For six months of 2025 complaints The number of complaints to the Bank of Russia from consumers of financial services and investors increased by 18.6% compared to the same period last year. A total of 182.4 thousand complaints were received.

At the same time, consumers complained almost twice as rarely about the imposition of additional services when taking out a loan.

The number of complaints against insurers has decreased by 47%. Thanks to the fact that citizens can independently clarify the value of the bonus-malus coefficient and challenge it through the website of the National Insurance Information System, template complaints have practically ceased to arrive: 80 against 10.4 thousand for the first half of 2024.

The number of complaints about microfinance organizations has increased slightly. The 3.6% increase is due to difficulties in returning funds for additional services and in obtaining credit holidays. There are fewer complaints related to new cases of imposition of additional services and credit histories.

The situation with claims against professional participants in the securities market developed in a similar way – they decreased by 19%. The smallest number of complaints related to sanctions restrictions were received against brokers (a 3.2-fold decrease) and depositories (a 2.5-fold decrease).

Complaints about non-state pension funds (NPF) increased by 17.7%. The reason is the growth of claims regarding the execution of long-term savings agreements. However, in absolute figures, there are few such complaints: 193 for more than 5.6 million concluded agreements. Complaints about disagreement with the transition from the Social Fund of Russia to NPF, as well as between NPFs, decreased by 40.3%.

The Bank of Russia has approved the methodologies of two credit rating agencies (CRAs) for assigning non-credit ratings to ordinary shares. This is a new product on the market, which represents an assessment of the fair value of companies. It will become an additional reference point for investors when making investment decisions.

The pilot included OOO National Credit Ratings and OOO National Rating Agency. When assessing issuers, the CRAs will take into account how companies comply with corporate legislation, including investor protection standards, then assign "stars" to shares and accompany the ratings with extended analytics.

The first issuers to be rated will be companies fromShareholder Value Creation Programs.

At the end of the year, the Bank of Russia will analyze the experience gained and, if it proves positive, will consider the possibility of using stock ratings in financial regulation.

Beware of fake sites!

Fraudsters place fake websites of higher education institutions on the Internet. Fake websites almost completely repeat the style, design and content of the main pages of official websites of higher education institutions.

Also, fake websites additionally host electronic payment systems that accept funds for services of higher education institutions (priority entrance examinations, payment of entrance fees, payment for trial testing services, etc.).

At the same time, fake sites may contain personal account services, services that implement online testing, as well as other services and forms that mislead potential victims.

In addition, scammers may enter into correspondence with a potential victim via email and telephone, offering to use paid services.

Recommendations for protection

In accordance with subparagraph "e" of paragraph 1 of the Decree of the President of the Russian Federation of May 1, 2022 No. 250 "On additional measures to ensure the information security of the Russian Federation" and in order to prevent the implementation of threats to information security, it is recommended:

The eighth stream of training in the Unified Technology for Designing Solutions for Life Situations has started

Its participants included teams representing 17 regional centers for optimization of public services "My Documents" (MFC), as well as teams from the "Central Bank" and JSC "Analytical Center" (a subordinate institution of Rossotrudnichestvo). They will have to immerse themselves in the basics of the Unified Technology for Designing Solutions for Life Situations of the Agency and the State Corporation "Rosatom" over the course of four days. The model is aimed at improving the quality of life of citizens by increasing the efficiency of implementing projects and initiatives, as well as changing the paradigm of the system of interaction between government bodies and citizens by increasing the effectiveness and satisfaction with the solution of problems. The effects of implementing the model solution will be a reduction in duplication of processes in public administration, an increase in citizen satisfaction with services and savings in budget funds due to optimization.

A unified technology for designing solutions for life situations of ASI and Rosatom can become a key tool for the future model of a unified national system for managing project arrays.

"As part of the training, its participants will develop life situations using advanced optimization tools: service design and lean technologies. They will examine in detail the updated version of the federal register of public services FRGU 3.0, which will become a single source of reference data on all services provided in the country, and will become familiar with the functionality of the system in detail. The main result of the training is the formation of a systemic understanding of the tasks in creating a client-centric state and the digitalization of public services," commented State Secretary – Deputy Minister of Economic Development of Russia Alexey Khersontsev.

It is expected that the training will improve the competencies of the RCO employees in various areas of their activities. For example, to optimize work processes, increase the level of human-centricity in the provision of services, and develop a description of the target state for state and municipal services (SMS). Using the Unified Technology, training participants will be able to analyze a state (municipal) service in order to improve the customer journey, as well as effectively transfer the provision of state and municipal services to the Unified State Services Portal to an electronic format.

