On July 28–29, Deputy Minister of Economic Development of Russia Svyatoslav Sorokin visited the Kaliningrad Region on a working visit. One of the key topics was the development of infrastructure on the Baltic Sea coast. The Ministry of Economic Development gave a positive opinion on the region’s application to build the Belaya Dune resort — the project can receive preferential financing through the mechanism of treasury infrastructure loans.

The resort "White Dune" near the village of Yantarny has been applied for funding under the national project "Tourism and Hospitality". The application involves the construction of engineering infrastructure – access roads, electricity and gas supply systems.

"The region is counting on treasury loans at 3% per annum for a period of 15 years. We have given a positive opinion on the application. The final decision will be made by the presidium of the government commission on regional development," said Svyatoslav Sorokin.

The main topic of the trip was monitoring the implementation of the state program "Socio-economic development of the Kaliningrad region". Over 10 years, 400 billion rubles were allocated from the federal budget within the framework of the program. These funds made it possible to build more than 200 objects – from roads and hospitals to coastal protection.

The Deputy Minister inspected the facilities in Svetlogorsk: work is underway to build an embankment and anti-landslide structures.

"The program remains a strategic instrument for the development of the region. It is important that the authorities of the Kaliningrad Region respond flexibly to changes related to the challenges of the time, including the consequences of sanctions pressure on business. We also discussed options for solving these problems with colleagues. A comprehensive approach is needed: maximum use of various types of support from the federal budget and prompt development of regional programs where necessary. The Kaliningrad Region is already taking serious steps in this direction," noted Svyatoslav Sorokin.

Currently, the region has a Special Economic Zone with more than 300 residents. Companies have already invested over 300 billion rubles, creating jobs and tax returns.

"SEZ residents produce about 40% of all goods and services in the region and provide half of the tax revenues. They are key employers and investors," the deputy minister emphasized.

During the visit, Svyatoslav Sorokin visited two key enterprises in the region. The Sodruzhestvo Group of Companies is a leading producer of plant protein for the feed industry, providing up to 15% of the needs of the entire feed industry in Russia. The company is one of the five largest taxpayers in the region.

The Avtotor Group of Companies is one of the largest employers in the region, and together with related industries, it provides employment for over 30,000 people. The company is currently implementing a project to launch the production of compact electric vehicles on its own technological platform.

An important disclaimer is at the bottom of this article.

Peter the Great St. Petersburg Polytechnic University recently hosted delegations from top Chinese universities: Tsinghua University (20th place in the QS ranking), Zhejiang University (49th place in QS), and Peking University (13th place in QS).

Study visits to prestigious partner universities in foreign countries are a mandatory element of the educational program at Chinese universities. That is why every summer students from China come to the Polytechnic University to develop scientific and educational cooperation and exchange best practices in working with young people.

The delegation of Tsinghua University (SPbPU's strategic partner), headed by the deputy secretary of the party committee of the university's Youth Union, Chen Zhihao, consisted of student activists (secretaries of faculty committees of the Komsomol, postgraduates and masters). The visit was organized within the framework of the elite program for training personnel reserves and future leaders of Tsinghua University, implemented under the auspices of the Communist Youth Union of China.

The introduction to the history and infrastructure of SPbPU began with a tour of the Main Academic Building (White Hall, library, portrait gallery) and the SPbPU History Museum. The key point was a visit to the Youth Trajectory Center in the Polytech Tower — a modern space for student life, project activities, and interaction with industry. At a meeting with Ivan Khlamov, Head of the SPbPU Youth Policy Department, the guests discussed options for involving young people in scientific and technical creativity, project work, developing leadership skills, and a mentoring system. Colleagues from Tsinghua presented the successful experience of their university ecosystem for supporting innovation and entrepreneurship, including the Lighthouse program, Challenge Cup and Entrepreneurship Competitions, as well as the Innovation Plus incubator, which has grown hundreds of startups with a total funding of about 5 billion rubles.

