengthen oversight of the fast-growing industry, the State Administration for Market Regulation said Tuesday.

Two standards, titled “Requirements for Real-Name Registration and Activation of Civil Unmanned Aerial Vehicles” and “Procedure for Identifying the Functioning of a Civil Unmanned Aerial Vehicle System,” will come into effect on May 1, 2026.

The first standard establishes a system for registering UAVs under a real name and provides for the inability to perform flights before their activation and after their deactivation.

The second requires the UAV to continuously transmit identification data, as well as information about its location, speed, and status, to regulatory authorities throughout the flight, from the moment it is turned on, allowing them to carry out monitoring in real time.

According to the State Administration for Market Regulation, the new standards will resolve flight safety issues related to "who is allowed to fly" and "who performs flights," which will promote the effective implementation of the "Interim Regulations for Unmanned Aerial Vehicle Flight Management" in the country and ensure the safe and orderly development of China's drone industry. -0-