"The main idea of creating regional optimization centers was initially to use the existing potential of highly qualified MFC employees and form competence centers from among them to help government agencies implement federal tasks to optimize public services. The ROCs met all expectations, and I admire their willingness to absorb new knowledge, pick up and test promising methods in order to stay on top!" – noted Natalia Yakovleva, Director of the MFC Development Center CSR.

Following the in-person training, teams from 17 constituent entities of the Russian Federation will work for 15 weeks to simplify the service provision scenario, reduce the number of interactions between citizens and departments, reduce the time it takes to provide services, and increase the demand for services.

The speakers of the program will be Andrey Kapalin, Director of ASI programs, Sergey Artemyev, Head of the project of JSC PSR of the State Corporation Rosatom, as well as Vyacheslav Nazarov, Head of the Department of Digital Transformation of Administrative Regulations of the Competence Center for Digital Transformation of Public Services of the CSR.

The Federal Center for Competence in Employment has also joined the project: priority areas of work concern issues of employment of citizens returning from the SVO zone and their family members, as well as employment of young people – graduates of secondary specialized educational institutions and universities.

After the training, a solution accelerator is planned for three and a half months, then – the defense of projects before the Ministry of Economic Development of Russia and their testing at the MFC in the regions. ASI and the State Corporation Rosatom provide methodological support for solutions. Some regions have already successfully launched their practices. Among them are solutions related to assistance to participants of the SVO, families with children and people with disabilities.

The integrated system, which includes My Business centers, regional guarantee organizations, state microfinance organizations and export support centers, continues to effectively fulfill the task of supporting entrepreneurs at all stages of their business development – from starting a business to entering international markets.

"The SME support infrastructure is a multi-level ecosystem that allows businesses to receive the necessary assistance at different stages of the life cycle. In the first half of 2025, more than 135 thousand entrepreneurs across the country received such support. This is the result of systematic work to create accessible, targeted and effective assistance to businesses, including in the most remote regions," emphasized Deputy Minister of Economic Development of the Russian Federation Tatyana Ilyushnikova.

Conventionally, the work of the My Business Centers can be divided into two areas. The first is working with existing entrepreneurs, providing opportunities for business growth and scaling. The second is working with priority groups to involve them in entrepreneurial activity: youth, women, people of "silver" age, participants of the SVO.

The My Business centers act as a single window for entrepreneurs, providing information, consulting and training services, assistance in registering a business, preparing business plans and receiving government support measures. Today, the Centers operate in 88 regions (Moscow entrepreneurs receive support from the State Budgetary Institution Small Business of Moscow), with more than 400 branches open.

"In 2025, regional export support centers will retain their key role in our ecosystem, actively supporting small and medium businesses. Their effectiveness is confirmed by specific results: in the first half of the year, the ESCs provided almost 7 thousand information and consulting services and support measures, thanks to which about 500 companies signed new export contracts for a total of more than $130 million. Our main goal is to simplify as much as possible for manufacturers to enter foreign markets and strengthen their positions. We pay special attention to the development of interregional cooperation: five such projects are already underway. We are convinced that this is the key to sustainable development and effective exchange of experience," emphasized Veronika Nikishina, General Director of the Russian Export Center (REC, VEB.RF Group).

Among the most popular areas of support provided by the My Business Centers, consulting support occupies a special place. Competent expert assistance is relevant for entrepreneurs at all stages of development – from launching a project to scaling it. The second position in popularity is occupied by services that facilitate the promotion of products and the search for new clients: this includes the development of digital communication channels, including social networks and websites, and participation in exhibitions and fairs, and the creation of a corporate style. Educational initiatives round out the top three. Despite wide access to information, entrepreneurs and the self-employed still need proven, practice-oriented knowledge adapted to specific stages of their business development.

Regional guarantee organizations provide SMEs with access to banking and other borrowed financing by providing guarantees for loans and leasing transactions, thereby reducing risks for financial institutions and expanding opportunities for entrepreneurs.

State microfinance organizations provide microloans on preferential terms, which is especially important given the increased key rate of the Bank of Russia.

Thus, in the Kirov region alone, small and medium businesses attracted 509.5 million rubles in the first half of 2025.

"Preferential loans are open to a wide range of entrepreneurs, including beginners and those who are in a difficult financial situation. The My Business Center offers 18 microfinance programs. Since the beginning of the year, we have provided financial support to about 300 entrepreneurs, of which 28 are beginners and six loans were received by self-employed people," commented Vladimir Skobelkin, director of the My Business Center of the Kirov Region.

Export support centers help Russian companies enter foreign markets by assisting in the preparation of export documentation, selection of foreign partners, participation in international exhibitions and promotion of products abroad.

An integrated approach and close interaction of all elements of the infrastructure make it possible to create a comfortable environment for the sustainable growth and development of Russian entrepreneurship.