The study visit of the best students of Zhejiang University to the Polytechnic is a long-standing tradition that has been strictly observed throughout the years of strategic partnership between our universities. The envoys from the Faculty of Mechanical Engineering were led by its international coordinator Qiu Yixin.

The program included an introduction to the historical heritage of the university, a visit to the modern laboratories of the Institute of Mechanical Engineering, Materials and Transport, and a working meeting with representatives of the SPbPU International Service. The students visited the innovative laboratories of IMMiT and learned about the latest developments of research groups and young scientists of the institute.

Chinese students were presented with opportunities to study at SPbPU, in particular within the framework of additional programs, summer and winter schools. The guests highly appreciated the educational potential of the Polytechnic University, including that already implemented in partnership with Chinese universities, and expressed interest in creating a joint program in the field of mechanical engineering.

In addition to students, the representative delegation from Peking University included Dean of the College of Chemistry and Molecular Engineering Peng Hailin, Dean of the Faculty of Materials Science and Engineering Zou Ruqiang, Professor of the Faculty of Physics Wang Xinqiang, and other scientists.

The visit was eventful: the guests were divided into groups according to their scientific interests to visit specialized laboratories, where they got acquainted with the advanced research of SPbPU in the field of new materials, energy and microelectronics. Of particular interest were the developments of carbon nanomaterials, artificial intelligence for chemistry and promising catalysts. The visit ended with presentations of scientific areas of both universities.

The past visits demonstrated the mutual interest of Russian and Chinese universities in deepening cooperation, the desire to organize interaction not only between leading scientists, but also among young researchers. As noted by representatives of SPbPU, such meetings help not only to exchange best practices in education and science, but also to create a solid foundation for future joint projects, student initiatives, entrepreneurship. Particular attention was paid to student mobility, academic exchange programs, joint participation in student conferences and youth initiatives. The doors of the Polytechnic University are always open to students of partner universities in China.

The renowned polytechnician, assistant of the Higher School of Sports Education of the Institute of Physical Culture and Sport, Kirill Prigoda became the winner of the World Aquatics Championships in Singapore. He won gold in the 4×100 m combined relay. And before that, he won silver in the individual event at the 50 m breaststroke.

The World Championships are being held in Singapore from July 11 to August 3. On July 30, Kirill Prigoda, Miron Lifintsev, Darya Klepikova and Darya Trofimova won the combined relay. Our team not only won a confident victory in the final, but also set a new world championship record – 3:37.37. This victory went down in history – before it, Russian swimmers had not won the relay at major international tournaments for 22 years! The last time our athletes won was in 2003. Then Kirill Prigoda was seven years old.

The emotions are very pleasant, because the team gave 110%. The guys are great, but the championship is not over yet. We will celebrate at the end of the competition, – said Kirill Prigoda on air at Match TV.

Let us remind you that the Russian team is performing in Singapore in a neutral status. Thus, during the swim it was forbidden to chant "Russia". This is a strict condition of the International Swimming Federation. The team was given a special guide. If we violated it, we were threatened with exclusion from the championship. And even though we did not see the Russian flag or hear our anthem at the awards ceremony, everyone in the world understood that the Russians were on the top step of the podium.

Less than an hour before the team victory, Kirill Prigoda secured the title of vice-champion in the 50-meter breaststroke. In the final swim, he showed a result of 26.62 seconds. This medal was the 11th for the Russians and the first personal award for Russian swimmers at the current championship.

We are proud of Kirill and once again we are convinced that Polytechnic University helps develop abilities and talents in science, creativity, and sports! – noted SPbPU Rector Andrey Rudskoy.

Kirill Prigoda is already an eight-time world champion! He is also a four-time world championship medalist, a two-time European champion, and a silver and bronze medalist at the European Short Course Championships. He currently holds three world records.

The World Championships are ongoing, and Kirill Prigoda has a great opportunity to add to the Russian team’s medal collection.

Almost 6 billion rubles received the SMEs of the North Caucasus with the help of “umbrella” guarantees

Translation. Region: Russian Federal

Source: Ministry of Economic Development (Russia) – Ministry of Economic Development (Russia) –

An important rejection of responsibility is at the bottom of this article.

Enterprises of small and medium-sized businesses of the North Caucasus Federal District (SCF) increased the volume of bank loans attracted to 5.76 billion rubles using the “umbrella” guarantees of the MSP Corporation in the first half of 2025. This is 6% more than in the same period last year.

“The North Caucasian region is actively using the mechanisms of state support to attract financing. According to the results of the first half of the year, thanks to the financial instruments of participants in the national guarantee system, small and medium -sized businesses of the North Caucasus was able to attract 22.3 billion rubles, which is 56% more than in the first six months of 2024. One of the most popular tools was the “umbrella” mechanism of the SME Corporation, which allowed entrepreneurs to attract the necessary funding in the absence or insufficiency of the pledge. And the banks thus received an additional incentive to support local business projects, ”said Alexander Novak, deputy chairman of the Government of the Russian Federation.

The leaders in attracting financing using the mechanism of “umbrella” guarantees were the Stavropol Territory (3.54 billion rubles), the Chechen Republic (0.86 billion rubles) and the Republic of North Ossetia-Alania (0.54 billion rubles), the Kabardino-Balkarian Republic (0.43 billion rubles) and the Republic of Dagestan (0.26 billion rubles). The largest increase in financing with “umbrella” guarantees is noted in the Chechen Republic (+74%), the Stavropol Territory (+24%) and the Republic of North Ossetia – Alania (+13%).

“According to the results of the first half of 2025, in fact, every fourth ruble received by the entrepreneurs of the North Caucasus in the form of borrowed banking financing was obtained using the mechanism of“ umbrella ”guarantees. The procedure for obtaining them is automatically, without the participation of an entrepreneur. The guarantee itself is free for business: the bank pays the commission. For the North Caucasus Federal District, special limits of guarantees of the SME Corporation were allocated and there are no restrictions on industries. This year, our “umbrella” guarantees most often used enterprises in the segment of information and communication – compared to the same period last year, growth was more than six times, ”said Alexander Isaevich, General Director of the SME Corporation.

The growth of “umbrella” support was shown by enterprises in the processing segment (92%), services (88%), transportation and storage (40%), agriculture (34%), healthcare and social sphere (51%), culture and sports. In addition to the “umbrella” guarantees of the SME Corporation, the small and medium business of the North Caucasus Federal District, following the results of the first six months of 2025, received more than 8 billion rubles of financial support in the subsidiary of the SME Bank in the form of loans and warranty support. This is three times more than according to the results of the same period a year earlier.

The “umbrella” mechanism involves the provision of guarantees to banks – partners of the MSP Corporation, within the framework of which financial organizations issue loans to entrepreneurs provided by the guarantees of the SME Corporation. Such guarantees cover up to 50% of the bank loan. The amount of one guarantee can reach 1 billion rubles in a period of up to 10 years. The mechanism guarantees the bank the fulfillment of obligations on such a loan, thereby reducing reserves and releasing liquidity for additional lending to the business.

The “umbrella” mechanism of guarantees was launched in 2021 on behalf of the President of Russia and is currently being implemented at the national project “Effective and Competitive Economics”.

An important disclaimer is at the bottom of this article.

During these hot days, an equally hot event took place at the Igora Drive circuit in the Leningrad Region — the fourth Garage Fest festival. The Polytech North Capital Motorsport (Polytech NCM) student team became one of the participants in the Formula Student competition and performed well.

There was so much to see at the festival! Four-hour endurance races, drift competitions, exhibitions of rare cars, dragsters and drag racing prototypes, as well as interesting lectures and discussions about the past, present and future of cars.

A separate topic is the international student racing car competition "Formula Student". There, our Polytech NCM team did not get lost among strong competitors from Russia, Turkey and China. The guys proved that they are real engineers and athletes, ready to fight for leadership. At all stages of the competition, they were supported by students from the Polymer association – they tried not to miss a single event of the program, filmed a report, followed the races and, of course, rooted for the Polytechnicians.

To gain access to the races, you need to overcome the stage of static disciplines. Here, Polytech NCM was at its best. The guys passed the technical inspection and presented their car to experts. As a result, the Polytechnicians became winners in the presentation of the business plan, received second place for the report on cost and production, and came in third in the disciplines "Best digital twin of a racing car" and "Protection of the structure".

Thus, the team earned the right to participate in the general race and took fourth place there. The guys were delighted to be among their own again – in the engineering community, where everyone supports each other despite the competition. Now they are set for the new season and expect to improve their result at the next Garage Fest Igora Drive.

"1C Academy": effective teaching of 1C technologies in universities

Translation. Region: Russian Federal

Source: Peter the Great St. Petersburg Polytechnic University –

An important disclaimer is at the bottom of this article.

In July 2025, a large educational program was completed — a course for advanced training of teachers "1C Academy: Effective Teaching of 1C Technologies in Universities". It is implemented by Peter the Great St. Petersburg Polytechnic University together with a technology partner — 1C Company. The main goal of the educational project "1C Academy" is to improve the quality and level of teaching modern technologies of corporate information systems. It is also aimed at training in the professional use of 1C products in the context of rapidly developing requirements of the digital economy based on the concept of a ready-made educational product.

In 2025, 1C Academy united more than 100 higher education institutions from 68 cities in five countries and 192 teachers seeking to develop their professional competencies in teaching modern information technologies based on advanced solutions from 1C. The scope of training participants has expanded significantly and, importantly, teachers from universities in the CIS countries have joined the program — more than 30% of the program's students are foreign participants. Among them: 12 teachers from Uzbekistan, 8 from Kazakhstan, 43 representatives from Belarus and 1 participant from Armenia. Thus, 1C Academy has reached a new level of cooperation and integration of educational resources of Russia and partners in the CIS countries.

A ready-made educational product is an approach when a complete set of educational and methodological materials is prepared: video lectures, tests, practical cases, configured for performing practical tasks of the IT system. The materials are adapted for any form of conducting classes and are ready for replication. The materials themselves, without a teacher training system, are ineffective, so SPbPU has developed a professional development program where teachers study not just the capabilities of the product, but receive material that can immediately be integrated with the university's LMS and begin teaching disciplines related to 1C, – said one of the authors of the course, senior researcher of the International Academic Competence Center "Intellectual Enterprise Technologies" of the Advanced Engineering School "Digital Engineering" SPbPU Anton Ambrazhey.

During the training, the participants completed a four-month course covering various processes in the 1C: ERP CIS, development on the 1C: Enterprise platform, and a methodological block. The program was successfully completed by 117 people, which amounted to more than 60%. The most successful graduates were awarded prizes from 1C.

Many participants noted the excellent structure of the course, the clarity of presentation of the material, the quality of the educational and methodological materials.

The course was organized and conducted at the highest level! The materials are structured and easy to understand, the feedback is timely, support is at all stages of training, – wrote in the review senior lecturer of the Kazakh Agrotechnical University Ayagoz Orazbaeva.

Professor of Moscow Polytechnic University Petr Romanov noted: The high level of preparation of educational materials and convenient structure allowed to effectively master new technologies. Convenient video lectures and prompt feedback from the organizers made a special impression.

This is the first time I am taking part in such training! The level of methodological support, technical support, as well as the quality of the prepared materials and the professionalism of the speakers are amazing! I felt “space” technologies on myself. This course has become a vector for the coming semesters. Thank you for the training! I will follow your example!!! — shared her impressions of the course associate professor of the Ural State Mining University Svetlana Lebedeva.

Deputy Director for Strategic Projects at 1C LLC Nikita Starichkov, assessing the importance of the 1C Academy for the industry, noted: There may be different universities, different areas of training, different educational programs, but always and everywhere it is the teachers who play a key role in the development and training of a young specialist. At the same time, it is important that the knowledge of teachers does not lag behind the IT industry, which is developing by leaps and bounds. Therefore, for our part, we welcome and support the Academy project, which has been held by Polytech for several years now. We hope that it will continue to actively develop in the future.

The Polytechnic University is holding a similar "Academy" for students. A similar course for students, "1C Academy for Students", is scheduled to launch in October 2025. Information can be found atofficial website of the program. Students from Russian and foreign universities have a unique opportunity to master new technologies and develop the necessary competencies for a successful career in the modern digital economy.

An important result of the implementation of the "1C Academy" is the creation of a solid foundation for the further development of the pedagogical potential of universities in the CIS countries and the training of highly professional personnel for the modern digital economy. Teachers and students acquire valuable knowledge and ready-made materials that allow not only to form a theoretical basis, but also to actively apply modern digital solutions in training and work.

How to pay for your studies without stress: we tell you about a preferential loan for students

Translation. Region: Russian Federal

Source: Peter the Great St. Petersburg Polytechnic University –

An important disclaimer is at the bottom of this article.

Students who pay for their education have the opportunity to take advantage of an educational loan with state support.

What are the advantages of such a loan? The state pays most of the interest rate. Therefore, for a student, the rate is only 3% per annum. Moreover, it is valid for the entire term of the loan, and not just for the duration of the studies.

A loan can be taken to pay for any period of study – from one semester to the entire term. During the course of study and for another nine months after its completion, there is a benefit for loan payments. The remaining debt can be repaid within 15 years, but without benefits. Of course, if possible, you can repay the loan early without any fees.

The borrower under the loan agreement with the bank will be the student himself, so it is not necessary to provide a certificate of income – earnings are not important for receiving an educational loan.

And these are the documents you need:

original passport; original agreement on the provision of paid educational services with a university or college or its certified copy with a note that the copy corresponds to the original; receipt or invoice for tuition fees.

If the student is under 18 years old, the following will also be required:

original birth certificate; original passport of one of the parents; original written consent of one of the parents to enter into a loan agreement with the bank.

Before applying to a bank for a loan, sign an agreement with a university or college. It should indicate that you will be studying in a fee-paying department. Then come with your documents to an office convenient for youSbera(if you are under 18, then with your parents) or leave a request on the website.

If the loan is approved, the bank will credit the amount to your account and then transfer it to the educational institution's account. You cannot withdraw or spend this money. In case the university requires confirmation of the transfer, save the payment document.

Read more about how to apply for a loan and what to do with it if your circumstances change. Here.

Requirements for electric filling station infrastructure have been approved for gas stations.

Translation. Region: Russian Federal

An important disclaimer is at the bottom of this article.

The Chairman of the Government of the Russian Federation signed the Resolution prepared by the Ministry of Economic Development of Russia on changing the requirements for the list of minimum necessary services provided at road service facilities. From March 1, 2026, at filling stations (AZS) in the right-of-way of highways, it must be possible to use DC charging stations with a capacity of at least 44 kW for electric vehicles.

The changes will affect petrol stations located on public roads of federal, regional, inter-municipal and local significance. The resolution supplements the list of minimum necessary services provided at road service facilities, and also regulates the minimum necessary requirements for the capacity of electric vehicle chargers.

"Over the past three years, there has been a threefold increase in the number of electric vehicles in the country. At the moment, more than 67 thousand "electric trains" have already been registered. Their operation is largely limited to city streets, where the density of electric charging stations is significantly higher than on highways. One of our implemented initiatives was the adjustment of requirements for filling stations in the right-of-way of public roads. Fast charging stations with a capacity of at least 44 kW will appear at new filling stations. This will generally increase the mobility of electric vehicles, the speed of their movement over long distances, and reduce the time required to charge an electric vehicle," commented Deputy Minister of Economic Development of Russia Mikhail Kaminsky.

The work is being carried out within the framework of the implementation of the activities of the federal project “Production of Innovative Transport”, which is part of the new national project “Industrial Support of Transport Mobility”.
